PERMANENT Ireland continues to be one of the most attractive ICT (Information and Communication Technology) hubs in Europe with 9 of the 10 top US ICT companies and global software companies establishing operations here. We saw the positive growth in leading investments from digital media/content companies in 2014 with leading brands. As Ireland’s economy continued to recover in 2014, additional job creation, previously confined to the multinational sector, also included more hiring from SMEs and ICT start-ups. This element is further increasing the competition for talent. There was an increase in ICT start-ups in Ireland in 2014. This has led to a further demand for operational IT professionals across a number of roles and disciplines including Senior Technology Managers, Developers, Technical Support and Business Analysts. One of the key reasons for attracting organisations to set up in Ireland is the availability of talented IT professionals. The most in-demand skill sets in 2014/15 include Web/Mobile Developers, Data Analytics, Technical Support, Cloud Engineers, UI/UX Developers/Designers and Security professionals. Ireland has established itself as the data centre hub of Europe. Many leading companies are looking to migrate their operations to the cloud and use this to provide analytical environments to obtain information and data to make business decisions. This is creating a real demand for a specialist skill set that is so innovative and dynamic that ICT professionals have chosen to re-train or up-skill in order to meet demand. With the recovering economy in Ireland, many organisations across multiple sectors looked to improve and enhance their competitiveness by upgrading their services and products using cutting edge IT, web and digital tools. This had the knock-on effect of greater demand for development skills in Java and .Net throughout the year. The demand for Javascript developers was most notable, particularly with popular and more powerful frameworks such as Backbone, Angular and Ember. Javascript is now recognised as its own fully functional language and this has led to a number of companies looking to source this specific skill set.
JAVASCRIPT IS NOW RECOGNISED AS ITS OWN FULLY FUNCTIONAL LANGUAGE AND THIS HAS LED TO A NUMBER OF COMPANIES LOOKING TO SOURCE THIS SPECIFIC SKILL SET.
As the software development market grew, so too did the need for testers and QA professionals (Java, .Net, Python, UI/UX, Automation Testers, Senior Test Engineers). With more product and services going to market, the support and infrastructure disciplines also experienced an increase in demand for Technical Support, Helpdesk Engineers, System Administration and Desktop Support Engineers. Although salary levels are not expected to increase significantly in these areas, we would expect a rise in the area of cloud engineering due to demand exceeding supply at this time. As organisations seek to streamline their global system and integrate their businesses to become more time and cost efficient, there has been a continued shortage of professionals with CRM/ERP expertise (SAP, Oracle Applications, SalesForce) with these specialists in high demand. This continues to be a very competitive market nationally with more professionals considering the move from permanent to the more financially lucrative contracting market in 2014. IT Project Managers and strong senior IT talent with leadership skills are still very much sought after as organisations have restructured, opened/closed business units and continue to go through transformative periods. Following on from last year, DevOps continues to be a real growth area, with demand still outweighing supply. Opportunities for Senior Managers and Programme Managers within Financial Services and semi-state organisations are growing and a strong supply of quality professionals has made this a very buoyant market.

CONTRACT Confidence in hiring contractors was higher in 2014 than in previous years. This is due to many factors including an improved economy which has caused more organisations to invest in their IT departments, as well as a greater number of project wins at a local and global level. This increased investment has triggered demand for a number of key skills including Web, mobile, .Net, Java, UI and many senior appointments. Due to the shortages of certain skill sets such as SAP, Java, UI and Cloud within the permanent recruitment market, hiring managers have become more amenable to sourcing contractors in order to secure the talent for key areas and projects. While demand for IT contractors remained high throughout 2014, rates have remained on par with 2013 levels.
WHILE DEMAND FOR IT CONTRACTORS REMAINED HIGH THROUGHOUT 2014, RATES HAVE REMAINED ON PAR WITH 2013 LEVELS.
However, we would anticipate this trend changing in 2015 with some spike in rates where demand for certain skills sets continues to grow. The rate differential is typically 10% to 15% lower for daily rate contractors outside of the Dublin region. However, contractors with expertise in applications such as CRM/ERP command rates in line with those offered in Dublin.
PERMANENT (cont’d) Open Source test tools and specifically the functionality of Selenium Webdriver have driven demand for QA Engineers with scripting in both Java and C# among other common languages. BDD (Behavioural Driven Development) is being adopted by many organisations and will be an emerging field in 2015. The current era of ‘Big Data’ has meant a continuing rise in demand for professionals with good reporting and data analysis skills who can evaluate data, buying needs and trends as well as demonstrate real value in forecasting. SMEs and start-ups have found it challenging to compete with the compensation packages offered by multinationals to secure the talent they require, in particular the need to offer higher basic salary, equity, healthcare and pension contributions.
Leading edge technology, training and career development, work life balance, benefits and profit share schemes were among the major factors for ICT professionals considering whether to stay with their current employer or move to a competing organisation. In-demand skills created some increases in salaries and rates, typically fluctuating between 2% to 5%, with a similar further increase expected as the demand increases.
