PROJECT PLAN AND JUST¡FICATION

State Plan Accord

The New Rockford Dam and Recreation Complex will provide outdoor

recreation opportunities for fishing, picnicking, and playing outdoor

games and sports.rroutdoor Recreation in North Dakotarr, the Stäte Plan, (page 42,

paragraphs \, 5, and 8) states: uPlanning Region V has generally

adeguate areas and facilities for boating, water skiing, swimming

beaches, lce skating, playíng outdoor games and sports, and for attend-

ing outdoor sports and cultural events to meet the needs of residents

as projected to 1980. There may be instances of local unmet needs for

these activities.rlItAcquisition and development programs should generally be directed

towards providing areas and facilitÍes for físhin9, swimming pools,

camping, hunting, bicycle trai ls, horseback trails, picnicking, hiking

and walking trai ls, scenic drives, sledding, tobagganing, and snov'r

skiing. Action by all levels of government and by the private sector

must be expanded if the growing future needs of the region are to be

met .rlrrAction programs should give consideration to providíng water

oriented recreation for the regionrs residents and visitors.rrThe project ís in accord with the state comprehensive outdoor

B. Summary of Area

The proposed project is to be located adjacent to the City of

New Rockford in Eddy County, North Dakota, on the James Ríver.

Topography is ideal for the installation of a structure to retaina l2 surface acre reservoir for urater-related outdoor recreatíonpurposes in an 80 acre tract. There are no pobrer lÍnes ín the area

contemplated for development, Power lines requlred for operation offacilíties are to be brought into the area underground. There are no

pollutlon or flooding problems at the proposed reservoir and recreationarea. The structural design of the ínlet and outlet are fully explaíned

in the Design report and plans for construction are included as a part

of this proposal. General layout of the project features contemplates

enhançement of the arears appearance and add to the James River Valleyrs

natural beauty.

C. 0utline of Proiect Features

A dam is planned which will create a 12 acre reservolr with a 714

square mile drainage area, 200 acre-feet capacity and 20 feet maximum

depth. A detailed cost estimate, design and hydrology report are

included with thÍs proposal. The water has been allocated, by permít

of the state Engineer, to recreation.

The land for the reservolr and public use recreat¡on areas adjacent

-3-to the reservoir are owned by the City of New Rockford which has leased

the area ín perpetuity to the project sponsor, Eddy County Park Board.

Recreation facilities are to be ínstalled by the Eddy County Park

Board for public use activities such as fishing, plcnicking, and playtng

outdoor games. No charges are anticipated at the project for use ofthe area for recreational purposes. A detailed cost estimate for the

recreation facilities phase of the project is included with thisproposal,

E. Economic Feasibi lityThe project will serve a 30 mile radius area with an estimated

5O,OOO population. Anticípated annual vís¡tat¡ons are 151000 with an

assumed economic value of $1.50 per visitation. Annual operation and

maintenance costs are estimated at $1,000 and depreciatïon at $11320

for total annual costs of 52,320. Average annual net economic benefits

are est imated at $20,180.

Assuming the $39,600 total costs allocated to outdoor recreation

were invested and compounded at \% for 30 years, the estimated project

life, u,e u,ould have a product of $128r\39. t^lith net annual benefits of

$2O,l8O over the projectts 30 year life, we would receive $603,240 in

economic benefits indicating a benefit-cost ratio of 4.7 to l.A project economic feasïbil¡ty report is included with this pro-

F. 0oeration and Maintenance

The Eddy County Park Board will operate and maíntain the project

with technical assistance from the North Dakota State Game and Fish

Department and State ÏJater Conrmission. The area wil I be open to the

public at all times. Operation and maintenance funds are obtained

from ad valorem taxes levied by the Eddy County Park Board.

DESIGN

New Rockford Dam ls located in Section 10, Townshlp 149 North, Range

66 t^test in Eddy County adjacent to the James River. The dam or reservoirarea is actually in existence but is not developed. That is, the facilitiespresently in place are inadequate and deteriorated to such degree that ¡tdoes not maintain the reservoir water level to hrhere it will sustain f ish

life during the wlnter months as brel I as becoming unsightly as reservoirbJaters lov'rer.

The project is rather unique, in that high flows of the James River

wi I I f low into the reservoir area as h,el I as fol low the James River. As

f lows recede, the f lap gate on the inlet structure wí I I close and retainthe high water level within the reservoir. The reservoir depth was attained

by excavating the area. Extreme flows wi I I cause a change or circulationof waters through the reservoir by entering the west end inlet structure,building up within the reservoir and f lowing out of the east end outlets t ructure.

As proposed, the crest of all dikes and earthfill embankments will be

established at meân sea level elevation 1524.0. The water control elevation

is to be established at ¡518.0 which will provide 6.0 feet of freeboard to

contain waters within the reservoir. All newly constructed dlkes and earth

embankments will be faced with 18 inches of rock riprap on a 6 inch gravel

base to prevent erosion. These êreas will be protected from elevation 1515.0

to elevatíon 1520.0.

The inlet structure proposed consists of a reinforced concrete box type

screened structure and a 24 inch corrugated metal pipe extending laterallythrough the embankment, and a flap gate is attached to the reservoir end ofthe metal pipe. The expanded netal screen on the structure is to preventrrrough fishrrfrom entering the reservoir area. The base of the inlet structureis to be establÍshed at elevation 1506.5, and the invert of the reservoir end

of the corrugated metal pipe ¡s to be established at elevation 1499.0.

The outlet structure consists of a 4Z inch corrugated metal pipe set

vertically with an expanded metal screen inlet and a 24 inch corrugated metal

pîpe extending laterally through the embankment. The crest of the 42 inch

pipe is to be established at elevation 1518.0, and the invert of the 24 inch

outlet pipe is to be establ ished at elevation 1507.0.

parking areas and nurnerous public use facilitles. Landscaping will include

the planting of trees, etc., to enhance the aesthetics of the overall project.The recreat¡on facilities to be constructed or placed within the area

include picnic tables, shelters, fire places, trash receptacles, comfort

statlon, drinking fountain, swing set, slide, dome whîrl and sand box.
