Body Mass Index for Ohio’s Third Grade Students A review of the Report on the Body Mass Index of Ohio’s Third Graders, conducted by the Ohio Department of Health, found that childhood obesity is one of the most important public health issues in Ohio with more than 30 percent of children and adolescents classified as overweight or obese. In a 2009-2010 study, it was reported that 31.7% of third grade students living in Shelby County, where Jackson Center Local Schools are located, have a prevalence of being overweight or obese. A map showing the percentage of overweight and obese third graders by county can be found in Appendix A. Through physical activity, such as walking or biking to and from school, or educating youth about the importance of an active lifestyle, ODOT’s Safe Routes to School Program hopes to foster awareness and prevention to combat this serious public health issue.

The vision for the Jackson Center Local Schools Safe Routes to School travel plan is to create safe,

walkable communities. The school travel plan will result in increasing the number of school

children safely walking and bicycling to school, resulting in a healthier school-age population, an

Policy: “The Board provides transportation for resident elementary students in grades kindergarten through 8 who live beyond Jackson Center’s corporation limits … the administration designates and the Board approves areas of residence from which students are provided transportation to schools. The Board may create exceptions to the established areas when: in the judgment of the Board, walking conditions to the student’s school are extremely hazardous.”

Do school buses and parent vehicles use the same driveway for arrival and dismissal? Yes, all vehicles use the same driveway. No, there are separate driveways for family vehicles and school buses.

Do all students use the same entrance to the school building in the morning? Yes, all students enter the building at the same location. No, students can use different entrances.

Students who ride the bus enter the back doors. Students who walk, bicycle, and are dropped off in a car use the front doors.

Are all students released at the same time during dismissal? Yes, all students are released at the same time. No, we use a staggered release process (walkers are released first, bus riders

second, etc.). Bus riders are dismissed three minutes early.

Is school staff involved in either arrival or dismissal? Yes, we have school staff help students enter and exit the campus safely. No, school staff is not involved in either arrival or dismissal.

School staff are outside directing traffic and ensuring students enter and exit the school campus safely.

Are there any adult crossing guards located along student walking routes? Yes, we have at least one adult crossing guard that helps students on their

Many parents feel that their children are too young to walk/bicycle to school alone and also feel that they live too far from the school to let their children walk/bicycle to school. Additionally, parents are concerned with the safety of letting their children walk to school as well as the fact that many students have to cross one or two State Routes in order to get to the school.

This section of the school travel plan should summarize the top 5 issues impacting student ability to safely walk or bicycle to your school. (Note: since both schools are on the same campus, this section has been combined to reflect issues for the campus as a whole.)

Issue/Description

1. Issue: Because of the young age of many of the children that attend the elementary school, many parents are uncomfortable letting their children walk or bicycle to school alone. This, in turn, means that many students do not know proper walking and bicycling behaviors.

2. Issue: While 66% of students live within one mile of the school, many parents are not comfortable letting their children walk this far (or farther) to get to school.

3. Issue: Parents are concerned about how safe it is for their children to walk along some of the routes to school because they feel some of the roadway crossings are unsafe, especially along Pike Street/SR 274, Main Street/SR 65, and the railroad tracks.

4. Issue: A number of parents don’t want to let their children walk to school because of the amounts of traffic along the routes they would take, especially along Pike Street/SR 274 and Main Street/SR 65.

A public meeting to discuss the Jackson Center STP was held on January 13, 2014, at the Jackson Center village offices. Key feedback from that meeting is outlined below; materials from the meeting are included in Appendix C.

Key Input Received: The Jackson Center STP was presented to the public on January 13

th at a public

meeting. The following input was received from Team Members and the community regarding the proposed countermeasures included in the STP:

Superintendent Bill Reichart suggested creating multi-use paths for students to use so that they would not have to cross or walk along the State Routes to get to school. One path would be for students coming from south of the school campus. A second path would be for students coming from east of the school campus. These pathways have been added to the STP.

Questions were asked for further explanation of funding of further grant options, grant funding criteria, and if engineering costs are included in the grant. The grant process was explained.

A question was asked about how to get students to cross at an improved intersection. It was explained that this would be done with a combination of education and encouragement overlaid with the engineering.

A question was asked about whether high schools students could go through walking school bus training and request was made to again explain how the walking school bus works.

A question was asked to clarify the student travel tallies. The process of and reason for the student travel tallies was explained.

Administrators and parents of students at Jackson Center Local Schools, and residents and administrators at the Village of Jackson Center are joining together to improve safety and encourage more students to walk and bicycle to school. By implementing our Safe Routes to School Travel Plan, our goals are to create safe, walkable communities that will result in:

Increasing the number of school children safely walking and bicycling to school.

A healthier school-age population.

An improved environment.
