§ A letter has been received from a resident ofFairfax Road regarding his concern about thesafety of the intersection of Fairfax Road andBellevue Road.

§ The resident is concerned about the absence ofparking restrictions on the southern side ofFairfax Road just east of Bellevue Road to assistmotorists in Fairfax Road approaching BellevueRoad. The resident advised that traffic conditionsare exacerbated when a vehicle turns left andwide into Fairfax Road due to the geometry ofthe intersection and at the same time a vehicle isapproaching in the opposite direction.

§ The resident also advised of his concern ofvehicles parking on the uphill side of BellevueRoad at the intersection which obstructs sightdistance of approaching traffic in Bellevue Road.

§ Inspection of the site indicated that:

§ there are 'No Stopping' restrictions on thesouthern side of Fairfax Road commencingwest of the driveway of Number 9, whichcontinue towards Bellevue Road to Number 3Fairfax Road.

§ There are faded double centre linemarkings inFairfax Road from the intersection up to thedriveway of Number 9 Fairfax Road. Theselinemarkings are actually offset from thecentre line in this section of the road withparking allowed only on the northern side.

§ The RTA reported accident history for the period1 January 2000 to 30 June 2003 indicated thatonly 1 collision had occurred at the intersection.This involved a northbound vehicle in BellevueRoad colliding with an object on the carriagewayat the Fairfax Road intersection. This collisionwas unrelated to vehicular turning movements atthe intersection. Accordingly, this data isconsidered to be low.

§ It is considered based on the low recordedaccident history and the need to provide kerbsideparking in this area that the two unrestricted carspaces on the southern side of Fairfax Road justeast of Bellevue Road should remain. Also, thelocation of unrestricted parking in this section ofFairfax Road assists to keep vehicular speeds low.

§ The matter of illegal parking in Bellevue Roadon the southern side of Fairfax Road is a matter ofenforcement by Council's Rangers.

7. THAT:

1. The residents of Alma Streetbe surveyed as to theirviews on the followingproposal:

• The existing 'No Standing8.00am - 9.00am; 2.30pm -4.00pm School Days'restriction on the easternside of Alma Street beamended to 'No Parking8.00am - 9.00am; 2.30pm -4.30pm School Days'.

§ The Principal of Sydney Grammar PreparatorySchool advised Council of adverse traffic andparking conditions outside the school in AlmaStreet, Paddington.

§ An on-site inspection was held with the Principalon a school afternoon where the traffic andparking conditions were observed.

§ The Principal advised of the following adversetraffic conditions:§ Vehicles travelling down the wrong side of the

road in Alma Street to access White Citycarpark

§ Parking in the middle of the road§ Queuing of vehicles in Alma Street and

extending out to the roundabout at LawsonStreet / Goodhope Street and also to GlenmoreRoad

§ Vehicles double parking on the west side ofAlma Street

§ The following parking restrictions exist in AlmaStreet:§ West side - approximately 43 metres of 2 hour

resident parking, 8.00am - 11.00pm, Monday -Saturday

1. The residents of RaineStreet and adjoining streetsbe surveyed to ascertain thefeasibility of extending theResident Parking Scheme(Woollahra 1) in this area.

2. Councillor Shapiro and theresidents that responded tothe survey be advised whenthe matter is beingconsidered by the TrafficCommittee.

§ A letter has been received from CouncillorShapiro on behalf of residents of Raine Street,Woollahra requesting that the residents’correspondence be tabled at the next meeting ofthe Traffic Committee. Copies of the residentsletters are attached as Annexure Y1-3b

§ Also, Councillor Shapiro requested that theTraffic Committee investigate the issue ofresident parking in Raine Street.

§ The residents' representative has been advised byletter that Council intends to survey Raine Streetand adjoining streets to ascertain the feasibility ofextending the Resident Parking Scheme in thisarea.

§ Survey forms are currently being prepared andwill be forwarded to the affected residents nextmonth.

§ The results of the survey will be analysed andreported back to the Traffic Committee forconsideration, and Councillor Shapiro and theresidents that responded to the survey will beadvised.

Y1-4 Bellevue Road,Bellevue Hill –‘No Parking’

T34. THAT the proposal to install a6m 'No Parking' zone west ofthe driveway of 122 BellevueRoad be not supported.

§ Mr P Jacobson of 122 Bellevue Road hasrequested the Traffic Committee to reconsider hisrequest for the installation of parking restrictionsimmediately west of his driveway to improvesafety for him and his family when reversingfrom the driveway.

§ The Traffic Committee at its meeting held on 6April 2004, did not support the installation of a'No Parking' zone west of the subject driveway.

At the Council meeting held on 17 May 2004, MrJacobson raised his concerns and Councilresolved to refer the matter back to the TrafficCommittee, although the item was incorrectlyminuted to indicate Council adopting the TrafficCommittee’s recommendation.

§ Attached as Annexure Y1-4b is a copy ofphotographs of the site.

Subject: 36A - 48 BAY STREET - REVISED WORKS ZONE

associated with the site at 36A-48 Bay Street, Double Bay

Recommendation:

1. THAT approval be granted for a Works Zone to be temporarily installed along the frontage of36A-48 Bay Street, Double Bay. The length of the proposed zone in Bay Street is 16 metresnorth of Guilfoyle Avenue, subject to the following conditions:

a) Any directive provided by the NSW Police Department is to be complied with.

b) The Works Zone is to operate 7.00am-4.00pm Mon-Fri, 7.00am-1.00pm Sat for 10 monthswith the Zone in Bay Street commencing end of June (Stage 1).

c) The applicant is to ensure that the traffic lanes, footpaths and driveways, adjacent to theWorks Zone, remain free of obstruction at all times during the construction.

d) The applicant is to provide details of the traffic control to be provided when cranes, concretepumps and other machinery are standing in Bay Street.

e) The applicant is to inform Council’s Traffic Engineer when the project is completed and theWorks Zone can be removed.

f) This Works Zone is in a parking meter area. The fee payable shall be in accordance withCouncil’s adopted fees and charges applying to the period for which the approval is given,and must be paid prior to the Works Zone being installed. Should the Works Zone berequired for a shorter period application may be made for a pro-rata refund.

g) Failure to comply with any of these conditions may result in the cancellation of the WorksZone at Council’s determination.

h) The developer should be advised that:

§ Should the Works Zone be required for a period longer than the approved period,permission from the Director of Technical Services is required to extend the Works Zone.

§ Should the Works Zone be required for additional hours of operation, any amendment willrequire the approval of the Woollahra Traffic Committee.

2. THAT approval be granted for a Works Zone to be temporarily installed along the sideboundary of 36A-48 Bay Street, Double Bay. The length of the proposed zone in GuilfoyleAvenue is 18m west of Bay Street, subject to the following conditions:

3. THAT the applicant notifies all adjacent residents and business owners by a letterbox drop ofthe conditions of the Works Zone.

Background:

Multiplex late last year applied for a 30m 'Work Zone 7.00am - 4.00pm Mon - Fri and 7.00am -1.00pm Sat' outside 36A-48 Bay Street, Double Bay which was approved.

Multiplex is now seeking a revision to its earlier proposed Works Zone in Bay Street to reduce thepotential traffic build up in Bay Street. The intention is to split the length of the Works Zone in totwo 15m sections with one Zone in Bay Street just north of Guilfoyle Avenue and the other aroundthe corner in Guilfoyle Avenue (north side) just west of Bay Street.

Existing Conditions:

The existing conditions are summarised as follows:

§ Bay Street functions as a two way local road between New South Head Road and the Harbour.The carriageway varies through the shopping centre and is approximately 12 metres wide.

§ Guilfoyle Avenue functions as a two way divided local road between Bay Street and OceanAvenue.

§ There are ‘2P meter 9.00am-6.00pm Mon-Sat, Public Holidays Excepted’ parking restrictionsoperating outside the property.

Proposal:

Following inspection of the site and discussions with the Multiplex Project Manager, it wasconsidered appropriate that the Works Zones be installed for:

• 16m on the western side of Bay Street, north of Guilfoyle Avenue which will remove 2 meteredparking spaces (Bay 7 and 6) and 3.0m of motorbike parking, and

• 18m on the northern side of Guilfoyle Avenue, west of Bay Street which will remove 3 meteredparking spaces (Bays 1-3).

Attached as Annexure 1 is a copy of the Locality Plan and Annexure 2 details photographs of thesite.

Although there will be a loss of 5 metered on-street parking spaces for the 10 month duration of theproposed works, Council’s Cross Street carpark has sufficient capacity to accommodate theseparking spaces in the short term period.

The developer should be made aware that should the Works Zones be required for a period longerthan the approved period, permission from the Director of Technical Services is required to extendthe Works Zones.________________________________________________________________________________

Identification of Income & Expenditure:

The installation of signs will be costed against the fee received for the Works Zones.

Background:

CSA Architects Pty Ltd have requested the installation of a Works Zone outside 159 Victoria Road,Bellevue Hill for approximately 12 months commencing June 2004.

Existing Conditions:

The existing conditions are summarised as follows:

§ Victoria Road functions as a two way collector road between Old South Head Road and NewSouth Head Road. The carriageway is approximately 12 metres wide.

§ There is unrestricted kerbside parking in this section of Victoria Road.

Proposal:

It is recommended that a Works Zone with the proposed hours of operation be installed along theeastern side of Victoria Road, Bellevue Hill. This Works Zone is to be associated with the site at159 Victoria Road and extend for 15 metres only. There will be a loss of three residential carparking spaces for the duration of the Works Zone. However, the existing building on the site willnot generate a parking demand for residents whilst being redeveloped.

The only parking likely to be generated by the site will be by the builders / tradesmen who will needto manage parking in the proposed Works Zone.

Attached as Annexure 1 is a copy of the Locality Plan and Annexure 2 details photographs of thesite.

The existing conditions are summarised as follows:

§ Transvaal Avenue functions as a two way divided local road off Cross Street within the DoubleBay Shopping Precinct. It forms a cul-de-sac at its northern end. Each carriageway isapproximately 5.6 metres wide with a landscaped garden in the middle.

§ There are ‘2P meter 9.00am-6.00pm Mon-Sat, Public Holidays Excepted’ parking restrictionsoperating outside the property and within Transvaal Avenue.

Proposal:

It is recommended that a Works Zone with the proposed hours of operation be installed along thewestern side of Transvaal Avenue, Double Bay. This Works Zone is to be associated with the site at16 Transvaal Avenue and extend for 12 metres only. There will be a loss of two car parking spaces(Bays 1 and 2) for the duration of the Works Zone.

That the following actions be carried out in Carlisle Street and Hamilton Street:

1. The two ‘Stop’ signs be upgraded to B size (750mm) signs located on the eastern side ofCarlisle Street at the intersection of Hamilton Street.

2. The street trees on the southern side of Carlisle Street on the eastern approach to the intersectionbe trimmed to improve sight distance to the above primary ‘Stop’ sign.

3. The ‘Stop Sign Ahead’ sign outside the boundary of 17A/19 Carlisle Street be replaced with anew pictorial type advanced warning sign indicating a ‘Stop’ sign ahead (W3-1A).

4. The street trees outside number 21 and 25 Carlisle Street be trimmed.

5. A 10m ‘No Stopping’ zone be installed on the southern side of Carlisle Street, east of HamiltonStreet.

6. The faded ‘No Stopping’ signs on each of the departure sides of the zebra crossing be replaced.

7. An advanced warning sign indicating the presence of the crossing around the corner (W6-2A)be installed on the electric light pole opposite number 6 Hamilton Street.

8. The yellow 40km/h patch on the road pavement associated with the supplementary signs inHamilton Street be repainted.

9. The proposal to install flashing lights on the 40km/h School Zone be forwarded to the RTA’sRoad Safety Section for consideration.

Background:

A letter has been received from a local resident regarding her concern about traffic conditions infront of McAuley Primary School and near the intersection of Carlisle Street and Hamilton Street,Rose Bay.

The resident has listed the issues of concern and also provided possible solutions to improve trafficconditions at this location.

Existing:

A site inspection indicated the following traffic facilities and conditions:

• 40km/h School Zones are provided in Carlisle Street and Hamilton Street on the approaches tothe school.

• There is a vertical crest in both Carlisle Street and Hamilton Street approaching theirintersection which limits sight distance for motorists approaching this intersection.

• There are zig-zag lines in Carlisle Street indicating the marked pedestrian crossing just west ofHamilton Street.

• There are two ‘Stop’ signs and associated holding line on the eastern side of Carlisle Street atthe intersection of Hamilton Street to control westbound traffic in Carlisle Street.

• There are faded ‘No Stopping’ signs on each of the departure side of the zebra crossing.• The zebra crossing lines were noted to be in good condition.• There are high level footpaths on both sides of the road in both Carlisle Street and Hamilton

Street approaching the intersection.

Proposal:

In response to the resident’s suggested solutions to improve traffic conditions at this location, thefollowing items are recommended:

1. The two ‘Stop’ signs were measured to be size A (600mm) and it is considered to improvevisibility of the signs that they be upgraded to B size (750mm) signs located on the eastern sideof Carlisle Street at the intersection of Hamilton Street.

Also, visibility to the ‘Stop’ sign on the southern side of Carlisle Street would be improved bytrimming the street trees on the embankment on the eastern approach.

The ‘Stop Sign Ahead’ sign outside the boundary of 17A/19 Carlisle Street was noted to befaded and should be replaced with a new pictorial type advanced warning sign indicating a‘Stop’ sign ahead (W3-1A). The location of the ‘Stop’ holding line in Carlisle Street is correctlylocated on the prolongation of the eastern kerb alignment of Hamilton Street.

Also, to improve visibility to the proposed sign the street trees outside numbers 21 and 25Carlisle Street need to be trimmed.

It is considered there would be benefit in providing a 10m ‘No Stopping’ zone on the southernside of Carlisle Street, east of Hamilton Street.

2. In order to advise northbound motorists in Hamilton Street of the zebra crossing located just tothe west of the intersection in Carlisle Street, an advanced warning sign indicating the presenceof the crossing around the corner should be installed on the electric light pole opposite number 6Hamilton Street.

There are 40km/h School Zone signs and linemarking in Hamilton Street commencing near theintersection of Spencer Street/Lane including supplementary signs and lines towards CarlisleStreet near the crest in the road. The yellow 40km/h patch associated with the supplementarysigns is faded and could be repainted.

3. The request to provide a ‘Give Way’ or ‘Stop’ sign in Hamilton Street at Carlisle Street is notsupported as the RTA reported accident history for the period 1 January 2000 to 30 June 2003was nil and this facility is therefore not warranted.

4. The request to provide speed humps in Carlisle Street and Hamilton Street is not supported andthe proposed actions should improve traffic conditions at the intersection.

5. The suggestion to provide a centre median island on the pedestrian crossing in Carlisle Street isnot considered to be warranted as the proposed signposting improvements should be adequate innotifying approaching motorists.

6. Also, the suggestion to install flashing lights on the 40km/h School Zones during the signpostedschool times is considered to have merit, however, this facility is currently not recognised by theRTA as a traffic facility. This suggestion should be forwarded to the RTA’s Road SafetySection for consideration.

Recommendation:

THAT:

1. The property owners who responded to the advertising be given a key to the lockable bollardand be advised that their key access is conditional upon no long term parking occurring in BeggLane.

2. The emergency service authorities be given an access key to the lockable bollard.

3. The ‘No Standing’ signs in Begg Lane be changed to ‘No Parking’ signs.

4. The ‘No Standing’ restriction on the western side of Ormond Street be upgraded to ‘No Parking’and a ‘No Stopping’ zone be placed across the entrance to Begg Lane.

5. The cost of supplying and installing the lockable bollard be met by the property owner of 6Ormond Street.

Background:

The Traffic Committee at its meeting held on 3 February, 2004 considered a report on the proposedclosure of Begg Lane to vehicular traffic following a request received from the resident of 6Ormond Street. The resident sought the restriction to discourage vehicles and trucks from parkingin the lane, which affected access to his garage, and is the only garage in the lane.

Council’s Community and Environment Committee at its meeting held on 9 February, 2004resolved that:

1. “The proposed closure of the road to vehicular traffic be approved, subject to the proposalbeing advertised under the terms of the Roads Act 1993 and consideration of any objections.

2. A letter detailing the proposal to place a lockable bollard in Begg Lane at the boundary ofOrmond Street be also forwarded to the affected properties as part of the advertisingprocedure.

3. The properties with approved vehicular access to Begg Lane and emergency serviceauthorities be given a key to the lockable bollard.

4. The ‘No Standing’ signs in Begg Lane be changed to ‘No Parking’ signs and the adjoiningproperties be advised that no long term parking will be permitted in Begg Lane.

5. The ‘No Standing’ on the western side of Ormond Street be upgraded to ‘No Parking’ and a‘No Stopping’ zone be placed across the entrance to Begg Lane.”

Only one objection was received from the owners of 238 Oxford Street and the concern of theowners about the use of Begg Lane as a private driveway can be overcome by adequateenforcement of the proposed parking restrictions.

Also, those residents who have requested key access to the bollard should be advised that the keyaccess will be conditional upon no long term parking occurring in Begg Lane.

Identification of Income & Expenditure:

Street, Watsons Bay.

Recommendation:

1. THAT approval be granted for a Works Zone to be temporarily installed along the frontage of 7Victoria Street, Watsons Bay. The length of the proposed zone is 18 metres and is subject to thefollowing conditions:

a) Any directive provided by the NSW Police Department is to be complied with.

b) The Works Zone is to operate 7.00am-4.00pm Mon-Fri, for 12 weeks commencing earlyJune 2004.

c) The applicant is to ensure that the traffic lanes, footpaths and driveways, adjacent to theWorks Zone, remain free of obstruction at all times during the construction.

d) The applicant is to provide details of the traffic control to be provided when cranes, concretepumps and other machinery are standing in Victoria Street.

e) The applicant is to inform Council’s Traffic Engineer when the project is completed and theWorks Zone can be removed.

f) This Works Zone is in a residential area. The fee payable shall be in accordance withCouncil’s adopted fees and charges applying to the period for which the approval is given,and must be paid prior to the Works Zone being installed. Should the Works Zone berequired for a shorter period application may be made for a pro-rata refund.

g) Failure to comply with any of these conditions may result in the cancellation of the WorksZone at Council’s determination.

h) The developer should be advised that:

§ Should the Works Zone be required for a period longer than the approved period, permissionfrom the Director of Technical Services is required to extend the Works Zone.

§ Should the Works Zone be required for additional hours of operation, any amendment willrequire the approval of the Woollahra Traffic Committee.

2. THAT the applicant notifies all adjacent residents and business owners by a letterbox drop ofthe conditions of the Works Zone.

3. THAT approximately 18 metres of 'No Parking 7.00am-4.00pm Mon-Fri' be installed on thesouthern (opposite) side of 7 Victoria Street, east of the driveway of 45 Cove Street for theduration of the Works Zone.

Background:

LH Building Services has requested the installation of a Works Zone outside 7 Victoria Street,Watsons Bay for 12 weeks commencing early June 2004.

Existing Conditions:

The existing conditions are summarised as follows:

§ Victoria Street functions as a one way local road between Pacific Street and Cliff Street. Thecarriageway is approximately 7 metres wide.

§ There is 'No Stopping' restrictions covering the northern kerb alignment and unrestrictedparking on the southern side of Victoria Street between Cove Street and Cliff Street.

Proposal:

It is recommended that a Works Zone with the proposed hours of operation be installed along thenorthern side of Victoria Street, Watsons Bay. This Works Zone is to be associated with the site at 7Victoria Street and extend for 18 metres only. It will be necessary to temporarily remove a sectionof 'No Stopping' restriction to install the temporary Works Zone.

As part of this proposal, it will be necessary to install temporary 'No Parking' restrictions on theopposite side of the Works Zone to allow the through movement of vehicular traffic. There will be aloss of approximately three car parking spaces for the duration of the Works Zone. It was noted thatthere is a public carpark located nearby in Cliff Street as well as unrestricted parking in Cliff Streetnorth of Victoria Street.

Attached as Annexure 1 is a copy of the Locality Plan and Annexure 2 details photographs of thesite.

The developer should be made aware that should the Works Zone be required for a period longerthan the approved period, permission from the Director of Technical Services is required to extendthe Works Zone.________________________________________________________________________________

Identification of Income & Expenditure:

The installation of signs will be costed against the fee received for the Works Zone.

Subject: VAUCLUSE SHOPPING CENTRE – PROPOSED PARKINGAMENDMENTS

Recommendation:

That:

1. The existing 10 parking restrictions on the western side of New South Head Road, north ofPetrarch Avenue be amended to ‘½ Hour Parking 6.30am – 8.30pm Mon – Fri; 8.30am –12.30pm Sat’ within the Vaucluse Shopping Centre, and these changes be monitored toascertain if any further amendments are necessary.

2. The businesses and resident who responded to the survey be advised of Council’s decision.

Background:

A request has been received from the President of the Vaucluse Chamber of Commerce to amendthe parking restrictions in the shopping village in New South Head Road from 1 Hour between8.30am and 8.00pm to ½ Hour between 6.30am and 8.30pm for the Monday to Friday period.

Council received the following advice from the Chamber who believe that the proposed changeswere desirable as they would:

1. "More closely relate to hours of operations of the existing business2. Prevent prolonged parking up to 10am and after 5pm3. Increase parking availability and customer turnover4. Enable unhampered early morning deliveries5. Improve compliance with parking restrictions

Most businesses in the Village open well before 9 am and the Village is at its busiest from 6.30to 9.30 am and 4 to 7 pm.

For example the Health Club operates from 6.30 pm to 9 pm and the Community College inLaguna St holds classes to 9 pm. The Chamber notes that cars belonging to students andteachers and Health Club instructors, are often parked in the Village on weekdays from 6.30 to10 am and from 5 pm onwards.

Presently this is permissible, but it adversely affects the vast majority of the shopkeepers. Mostcustomers to the Village need less than 30 minutes to make their purchases in the various shops.Often they find that parking is not available, so they don’t stop and don’t shop in the Village.

Deliveries mainly occur between 6.30 am and 9 am and require short time parking. However,due to the absence of available parking, drivers of the delivery vehicles sometimes double parkor park on street corners, obstructing the flow of traffic.

Most people tend to obey the law and when customers find that they require more than 30minutes parking, they will park in Laguna St, where there is a one hour restriction or justoutside the Village along New South Head Rd, where parking is unrestricted."

Sixty six letters were delivered by hand to all the shops and residences between the shops in theshopping village in New South Head Road in order to seek their views and comments.

Existing:

An inspection of the shopping centre indicated the following parking restrictions and kerbsideparking spaces:

New South Head Road

• 15 spaces on the west side - 1 Hour parking 8.30am-8.00pm, Mon-Fri; 8.30am-12.30pm Sat.• 8 spaces on the east side - 1 Hour parking 8.30am-8.00pm, Mon-Fri; 8.30am-12.30pm Sat.

Laguna Street

• 6 spaces on the north side – 1 Hour parking 8.30am-8.00pm, Mon-Fri; 8.30am-12.30pm Sat.• 5 spaces on the south side - 1 Hour parking 8.30am-8.00pm, Mon-Fri; 8.30am-12.30pm Sat.

Petrarch Avenue

• short length of 5 Minute parking outside the Post Office’s private postal boxes.• Unrestricted parking up to opposite the Post Office and then restricted parking.

Comment:

It is considered that the proposal the Chamber has raised would provide greater parking turnoverand assist some of the businesses in the shopping centre, although some businesses have raisedobjections to the proposal.

The businesses that have raised objection are located on the eastern side of New South Head Roadand the proponents are located on the western side.

It is considered that in order to gauge any improvement to parking turnover, it may be worthwhileamending the parking restrictions on the western side of New South Head Road, north of PetrarchAvenue and monitor these changes to ascertain if any further extension of the proposal wasnecessary. Also, the parking restrictions in Laguna Street would remain unchanged.

Proposal:

It is recommended that the existing 10 parking restrictions on the western side of New South HeadRoad, north of Petrarch Avenue be amended to ‘½ Hour Parking 6.30am – 8.30pm Mon – Fri;8.30am – 12.30pm Sat’ within the Vaucluse Shopping Centre, and these changes be monitored.
