• Staff seeks Council’s authorization inaccepting low bid for the 2016 StreetMaintenance Program (SMP)

SUMMARY

BACKGROUND INFO.• The Public Works Department requested Freese and

Nichols Inc. provide engineering services in securing bids for the 2016 SMP at a cost of $22,820. Freese and Nichols helped staff prepare a bid package that was issued in June 2016.

• On July 20, 2016 2016, the City received three bids:

• LoneStar Paving in the amount of $251,337.71• Clark Construction in the amount of $253,411.27• Austin Materials LLC in the amount of $259,542.15

BACKGROUND INFO. cont’d. • Streets included in this year’s program are;

• Alta, from Alamo Heights Blvd. to St. Luke’s• Morse, from Patterson to Grant• Chichester, from N. New Braunfels to Cleveland Court• Castano, from Ciruela to Loveta

• Projects consists of approximately 14,000 Square Yards of roadway improvements, utilizing both milling and overlay of existing surfaces and full depth reconstruction.

POLICY ANALYSIS

• Lonestar Paving was the lowest bidder. Following a background search Freese and Nichols recommends that the contract be awarded to Lonestar Paving.

FISCAL IMPACT

• The contract cost is $251,337.71 with a 5% contingency of $12,566.88 totaling $263,904.59 which is currently budgeted under the Capital Expense for SMP.
