Established in 2001, Illinois Virtual School (IVS) is the Illinois State Board of Education’s (ISBE) statewide virtual school. The IVS program is administered through the Peoria County Regional Office of Education, a member of the Illinois Association of Regional Superintendents of Schools. Unlike full-time virtual programs where students take 100% of their courses online, IVS delivers a supplemental program where students average fewer than two courses per year. The IVS program is designed to allow 6-12th grade public, private, and homeschooled students the opportunity to supplement their education by taking courses that are educationally appropriate.

REALITY

Each student is unique. Each student has different educational needs, desires, and life factors. All students deserve learning experiences that may remediate, enrich, challenge, or prepare them for college or careers including complementing their personal passions. Since IVS partners —not competes—with schools, the local school retains its students and is able to offer expanded learning opportunities. The virtual solutions IVS offers exist to support our partners and to help them continually serve the best interest of their students.

This year’s annual report has been prepared to communicate with a variety of stakeholders the learning opportunities made available to students and educators in Illinois including a deeper insight into the IVS Program. Included throughout the report are examples of how some of our partners use IVS and how the partnership has helped positively impact their students.

Our pledge to you: we will continue to advocate for all of our students no matter how big or small the details are. This is what our team demonstrates and this is what we will continue to uphold. Through Illinois Virtual School (IVS) public school districts, private schools, and parents of homeschooled students can provide their learners with access to a wide range of course offerings. IVS offers two online course solutions.

• Full Service Courses include curricular content that provides sufficient instruction, practice, and assessments for students to master skills and concepts. The courses are aligned to relevant learning standards and are recognized by the NCAA and College Board. Courses have been coded based on the State Course Codes and rigor levels as part of the Illinois State Course System (ISCS). Illinois certified, highly qualified teachers facilitate each IVS course. The IVS full service course fee is $225per semester course.

• Credit Recovery Courses are proficiency based. These courses are intended for students that were unsuccessful in passing the course the first time and need to retake the course with IVS to recover credit. Illinois certified teachers manage these courses. The IVS credit recovery course fee is $85 per semester course.

“Students needing to take courses to recover credit to be on track for graduation were experiencing transportation issues. Without transportation, the students were unable to participate in the credit recovery courses offered locally. IVS became an additional solution for credit recovery.”

Normal Community High School is located in central Illinois. The district, McLean County USD 5, encompasses a large geographic area. Transportation became an issue for credit recovery students especially as the demand for credit recovery options continued to grow. As the need increased, IVS became an approved option for students.

Normal Community High School approves students taking full service courses as a means for expanding options to meet graduation requirements. Ms. Maurer stated, “The shift in education to ensuring students are college and career ready has elevated the high school graduation requirements. Students struggle to meet the new requirements. IVS has been able to fill the course need gaps for some students.” Enrollments from Normal Community HS have included online courses from all nine of the IVS departments.

Normal Community HS is a 1:1 school providing each student with a laptop computer. Students taking online courses through IVS, whether credit recovery or full service, only need access to the Internet to participate and complete their courses.

We have a unique situation with so many students enrolling in a single course and without IVS, this would not have been an option for our students.”

Lyons Township High School is located in LaGrange, a suburb just 15 miles west of downtown Chicago. LTHS has a very diverse student population given its size and inclusion of a multiple of suburban bedroom communities. LTHS offers a very complete catalog, has no shortage of teachers and had never considered full service online options until the demand for summer school outweighed capacity for the past few years. Instead of turning students away, LT Administration decided to offer one course, Consumer Economics, as a pilot. LT prides itself on preparing students for life after high school and according to Eggerding, the need for more Consumer openings was also an opportunity for LT students to experience an online course before college.

Consumer Economics was offered as a Summer school option for juniors and seniors only. Students enrolled through the LT Webstore like any other course and those students were then passed up to IVS and bulk enrolled by IVS, making the process seamless for students and parents. Almost 400 students initially expressed interest in the course and the evening parent information meeting hosted by IVS had 350 in attendance.

Students indicated via survey and focus group that the primary reason for taking the course was to free up time in their schedules the next year. Students were overwhelmingly positive in their evaluation of IVS teachers as well as the course and commented that they preferred having a teacher attached to the course versus an automated self-paced version. The completion rate for the course was 97%.

The Peoria County Regional Office of Education was awarded the IVS contract in May 2009 from the Illinois State Board of Education. Course enrollments have been tracked and reported for each year of the contract/grant.

The graph below shows the course enrollments for FY10 – FY 18.

Success rate for Full Service courses is determined by the number of students earning 60% or higher divided by the number of students in the course. Students who drop after the two-week grace period or fail to earn 10% (non-starters) are not included in the calculation of the success rate. The success rate for Fall 2017 was 88%. The success rate for Spring 2018 was 93%.

Success rate for Credit Recovery courses is determined by the number of students that have passed the course with 60% or higher and have completed the required written assignments in each course. Students considered non-starters, earning less than 10%, are not included in the calculation. The success rate for Fall 2017 was 65%. The success rate for Spring 2018 was 72%.

Gibault High School is a private school located in Waterloo with an enrollment of 210 students. The school utilizes IVS as the means to offer a variety of course electives to their students. Gibault students have completed Introduction to Sociology, French, Digital Photography, Oceanography, Latin, Career Planning and much more. Some students request to take required courses (e.g., Health, Consumer Economics) in the summer to make room in their schedule for other coursework during the school year. This year, nine students are enrolled in Accounting due to a teacher retirement and the school unable to find a replacement.

Gibault High School was one of the initial schools in Illinois to adopt e-Learning Days. Every student has a device to access the Internet and to complete course work online. Students do not lose a school day due to inclement weather or school events changing the school schedule.

Commitment to QualityThe IVS Mission is to provide quality online programs to Illinois students and educators through local partnerships in order to advance educational opportunities. Our commitment to quality includes offering quality online courses taught by highly-trained, quality instructors and supported by a quality technical assistance team.

IVS is a member of Quality Matters, a national leader in quality assurance for online education. The Quality Matters rubric is utilized to review and improve IVS courses. The Quality Matters rubric is based on research-supported and published best practices in online and blended course development. IVS submits courses annually for Quality Matters review and certification.

IVS is also a member of the Virtual Learning Leadership Alliance (VLLA), an association of virtual programs that provide collegial support and collaborative opportunities to share resources, services, and expertise. As a member of the VLLA, IVS staff have taken leadership roles in revising the National Standards for Quality Online Programs and Online Teaching. Revising the National Standards for Quality will provide the K-12 online and blended learning community with an updated set of openly licensed standards to help evaluate and improve online courses, online teaching and online programs.

Training and Support

In addition to IVS staff’s involvement to support quality at the national level, IVS has built a robust training and support program for its online instructors. Teachers new to IVS complete a multi-training program before receiving a course assignment. The training includes an introduction to the online environment, technical skill development in managing an online course, and practice preforming the day-to-day responsibilities of an online instructor. New teachers are assigned to an IVS mentor for the initial four to seven months of teaching. Participation in an IVS Professional Learning Community and ongoing professional development are required of all instructors.

The IVS team utilizes a 24/7 help desk system and integrated phone system to support school personnel, students, and parent/guardians using the IVS program. This system assigns and tracks help tickets submitted for technical assistance, questions, and follow-up tasks. The system also includes an extensive Help Center populated with IVS resources and help guides. Our customer satisfaction rating is collected each month with an average of 98% satisfaction rate.

Each enrollment term, Illinois Virtual School releases a survey to students. At the half-way point in the course, the survey is opened for the student upon log in. IVS uses the responses received to better understand how the program is working for students; the student satisfaction level of their course(s); and course and program improvements that need to be examined.

Student survey data was collected and analyzed from enrollments in 2017-2018. Two thousand four hundred and one (2,401) students enrolled in a full service course completed the survey for the 2017-2018 school year. Two hundred and eighty-five (285) students enrolled in a credit recovery course completed the survey for the 2017-2018 school year. Below are survey results and feedback collected from IVS students.

The IVS StudentStudent data collected indicates that 58% of our students are female and 42% are male. For 60.7% of the students, the IVS course was their first online course experience. The table below reflects the breakdown of our students by their reported grade in school.

Students identified the following as the main reason for taking an IVS online course.

• School requirement/school advised student to take the course 40.71%• To get ahead in credits earned 16.82%• College entrance requirement 12.78%• Student had an interest the subject 11.20%• The course is not offered at the local school 8.50%• To make up a missing credit 6.64%• NCAA eligibility 1.77%• A Middle School student looking for a High School course 1.58%

Students completing IVS Courses

For 59% of the students, their IVS course is part of their daily class schedule.

When asked how much time is spent working on their course, 43% reported 3-4 hours per week and 28% reported working on their course 5+ hours per week.

Students were asked if the activities in their IVS course made them think and helped them learn. The survey results show 73% indicated “yes”.

Students were asked if the course activities were too easy, too difficult, or just right. The survey results show 66% indicated “just right”.

For 74% of the students, the contact and feedback received from their IVS online instructor was identified as “just enough”. The top two responses regarding instructor feedback were:• “Feedback from my teacher helped me understand what I had done right/wrong” (62%) • “My teacher’s feedback encouraged me to continue working in the course” (47%).

Students were asked if the online instructor was available and easy to contact. The survey results show 88% indicated “yes”.

When asked if the student would recommend taking an IVS course to a friend, 63% indicated “yes”.

“Lake Forest uses IVS to ease student’s schedules. Students struggle to schedule all required graduation requirements and participate in extra-curricular activities.”

Lake Forest, a high performing high school located in the North Shore of Lake Michigan, approves student’s enrollment in IVS courses to reduce their stress in meeting graduation requirements. “IVS is our go-to online school,” says Ms. Smith. Lake Forest’s students are enrolled in courses from the 4 core subject areas as well as Consumer Economics and Health.

The current IVS curriculum for Health Education was originally adapted from a Lake Forest course. For LFHS parents, it’s helpful for them to know that the IVS Health Education course was born at their face to face school. IVS always welcomes partner school participation in course customization as it ensures we meet the needs of all students.

Lake Forest is similar to many Illinois schools where parents and students are looking for flexibility in scheduling and LFHS uses IVS for this reason. LFHS students generally do very well in IVS courses and Ms. Smith stated, “I hope IVS continues! For students, IVS is a way to meet their graduation requirements. Our students enjoy having this go-to option.”

The Peoria County Regional Office of Education d/b/a Illinois Virtual School employs 73 Illinois certified teachers. IVS instructors are highly qualified, experienced online instructors. Instructor data includes:

• 92% of the IVS instructors hold a Master’s degree• 14% of the instructional staff are National Board Certified• The average number of years employed with the IVS program is 6.5 years• 60% of the IVS instructors remain concurrently employed at a local high school or middle school

All IVS Instructors are part of a Professional Learning Community and are given opportunities for professional development throughout the year.

Each instructor is assigned to an Instructional Coach. Coaches monitor and collect data regarding the instructor’s fulfillment of day-to-day responsibilities. Instructor responsibilities include:

CommunicationIVS instructors communicate with students, parents, and local school representatives. Ongoing communication is maintained through emails, phone calls and text. Student success is promoted through regular interaction, prompt response, and clear expectations. Communication encompasses every facet of online teaching.

IVS instructors are required to:• Check IVS email daily.• Respond to student, parent, and school email/phone calls within 24 hours. • Send a “Welcome” email on the student’s first day of enrollment in the IVS course. The Welcome

email includes the student’s pacing chart and grading policy for the course. • Send “Academic Warning” emails when students fall below 65%.• Send “Progress Report” emails to all students and parents/guardians at the mid-point of the term.

Course ManagementIVS Instructors manage their courses to help ensure student success. The Course Home Page is the gateway to the IVS course and is designed to be welcoming, including timely and up-to-date information. Grades and feedback reflect current and accurate student progress.

IVS instructors are required to:• Grade assignments within 3 days of submission, unless teacher notifies students and documents that

extra time is needed to complete grading of the student’s work. • The instructor’s home page includes:

• Weekly news items• Directions for getting started in the course• Contact information• Teacher introduction video• Pacing chart • Grading policies• ‘Need Help?’ widget or instructional resources

Instruction and FeedbackMeaningful feedback and support, targeted to the student and the assignment, is important to ensure student success.

IVS instructors are required to:• Provide timely and appropriate instructional feedback to students. Feedback is provided on graded

assignments to explain points taken off, improvement needed, encouragement for improving work submitted, or praising quality.

• Provide timely instructional support upon student, parent, or school request and/or assessment data results.

“Warren Jr./Sr. High School has been unable to employ a Spanish teacher. IVS has allowed our school to continue offering a foreign language to our students.”

Warren Jr/Sr High School is located in north west Illinois, along the Wisconsin border. The district has been unable to secure a Spanish instructor for the past 4 years. In 2015, Warren Jr/Sr High School partnered with IVS for its Spanish 1-4 course offerings. Ms. Leitzen states, “The course setup and support from IVS has been excellent.”

In addition to Spanish at the high school, Warren Jr/Sr High School added the IVS World Language Survey course as one of the 8th grade mini course rotation options. Eighth graders participate in the course for 9 weeks before rotating to another elective. Students get an introduction to Spanish, French, and Latin. Offering an online course to 8th graders has helped prepare students for Spanish online in high school.

With the success of the Spanish implementation, students wanting to take Physics, a course not offered at Warren, have been able to complete the course online. Kristy states, “the flexibility in scheduling students into the online courses is great.”

In addition to student course enrollments, IVS tracks public and private school partnerships. As of June 2018, IVS has served 601 schools that have established a partnership with our online program since 2010. See Exhibit Two, page 21 for a list of Public and Private Partner Schools. IVS also supports homeschooled students.

Feedback from Local School RepresentativesEach year, IVS surveys its partner schools requesting feedback on IVS programs and services. IVS uses the information received to better understand how the program is being used in schools, the school satisfaction level of the program, areas of improvement, and future planning. The following feedback results are from the Spring 2018 IVS School Partner Survey.

School representatives were asked to comment on their experiences with the IVS full service courses

and credit recovery courses. Below are results for both course solutions. IVS Full Service Courses:

• Of school representatives responding, 98% either strongly agreed or agreed with the statement, “Our school is satisfied with the IVS Full Service Courses.”

• Of school representatives responding, 94% either strongly agreed or agreed with the statement, “Our students have a positive experience in their IVS course(s).”

• Of school representatives responding, 96% either strongly agreed or agreed with the statement, “The IVS online instructor engages students by effectively communicating expectations, sharing information and providing feedback in a timely manner.”

Credit Recovery Courses:• Of school representatives responding, 91% either strongly agreed or agreed with the statement, “Our

school is satisfied with the IVS Credit Recovery Courses.” • Of school representatives responding, 81% either strongly agreed or agreed with the statement, “Our

students have a positive experience in their IVS course(s).”

School representatives were asked to “select the appropriate range of annual IVS student enrollments at their school.” The following were the enrollment ranges selected:• One enrollment 13%• Two to five enrollments 38%• Six to fifteen enrollments 30%• Sixteen to thirty enrollments 8%• Thirty-one to fifty enrollments 4%• Over 50 enrollments 7%

School representatives were asked to “select school goals that are being met through IVS.” The following were the goals selected:• Offer students an opportunity to recover credit. 74%• Expand our local school course options to include more electives. 43%• Expand our local school course options to include AP and higher level courses. 42%• Allow students to take core subject requirements which opens

the student’s schedule to take more electives. 24%• Offer a summer program 21%• Offer options for students needing to take course work remotely

Lincoln Park High School is a Chicago Public School. The majority of students are enrolled in one of the school’s magnet programs and reside all over the city. Lincoln Park’s student body is very diverse. In 2013, Lincoln Park became a “Wall to Wall International Baccalaureate” school, through which all students participate in an honors-level Middle Years Programme (MYP) curriculum in grades 9 and 10. Students are strongly encouraged to take a combination of AP and IB courses in 11th and 12th grade.

Students utilize the IVS program to get ahead, especially in the area of mathematics. A few years back, according to Mr. Merle, the Lincoln Park Mathematics instructor investigated various online programs. The instructor found that the IVS curriculum aligned best with what Lincoln Park is providing its students.

“IVS works very well for our students,” says Merle. Students find the IVS system easy to use in regards to navigating the course and handing in coursework.

Students completing original credit online are most successful with IVS vs. other available online options according to Mr. Merle.

IVS manages the online delivery system for statewide professional development (IVS-PD) as part of the Illinois State Board of Education’s contract. IVS has partnered with ISBE and regional agencies to deliver and host professional development opportunities for educators statewide. The IVS-PD platform allows for a variety of professional development models including blended, self-paced, and instructor/ facilitator-led training. Another goal in developing this platform is to make available a robust registration and content delivery system for agencies to use as a one-stop location for state and regional directed educator professional development.

Since 2011 (when IVS offered its first professional development course) 6,165 educators have enrolled in our online courses.

The graph below shows the total number of participants who enrolled in courses from FY10-FY18.

Blended Courses Since December 2012, a video-based course called Math: Right from the Start!, which features mathematical thinking strategies offered by Angela Andrews for success with Pre-K and early elementary children has been available to local early childhood centers through a grant with United Way. Through a partnership with Bradley University, research was conducted this year to determine the effectiveness of this early math professional development. Data demonstrated that children had significant growth in words and numerals, counting and early arithmetic, and grouping when the children’s teachers implemented foundational state/national aligned math concepts and strategies addressed in Math: Right from the Start! professional development.

Self-Paced CoursesSelf-paced courses allow participants to start a course at any time and progress through the content without scheduled due dates or assignment deadlines. However, each course does have an allotted window of time to complete the course. Self-paced courses available to state educators include: Intel® Creativity in the Mobile Classroom, Illinois Reading First (for Grades K-3), Introduction to Online Learning, Intel® Moving to Mobile Learning, Intel® Project-based Approaches (self-paced version), Teaching Online 101: Teaching in an Online Learning Model and Teaching Online 102: Advanced Strategies for Online or Blended Learning Instructors.

Facilitated Courses Facilitated courses have a scheduled start and end time, and a cohort progresses through the course content together. These courses consist of interactive lessons, discussion boards, and other assessments with due dates and assignment expectations.

Intel® Teach Elements CoursesIVS continues to offer the following facilitated Intel® Teach Elements: Assessment in the 21st Century, Collaboration in the Digital Classroom, Designing Blended Learning, Inquiry in the Science Classroom, Project-Based Approaches, and Teach Students to Think Critically with Data. Twenty-five educators participated in the six-week facilitated courses this year, with all agreeing that what they learned with lead to improved learning for students.

Online Book StudyThrough our partnership with the Virtual Learning Leadership Alliance (VLLA), educators in Illinois were offered two opportunities to participate in an online book study with educators across the country. In each book study, participants read a chapter or two from an assigned book, and then participated each week in a lively discussion hosted on Google+ Communities.

In the spring of 2018, participants focused their discussion on “Digital Leadership: Changing Paradigms for Changing Times” by Eric Sheninger. There were 45 participants from Illinois who completed the 9-week book study. In the summer of 2018, 85 participants read and discussed “Teach Like a Pirate” by Dave Burgess.

RNS in Special EducationTo meet the needs of the Special Education, Subpart B: 226.160 Medical Review, this course prepares Registered Nurses in schools who do not hold a Professional Educator License to assess and implement health services for students evaluated for special education. This course began in April 2014 and to date, 761 school nurses have successfully completed the course. Of the 53 participants who completed the course this year, the majority agreed that the online format helped them feel more comfortable providing a special education medical review as a result of this course.

“Using a prescriptive approach allows Knoxville Sr. High School to best meet the needs of our students. Whether they need a challenging Advanced Placement course, Credit Recovery to earn back credits, or an elective course not offered at Knoxville Sr. High School,” says Guidance Counselor Elise McNeese.

As a small, rural school in west Central Illinois, Knoxville Sr. High School has found a way to expand course options for students through IVS. Mr. Wilder believes that as students have used and been successful in the IVS program, the word has gotten out and given IVS credibility as an option for other students.

Knoxville has implemented a policy to reimburse the student/parent if a student earns a C grade or better in an IVS elective course. This is a unique policy that we have not seen implemented throughout the state.
