KVIC to start khadi spg, wvg centrein Arunachal Pradesh village
NEW DELHI, FEB. 10—The Khadi and Village
Industries Commission (KVIC)would soon start a spinning andweaving centre at Chullyu, atribal village in ArunachalPradesh, to generate sustainablesource of income and develop thevillage as a 'Khadi' tour ismdestination in the northeast.
KVIC said in a statement
that the decision to create jobopportunities on a mission modein Arunachal Pradesh was takenafter high-level meetings withthe state's Governor B D Mishra,Minister of Agriculture TageTaki and Chief Secretary NareshKumar.
"Being located at thefoothills of the Himalayas,Chullyu has the potential ofproducing premium qualityhoney. The Khadi spinning andweaving centre will fulfil theneeds of the local and alsogenerate sustainable source ofincome at their doorsteps.
"The khadi centre willstar t with 25 'charkhas'(spinning wheels) and fivelooms, which will provide directemployment to 35 women,"KVIC Chairman V K Saxena
said. He also said bee-keepingactivities in the village will startby providing 200 bee-boxes to 20farmers after training.
According to thestatement, Saxena said duringhis visit to the village, "Alignedwith the vision of Prime MinisterNarendra Modi, KVIC seeks toreach out and empower thoseregions of the country whichhave never been approachedbefore by earlier governments.
"It is our endeavour tobring an actual change in thecountry by reviving the ruraltalents and giving rural citizensan equal opportunity."
Highlighting the untappedpotential and a planneddevelopment of the regionSaxena said the residents ofChullyu usually purchase their
'khadi' fabric from Assam, asthere is no production unit in thestate. According to the statement,one of the residents of the villageappreciated KVIC's initiativeand said, "This is the first timeever that an organization hascome as a saviour for us. Theholistic development beingprovided by KVIC will go a longway in helping Chullyu.”

'Moderation in India's growthcoincides with global situation'
NEW DELHI, FEB. 10--The moderation in India's
growth coincides with adeceleration in growth of globaloutput and the IMF has projectedthe country's GDP growth to pickup to 5.8 per cent in 2020, UnionMinister Anurag Thakur said inLok Sabha.
Thakur said India's growthtrajectory over the period 2014-15 to 2018-19 is characterised bymacroeconomic stability withreal GDP growth averaging 7.4per cent.
"The moderation in India'sgrowth coincides with adeceleration in growth of globaloutput, as estimated by the IMF,in recent years," he said replyinga question of Congress MP AbdulKhaleque and TMC's SaugataRoy during Question Hour.
Thakur, union minister ofstate for finance, said the IMFhas projected India's GDPgrowth to pick up to 5.8 per centin 2020.
The economic survey2019-20 has also projected a
pick-up in India's growth in therange of 6.0 per cent to 6.5 percent in 2020-21.
The RBI's sixth bi-monthlymonetary policy statement,2019-20 has also projected GDPgrowth of 6.0 per cent for 2020-21.
Thakur said as per theNational Statistical Office's firstadvance estimates of nationalincome, 2019-20, India's realGDP is estimated to grow at 5.0per cent in 2019-20.
He said the WorldEconomic Outlook Update(January 2020) published by theInternational Monetary Fund(IMF) has revised India's GDPgrowth rate to 4.8 per cent in2019.
This revision in growthmay not cause any stress in theNon-Banking FinancialCompanies (NBFCs) sector asNBFCs are well capitalised, hesaid.
The minister said thegovernment has implementedseveral major structural reforms
in recent years to bolsterinvestment and growth.
These include Insolvencyand Bankruptcy Code (IBC) tostrengthen the financial system,Goods and Services Tax (GST)to simplify the indirect taxationregime, Make-in-Indiaprogramme to boost domesticmanufacturing capacity,liberalisation of Foreign DirectInvestment (FDI) and Jan Dhan-Aadhaar-Mobile (JAM) Trinitytowards greater transparency,effi ciency and fi nancialinclusion, he said.
Thakur also said recently,the corporate tax rate has beencut to 15 per cent for newdomestic manufactur ingcompanies, which is amongst thelowest in the world.
In December 2019, hesaid, the government hasannounced the Rs 103 lakh croreNational Infrastructure Pipelinewhich would significantly boostinfrastructure and spur growthimpulses in the economy.

DGT Proposes to Issue Digital'E-Credentials/E-Certificates'
The Government is developing the Electronic Skill CredentialStandard (ESCS) Specification. Directorate General of Training(DGT), Ministry of Skill Development and Entrepreneurshipproposes to issue digital ‘e-Credentials / e-Certificates' which arefreely portable for candidates and easily verifiable at scale byemployers and job matching platforms but continue to allow printand other visual forms for human consumption. This would enablecandidates to verifiably state their skill levels with a high degreeof trust in authenticity to aggregators, matchers, and employers.Now in the DGT ecosystem, all the certificates are ‘e-Certificates’,digitally signed. e-Credentials are an electronic scheme-basedstandard for describing credentials data in a machine-readableformat (JSON-LDrepresentation of RDFa- Resource DescriptionFramework, a web standard) along with its printable human-friendlyversion to make credential exchange between digital agents openand reliable. Certificates issued according to this specification canbe aligned to one or more educational standards. They are securedusing digital signatures.These will also be pushed in DigiLocker.
This standard is an open standard, free to use, and does notcost anything extra to the Government or the student.

Economy close to collapse, fearin country: Chidambaram
NEW DELHI, FEB. 10-(PTI)Former finance minister P Chidambaram on Monday tore
into the Modi government's handling of the economy, saying itwas close to collapse and was being attended by "very incompetentdoctors."
Initiating the debate on the Union Budget for 2020-21, hesaid rising unemployment and falling consumption was makingIndia poorer.
The economy, he said, is facing demand constraints and isinvestment starved. The economy is facing fall in consumption andrising unemployment.
"Fear and uncertainty prevails in the country," he added.He said the chief economic advisor to the BJP government
for four years, Arvind Subramanian, has stated that the economy isin the ICU. But "I would say the patient has been kept out of theICU and incompetent doctors are looking at the patient,"Chidambaram said.
"It is dangerous to have a patient out of ICU and being lookedupon by incompetent doctors. What is the point of standing aroundand chanting slogan 'Sab ka saath, sab ka vishwas'," he said, adding,every competent doctor the Modi government could ever identifyhas left the country.
