1. Introduction Cole Engineering Group Ltd. (Cole Engineering) has prepared this parking review letter in support of a proposed building modification at 70 Whitmore Road, in the City of Vaughan (the “City”). The proposed modification will increase the floor area by some 1,566 m² through the addition of a second floor and will comprise of an automotive body shop with warehouse and accessory office space, employing approximately 45 employees and providing 220 parking spaces.
This memorandum summarizes the rationale for a reduced parking supply for the proposed automotive body shop.
2. Zoning By-Law Parking Rates The City of Vaughan Zoning By-law 1-88 was reviewed to determine the parking requirement for the proposed automotive body shop. The By-law states that an “Autobody Repair Garage” requires 4.5 parking spaces per 100 m² of Gross Floor Area (GFA) or part thereof, plus one (1) for each motor vehicle kept for sale. Using By-law 1-88, the required parking for existing floor space and proposed additional floor space are identified in the table below.

Based on the Zoning By-law, the proposed addition will require 70 parking spaces. With a proposed parking supply of 220 spaces, there is a parking deficit of 78 spaces.

3. Rationale for Reduced Parking Supply To meet the market demand of this business, additional floor area is required for automobile storage. This additional area will not be used for automotive body shop repair functions nor will it be used for employment functions.
The proposed building addition and change in use complies with City of Vaughan Zoning By-law requirements as designed, aside from providing the minimum parking supply based on GFA. Since the additional floor space will only be used for the storage of vehicles, the parking demand of this site will be more than met by the existing parking supply.
Based on the foregoing, a parking supply of 220 spaces will meet or exceed the parking demands of the proposed additional floor area, provided the space is used solely for the storage of vehicles. We trust this letter satisfactorily addresses all of the City’s concerns regarding parking for the proposed addition. Should you have any questions, please do not hesitate to contact the undersigned.

PROPOSAL The subject lands are zoned EM1, & EM2, Prestige Employment Area Zone, General Employment Area Zone under, under By-Law 1-88 as amended. The purpose of this application is to request a variance to permit the construction of an outdoor flour silo with concrete foundation base, to a one storey building, notwithstanding, the minimum interior side yard setback will be 5.4m, rather than the By-law requires minimum interior side yard setback of 6.0m. Sketches are attached illustrating the request.
Ivano Manias, appeared as the agent, and had nothing to add to the request.
There was no one in attendance either in support or opposition to the request. There were no other objections from any Departments or Agencies.
THAT the Committee is of the opinion that the variance sought can be considered minor and is desirable for the appropriate development and use of the land. The general intent and purpose of the By-law and the Official Plan will be maintained. MOVED by L. Fluxgold Seconded by M. Panicali

COMMENTS:
PowerStream has received and reviewed the proposed Variance Application. This review, however, does not imply
any approval of the project or plan.
All proposed billboards, signs, and other structures associated with the project or plan must maintain minimum clearances to the existing overhead or underground electrical distribution system as specified by the applicable standards, codes and acts referenced. In the event that construction commences, and the clearance between any component of the work/structure and the adjacent existing overhead and underground electrical distribution system violates the Occupational Health and Safety Act, the customer will be responsible for 100% of the costs associated with PowerStream making the work area safe. All construction work will be required to stop until the safe limits of approach can be established. In the event construction is completed, and the clearance between the constructed structure and the adjacent existing overhead and underground electrical distribution system violates the any of applicable standards, acts or codes referenced, the customer will be responsible for 100% of PowerStream’s cost for any relocation work.
