Welkom op de 13e editie van het ITS.be congres!

ITS betekent betere benutting van de bestaande multimodale infrastructuur, door samenwerkende publieke en private mobiliteitsdiensten.

ITS slaat een brug tussen 8 domeinen in mobiliteit - verkeer, goederenvervoer, openbaar vervoer en gedeelde mobiliteit, parkeren, politie- en hulpdiensten, automobieldiensten, pechverhelping-leasing-verzekeren en fiscaliteit. Het ITS congres van vandaag toont belangrijke ontwikkelingen in elk van deze domeinen, en toont ook wat mogelijk is door meer samenwerking over domeinen heen.

Het potentieel van ITS is enorm, maar ook de verandering die nodig is voor de uitrol ervan mag niet worden onderschat. Een duidelijke visie met bewuste keuzes voor prioritaire diensten, een gepast wetgevend kader dat de markt openstelt voor private dienstverleners, gestroomlijnde aanbestedingsprocessen en het vrijmaken van de nodige financiering zijn daarbij belangrijke uitdagingen.

Het congres van vandaag toont ook hierin de vooruitgang, en de vele bouwstenen die vandaag al beschikbaar zijn om ITS op te nemen als onderdeel van alle mobiliteitsplannen.

Bienvenue à cette 13e édition du Congrès ITS.be!

Les STI ambitionnent une utilisation optimale de l’infrastructure multimodale, via des services de mobilité publics et privés.

Les STI établissent des liens entre 8 domaines de la mobilité: gestion du trafic, transport de marchandises, transport public et mobilité partagée, stationnement, services de police et services de secours, services de l’automobile, dépannage - leasing - assurance, et fiscalité. Aujourd’hui le congrès ITS montre des développements importants dans chacun de ces domaines et expose les possibilités qu’une plus grande collaboration entre les domaines peut offrir.

Le potentiel des STI est énorme, mais il ne faut pas sous-estimer les changements qui sont nécessaire à leur déploiement. Le développement d’une vision claire menant à des choix sur la priorité accordée à certains services, la mise en place d’un cadre légal adéquat permettant d’ouvrir le marché au secteur privé, le développement d’un système d’appels d’offre rationalisé pour le secteur et la mise à disposition d’un financement adéquat constituent d’importants challenges.

Le congrès d’aujourd’hui montre les progrès accomplis, et les nombreux éléments disponibles permettant d’intégrer les STI dans tous les plans de mobilité.

Automatic Number Plate RecognitionFrom prevention to intervention. The main challenge facing the emergency services is to be available in all possible circumstances, for citizens, colleagues and between departments. Communication to citizens must therefore work under all circumstances whether there is a small incident, a crisis or a mass event. SCANMAN and INFOMAN

• conflict handling between road works, events and deviations• efficient co-ordination of road and utility works.

The core of the platform consists of a secured portal and database. Furthermore information is propagated to the public as open data through a public service API, a WMS and www.geopunt.be. Smart Mobility

The new Smart Mobility solution from Macq gives you opportunities to solve new challenges with ANPR technology. Thanks to iCAR-CAM, the fully integrated (embedded) smart camera that automatically recognizes number plates and thus uniquely identifies each vehicle. For this purpose, iCAR captures front or rear views of the vehicle. The integrated image processing software automatically scans the stream of incoming images for any vehicle and its number plate. The smart camera developed by Macq are used for dangerous goods detection, access control, visitor identification, long distance speed measurement (average speed), bus lane protection, container reading on passing trains or trucks, or to monitor traffic at designated areas such as tunnels and airports. Besides recognition of types of vehicles, these systems provide significant data and statistics to be used for traffic management purposes. Wireless vehicle detection

SENSIT is a technology platform used for vehicle detection. Each sensor monitors the presence of a vehicle in the parking. It knows if there is a car or not and how long the car has been parked there. Through wireless network this information is sent to the SENSIT server. The occupancy status and parking duration is made available from that (cloud based) server to applications.

Realizing a truly intelligent transport system is challenging as it must be aligned with the needs and requirements of a complex ecosystem of users and providers. Namahn, a people-centred design agency (Brussels), and shiftN (Leuven), a futures and systems thinking studio, are developing a Systemic Design toolkit aiming to deal with complexity in a co-creative way. The toolkit is being piloted with the EU Policy Lab of the European Commission’s Joint Research Centre. In this session, we will explain our toolkit and participants will experience one of the tools: the Intervention Strategy, a tool to understand, scope and ideate on the levels of intervention in a system.
