2. Executive Summary
State e-Governance Mission Team (SeMT), Uttarakhand has been in touch with various
departments for their IT projects. During the course of these interactions it was felt that the
departments lack Knowledge, Skills and Attitude (KSA) to successfully plan, implement and
monitor projects related to e-Governance. As a result a need was felt to have Capacity Building
sessions for the departments as a part of the ongoing Change Management strategy.
With this objective in mind State e-Governance Mission Team (SeMT), Uttarakhand organised
four days training session for the Officials of twenty five departments of Uttarakhand from 21st
February to 24th February 2012. The participants were divided into two batches of twenty five
each. The Specialized Training for e-Governance Programme (STeP) was conducted by National
Institute for Smart Government (NISG) in pursuance of the mandate given by Department of
Information Technology (DIT), Ministry of Communications & Information Technology,
Government of India (GoI), to develop human capacities by imparting training to officers from
Central and State/UT Government departments. STeP is one of the key components under the
National e-Governance Plan (NeGP) Capacity Building Scheme in India. Under the Capacity
building initiatives taken by SeMT the module of e-Governance Project life cycle (eGLC) was
delivered.

4. Objectives
The objectives of the Training were:
To accelerate implementation of the NeGP
To pave way for effective implementation of e-Governance in the state for the
benefit of all stakeholders
To develop competencies and skills in specialized areas of e-Governance for the
personnel working in Government
To equip Government officials with the necessary tools for conceptualizing,
developing, implementing and management of e-Governance projects
To leverage the existing institutional mechanism and expertise working in e-
Governance for knowledge sharing

Methodology adopted for calculating the ratings on the basis of feedback provided is as below:
1. Each attribute’s rating is calculated separately.
2. For each attribute every department’s individual rating is calculated by taking the
aggregate of all the participants and dividing it by the number of participants from
the department.
3. Then the aggregate of all the departments for that attribute was taken.
4. Finally the grand rating for an attribute was deduced by dividing the aggregate
with the number of departments.

Example: Say for attribute Training Curriculum first the rating of each department was
calculated by calculating the aggregate of all the participants from that department. Then
the grand rating was deduced by aggregating the ratings of all the departments.

9. Suggestions/Learnings
The following are the suggestions / learnings coming out of the feedback provided
by the participants.
1. Duration of the training to be atleast five days.
2. Training to be imparted on regular basis.
3. Location of training to be outside the Capital/State.
4. Online training to showcase the Best Practices of other States.
5. Training to be Department specific.
6. Training Material to be in Hindi language.
7. Training for Higher Officials.
8. Inclusion of more Case Studies
9. Departmental segregation into three services for the purpose of training:
a) Economic Services
b) Social Services
c) General Services
10. Sessions for Political Leadership.
11. Refresher Trainings to be conducted from time to time.
