1. ORGANISATIONAL INFORMATION
1.1 Introduction
This document demonstrates the Institute’s compliance with the principles of the
European Charter for Researchers and the Code of Conduct for the recruitment of
Researchers, and relevant actions to be undertaken for fully adhering to the European
Commission’s recommendations.
Instytut Techniki Budowlanej, ITB conducts scientific research and development works in
the field of construction and related, with the view of their implementation and practical
application. The ITB is supervised by the Ministry of Infrastructure and Construction. For
over 70 years, thanks to the experienced staff using the most modern research methodologies
and specialist measurement equipment, we support development of construction both in the
country and abroad. The Institute attaches the great importance to the Charter and the Code.
Specified roles, responsibilities and rights of researchers are a set of general principles and
requirements that should be followed by employers and/or funders when appointing or
recruiting researchers. Many principles of the Charter and the Code are already commonly
practiced in the ITB, however, not all of them are clearly introduced into everyday practice.
The Institute supports this initiative and declares undertaking all necessary steps to assure
consistency of rules in force in the ITB with the principles of the Charter and the Code.
In order to accede to the recruitment process the ITB established the Working Group,
which main tasks were to conduct analysis of received data, prepare the gap analysis and
write an action plan. The detailed analysis, prepared during the discussions, focused mainly
on the convergences to the deviation of relevant legislation in Poland and existing institutional
rules and practices with the Code and Charter principles. The Working Group examined forty
principles of the Code and the Charter, defined points for analyses and identified strengths
and weakness of the ITB’s institutional legislation. Moreover, the Group highlighted all
necessary types of initiatives to be undertaken and implemented. On the basis of the Internal
Gap Analysis the Action Plan has been prepared.
1.2 Organisational Profile
Instytut Techniki Budowlanej (ITB) was founded in 1945 as a body directly linked to the
Ministry of Infrastructures and Constructions (and its predecessors). From the very beginning

the basic aim of its activity was to ensure the quality of the Polish building industry and to
protect the interests of users of the construction works. In over 70 years of its history the ITB
has become a leader in creating of Polish and European building development and invaluable
support for practice.
The ITB is accredited by Polish Centre for Accreditation (PCA) as product certification
body (Accreditation no. AC 020) and management system certification body (Accreditation
no. AC 072). It is also notified to the European Commission and the other Member States of
EU as a body participating in a process of assessment and verification of constancy of
performance of construction products (Notified Body no. 1488). ITB Certification
Department conducts the certification of construction products and factory production control
obligatory (where assessment is made in accordance with the requirements of harmonized
standards, European Technical Assessments, Polish Standards or Polish Technical Approvals)
and voluntary (where the conformity assessment is made in accordance with the requirements
of ITB technical criteria), voluntary factory production control of concrete with the quality
assessment, management systems, personnel competency and services. The ITB conducts the
certification throughout Europe and Asia. Since 15th December 2014 the ITB has been
accredited in the area of testing and certification by the General Headquarters of Civil
Defence, Ministry of Interior of the United Arab Emirates.
The ITB operates the Group of Testing Laboratories, including 5 laboratories accredited
by Polish Centre for Accreditation (PCA), which conducts the tests of construction materials
and products as well as assessments of environmental pollution. For the needs of European
Technical Assessments and certification of products, laboratories carry out tests which are the
basis for marking products with B or CE mark. The ITB’s work covers issues as:
sustainability in the construction sector, safety and reliability of structures, hygiene of
dwelling environment, protection against noise and vibration, safety and comfort,
rationalization of energy utilization inside buildings, durability of buildings, fire safety of
construction works, technical diagnosis in construction, quality of buildings, building
ecology, modernization of housing, inland building and hydro-engineering, electrical systems
and building hardware and ironmongery. In 2012 the ITB completed a significant investment
dealing with enlargement and transfer of Fire Testing Laboratory from Warsaw to Mazovian
Branch in Pionki.

The ITB is a Technical Assessment Body (TAB) authorized in terms of issuing European
Technical Assessments - ETA (Decision no. 1/JOT/WA/13 of 27th September 2013 of the
Ministry of Transportation, Construction and Maritime Industry). ITB has been designated in
the framework of Regulation (EU) No. 305/2011 for all groups of construction products, with
the exception of road equipment and road construction products. In cases where construction
products are not covered or not fully covered by European harmonized standards,
manufacturers have the possibility to CE mark products on the basis of European Technical
Assessments and declaration of performance.
The ITB fulfils a tasks of national Approval Body authorized for granting Technical
Approvals for innovative construction products (within the framework of regulation of the
Minister of Infrastructure of 8th November 2004 on technical approvals and the bodies
authorized to issue technical approvals; consolidated text: Dz. U. z 2014 r., pos. 1040). ITB
Technical Approval is a technical assessment of construction product fitness for an intended
use, conducted on a basis of the national provisions and enables to place the product on the
Polish market with building mark B. In addition, voluntary application documents e.g.: ITB
Technical Recommendations, ITB Technical and Quality Recommendations and ITB Green
Technical Recommendations are granted.
In 2004 the ITB established ITB EPD Program which provides the procedure for
Environmental Product Declarations Type III (EPD) development for construction products.
In 2015 the procedure was updated and verified by ECO-Platform to be recognized on the
united European Market. ECO Platform is International Non-Profit Association established
by European EPD Program Operators (including ITB). Basically, the process of EPD creation
respectively the contents of an EPD are regulated in the ISO 14025 "Environmental labels and
declarations - Type III environmental declarations - Principles and Procedures" and in the EN
15804 "Sustainability of construction works - Environmental product declarations - general
rules for the category Construction". ITB’s EPDs are the technical information that provides
quantifiable environmental data for construction products with a specified technical function
on the building level. EPD enables to analyze the life cycle of products with regard to their
environmental impacts and to display these analyses in a transparent and standardized way.
The ITB actively participates in building research activity on the international forum,
among others by contributions to the work of many technical committees, commissions and
working groups within international scientific (ENBRI, EGOLF, Eco Platform, ECTP AISBL,

RILEM, ELGIP, CICIND, ICPIC) and standardization (ISO, CEN) organizations as well as
those for the assessment of building materials (EOTA, UEAtc, WFTAO). The ITB also
participates in the works of Group of Notified Bodies and in the Standing Committee on
Construction (supporting expert of Polish delegation).

2. NARRATIVE
2.1. Ethical and professional aspects
The research freedom is well established at ITB and this principle is guaranteed in external
an internal legal documentations. Researchers can freely express their opinions, ideas and
propose own solutions according with the ethical principles and practices and in line with the
ITB statute and strategy (vision, mission and values). The researchers are aware of national
and international regulations. The Institute’s priorities have been mainly determined in the
Statue of the ITB and The Strategy. The principal activities of the Institute include: carry out
scientific and development researches but also inspiring and creating conditions conductive to
developing efficient materials and construction solutions, creating new research methods and
improving those already existed. The Institute put results of scientific research and
development works into practice.
ITB’s researchers enforce ethical principles and practices established to act responsibly and
professionally in the work environment. The standards are introduced from the Polish Labour
Code and assured in the Statute and related internal documents. The internal regulations allow
maintaining high standards of work and professional respect to other researchers. The
researchers are familiar with the ethical requirements and current legal environment, both
national and internal, mostly via existing Internal Electronic Platform (PW) and additionally
via ad hoc internal trainings/seminars, when necessary. Questions and arising problems may
be consulted with lawyers representing ITB.
The researchers are well aware with the principles of science financing and strategic goals of
research environment. They are mainly defined in the Act on the Research Institutes on 30
April 2010. Not long ago, because in 2015, the Strategy for the ITB was adopted – Science
and expertise for construction industry of the future, whose priorities are:
- two base pillars: scientific development and cooperation with the client,
strengthening communication between science and business,
implementation of an innovative system for cooperation between the ITB and
innovative entrepreneurs,
creating development, anticipating needs, flexibility, quick reactivity through creation
of a centre for scientific research and innovation,
strengthening our position on the international scene thanks to the possibility of
conducting specialist research in order to co-create an innovative construction
technique, issuing European technical assessments for innovative products and
certification in Europe and Asia. On the basis of general internal rules were raised

several internal actions, e.g., Regulations connected with self-funding called Own
Researchers Fund.

2.2 Recruitment
The standards that need to be met by applicants are clearly stated in ITB job’s
announcement. The standards are defined in the field of education, experience, developments,
publications in international and national journals, presentations at conferences and
specialization.
Also the ITB’s working conditions are presented. The announcement includes job title,
criteria to full, organizational units, needed documents and defines candidate requirements.
Researchers are preceded by an open competition and are treated equally in case of conditions
of employment, promotion and access to training, regardless to sex, age, race, nationality,
disability, sexual orientation or religion. The internal regulations and procedures are in
agreement with the EU regulations, the Act on the Research Institutes on 30 April 2010 and
the Polish Labour Code.
The recruitment announcement is available on the ITB website, on the website of the
Minister responsible for Science in the Public Information Bulletin and on the EURAXESS
portal. The selection procedures are defined in internal procedures of ITB. However, ITB
does not have any regulations relating to the CVs Code. The recruitment procedure allows the
candidate to describe the achievements and explain, e.g., career breaks which, of course, do

not eliminate the candidature. The mobility is a positive aspect for the employer and ITB
supports researchers to be mobile.
However, the internal career path is currently discussed in the Program of the ITB
Activities for the Years 2015-2018. The development of young scientist should be oriented by
professional adviser and senior researchers who would serve as mentors. The working
conditions for researchers are provided appropriately, e.g., ITB ensures flexible working
hours, tele-, part-time working or work in safe conditions. Stable employment contracts and
fair and attractive conditions of salaries are secured.
The external and internal rules clearly regulate matters related to the copyright, ensure the
privacy and protect intellectual interest of all employees of the Institute. The authors of
written words are aware of the principle of fair use of copyrighted works and have guaranteed
transition of copyright. The Dissemination of Research Results and Development Works
introduces the rules of management and principles of commercialisation all works prepared
by the Institute’s workers.
2.3 Working conditions and social security
On the basis of PN-EN ISO/IEC 17025:2005 and Act on the Conformity Assessment
Systems and Market Surveillance in the Building Research Institute function the Testing
Laboratories. They are accredited by the Polish Centre of Accreditation (No AB023). In 2015
included 9 specialist testing laboratories conducting the following types of tests: acoustic and
noise tests – among others caused by vibrations; biological, biochemical, chemical –
including analytical tests; tests of physical properties; radiochemical and radiation tests,
related to environment engineering; mechanical, non-destructive tests; tests of fire resistance
and reaction to fire; EMC, electrical and electronic tests. The laboratory equipment is
constantly modernized and upgraded to meet the expectations of the science development and
market needs.
There is a need for elaboration and constant development of the professional and
formalized system of individual carter path planning and periodic evaluation of employees.
This will be done as a part of approved internal Strategy of Development. On this basis career
paths will be planned and evaluation system will be implemented.

2.4 Training
The development of early stage researchers is currently widely discussed in ITB.
There is a need for appropriate supervision on all career stages. ITB perceives future
requirements that have to be fulfilled to ensure young employees proper contact with the
senior researchers. Also sees senior researchers as a supervisors, mentors, mangers and career
advisors. Moreover, the administrative powers of the ITB decided to ensure the sufficient
expert who would support ITB employees by his/her own knowledge, experience and prepare
expertise showing future researcher progress. Recently, in the ITB has been established the
system for postdoctoral candidates called “Habilitation Seminar”.

4. IMPLEMENTATION
Special HRS4R Steering Group has been established in order to carry out internal analysis
(Gap Analysis), and prepare HR strategy, Action Plan and to regularly oversee progress. The

The implementation will be conducted through the realization, monitoring and
measurement process of PSP-02 SUPPORT HUMAN RESOURCES, implemented within the
framework put in place in ITB quality management system.

The ITB research community will be involved in the implementation process by means of
the following methods:

ITB holds certificates of ISO 9001:2008 Quality Management System, and ISO/IEC
27001:2013 (ISMS) Information Security Management System confirming compliance of the
management systems implemented with requirements of the following standards: PN-EN ISO
9001:2008 – certificate number 834/S/2015 and PN-ISO/IEC 17021:2013 – certificate
number 834/I/2015 (more details on ITB’s website).
The Program of the ITB Activities for the Years 2015-2018 includes strategic objective
No. 7, project C7.Z3 Motivation. It defines the strategic aim "Development and
implementation of human resources management system", under which are carried
operational tasks: "Recruitment - the acquisition of competencies and specialized personnel"
and "Development of staff competence". In the latest findings of the management review on

17 May 2016, one of the priority target became "realization of strategic objectives indicated in
the Program of the ITB Activities for the Years 2015-2018".
Therefore, the implementation of the adopted strategic objective will be monitored,
measured, analyzed and evaluated quarterly within the existing rules of ISO 9001 QMS.
Implementation will be monitored through audits within the quality management system ISO
9001, ISO 27001 and/or benchmarking of the other institute, which has implemented the
HRS4R.

Comment: The results of research activity are mainly published in press. The
Institute pays particular attention to activities in the scope of dissemination of
knowledge. During the last years, the number of organised and co-organised
scientific and technical meetings covering the entire sector of construction,
including seminars, trainings and courses, has been continuously increased. The
Institute owns a highly reputed library that has been described in the POL-on
information system of the Ministry of Science and Higher Education as unique and
the largest one in Poland. In 2015, within the framework of own publications, 13
new titles were issued (in the ‘Scientific Works of the Building Research Institute’,
‘Designing in accordance with the Eurocodes’, ‘Instructions, Guidelines,
Handbooks’ and ‘Technical Conditions for the Performance and Acceptance of
Civil Works’ series). Within the scope of the jubilee seminar, a strategy for
European building research institutes was elaborated and described.
