1 Introduction
The Hanford Tank Waste Treatment and Immobilization Plant (WTP) will treat and immobilize wastes
received from underground radioactive waste storage tanks at the Hanford site, which contain a mixture
of sludge, salt cake, and liquids totaling approximately 53 million gallons of waste. The WTP consists of
five major facilities: Pretreatment (PT) Facility, Low-Activity Waste (LAW) Facility, High-Level Waste
(HLW) Facility, Analytical Laboratory (Lab), and Balance of Facilities (BOF).
The WTP mission will be completed in phases, beginning with treatment of the low-activity waste
fraction, prior to completion of the PT and HLW Facilities. The low-activity waste fraction will be
delivered by the Hanford tank farms Low-Activity Waste Pretreatment Facility (LAWPS), and will be
transferred directly to the LAW Facility for vitrification. Secondary liquid wastes generated by LAW
vitrification will be concentrated in the Effluent Management Facility (EMF) and recycled to the front
end of the LAW vitrification process. This configuration is referred to as Direct Feed Low-Activity Waste
(DFLAW).
Upon completion of the PT and HLW Facilities, WTP will transition to concurrent production of
immobilized LAW and HLW. Hanford tank farms waste will be received by the PT Facility where it is
separated into the LAW and HLW fractions. LAW and HLW will be vitrified in their respective facilities
and secondary liquid wastes generated by the vitrification processes will be returned to the PT Facility for
recycle. This configuration is referred to as the PTF configuration.
As shown in Figure 1-1, the HLW and PT Facilities will only be operational under the PTF configuration
while the EMF and LAWPS are only operational during DFLAW. The LAW Facility, BOF and Lab are
operational for both PTF configuration and DFLAW. Note that design, construction, and operation of
LAWPS is outside the WTP prime contract scope and is being delivered by the Hanford tank operations
contractor. Thus, LAWPS is not addressed further in this report.

1.1 Purpose of the Process Inputs Basis of Design (PIBOD)
The purpose of the PIBOD documents are to report the physical properties of WTP process streams based
on rigorous mass balance calculations using tank waste feed vectors and processing scenarios
representative of the entire WTP process. The resultant stream properties, in conjunction with data from
other sources, are to be used in design confirmation. This PIBOD document will support design
confirmation of the LAW Facility and EMF. Once completed, these two facilities, along with Lab and the
remaining BOF, will allow DFLAW processing to commence.

The purpose of this document, Process Inputs Basis of Design (PIBOD) for LAW and EMF, is to report
physical properties for process streams that comprise the LAW Facility and EMF. Sections 4 and 5 list
and provide descriptions of the process streams included in this report. Appendices A and B provide
values of key physical properties for each of the streams. Process stream properties reported for the EMF
are applicable only to DFLAW operations. Process stream properties reported for the LAW Facility,
however, are applicable to both PTF configuration and DFLAW. The existing PIBOD report for the WTP
facility reflecting PTF operation, 24590-WTP-DB-PET-09-001, Process Inputs Basis of Design (PIBOD)
is revised to remove all LAW process streams. 24590-WTP-DB-PET-09-001 will therefore contain only
PT and HLW process stream property results. Process Inputs Basis of Design (PIBOD) for LAW and
EMF will be the only PIBOD report containing stream data for the LAW facility.
This PIBOD document reports the following stream properties used in confirming the design of the LAW
Facility and EMF:

These physical properties are provided as a subset of the information requested by Mechanical Systems to
complete design confirmation. The complete list of requested information from Process engineering is
documented in CCN 158961 which provides the basis for the physical property parameters reported in
this document. Mass balance calculations used to support the PIBOD report are based on a steady-state
model of the WTP process. As such, overall and individual constituent flow rates are not provided as
results because they do not represent actual flow rates realized during batch processing scenarios. The
scope and limitations of the PIBOD are discussed further in section 2. An overview of the Process
engineering body of work, as it pertains to the appropriate sources for information needed by subsequent
engineering disciplines to complete design confirmation, is likewise provided in section 2.
Note: When considering values provided by the PIBOD, the system engineer must evaluate the need
for application of design margin and conservatisms before using the values as design inputs. Values
provided in the PIBOD do not include margin. The values are to be used by WTP Engineering as
per any applicable procedures and/or instructions as the basis for the values selected for the design
(after applying contingency, safety factors, and other design conservatisms if necessary). It is up to
the discretion of the responsible engineering discipline(s) whether to adopt the new value or keep the
existing value as the basis for the design value if the existing value is bounding.

2 Scope and Use of the PIBOD
Lower and upper normal operating values of the key physical properties identified in Appendices A and B
of this document are provided by two calculations: 24590-LAW-M4C-V11T-00001, Calculation of
Process Stream Properties for the LAW Facility and 24590-BOF-M4C-V11T-00006, Calculation of
Process Stream Properties for the Effluent Management Facility. The remainder of the
properties/component mass rates required for design confirmation are to be derived from other documents
as discussed in Section 2.1. The following conditions apply when PIBOD results sourced from these two
calculations are to be used in design:
The PIBOD calculations listed above use selected values as leach factors, decontamination factors (DFs),
separation factors, reaction completion percentages along with other process inputs as a basis for
calculation of the stream compositions and the resulting range of properties documented in Appendices A
and B. These values used are based on the expected operating conditions of equipment and processes
within the facilities during normal operations and do not cover off-normal operations of equipment, nor
do they cover operations at processing set points outside the currently planned set points for the facility.
As such, the PIBOD calculation(s) results reflect expected and normal operations and steady state
conditions. The results are not intended to bound properties that may occur under off-normal, localized,
transient scenarios, or extremes of operation. Also, the values provided in this document are based on
correlations used by the ASPEN Process Performance Simulation (APPS) model and do not include any
contingency to account for potential variation in results due to deviations that may occur when applying
the developed correlations to individual feeds.
The results of the PIBOD calculations are not universally applicable in design calculations. They are
intended solely to represent the lower and upper values of the thermal, transport, and physical properties
encountered during normal operations while processing a full range of LAW feeds represented by the
feed vectors associated with Tank Farms Contractor Operation and Utilization Plan, TFCOUP6,
(documented in CCN 159204) and 24590-WTP-RPT-ENV-16-001, One System – Feed Vector
Development in Support of WTP Environmental Risk Assessment Activities. Because data are derived
from a steady-state model, flow rates provided by the model are not representative of actual flow rates
during batch processing operations. Instantaneous process flowrates are determined based on the required
facility throughputs as defined in Section C.7 of the WTP Contract, DE-AC27-01RV14136. The
responsible engineering discipline should consider all applicable criteria when sizing the equipment to
meet minimum flow rates established by Process Engineering. This includes minimum velocity for slurry
lines (24590-WTP-3DG-M11T-00003) and general engineering practices (e.g., adding capacity for a
minimum recirculation line if required for specific pump application).
In addition to lower and upper normal operating values sourced from the PIBOD calculations, this
document reports physical property values from the balance of Process Engineering design calculations
when their results bound the physical property values given by the PIBOD calculations. These bounding
values are listed in Appendices A and B alongside results of the PIBOD calculations to assist engineers in
selecting appropriate Process design inputs by informing the reader that an alternate Process Engineering
calculation provides a more bounding value. These bounding values are labeled as the minimum and
maximum operating values in Appendices A and B. Table 3-1 provides an example of the format in which
stream data is provided in the Appendices.
Note: Minimum and maximum operating values presented in this PIBOD represent the operational ranges
of physical property values as determined by Process Engineering. These values are not equivalent to the

design temperature and pressure ratings assigned to the systems, structures, or components (SSCs) to
which they are attributed.
The thermal, transport, and physical property values provided in this PIBOD document should be
evaluated relative to the corresponding property values currently used in committed and confirmed
calculations. Previous calculations contain estimates of process stream properties that have been used
prior to issue of this document; thus, they may still contain relevant limiting values.
2.1 Function of PIBOD within the Process Flowsheet
This section provides background information on the appropriate sources of process inputs for the
engineering disciplines requiring confirmed inputs from Process Engineering. The PIBOD report is one of
many Process Engineering deliverables used by other disciplines, or internal “customers.” These Process
Engineering deliverables, including calculations, reports, datasheets, and drawings, are discussed here
with respect to which engineering disciplines should refer to which deliverable(s) for process inputs.
The WTP Process Flowsheet is defined as the collection of information that describes how the WTP will
process waste from the Hanford Tank Farms and turn that waste in to High-Level Waste (HLW) and
Low-Activity Waste (LAW) glass products. The “Process Flowsheet” consists of the following items:
• Process Flow Diagrams (PFDs)
• Process Description
• Process Model/Simulation
PFDs are used to illustrate:
• Flow sequence/routing
• Unit operations
• The major Process control loops
• Equipment selection (as required by Process)
• Stream numbering (these tie to the Process Model/Simulation)
• Equipment data (batch volumes, duties)
• Stream data (as warranted)
Equipment data will come from Process calculations and stream data will come from a mass and energy
balance and/or Process calculations. At the WTP, PFDs are generated for the process systems within PT,
LAW, HLW, and EMF. PFDs are also generated for the processing portions of the Lab and the “wet
chemical” portion of the BOF.
The Process Description provides:
• Definition of operating modes/required process functions
• Sequence of operating modes
• Operating and design parameters
• Definition of the major process control loops
At the WTP, the Process Description is captured in the WTP Integrated Processing Strategy Description
(WIPSD).

The Process Model is typically generated from process simulation software. The Process Model
architecture reflects the connectivity as defined on the PFDs as well as the operating logic as described in
the Process Description. The Process Model is utilized to generate mass and energy balances (M&EBs) in
support of the design. The M&EBs may be supplemented by Process calculations to provide input to
downstream design activities (Process datasheets; material/equipment/piping/instrument specifications;
safety evaluations; etc.). These M&EBs provide:
• Stream compositions
• Stream physical properties
• Load requirements (heating/cooling)
When using the APPS model, the User (Process Engineer who is setting up and running APPS) works
with the Customer to specify the configuration (PTF configuration or DFLAW), the feeds, and the
operating scenario(s). The selection of the feed and operating scenario is established based upon the need
of the Customer the work is supporting. Input variables and controls are also set by the User with input
from the Customer. These include (but are not limited to):
• Throughput
• Cesium ion exchange column (CsIX) DF
• Melter DFs
• Submerged bed scrubber (SBS) / wet electrostatic precipitator (WESP) DFs
• Evaporator DFs
• Reaction conversions
At the WTP, the Process Model is the APPS and M&EBs are generated by Process Engineering to
support the work of a number of disciplines (e.g., Customers). These include:
• Process Engineering – input to Process datasheet calculations
• Mechanical Engineering – input to equipment/piping calculations and/or data sheets (primarily
physical property information)
• Radiological Engineering – input to shielding and source term calculations
• Nuclear Safety Engineering – input to accident analyses and facility classification (includes
Inhalation Dose, Hydrogen Generation, NOx, Chemical)
• Permitting – emissions estimates
• Materials Engineering Technology – input to materials selection
Because the selected inputs to the Process Model are adjusted based on the needs of the end users,
M&EBs should not be considered interchangeable. For example, M&EBs generated for inputs to Nuclear
Safety calculations are typically based on Contract conditions. While M&EBs for inputs to Mechanical
calculations provide a range of normal operations. Use of the M&EB results outside of the intended
purpose will require the permission of Process Engineering.

3 Overview of the PIBOD
Physical properties for LAW and EMF process streams are provided in Appendices A and B,
respectively. The process streams are numbered in accordance with the current issued process flow
diagrams. Stream numbering used for the APPS 3.0 model does not align in all cases with stream
numbering on the process flow diagrams. Tables 4-1 through 4-6 and Table 5-1 provide a stream cross
walk which maps each of the process stream numbers to the corresponding stream in the APPS 3.0 model.
The APPS 3.0 flowsheet, showing all streams and unit operations included in the model, may be viewed
on 24590-RMVD-03086 file name: APPS v3.0 Model Schematic - VIT.png.
The tables in Appendices A and B should be used in conjunction with Tables 4-1 through 4-6 and Table
5-1 as well as the corresponding process flow diagrams in order to identify which streams flow into/out of
the plant equipment being evaluated.
The physical properties reported in the appendices for each process stream provides up to four values:
these values are “minimum operating,” “lower normal operating,” “upper normal operating,” and
“maximum operating.” Lower and upper normal operating values are sourced exclusively from the
PIBOD calculations for LAW and EMF: 24590-LAW-M4C-V11T-00001 and 24590-BOF-M4C-V11T-
00006, respectively. Minimum and maximum operating values are reported in addition to the normal
operating values when an alternate source of information provides a value that bounds the lower and/or
upper normal operating value. These values are sourced from process data calculations for LAW and
EMF vessels, flowsheet basis calculations (e.g. 24590-LAW-M4C-LOP-00001), and other process basis

information from committed (alpha revision) calculations, these values may not be used for design
confirmation until the calculations are converted to confirmed status. Upon completion of the
confirmed revisions of the EMF process calculations, this PIBOD report will be updated to reflect
confirmed data.
3.1 Terminology for Dissolved and Undissolved Solids used in PIBOD
This document uses the following terminology to describe the solids content of streams:
Suspended solids (wt. %) - Weight percent of undissolved solids in suspension.
Total Salts (wt. %) - Weight percent of all undissolved and dissolved solids (including organics). Weight
percent of dissolved solids may be calculated by subtracting suspended solids from total salts.

Slurry or Vapor Density (lb/ft3) - Bulk density. For slurry streams, it is the density including all solids;
dissolved and undissolved.
Liquid Density (lb/ft3) - Density for liquid streams with undissolved solids portion removed, taking into
account only the density of the liquid portion.
Slurry density for liquid streams with zero or negligible amounts of undissolved solids will be equal to the
liquid density. For streams in Appendices A and B where this is the case, only the liquid density is
reported. Slurry density in these cases is listed as n/a.
3.2 Normal Operating Pressure and Temperature Ranges
Static pressures of the process streams reported in Appendices A and B represent the operating pressures
of the equipment from which the streams originate. As an example, a process stream that represents the
liquid outlet of a vessel is assigned a static pressure equal to the operating pressure of said vessel. Lower
and upper normal operating values provided for static pressure are results from APPS model runs for
24590-LAW-M4C-V11T-00001 and 24590-BOF-M4C-V11T-00006. A consequence of using the APPS
model to provide pressure operating ranges is that the lower and upper normal operating static pressure
may be reported as the same values. This is due to equipment operating pressures in APPS being fixed-
variables set to same values across all model runs. Therefore, reported lower and upper normal operating
static pressures may be equal and not reflect variation in static pressure during normal operations.
Similarly, there are cases where the lower and upper normal operating temperatures may be reported as
the same values for process streams in Appendices A and B. The operating temperatures of certain
equipment within the APPS model are fixed-variables that remain constant through all model runs.
Likewise, reagents including air, steam, demineralized water, and sodium hydroxide are assigned fixed
temperatures within the APPS model. Therefore, reported lower and upper normal operating temperatures
may be equal and not reflect variation in temperature during normal operations.
Engineering disciplines making use of static pressure and temperature values from this report are advised
that the values reflect expected, normal operations at steady state conditions and may not always exhibit
an operating range. Therefore, when using PIBOD lower/upper normal operating static pressure or
temperature values in design, engineers should take this into account and consider complete operating
ranges and transient conditions. As with all values sourced from the PIBOD, users are advised to apply
margin, contingency, and/or conservatisms as instructed by Section 1.1 of this report.
4 LAW Vitrification Facility
4.1 LCP System
The LAW Concentrate Receipt Process (LCP) system is designed to receive LAW concentrate within the
LAW facility from the Treated LAW Concentrate Storage Process (TCP) system in the PT facility during
PTF configuration. In DFLAW configuration, the LCP system receives LAW concentrate from LAWPS
and effluent concentrate recycle from EMF. It is then required to stage and transfer the concentrate to the
LAW Melter Feed Process (LFP) System. The summary of minimum and maximum physical properties
of the LCP process streams are listed in Appendix A, pages A-2 and A-3. The LCP system is depicted on
PFDs 24590-LAW-M5-V17T-00001 and 24590-LAW-M5-V17T-00002.

4.2 LFP System
The LFP system receives LAW concentrate from the LCP system, receives glass formers from the GFR
system, mixes LAW concentrate with glass formers to meet product compliance requirements, and

4.3 LMP System
The LAW Melter Process (LMP) system is designed to receive LAW concentrate mixed with glass
formers and turn it into a molten glass product. The melter has two outputs; vapor to the LOP offgas
treatment system, and the glass product batch fed to the Container Decontamination (CDG) system. The
summary of minimum and maximum physical properties of the LMP process streams are listed in
Appendix A, pages A-7 through A-16. The LMP system is depicted on PFDs 24590-LAW-M5-V17T-

C1. Introduction
This appendix documents the selection of lower and upper normal operating physical property values for
LAW process streams from two sets of viable data for use in this PIBOD. The two sets of LAW process
stream data are results from the following calculations: 24590-LAW-M4C-V11T-00001, Calculation of
Process Stream Properties for the LAW Facility and 24590-BOF-M4C-V11T-00006, Calculation of
Process Stream Properties for the Effluent Management Facility. This appendix documents the following
steps taken:
• Select lower and upper physical property data for the APPS streams listed in Table C-1 from the
results of 24590-BOF-M4C-V11T-00006. This step is performed in the following Excel files

C2. Background
The staged approach being taken at WTP to begin DFLAW processing before completion of PT and
HLW means that the LAW facility will operate under two scenarios over the facility lifetime. There is the
potential for different operating conditions with respect to the physical properties of process streams from
one operating scenario to the other. 24590-LAW-M4C-V11T-00001, Calculation of Process Stream
Properties for the LAW Facility calculates process stream properties for the LAW facility under the PTF
operating scenario (PT, HLW, and LAW operational) while 24590-BOF-M4C-V11T-00006, Calculation
of Process Stream Properties for the Effluent Management Facility calculates the process stream
properties for the LAW facility under the DFLAW operating scenario (LAW and EMF). The objective of
this PIBOD is to report the expected range of physical properties for LAW streams regardless of whether
the facility is operating in DFLAW or PTF configuration. Therefore, results from the two calculations are
compared and overall lower and upper values are selected.
