Selecting a test laboratories
▪ Accredited Testing Laboratory on ISO/IEC 17025 (first, second or third party)
▪ Joint ITU/IECEE Testing Laboratory recognition procedure, certification scheme
▪ ITU test events (call for bid among Testing Laboratories)
▪ ITU conformity testing Pilot projects (e.g. develop test specifications, identify test labs, conduct tests)
Technical experts on ITU-T H.870 are needed for selecting Testing Laboratories
Common criteria for ITU-T Technical experts
• Expert from ITU members
• Deep technical knowledge and experience on ITU-T H.870 and relevant test specs
• Experience in testing of ICT products against ITU-T H.870 and competence to review Test Report(s)
• Do not have conflict interest with assessed TL (NOdirect/contractual, personal/corporative relationship)
• An experience in ISO/IEC 17025 and knowledge of IEC/ILAC rules will be an advantage
Potential approach
Appoint ITU-T technical experts who have relevant expertise (to assess TL and/or a bid review)
Recognize/identify testing laboratories (TLs) which have competence to test ICT products against ITU-T H.870 using relevant test specs
Test ICT equipment in TLs on compliance with ITU-T H.870
Register products in ITU Database (create a QR code)

The database contains different categories of ICT products (more than 500 entries):
• E-health devices• Mobile phones• Ethernet services• IPTV• MNP systems
The database is used by different stakeholders. For instance (not limited to):
• Vendors of ICT products (expansion of sales)
• Suppliers (mitigation of risks under supplier’s responsibility)
• Testing laboratories (promoting TLs expertise)
• Customers (increasing brand loyalty)
