After documenting continued growth in Namibia, the IUCN has downlisted the South-western Black

Rhino (Diceros bicornis ssp. bicornis) from Vulnerable to Near Threatened. At this time, all other black rhino subspecies remain listed as Critically Endangered on the Red List.

Although listed as Critically Endangered, the African Black Rhino population is slowly increasing as conservation efforts counter the persistent threat of poaching, according to the recent update of the IUCN Red List of Threatened SpeciesTM.

Between 2012 and 2018, the Black Rhino (Diceros bicornis) population across Africa has grown at a modest annual rate of 2.5% from an estimated 4,845 to 5,630 animals in the wild, respectively. Population models predict a further slow increase over the next five years.

But, leaders remain only cautiously optimistic. The recovery cannot persist without the continued dedication to proactive management, strong anti-poaching measures, and both national and international support.

The IUCN Red List now includes 116,177 species of which 31,030 are threatened with extinction. CT

his past year has been one of great accomplishments for DSC. I cannot think of a better person to lead DSC this past year than Dr. Scott Tobermann.

Scott has proven himself as an excellent leader and a selfless volunteer. He has truly set the bar high for those that follow him. Due to that, I am both proud and humble to step into the role as President of DSC. The new board, staff and I are excited to continue the momentum that our club built from the past year.

My wife Carol and I were blessed to be convention chairs for Heritage. When I say blessed, I mean it! The passion that the DSC 100 volunteers bring to the party is breathtaking. They truly are the fuel that drives our club forward. Our staff is second to none. While they are paid to do a job, they show their passion for our mission each day by going above and beyond on everything they do. Our Executive Director Corey Mason is the first person to arrive and the last person to leave, day in and day out. He is the consummate leader that any organization or company would want in their organization.

The financial health of our club is solid. We have just received a clean bill of health in our first ever financial audit. Along with our new treasurer, Daniel McGehee, we will strive to continue the tradition of high integrity that Mr. John Eads has conducted himself over his many years of service to our club. The board is confident that Daniel is the right person for the job. With our five new board members, I look forward to an infusion of new ideas.

It is already looking like a challenging year with the current coronavirus crisis. This is already having far reaching impact on our domestic and international partners. We will be looking at ways that we can work through this difficult time. We need to support them where we can.

I am looking forward to this coming year. I pledge to you to represent DSC in a manner that will make you all proud.

DSC Statement on COVID-19ur world is facing many unforeseen challenges associated with the COVID-19 Pandemic. Understanding the risks

and taking appropriate precautions is the first and wisest form of defense.

No segment of society will completely escape the impact of the coronavirus, and that includes people planning international travel, including the traveling hunter. International hunting operators have already begun to feel the impact of the pandemic, even in countries where the virus is currently undetected. Those operators have adapted and adjusted to prior crises and will so again. Travel bans to many international destinations from the U.S., coupled with self-imposed suspensions on incoming flights in some African countries have caused many hunts to be postponed.

For the short-term, some travel decisions have in fact, been made for, not by, the international adventurer. But we all believe that the travel restrictions and quarantines will be lifted and that a return to normalcy will occur.

Given this, it would seem unreasonable to cancel your dream hunt that is 3-4 months away. It is important to understand that your hunting operator, the airlines, and your government all share your safety concerns.

Use common sense. Continually check with the US State Department for travel advisories. Check relevant websites like the CDC and the Johns Hopkins Corona virus global update site. Stay in constant communication with both your travel agent and hunting operator, and strongly consider buying travel insurance.

DSC, to lessen the impact of our exposure, and to join our nation in exhibiting social responsibility has closed the DSC office until further notice. Our staff will be working remotely but will be available via email to assist our members and partners, Monday through Friday from 8:30 am to 5:30 pm CST. If you need our assistance, the best way to reach us is by emailing us direct or to our [email protected] email. A list of our staff and their email addresses are provided to the right.

The length of this crisis is unknown currently. DSC is remaining optimistic that the quarantines and other restrictions that are being put into place will help stop the continued spread of COVID-19 and the recovery can begin. CT

DSC FOUNDATION

SC Foundation conducted its annual general meeting on February 25. At that meeting, the highlights of 2019 were presented and reviewed. John

Eads gave a President’s report and then presented a detailed report on the financial status of the Foundation.

The outside audit for DSC Foundation is now complete. The 2019 audit found no deficiencies or discrepancies. Every prior audit showed the same clean bill of health and reporting. DSC Foundation financials have been audited since the inception of the Foundation.

My Executive Director annual report was submitted in digital format and that video has now been shared on DSC Foundation social media platforms for all to see. DSC Foundation holds regular monthly Board meetings and reports monthly to the Board of DSC.

In 2019, we created numerous videos and social media posts to highlight the great programs supported by grants from DSC Foundation. Those grants-in-action videos are housed on the DSC Youtube channel and are also available for viewing on the DSC Foundation website and the DSC Facebook page. We will continue to create videos and posts to promote the great work that DSC Foundation facilitates and supports.

We have created a Foundation that serves all three components of the DSC mission. We have created policy and procedures to ensure that grant applications are fully and properly vetted so that you, our donors and supporters, know that we take our responsibility to spend grant dollars on programs directly in line with the DSC mission of conservation, education and advocacy for hunter’s rights seriously. You will never see funds donated to DSC Foundation diverted to programs that do not squarely fall within the DSC mission. Every grant application is reviewed thoroughly and considered in light of compelling and urgent needs faced by the international hunting community. We have a rigorous and highly regulated grant process and a stringent set of policies and procedures that govern our operations. Anyone who suggests otherwise is misinformed.

We had a great year in 2019 and are off to an excellent start in 2020. Good results breed high expectations. If you favor an organization with uncompromising standards, a clear vision of what lies ahead and one that has an unapologetic commitment to excellence, integrity and the mission of DSC, we welcome your support. Nearly $1 Billion in Funding from Sportsmen and Women

ver the last year, America’s sportsmen and sportswomen generated nearly $1 billion in excise taxes that support state conservation programs. Secretary of the Interior

David Bernhardt announced the disbursement of these funds, generated through excise taxes on hunting, shooting and fishing equipment and boat fuel to all 50 states and U.S. territories by the U.S. Fish and Wildlife Service.

To date, the Service has distributed more than $22.9 billion in apportionments for state conservation and recreation projects. The recipient state wildlife agencies have matched these funds with approximately $7.6 billion throughout the years, primarily through hunting and fishing license revenues.

“Our conservation model is funded and supported by America’s hunters, shooters, anglers, boaters and other outdoor enthusiasts. These stewards of conservation generated nearly a billion dollars last year alone and make our country’s conservation legacy the envy of the world,” said Secretary of the Interior David Bernhardt.

“When people pay taxes and fees, they want to know that their money is going to good use,” said Deputy Secretary of the Interior Katharine MacGregor. “These grants are a great example of fees paid by sportsmen and women being reinvested in opportunities for hunting, fishing and other outdoor recreation opportunities. We are proud to work with the states and appreciate their efforts to keep public lands open for dispersed recreation where appropriate for those who need to get outside.”

“These grants are the epitome of the great things that can happen when industry, hunters and anglers, and state and federal governments work together,” said Service Director Aurelia Skipwith. “As the administrator of these grants, the Fish and Wildlife Service is the linchpin in the circle of funding that arcs from the hunters and anglers generating these dollars as consumers, through the states as conservation managers, and back to hunters, anglers, and recreational users as beneficiaries, for improved hunting, fishing and conservation opportunities. It is a role we are honored to play.”

Authorized by Congress through the Pittman-Robertson Federal Aid in Wildlife Restoration Act and Dingell-Johnson/Wallop-Breaux Federal Aid in Sport Fish Restoration Act, these funds support critical state conservation and outdoor recreation projects. The Wildlife and Sport Fish Restoration (WSFR) program, which the Service administers, has long been considered the foundation of fish and wildlife conservation in the United States.

In a related announcement, the Service is awarding $6.4 million in grants through its Competitive State Wildlife Grant (C-SWG) program. The funds help conserve and protect Species of Greatest Conservation Need and this year will be distributed to nine state fish and wildlife agencies. Several projects involve additional state fish and wildlife agencies working in partnership with these nine states. CT

Putting it in PerspectiveIn 2019, the average price of lean ground beef was $3.71/lb. At this rate the value of the venison DSC helped donate this deer season was approximately $48,741.33.American Heart Association says the 12,793 lbs. of edible meat would serve a meal to67,803 children or 51,172 average adults.

GRANTS IN ACTION

25th Anniversary of DSC Hunters for the Hungry

n cooperation with wild game processors and deer hunters, the

25th DSC Hunters for the Hungry program was an exceptional success!

DSC Hunters for the Hungry Committee Chair David Hood drove all over Texas and personally visited each of the processors. For the first time in years, the maximum number of deer was submitted for reimbursement by every one of them.

Each year during white-tailed deer season, DSC encourages hunters to donate all or a portion of their harvest to the good cause of supplying nutritious meat to those in need. The processors submit the names of donating hunters and can receive a check to help offset costs to process a maximum of 20 deer each. This enables hunters to donate deer meat that might otherwise go to waste if the cost to process is prohibitive.

Aside from benefitting the nutritionally challenged, this program demonstrates an important counterpoint to those who believe that hunters leave meat to waste.

A very special thank you goes out from DSC to the hard-working processors and to the hunters who stepped up and provided. DSC applauds your selfless generosity. CT

Celebrate Science in New Wayst press time, Dallas, as are many

other places right now, is in a declared state of emergency. With schools closed, hobbies halted, and traveling restricted, here are a few suggestions of new things to try.

To stimulate young (and old!) minds about hunting, wildlife and science:

• Visit Skype a Scientist• Virtual programs and videos from

zoos and aquariums (Houston, Pittsburgh, Atlanta, Cincinnati, San Diego, Cape May, etc.)

• Virtual tours and videos for places with unique wildlife such as Great Barrier Reef, Galapagos Islands, the world’s largest cave in Vietnam

• Virtual tours of science museums

such as Smithsonian, History of Science Museum, London’s Natural History Museum,

• Virtual tours of National Parks. • Simple science experiments such

as a vinegar-baking soda volcano, watch vinegar dissolve an egg’s shell, or adding food coloring and vinegar to a lemon.

• Read past issues of Camp Talk and Game Trails, and maybe even write about a hunting or outdoor experience of your own!

• Catch up on “DSC’s Trailing the Hunter’s Moon” and “DSC’s Tracks Across Africa.”

• Find a landscape picture from a hunt you enjoyed, share the story

with a loved one or try to recreate with a different medium such as paint or sketching.

• Google hunting apparel in different centuries and decades around the world, and maybe inspire a dress-up game. (Not for the faint of heart, look up the Siberian bear hunt suit from the 1800s).

If you want to take a break from media and screens, this is a good time to clean all your firearms, dust your taxidermy, and go through your hunting equipment. Or head to the lease and clear out that brush that you’ve been meaning to do. CT

In Alaska, all zones of the Fortymile Caribou hunts are subject to openings and closings on short notice. On March 17, the Alaska Department of Fish and Game opened online registration for a late-winter hunt opportunity. On March 20, 400 applicants were picked at random for the hunt. The AC999 targeted hunt involves issuing special permits to allow a limited number of hunters to take up to 400 caribou between March 21 and 31, 2020. At about 83,000 animals, the Fortymile Herd is the largest caribou herd in Interior Alaska.Source: Alaska Department of Fish and Game

SOUTH DAKOTA HAS BUSY MARCH MEETINGIn South Dakota, several changes were approved at the March meeting. The South

Dakota Game, Fish and Parks Commission did vote to allow up to a total of eight bighorn sheep licenses for the 2020 season. One will be an auction license, and the revenue will be used specifically for bighorn sheep management. On the other hand, both resident and nonresident tundra swan hunting permits have decreased. The commission also deadlocked on using rifles during spring turkey season (no change), established a new hunting unit, re-established one, and moved the start of waterfowl up a few years to include local breeding ducks.Source: Rapid City Journal

SHOTGUN SEASON TO BE ELIMINATED IN MINNESOTAAs of press time, a bill is gaining momentum among Minnesota representatives

to eliminate the shotgun-only zones for whitetail hunting. But it is not because anti-hunters are trying to shut down hunting. The deer population is thriving, and the technology of firearms is rapidly increasing as well, so the original purpose of the shotgun zones are no longer perceived as necessary. The shotgun zones had been established for decades, so many of these zones could open to rifle hunting for the first time in many years.Source: Star Tribune

In February, DSC sponsored the meeting that brought all these presentations together.

Every year, around 700 wildlife professionals and students of Texas gather to share the latest research and network on new projects at the Annual Meeting of the Texas Chapter of the Wildlife Society.

The 2020 Annual Meeting’s theme was “Outdoor Education to Develop Engaged Professionals.” The Plenary session showed creative programs that educate students on the importance of wildlife and wild places, and the academic sessions reflected the great work many universities, agencies, and organizations are conducting. DSC was a proud sponsor of this meeting, and the DSC staff were able to foster several new relationships and ideas while attending.

Both students and professionals present, but the undergraduate student highlight culminates at the Quiz Bowl. This year, Stephen F. Austin University defeated Sul Ross State University right at the buzzer! Jake Hill and Mitchell Meyer, two of the DSC interns from last year’s Convention, were on that winning team.

The DSC Publications staff were able to catch the Quiz Bowl competition and hear Jake Hill answer the winning question (he also correctly identified what IUCN stands for, and we think DSC helped with that!). After watching the two young men grow throughout the DSC Convention week, it was exciting to see them succeed in their own environment as wildlife major students. Congrats to all the students who practiced all year for the academic competition. CT

DSC Lubbock Sponsors Veteran’s Hunt

n addition to raising $300,000 at their annual banquet and auction, DSC Lubbock Sportsmen’s Club also provided veteran Nick Perales

with a hunting trip to New Zealand. They raised $6,000 on the floor and raised another $1,000 from a DSC Lubbock chapter member. The Chapter connected with Nick through Sheep Dog Impact Assistance, a national non-profit organization that exists to engage, assist and empower our nation’s “Sheep Dogs” (military veterans, law enforcement, fire & rescue, and EMS personnel) to reengage in living a meaningful and productive life with a renewed sense of purpose. Providing Nick with this opportunity was the highlight of the night for the chapter, and DSC joins them in sincerely thanking all the brave men and women who serve our country. CT

eldom discussed, if ever, but in our winter trap and skeet leagues here in

Michigan, someone is always trying to use foreign-made primers to save a few dollars.

Those few dollars are not worth it, as we had far too many “bloopers” or hang-fires and odd sounding shells, indicative of poor ignition. These failures are especially true in the 20- and 28-gauge shells as they use slower burning powders like Alliant’s 20-28, 800X or Unique, and sometimes even Winchester 572 ball powder than what we normally use in the 12-gauge like Red Dot or 700-X.

I wanted to see to see just how much difference it made in performance, especially in below-freezing temperatures, so we did some tests. We rounded up every brand of primer we could find, and were surprised just how many there were out there. As we got to looking in the various powder manuals, we noticed that changing primers gives different results, but couple that with different wads, and any problem would be compounded.

Changing wads would change PSI pressures by 1,500 pounds. Now 1,500 pounds is not a big deal to rifle shooters who are dealing with 50-55,000 PSI, but 1,500 pounds in a shotgun shell with normally a 11,000 to 12,000 maximum PSI is a 15 percent increase.

We tried to keep all the shells into two categories. The first and simplest being all the shells were kept “warm” by taking them from a warm environment at home, transported in the car where the normal temperatures are above freezing. Taking them into the club

house and keep them above freezing until we put them in our pocket and headed on the field.

Under these conditions, it did not seem to matter what primer was used (regardless of gauge or powder), all the shells fired as they should, or would under warm weather conditions.

The real fun started when we found that sometimes shells would be left in the trunk of the car overnight. These shells would then have been subjected to below freezing temperatures for at least 12 hours.

Under these freezing conditions, we found that the 12-gauge loads using 700X powder always seemed to work just fine regardless of the primer. The 20- and 28-gauge loads using foreign primers had far too many odd sounding and poor performing shells, but when we switched to American manufactured primers in the 20- and 28-gauges, our blooper troubles went away.

We only tested normal loads for trap and skeet, and did not get into magnum or steel shot reloading. I’m sure that using 32-35 grains of “slow” powder would really get interesting in

cold weather. Saving a few dollars per thousand is just not worth the trouble. (Another thing to keep in mind is that American primers all called “209.”)

We also found that some of the foreign primers were a bit larger in diameter. This is not a real problem as the primers fit nice and tight, but once you use them and expand the primer pocket in the shell, you can’t reload that shell again with an American 209 primer, as it will fall out. In my experience, I have found that once the temperatures get below freezing, going up a size of shot breaks the birds better.

Why? Those little pellets (spheres) slow down more rapidly as cold air is denser.

In the 12-gauge for skeet, I switch to 8-1/2 size shot rather than #9s, and for 16-yard trap, I switch from 8-1/2s to #8 or even 7-1/2. If I do switch to the 7-1/2, I also switch to 1-1/8 oz. loads rather than my favorite 1 oz. load. By upping the shot weight with larger shot, I maintain pellet count.

Another thing will bite you if you are not careful. If you use or pick up any foreign made empty shells, which of course have foreign primers of possibly a “larger” diameter and try and use our American-made primers, tread carefully, or you will have a pocket full of primers that have fallen out – a sweet mess.

When shooting a shotgun, odds are when you miss a bird, you shot behind it – so my favorite saying is “more lead.” It can be as simple as that. CT
