By the time this articlegoes to print the TennesseeHouse of Representativeswill have either passed orfailed to pass the GovernorsEnergy Bill for 2009. Thisbill is the result of manymonths of meetings allacross the state, meetingsto learn how homes canbe built that don’t use andloose so much energy.
Tru th i s Tennesseehomes are the worst inthe southeast as far ascost to operate and en-ergy loss. The Task Forcethat Governor Bredesenappo in ted l i s tened topeople and experts fromall walks of l i fe, archi-tects, engineers, builders,science and energy ex-perts and even I and a fewmore PHCC of MiddleTennessee members wereable to speak and beheard.
What could we do tomake better homes in thisstate? The result was theGovernors Energy Bill Ispoke of, it would require
new homes in the State ofTennessee to be in -spected to the Interna-tional Residential Code.Inspections currently arelimited to larger commu-nities around the state.
In Wilson Countyfor example, Lebanon hascodes inspections and abui lding code to bui ldtoo, but build outside thecity limits only and onlytwo inspections are re-qu i red , e lec t r ica l andseptic tank.
I have seen some ofthe worse plumbing sys-tems ever installed in ar-eas that have no plumb-ing inspections or build-ing codes. I bet some of
you have as wel l . Novents, no traps, no fall,dangerous gas wa terheater insta l la t ions toname but a few. The Gov-ernors Energy Bill wouldaddress this and more.
But, it is being op-posed by the less govern-ment is better members ofthe Tennessee House ofRepresentatives. Theircomplaint, to much gov-ernment, I can see theirpoint, we are sometimesregulated to death onwhat seemingly is no ofthe governments busi -ness. But homes are notone of them. Professionalplumbers know the code,profess ional p lumbersunderstand the reason forcodes, but unfortunatelynot all House membersdo.
The Tennessee Senatepassed i t , t he HomeBuilders even supportedit, but it may die becauseof legislators not wantingtheir districts included inthe bill. Homes would beinspected from beginningto finish, foundation toinsulation, that’s what willmake homes in Tennes-see use less energy andbe a safer home as well.
Relying on a privatehome inspector is not agreat option given the factthat they are very unregu-la ted and many havenever been involved in thebuilding trades. Inspec-tors t ha t can inspec tfoundations and structuremight have limited knowl-edge of p lumbing andHVAC systems.
As you read this the
answer will be known, butright now as I write this,it’s up in the air what willhappen. Hopefully theHouse wil l real ize thatprotecting the citizens oftheir districts is best ac-complished through thetried and true method thathas been the cornerstoneof the mechanical tradesfor over a hundred years,building to a code and in-spectors that are fair andknow the code.
Real protection from asubstandard builder andor contractors happensbe fore t he shee t rockgoes up not afterwards.The citizens of this statedeserve more that whatthey have right now, mini-mum building codes anda good inspection systemis the right thing to do.
