It ia not often that one can at the same time gratify a personal desire and serve one's country to the best advantage in filling an office, but in oalling your attention to dYara A. Bower , I feel that this is possible. Otherwise, believe me, I should not at this time suggest his name to you a a man ful­filling all the requirement for Commis ioner of the General Land Orfi ce .

You may recolleot that Mr. Bower was my Inspector of the Publio Land Service, who managed with oomplete success and consum­mate skill the questi n of the removal of the illegal fence ,Main­ta.ine in spite of law and moral., around. vast vast area of the public lands by cattle syndicates .

Mr . Boyers oame to me as a stranger but highly recommendea as a graduate of Yale, who had been pract1oin~ law in Dakota for some years . After an intimate a quaintanoe with his cour e during my service as your Secretary, I fo~e the highe.t opinion of his ability as a lawyer and an officer; and his character as a gentl& men of perfect honesty and of attractive personality, oompelled my warm personal esteem. He eomes of good Cannecticut Democratic stock, and his appointment would be gratifying there as well as in the West .

I am sure, from the oonsoientiou8 and judicious performance of the responsible dutie before entrusted to him, and the exper­ienoe then gained, you would have an assuranc that Mr. Bower , in the larger s here of L8nd Commissioner, would so conduct that offioe as to reflect oredit upon your administrati n , and relieve you from any possible embarrassment that might arise in that diffioult branch of the government.
