In 1974, Secretary of State Henry A. Kissinger backed a World Food Council commitment to eradicate hunger from the world within 10 years, saying that by 1980 ''not a single child should go to bed hungry.''

Then, in opening the Second United Nations Development Decade in 1980, the General Assembly set the year 2000 as the new deadline for eliminating hunger.
