European framework for Energy Performance of Buildings standards the connected HVAC standards and energy labelling systems
The Energy Performance Buildings Directive• This EU Directive (2010/31/EU) requires EU Member States to
implement legislation on Energy Performance of Buildings• It promotes the improvement of the energy performance of
buildings within EU, taking into account outdoor climatic and local conditions, as well as indoor climate requirements and cost-effectiveness.
• It requires a common general framework for a methodology for calculating the integrated energy performance of buildings.
• To support the implementation CEN received a Mandate (M480) to develop and provide the set of EPB standards to be used in Europe , this resulted in the set of 52 EPB-standards. (see www.EPB.center )
Role of the industry and its associations in the development of these standards• The EPB standards have been developed in Europe by 5
different CEN/TC’s and their various WG’s.
• Representatives and experts from industry, university, research and professional organisations have been heavily involved in developing this set of 52 EPB standards.
• A part of the work is performed in cooperation with ISO/TC 163 & 205, which resulted in 17 ISO standards published by ISO
• The remaining 35 CEN EPB standards are now available at ISO/TC 205 for further progressing to ISO standards.

Observation in Europe
• This modularly structured, transparent, unambiguous, but flexible set of EN and ISO EPB standards is an important instrument to support the proper implementation of the Energy Performance Buildings Directive (EPBD ) in the EU- Member States.
Relation product and system standards• Under the European Eco-design Directive most of
the relevant energy using products applied in buildings are already covered by an EU product regulation.
• This regulation requires the product to meet a certain minimum energy performance threshold, which is to be upgraded in the coming years (typically every 5 years)..
Relation product and system (EPB) standards
• The regulation does not only set the energy performance requirements but also requires the product to have a label (product declaration), where these and other essential requirements have to be reported.
• In Europe the product market surveillance is carried out at national (state) level, the product regulation is set at EU level (to be compared with federal level). Certification schemes like developed by Eurovent Certita Certification
are supportive to this system.
ECO-design product standards/regulation
• Additional: this Eco-design regulation refers to European (CEN) or ISO product standards describing the measurement and assessment procedures to obtain the required product data.
• 25 CEN and CENELEC TC’s are producing and maintaining these standards in this field energylabeling .
ECO-design standards/regulation
• The measurement data which are the basis of these product declarations have to be published in a public data base.
• These public data are again essential for the assessment procedures described in the EPB (system) standards mentioned before.
• These data are input for the EPB assessment procedures as given in the published set of EPB standards
Eco-design<-> EPBD
• This coupling of two EU directives, the EPBD (Energy Performance Buildings Directive) and the Eco-design Directive connects in Europe the product declarations with the Building Energy Performance Buildings declaration.
• This accommodates the holistic building system approach.
• Energy saving technologies, systems and products can be can now be awarded at a level playing field.
Set of EPB standards: coherent but flexible
• But at same time: specific choices are provided in the standards
• To take into account national legal context, building tradition, climate, building use
Overall transparency of EPB assessment procedures
• A level playing field : as transparency, regarding the assumptions and very often needed simplifications of EPB assessment procedures, stimulates innovation.
• Inclusive transparency regarding the overall performance parameters (like the classification levels Indoor Environmental Quality)…..
Set of EPB standards: coherent but flexible
• Each EPB-standard respects specific requirements to ensure overall integrity, consistency and quality of the whole set (both in CEN and in ISO)
• Because there are many interactions between the standards: heating, lighting, cooling, …
Overall transparency of EPB assessment procedures
• Inclusive other boundary conditions such as the outdoor climate data and the to be used primary energy factors and assessment procedures to reward sustainable energy use.
• The overarching EPB standard ISO 52000-1 includes the all these essential parts to be considered.
Application of the Set of CEN EPB standards including the ISO 52000
family of standards• Application:
– To assess the energy performance of new and existing buildings in a consistent way
– To bring convergence and transparency in the EPB assessment methods in Europe but also at global level
• In particular:
– to check compliance with the minimum energy performance requirements (building codes)
– as information for the energy performance certificate, and
– for regulators and (inter-)national policy makers
