Approval of ITU-T Recommendations
A.1 By TSB Circular 202 of 20 November 2003, it was announced that the following revised ITU-T Recommendation was approved, in accordance with the procedures outlined in Resolution 1, Section 9 of the WTSA (Montreal, 2000):
– ITU-T Recommendation A.9 (14/11/2003): Working procedures for the Special Study Group on IMT-2000 and Beyond
The conditions governing the approval of ITU-T Recommendations were met and 32 Member States participating in the last meeting of the Telecommunication Standardization Advisory Group (TSAG) approved the text of this Recommendation during the Plenary session held on 14 November 2003.A.2 By TSB Circular 204 of 1 December 2003, it was announced that the following revised and new ITU-T Recommendations were approved, in accordance with the procedures outlined in Resolution 1, Section 9 of the WTSA (Montreal, 2000):
– ITU-T Recommendation D.93 (21/11/2003): Charging and accounting in the international land mobile telephone service (provided via cellular radio systems)
– ITU-T Recommendation D.140 (2002) Amendment 3 (21/11/2003): Revised Annex A – Guideline for the cost elements to be taken into account when determining accounting rates and accounting rate shares for the international telephone service
– ITU-T Recommendation D.195 (21/11/2003): Time-scale for settlement of accounts for international telecommunication services
The conditions governing the approval of ITU-T Recommendations were met and 40 Member States participating in the last meeting of Study Group 3 approved the text of these Recommendations during the Plenary session held on 21 November 2003.A.3 By TSB AAP-67 of 1 December 2003, it was announced that the following ITU-T Recommendation was approved, in accordance with the procedures outlined in ITU-T Recommendation A.8:

Bosnia and HerzegovinaCommunication of 20.XI.2003:
Re-opening of the Telegram ServiceBH Post, Sarajevo, announces the re-opening of the telegram service in Bosnia
and Herzegovina. As from 30 October 2003, all telegrams to and from Bosnia and Herzegovina are transited via Unitel.
All telegrams for delivery in Bosnia and Herzegovina should use the Telegram Destination Indicator “BHXX”. Only ordinary rate telegrams are accepted. Addresses may be TFx (Telephone delivery), FAXx (Facsimile delivery) or full postal addresses. The terminal accounting rate requirement for telegrams to Bosnia and Herzegovina is 0.229 SDR per ordinary word. The cascade accounting is done by Unitel Telegram Services.
The List of Telegram Destination Indicators, published in accordance with ITU-T Recommendation F.32, will be updated accordingly.*

Cyprus Telecommunications Authority (CYTA Nicosia), Nicosia, announces its decision to neither route nor accept telephone traffic via transit carriers as of 1 January 2004, as the volume of switched transit traffic originating from and terminating to CYTA has been declining to the extent that it no longer justifies the administrative costs involved in its settlement.
As a result, none of the accounting agreements currently in place between CYTA and Telecom Operators with which it does not maintain direct links will be valid after 31 December 2003, and no statements of account will be exchanged with

Any traffic routed to CYTA via the direct routes after this date will be considered as originating from the direct relation concerned and will be settled with the corresponding terminal shares.
