    The following is a letter from the secretary of the Texas Board of Medical Exam-iners under date of April 4th, 1961.

    "The license of Dr, Harry Paul Clause, Jr, was cancelled April 12, 1957, for allow-ing Blanch Dietch and the Texas Clinic Hospital to use his license to practice medi-cine in this state.

    "His license was restored May 20, 1958.

    "I do not believe that you should hold this agaizs t Dr, Clause because I think thisviolation of the Medical Practice Act was due toignorance. on his part. When he foundout that he was doing wrong he voluntarily gave up his license and cooperated withthe Board to the fullest extent. I think that under the circumstances, and if thiswas reversed, and he was applying to the Texas Board for a license with North Carolina~I believe the Texas Board would issue him a license, "

    RE' N T —The secretary advised the Board that Mr. H. C ~McAllister, Secretary of the North Carolina State Board of Pharmacy had requestedthat his office be advised when a physician xurrendered his narcotic tax stampin order that druggists in the physician's area might be notified.

    VERDICT: Dr. Thomas WE Baker moved that the Board of Medical Examinersnotify the North Carolina Board of Pharmacy of action taken in regard to request-ing the surrender of narcotic tax stamp of a physician and also restoration ofthe same; that all such action taken within the last year be included. Thismotion was duly seconded by Dr, J. B. Anderson. The motion was passed by a voteof four to two, Drs. L, R. Doffermyre and Thomas G. Thurston dissenting.

    RE: J R ' Hamlet, North Carolina —To summarize, Dr Robinsonwas requested by the Board of Medical Examiner s in session to surrender his nar-cotic tax stamp, requisition blanks and any other narcotic supplies on hand tothe Bureau of Narcotics or a representative thereof at the May, 1961 meeting ofthe Board. This action was reported to the Bureau of Narcotics'

    On June 28th, 1961, M a telephone conversation with Mr. Olin Johnson,Narcotic Agent, Greensboro, the Board was advised that on June 13th, 1961, he andState Bureau of: Investigation Agent Williams went to Hamlet and after looking intothe situation, agreed due to circumstances to allow Dr. Robinson to keep his nar-cotic tax stamp for two weeks, until June 30th, at which time he agreed not toapply for registration; that he signed a good faith agreement not to reapply foroneyear, On July 14th, 1961, the District Supervisor of the Bureau of Narcotics,advised that on June 30th, 1961, Dr, Robinson surrendered his narcotic tax stampsnd unused order form.

    This information on Dr. Joe Robinson was received as information by the

    RE: D V , Tsylorsville, North Carolina —On-. -..-:June 19th,1961, the Board of Medical Exaniners received a letter from the. medical staff ofthe Alexander County' Hospital Association, Taylorsville, reporting that it hadinvestigated the professional work and conduct of Dr. Prusa; that he was doing orattempting to do surgery and obstetrics while appar' tly intoxicated. That on Octo-ber 3rd, 1960, a meeting was held with him, his difficulties were pointed out, andit was recommended that he take some time off in order to recover and recommendedtreatment, which he did not think necessary, He was off work five days; that he didbetter but returned to his old ways and has attempted to work fuhen in the opinion ofthe staff he was unable to do so.

    A report from Appalachian Hall, Asheville, was received on July 18th, 1961,that Dr. Prusa was hospitalized from June 20th to July 8th, 1961; that his attitudewas good, he was co"operative, and seemed to gain good insight.

    Dr. Prusa appeared at this time at the request of the Board for an interview.Dr, Thurston advised that he had resigned from the hospita1 staff and now has appliedfor reinstatement; that he had been doing an office practice+but had not been doingany hospital work; that he is a good practitioner,

    Dr. Prusa stated that he had received treatment at Appalachian Hall. He saidthat he has been drinking all his life socially; that lately he had taken a few toomany and upon direct question admitted that he supposed he should be classified as analcoholic. He said that upon return from the hospital he had been doing only officepractice as he had been suspended from the hospital, but that he was applying forreinstatement. He denied having taken any alcohol since his treatment. He admitt-ed having gone to the hospital after taking a drink, but did not admit being intox-icated

    VERDICT: Dr Joseph J Combs moved that Dr Victor H Prusa be given areprimand for his action; that he remain under the observation of this Board; thathe be notified if this Board receives any further report of unprofessional conductthat he be subpoenaed to appear before this Board looking towards the revocation ofhis license to practice medicine in the State of North Carolina, with the understand-ing that he will remain under Dr. William R Griffin, Jr. s management, That he also beadvised that the Board may' request an examination and report by' Dr. Griffin.     RE! , Leaksville, North Carolina —On-. June 5th,1961, the Narcotic Bureau advised that Dr. Thomas had voluntarily surrendered hisnarcotic tax stamp on May 1'7th, 1961, following his admission to the addiction ofnarcotic drugs. That he stated he had used dilaudid for approximately one year andhad used some dolophin,

    A report under date of July 21st, 1961, was received from Appalachian Hallthat Dr. Thomas was treated there from March 16th to July 4th, 1961' It was statedthat his withdrawal was uneventful and it was felt the drug was out of his system;that he had returned one time for outpatient follows and after an additional visit,would be transferred to someone nearer home. .

    Dr. Thomas appeared at this time at the direction cf the Board for an in-terview. He admitted his narcotic addiction (see file complete interview) ~ He saidhe first had narcotics in the hospital for treatment of migrain headaches; that hehad high blood pressure and had nephritis as a child. He said he was now at thebeach and expected to transfer to a psychiatrist in &inston~alem, He said he expect-ed to return to work if he were in condition,

    VERDICT: Dr, LE R, Doffermyre moved that Dr James Valentine Thomas beadvised that this Board is fully conscious of his narcotic irregularities and addi-ction and we will keep him under surveillance and should any further irregularitiesoccur, he can look forward to a subpoena before this Boa d looking toward revocationof his license to practice medicine in the State of North Carolina, And that he willbe instructed to appear before this Board at intervals, This motion was duly' second-ed by Dr, J. B, Anderson and passed unanimously.

    RE: D J H, Carrboro, North Carolina —To summarize, on Decem-ber 10th, 1958, Dr. Hooker surrendered his narcotic tax stamp on account of narco-tic addiction On January 16th, 1959, Dr. Hooker appeared before the Board and was

    advised that he wou1d continue on probation and remain under the direct supervisionof Dr. Thomas G Thurston; that he be under continuous therapy by a psychiatrist andthat if there were an7 further violation of the law, his license to practice medi-cine would be revoked.

    Dr. Thurston has made investigation intermittently in Dr. Hooker's areaand Dr. Hooker has appeared before the Board from time to time. From all reportsand Dr Hooker's allegations, he was doing all right, He stated at one interviewthat there was no difficulty in practicing without drugs.

    Pursuant to a report from the secretary of the State Pharmacy' Board thatDr. Hooker was writing an excessive number of narcotic prescriptions and from themanner in which the same were handled, it was indicated that he might be divertingthe same to his own use, the secretary of the Board of Medical Examiners requestedan investigation by the State Bureau of Investigation, which report is dated July20th, 1961. This report revealed that Dr. Hooker has written I+,239 prescriptionsfor narcotics since he surrendered his narcotic tax stamp December 10th, 1961, andthat this investigation included only a portion of the drug stores in Dr. Hooker'scommunity,

    Dr, Hooker was requested to appear at this time and he admitted during thisinterview:that he had been writing prescriptions for narcotics (See file for com-plete interview) ~ The following is the verdict of the Board!

    VERDICT' Dr, J. BE Anderson moved that Dr. John ST Hooker be subpoeanedby the Board of Medical Examiners of the State of North Carolina at the October,1961 meeting of the Board to show cause why' his license to practice medicine inthe State of North Carolina should not be revoked, This motion was duly secondedby Dr. Carl V. Tyner and passed unanimously' ~

    Dr. Hooker was read the above verdict,

    RE: Dr. Thomas Beath (see pp 285-28'7 these Minutes) VERDICT: Dr. Doffer-myre moved that Dr. Thomas Beath be advised by' the Board of Medical gxaminers thatit is not good for him to practice such distant medicine since he is not in theposition to follow-up end that the Board feels he should discontinue his servicesin Rocky Mount unless he should desire to move to North Carolina for permanent prac-tice, This motion was duly seconded by Dr. Carl V. Tyner and passed unanimously.

    The Minutes for the June 19-22nd, 1961 meeting were approved as read.
