Technical Appendix

● The results of this opinion poll are based upon a representative sample of 954 eligible Irish voters aged 18 years +.

● As such, the results can be deemed to be accurate to within plus or minus 3.3 percentage points at the 95% confidence level.

● Fieldwork was conducted over the period 4th – 13th August, 2014 with interviewing carried out at the Behaviour & Attitudes Computer Aided Telephone Interviewing (CATI) Unit at Milltown House in Dublin.

● Interviewing was conducted across all 43 constituencies in the country with households selected for interview by way of Random Digit Dialling (RDD).

● The sample is split across RDD landline numbers and RDD mobile telephone numbers, so as to ensure that individuals living in landline only households, mobile only households, and households with both a landline and mobile telephone are represented in their correct proportions.

Technical Appendix

● The subsequent survey results are weighted to reflect the known demographic profile of Irish adults, utilising the most recently published census population estimates from the Central Statistics Office (CSO).

● Party support levels are subsequently realigned in accordance with a technical adjustment factor, designed to smooth the effects of extreme highs and lows in support levels for individual parties as measured at a single point in time, and taking variable election day turnout levels into account.

● All aspects of the survey, including the Party Support adjustment factor, are implemented in accordance with the technical and ethical guidelines set down by the Association of Irish Market Research Organisations (AIMRO) and the European Society of Opinion & Market Research (ESOMAR).

Party Support Adjustment Factor: Technical Note

● Predicting election results on the basis of poll data is not an exact science. All the evidence shows that support for individual parties can swing dramatically in the period between elections- very often outside the bounds of historic election results.

● What to do in these circumstances? Most polling companies in Britain and Ireland publish their raw survey results as an index of fluctuations in the emotional mood of voters. They also build in an adjustment based on a number of factors. Where we have reports of how people voted in the last general election as well as how they intend to vote in the next one we can use these data to model the likely level of swing from the last election results.

● We then add back in the forecasts of voters who have not voted last time or do not answer that particular question.

● Finally we take into account each individuals stated likelihood of voting in a forthcoming General Election.

● This is the basis of the adjusted voting forecast in Behaviour & Attitudes polls.

Background

The last poll in the Sunday Times/Behaviour & Attitudes series dealt with voting intentions in the three European Election constituencies, with fieldwork carried out a couple of weeks before votes were cast.

The findings from the May poll were of course ominous for the Labour Party, and indicated that Sinn Féin and Independent candidates were about to have an excellent European and local election, also suggesting that Fine Gael were likely to perform well in all three Euro constituencies, picking up four Euro seats in total.

All of these predictions came to pass, and the reverberations have been felt across the political spectrum ever since.

The events likely to have most influenced public opinion since those elections were the resignation of Eamonn Gilmore as leader of the Labour Party, the subsequent election of Joan Burton in his place, and the broader Government reshuffle instigated by An Taoiseach Enda Kenny.

With a raft of youthful and energetic ministers and junior ministers appointed to cabinet from across Fine Gael and Labour, Labour in particular would have hoped to witness an improvement in their last party poll rating of just 7% nationwide, with Joan Burton’s medium term objective surely to move the party back into double digits in the polls before the Dáil resumes next month.

Today’s poll confirms that she has already exceeded any such aspirations, at least during her initial honeymoon period.

Party Support and Leader Satisfaction Levels

The last time Government and party leader satisfaction was measured in the series, Eamonn Gilmore as Tánaiste stood at a 37% personal satisfaction rating – the highest he had achieved in the two years prior to that poll. Government satisfaction was at its three year average of just 28%, as was Enda Kenny as Taoiseach with a 40% satisfaction rating.

According to today’s poll, Joan Burton as Tánaiste and leader of the Labour Party has come off the blocks flying, attracting a personal satisfaction rating of 45% - just 2 points behind Gerry Adams, who remains the country’s most popular leader. Burton’s popularity is only marginally higher amongst females (49%) than males (41%), peaks within the 55 years plus age cohort (57%) and, curiously, in rural areas around the country (55%). Crucially, the new Tánaiste commands the support of over 7 in 10 of all Labour Party and Fine Gael party supporters.

Meanwhile, both Micheál Martin and Enda Kenny have experienced a significant drop in personal satisfaction ratings, with 60% of the electorate now dissatisfied with the way Enda Kenny is doing his job as Taoiseach. His standing amongst Fine Gael voters, at 80% satisfaction, is however rock solid, and there is no chance of him facing a leadership challenge in the foreseeable future.

Eamon Ryan’s personal satisfaction rating has reached an all-time high of 37% following his near-miss in the Dublin European Elections, further evidence that the Green Party may be entering the early stages of a political revival in advance of the 2015/2016 General Election.

Overall Government satisfaction still stands at just 27%, with a majority of Labour voters actually dissatisfied with the manner in which the Government is running the country.

Compared with last May’s Opinion Poll, support levels for the great majority of parties have remained statistically unchanged.

Thus, just under a quarter of all voters suggest they would vote for Fine Gael in a General Election scenario, with Sinn Féin attracting the support of one in five (19%) of the electorate and Fianna Fáil just one percentage point behind on 18%.

Support for Independent candidates is still very significant at 22%.

The only, remarkable, shift in support over the last 3 months has been for the Labour Party, whose support has doubled from its historical low of 7% in May to 14% today.

More detailed analysis of the data reveals that Labour’s support in Dublin is neck and neck with that of Sinn Féin, at 25% and 26% respectively. This will be an enormously encouraging finding for Labour given the importance of the Capital to the outcome of any General Election, and suggests that Labour can, at least in theory, challenge Sinn Féin and Independent candidates for the urban vote next time out.

Labour’s support is, however, still weak amongst blue collar workers and those dependent on State benefits (i.e. the C2DE socio-economic grouping), attracting just 9% support amongst this cohort compared with 27% for Sinn Féin and 24% for Independents/Others.

With almost two thirds of Labour’s current support accounted for by middle to professional class voters (ABC1s), the danger is that the party has temporarily managed to attract the floating “neo-liberal” urban vote, which has historically proven to be notoriously fickle.

It is certainly early days for the reconstituted Labour Party, but Joan Burton can only but be pleased at its significant bounce in fortunes over such a short period of time.

Moral Issues

Finally, survey respondents were asked if they found a list of pre-identified issues either morally acceptable, morally wrong, or whether they had no view on the matter either way.

The issues selected represented a mix of areas which have generated widespread debate both in Ireland and internationally over the last number of years, ranging from birth control to gay adoption, through to human cloning.

The results make fascinating reading, and confirm the trends evident in the Sunday Times/Behaviour & Attitudes series of polls that Irish society is a lot more liberal and open-minded than it was even 20 years ago.

At a macro level, a whole range of factors and behaviours are deemed entirely acceptable by the vast majority of the population, from birth control and divorce through to pre-marital sex and gay/lesbian relationships.

We then have a tranche of areas which are felt to be morally acceptable by a strong majority of people (around two thirds of voters), although still believed to be morally wrong by around a third of the population. This grouping encompasses medically assisted suicide, stem cell research and gay adoption.

There are two issues where Irish citizens are evenly conflicted from a moral perspective, namely medical testing on animals and abortion.

Moral Issues

Finally, three of the areas researched emerge as being morally unacceptable in the eyes of the majority of voters, including the cloning of humans, pornography and, perhaps surprisingly, suicide.

A closer review of the survey findings reveal that there are, nevertheless, some differences in perceived morality depending on gender, age and urban versus rural residence.

In the case of suicide, for example, young (18-34 years) males are more likely than all others to describe it as morally wrong – an interesting finding given the prevalence of the issue amongst this very same demographic category.

Another area where opinions vary is that of pornography, whereby three quarters of all females feel it is morally unacceptable compared with their male counterparts, 49% of whom feel it is acceptable, and 48% wrong.
