    Professional Development for DadaabSecondary School Educators

    A two-year Secondary TeacherEducation Diploma program is beingoffered by Moi University and UBCFaculty of Education is contributing

    courses to this program in Dadaab,Kenya. Successful participants willreceive a diploma conferred by MoiUniversity. While students will beenrolled through Moi University, theywill be visiting students to UBC. MoiUniversity and UBC faculty memberswill participate in shared programdelivery and assessment, while MoiUniversity will provide local academicand cultural knowledge.

    Type of Action:Create a Program Entry for the DadaabSecondary Teacher Education Diploma, tobe placed at the end of the existingCalendar page Diploma in Education.

    Rationale for Proposed Change:

    The UBC Faculty of Education has beeninvolved with Moi University and theDadaab Refugee camp in north-easternKenya since 2009 when a Memorandum of Understanding was signed by bothuniversities. The MoU agrees to developand implement a program for secondaryschool teachers in the Dadaab camps.

    Dadaab is the world's largest refugee camp,located near the Kenya-Somalia border.

    95% of the refugees originate fromSomalia 1. Recent news reports detail thesevere Somali circumstances which drivethe refugees to Kenya, and prevent thosewho have been in the camps for up to 20years, from returning. The Dadaabpopulation is expected to reach 450,000 byDecember 2.

    Approximately 37% of the Dadaabpopulation is school-aged (5-18 years old).49% of these children (roughly 50,000) arenot in school. The teacher/student ratio is

    1:68. Over 90% of the teachers areuntrained while others are volunteers-graduates of the camp schools-recruited toteach by Dadaab parents. All teachers havelimited resources and large classes of enthusiastic, committed students. Few, if any, have access to professionaldevelopment programs or academicopportunities with their teachingcircumstances in mind.

    Moi University and UBC have agreed todevelop a Diploma in Teacher Education to1. Fulfill the need for improved

    education for the children(particularly girls) of Dadaab.

    2. Fulfill the desire of the teachersthere to develop and augment theirteaching competencies.

    3. Broaden opportunities forchildren/youth and teachers throughenhanced education so that both the

    children/youth and the teachersqualify for subsequent academicopportunities.

    4. Interrupt the loss of furthergenerations of Dadaab refugees tothe limitations of the camps.

    The Dadaab project is a humanitarian effortcurrently being linked with a parallelpartnership between York University andKenyatta University of Kenya who areworking on a similar education program forelementary teachers. Our intent is for thepartnership among the four institutions toqualify for funding and support fromCIDA. While CIDA has given tentativeapproval for the project we are waiting forfinal approval.

    In the meantime, we are continuing todevelop our independent plans with MoiUniversity to provide professionaldevelopment to the Dadaab secondaryteachers. Students will be admitted to both

    UBC (as visiting students) and MoiUniversity, with the UBC students beingtransferred to Moi University, therebyallowing Moi University to confer thediploma.
