Criteria to launch an alert

Judiciary have confirmed that an abduction has occurred.

The victim is a child under 18.

There is reason to believe the victim is in danger of serious bodily injury or death.

Criteria to launch an alert

There is information available that, if disseminated to the general public, could assist in the safe recovery of the victim, (ie: description of suspect's vehicle, lic. plate number, suspect is known).

If the above criteria are not met, the alert should not be activated.

Anyway, alert should not launched in any case it could endanger victim's life or interfere with investigations.

Activation authority

The decision to deny or issue alert can be very difficult and can have irreparable consequences, so we referred to French system and proposed highly qualified magistrate, i.e. Chief Prosecutor.

Alert will be aired per 3 hours,

plus 2 hours if needed

Legal basis

In these months Bureaus of Legislative Affairs of Ministries involved are considering the best way to strengthen legal basis to “Allarme Scomparsa Minore” (Italian Amber Alert system)

Phone bank

The project aims to have one and only police interforces phone bank to receive and process information directly from the public

Phone bank

Phone bank will be a real situation room, provided with best suited technologies (recorded phone lines, geolocation capability, videoediting application, etc.).

Besides it will be focal point for stakeholders.

International alert procedures

According to Schengen Convention and Bruxelles document “Best practice for launching a cross-border child abduction alert”, we could be interested in starting a bilateral study how to share information, when it's believed the abductor might be making his/her way up to neighboring States.
