ITEM FOR DECISION
This report summarises the work of the Sevenoaks District Community Safety Partnership over the period 1st April 2003 to 31st March 2004 and outlines proposals for work on the 2004 Audit and the development of the next statutory 3 year Community Safety Strategy 2005/08.
RECOMMENDATION
Members are asked to note the report and comment on proposals for work on the 2004 Audit and the development of the next statutory 3 year Community Safety Strategy 2005/08.
Background (1) The Crime & Disorder Act 1998 places a statutory responsibility on Sevenoaks District Council, Kent County Council and Kent County Constabulary together with other key partners, to undertake an audit of crime and disorder in the District and co-operate in the development and implementation of a strategy for tackling local crime and disorder. The Sevenoaks District Community Safety Partnership (SDCSP) was set up in 1998 to do this.
(2) This report focuses on the work undertaken by the Partnership during the year 2003/4 and relates to the second year of the three-year Community Safety Strategy and Action Plan 2002-5. Copies of the Strategy and Action Plan and the 2001 Audit are available for reference in the Members room.
Community Safety Partnership activities during 2004/05 (3) There are 80 projects in the 2002-5 Community Safety Strategy & Action Plan, which was based on the 2001 Crime and Disorder Audit. Partners provide detailed monitoring information to the SDCSP at the end of each quarter. The end of year monitoring report is attached at Appendix A. Because of the complexities of multi-agency working the target for achievement was set at 80% of the projects being completed or on schedule. 91% has been achieved, a significant improvement on 2003/04. (4) In addition to the 80 projects in the Strategy and Action Plan, a number of other externally funded projects have been undertaken in 2003-4. A copy of the GOSE Crime Reduction Progress report is attached at Appendix B. It gives a summary of the successes and how the funding was spent.

(5) During 2003/04, crime across the District rose by just under 1% (a total of 55 crimes) compared to a countywide increase of 5%. Details of the recorded crime statistics for the District are set out in Appendix C, overall figures are as follows:

Total crimes for 2004/05 7221 (6) This increase relates largely to the significant increase in criminal damage, which is currently being investigated by the Criminal Damage Task Group. Detailed analysis will be reported back to the Partnership together with proposed actions to address the problem. There have been reductions in a number of categories for example burglary, drug offences, fraud and forgery, robbery, shoplifting, theft from motor vehicles, theft of cycles, and violence against the person. (7) Whilst it is acknowledged that this is not the full picture as unreported crimes are not be taken into account in these figures, it is a like for like comparison with last year. Anti-Social Behaviour (8) At the last meeting of this Committee, Members asked for more information about work being undertaken to address anti-social behaviour. The multi-agency Anti-Social Behaviour Task Group meets on a monthly basis to identify and taken action against individuals causing anti-social behaviour in their communities. This year over 44 cases have been referred to the group, with 22 warning letters being issued 4 Acceptable Behaviour Agreements, and a further Anti-Social Behaviour Order (ASBO) in West Kingsdown. Inspector Simon Wilshaw, Chairman of the Task Group has accepted the invitation of this Committee to answer general questions on this issue. (9) This Council’s Community Safety Log system has also received 26 calls and residents letters from residents expressing their concern about anti-social behaviour in their communities. The Community Safety Co-ordinator works with colleagues and partners to use the various the resources available to deal with these incidents such as wardens, Community Support Officers, graffiti cleaning machine (over 100 areas of graffiti have been cleaned). Appropriate cases are referred to the task group for more direct action. (10) For 2004-5, external funding of £25,000 for each of two years has been provided by the Home Office to enhance work on anti-social behaviour. The Partnership has agreed to appoint an officer who will take on responsibility for the above work, helping to map anti-social behaviour across the District, whilst freeing resources to develop further Community Safety projects. This Officer will be employed by this Council within the Community Development Team and the post is currently being advertised.

Additional Action for 2004-05 Crime and Disorder Audit (11) In addition to the deliver of the third year of the existing Community Safety Strategy, the statutory crime and disorder audit which has to be undertaken every 3 years, is due this year. The University of Kent are currently undertaking this work and will be consulting through interviews and focus groups, questionnaires to partners, voluntary organisations, businesses, Town and Parish Councils and Members. They will analyse other consultation data held by partners as well as analysing crime data and provide a draft report in August. The Audit will be published by December 2004, and will be will be used to inform the development of the 2005-8 Community Safety Strategy. Community Safety Strategy (12) A draft strategy will be developed during the autumn based on the findings of the audit and needs to be submitted to Council for approval before the end of March 2005, to be in place from 1 April 2005. This will also link to the Community Plan and the Public Service Agreement targets. Financial implications (13) Delivery of input from this Council to the Community Safety Strategy will be undertaken from existing budgets as set out in the budget book. A Specific sum of £30,000 was also allocated for the year 2004-05 to undertake work on the audit. Partner’s action will be funded from their own budgets. On some projects, which contribute to the Plan, resources are pooled, for example the HAWK Youth project which is funded collectively by this Council, KCC, and Hartley, Ash-cum-Ridley and West Kingsdown Parish Councils. (14) The Community Safety Partnership has also been allocated £158,958 of external funding by the Home Office for 2004-05 to assist with a variety of projects and operations. The Partnership has agreed to continue to fund the Community Safety Assistant employed by this Council from this allocation. A copy of the agreed 2004-05 funding plan is attached at Appendix D (15) Members are asked to comment on any issues they wish to be included in the current audit and on any matter associated with developing the Community Safety Strategy and Action Plan for 2005-08.

Achievement 1
Number of successful projects providing diversionary activities for over 500 young people across the District including skateboarding, SNAP dance events & DJ/MC-ing.
Achievement 2
Involvement of local residents in deciding priorites for Community Safety improvements and the spending of over £20,000 on crime reduction initatives in two focus areas.
Barrier 1
It is still a challenge to retain police staff across the two police areas. This issue has been addressed at a county level and appears to be having a positive effect. However the shortfall in numbers will take some time to recover as well as the unpredictable staff turnover could have a disruptive impact on delivering some activites in the plan.
Barrier 2
The conflict between National Crime reduction targets and local priorities/issues continues to affect the deployment of resources. The prime concern of the community is disorder, not headline crime. It would be helpful to take this into account when setting targets. This could be rationalised in target setting at both Govt and force level.

Quarter 1-3 figures show a 8% decrease in TFMV, a 0.5% decrease in TOMV, and a 5.42% decrease in all vehicle crime compared to the same period last year.
PSA: Dom. Burglary -3% Green Quarter 1-3 figures show a 21% decrease in Burglary Dwelling compared to the same period last year.

This is not a target within this area but figures are being monitored closely by the Partnership.

Citizens Panel survey, Oct 2003, identified that 52% of respondents feel safe outside in the District after dark; 28% do not feel safe in these circumstances and 17% feel neither safe nor unsafe; 89% of respondents said they feel safe outside in the District during the day. We will shortly have 7 wardens/PCSO’s working in the District and work has been carried out with Town & Parish Councils to secure funding for further PCSOs in the District;Public Reassurance

Criminal Damage was up by 13% during the first three quarters compared with the same period last year. This reflects a county wide rise. The Criminal Damage Task Group has requested anaysis of the top 6 wards (three in each police area) to determine action.

During last year’s planning for real process, several local residents and organisations were identified who wished to be involved in taking forward work to address the identified priorities. They are now working together to help prioritise work and take it forward.
Community Safety projects identified October 2003
Community Safety themes and geographical areas needing attention have been identified as a result of the planning for real exercise and these have formed the basis of projects to address the identified concerns. Projects have included a community clean up day with local young people and a newsletter. Graffiti kits and burglar alarms for loan have been purchased and are available from the local police office. Areas for additional street lighting have been identified by residents and will be in place by the end of the financial year.

All projects have been completed or orders placed and have included extra street lighting, litter bins, youth projects, contact cards for residents. Group will continue next year albeit with no funding but will continue to work to improve community.
