Items for DiscussionItems for Discussion

• FCC Notice on “Cognitive Radio”

• Status of CALM M5 (WAVE at 5.9 GHz)

• Vehicle safety communications

• ITS community has clear interest in this area– Can help create in-vehicle communications devices that

will function for the service life of the vehicle– Important for Automatic Crash Notification

• But ITS community not well informed on the subject• In late 2003, U.S. FCC issued a Notice of Proposed

Rule Making (NPRM) seeking comments on “Cognitive Radios”

FCC NPRM Seeks Comment OnFCC NPRM Seeks Comment On......

• How to remove regulatory impediments to development and deployment of smart radio technologies

• How to let unlicensed devices use higher transmission power in rural and under-served areas. – Would potentially reduce network infrastructure costs

• How smart radios could facilitate public safety interoperability– Potential to serve as a communications bridge between two different

radio services

• Specific applications for smart radios, such as mesh networks and real-time frequency coordination

• Ways the FCC can better accomplish cognitive radios and smart radio systems

• See http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-03-322A1.pdf

DSRC at 5.9 GHz DSRC at 5.9 GHz “WAVE” “WAVE”• Dedicated Short-Range Communications (DSRC) at

5.9 GHz now called WAVE (Wireless Access in Vehicular Environments)

• Business case for building the 5.9 GHz beacons will be tested by a U.S. DOT project called VII (Vehicle Infrastructure Integration)

• Possible applications for public authorities include– Traffic– Buses– Heavy vehicles– Police / fire / ambulance– Vehicle safety– Emergency response / evacuations.

High Level of ActivityHigh Level of Activity• IEEE 1609

– 1609.1: Resource Manager– 1609.2: Application Services– 1609.3: IP Network Services– 1609.4: MAC Extension Services

• IEEE 802.11• ISO TC204 WG16 (ISO 21210 – CALM M5)

– One of multiple technologies for CALM (Continuous Air interface for Long and Medium distance)

– Also includes 2.5/3G cellular, 802.11a/g, infrared, millimeter (62-63 GHz)

Vehicle Safety Data CommunicationsVehicle Safety Data Communications• Data communications for vehicle safety requires very high

reliability– In the advanced countries, new vehicles travel an average of more

than 100 million kilometers between serious accidents

• Data communications can help further reduce serious accidents– The error rate for vehicle safety data communications probably needs

to be better than 10-7

– To achieve this error rate, safety data messages should be sent using at least two different media with substantially different characteristics, e.g., microwave (5.9 GHz) and millimeter (62-63 GHz)

• To achieve the necessary reliability, the allocated frequencies should be dedicated to safety and identical across regions– Vehicle manufacturers should not be faced with slight differences in

data communications in different regions when lives are at stake

• Informational Note--ITS involving 4.9 GHz: TIA Engineering Committee TR-8 is taking on the work of developing standards for broadband data systems (within newly established TIA TR-8.8) involving the 4.9 GHz spectrum and may have implications or relations to ITS activities.

• Other ITS Reference: TIA Contribution (document) under GSRC‑2, Item 5.6, entitled ITS Communications Update.
