By FRED SWIFTThe ten cent per gallon increase in

the state gas tax got the attention of mo-torists earlier this year when it went into effect July 1. Now we know the estimat-ed amount of that increase which will be coming back to local units of government for improvement of our streets and roads.

State Rep. Kathy Richardson's State-house office released figures last Monday that show Hamilton County's cities, towns and county highway department will get more than $8.4 million next year in addi-tional money to build, repair and maintain local roads and streets.

The disbursements will follow a for-mula that has been used for years for gas tax distribution based on miles of road-ways and population of the various juris-dictions.

As one would expect the county high-way department, which is responsible for about 650 miles of roadways, will receive the most, estimated at about $2.8 million.

The eight cities and towns in the county will get the remainder of the add-ed money. The breakdown is as follows rounded to the nearest thousand dollars:

Arcadia. . . . . .$28,000Atlanta . . . . . .$17,000Carmel . . . . . .$1.82 millionCicero . . . . . .$108,000Fishers . . . . . .$1.71 millionNoblesville . . . .$1.17 millionSheridan . . . . .$60,000Westfield . . . . .$693,000

The estimates are based on data from past history of gas sales and the number of vehicles registered in the local areas. The anticipated increase in revenue may allow local governing bodies to adjust their 2018 street budgets, adding more for repair or rebuilding.

Carmel’s Monon Community Center Director Kurtis Baumgartner earns certification for Park and Recreation Professionals

The REPORTERKurtis Baumgartner, Monon Com-

munity Center Director, recently earned the Certified Park and Recreation Exec-utive (CPRE) accreditation granted by the National Recreation and Park Asso-ciation (NRPA) National Certification Board. The CPRE program recognizes advanced skills and competencies relat-ed to the professional practice and de-livery of park and recreation programs and services. Baumgartner is one of 205 individuals in the country, and one of only five in the state of Indiana, to hold this certification, another individ-ual being Carmel Clay Parks & Recre-

ation (CCPR) Chief Operating Officer Michael Klitzing.

“By earning this certification, Kurtis has proven his dedication to the profes-sion as well as to Carmel Clay Parks & Recreation,” said Klitzing. “We’re proud to have another CPRE on our team who is focused on the continued success of parks and recreation in our community.”

According to NRPA, the CPRE “es-tablishes a national standard for man-agerial, administrative and executive parks and recreation professionals.” In order to earn the CPRE credential, indi-viduals must meet specific requirements

for education and experience, and suc-cessfully pass an exam covering a com-prehensive set of topics including com-munication, finance, human resources and operations and planning.

Baumgartner has 15 years of expe-rience in the parks and recreation field. He joined CCPR in 2010, moving into his current role in 2014. He is respon-sible for administration, programming and total operations of the Monon Com-munity Center, a 146,000 square-foot community center and 10-acre outdoor aquatic center.

Carmel Bike Share pioneers new technologyThe REPORTER

It just got easier than ever to join, ride and enjoy the Carmel Bike Share pro-gram with the debut of a new mobile app and locking system that lets riders rent and ride bikes at the touch of a button on their phones. A sleek new interface on the mobile app streamlines the process of creating a new account and offers easy access to rider support, while new map-ping technology provides point-by-point directions to the nearest docking station. Developed by Carmel’s Bike Share pro-vider, Zagster, the new technology plat-form is the first of its kind in the U.S. bike share industry — and Carmel is one of the first programs in the nation to offer

it to riders.“Carmel is proud to partner with Zag-

ster to offer the newest technology to our community. With more than 188 miles of multi-use paths and trails, we have always placed a high value on transportation al-ternatives for both residents and visitors,” said Mayor Jim Brainard. “Growing our Carmel Bike Share program supports our efforts to continue being a bicycle-friend-ly community.”

Now, with just the single touch of a button in the new Zagster app, riders can control a Bluetooth-enabled locking sys-tem that features two points of security. A new locking mechanism allows riders to tether bikes to non-Zagster stations for

mid-ride stops. It’s important to note that riders will need to return their bikes to a Zagster station to end their trip.

This unique hybrid model, which blends dockless locking for mid-trip stops with fixed station locations for beginning and ending rides, is key because it allows Carmel’s riders to plan their trips around their destinations — and not just around station locations. And because the lock-ing system has no detachable pieces that could be misplaced or misused, the new user experience is versatile, convenient and hassle-free.

“Our riders wanted the ability to make several stops along their way more easily and lock their bike without having to be

at a share station. Zagster worked to ac-commodate them based on feedback and we’re pleased they were able to do so,” said Brainard. “The idea is to make the ride as convenient as possible to reduce any barrier the rider may have.”

The Carmel Bike Share features 90 bikes at 11 locations for users to make lo-cal, on-demand trips. Riders can join the program by signing up for monthly or an-nual memberships. Rides for the first hour are free, and then just three dollars per hour after that for memberships. Daily and hourly rates are also available. For more information, including a map of locations and a registration form can be found at www.zagster.com/carmel.

Ivy Tech Community College partners with Hamilton County

high schools to offer CTE pathwaysThe REPORTER

Ivy Tech Community College is part-nering with high schools in Hamilton County to offer Career and Technical Ed-ucation Pathways to students. Participat-ing schools include: Fishers High School, Hamilton Southeastern High School, Eman School, Options Charter School-Nobles-ville, Options Charter School-Carmel and Westfield High School.

Students in the program will attend high school in the morning and take classes at Ivy Tech Hamilton County in Nobles-ville in the afternoon. Over the course of one year, students can earn 12 to 13 college credits, which count toward a Core 40 or high school Honors Diploma and can be transferred to an associate or bachelor’s degree. Students can also earn industry rec-ognized certifications. The program is free of cost to students.

The Duke Energy Foundation directed a $75,000 grant to Ivy Tech Community College to help create these Career and Technical Education (CTE) Pathways. The grant is providing scholarships for students

in Hamilton County to pursue higher edu-cation and training in STEM programs at Ivy Tech. In addition to scholarships, the grant covers the costs of books and sup-plies, industry certification assessments, career readiness activities, and training for current Ivy Tech and high school STEM teachers in Hamilton County.

“We are grateful to Duke Energy Foun-dation for partnering with us to support this important initiative in Hamilton County,” said Dr. Kathleen Lee, chancellor of Ivy Tech Central Indiana. “This is another ex-ample of how Ivy Tech is making strategic efforts to align with the regional workforce. Through this initiative we are partnering with schools and organizations to prepare students for in-demand jobs in key indus-tries including construction, information technology and advanced manufacturing.”

Specific STEM programs that Ivy Tech will offer these students include Comput-ing and Informatics, Visual Communica-tions and Building Construction Technol-ogy. Students started classes at Ivy Tech Hamilton County on Thursday, Aug. 10.

Native trees availableThe REPORTER

The Hamilton County Soil and Water Conservation District is holding its annu-al fall native tree sale. This is a great op-portunity to obtain hearty yet inexpensive native trees and shrubs that beautify neigh-borhoods, provide habitat for wildlife, produce energy saving shade and enhance communities. This year 35 varieties of na-tive trees and shrubs are available.

Trees provide many environmental benefits to society. Everything from pro-viding oxygen to energy conservation, cooling shade to wildlife habitat, but they also help society in other ways. They in-crease property values and have even been shown to help build a sense of community in neighborhoods and increase shopping traffic in business areas. This tree sale fo-cuses on species native to Indiana. Native species are those that have been growing in Indiana since before English settlement. These types of trees are uniquely suited to

our soils and weather but most important-ly, they are uniquely suited to support our wildlife — especially birds, insects and other pollinators.

All offerings are $26 each and will arrive in three-gallon containers and be approximately three to five feet tall at de-livery. Pre-orders are required and are due Sept. 28. Trees can be picked up from noon to 6 p.m. on Friday, Oct. 6 at the Hamilton County 4-H Fairgrounds Llama Barn. Or-der forms and online ordering are available at www.hamiltonswcd.org.

Finding your destination I heard the

words . . . you could never do that.

Funny thing, it was me who said it. Actually it was the little voices in my head, echoes of voices that I had heard in my past.

Not smart enough. Too old. Female. Out of my com-fort zone.

And yet.At the age of 48 I found myself selling

cars and trucks. I learned the language. Towing capacity. Torque. Axle ratios. FWD. AWD. Etc.

What if I had listened to the voices in my head? What if I talked myself out of trying something, so foreign to my com-fort. I would have never arrived at this destination? (and never have met my hus-band)

I often get asked how I found myself selling cars and trucks. Well on my way to being 50 I got lost. The road signs pointed to a detour. A HUGE detour.

Caution, enter at your own risk. Curve ahead. Men at work. Steep hill ahead. Slippery road. I read the signs and yet I moved forward. Was I scared? Let's just say . . . terrified.

To those who are trying to find their way in a foreign environment . . . listen up.

We hear the voices. We see the signs. And yet. What gives us the gumption to take a

risk? What gives us the determination to do everything we can so as not to fail?

I think it is several things. A greater fear of drowning in the reality of the sta-tus quo. Being able to quiet the voices of negativity and discouragement. Realizing failure is not fatal.

I also think it is seeing the possibili-ties of success. It is realizing that there is strength in having a community of peo-ple who cheer you on. It is finding people who will come alongside you to help you succeed.

I had all of the above. All the fears. All the challenges. And yet. I had a commu-nity of people who believed in me. I had guys who did not have a negative mindset of having a woman enter into a male dom-inated field. I give them a lot of credit for helping me. They taught me. They chal-lenged me. They dared me. Some even bet against me. I thank them all.

I do not feel that anyone can suc-ceed without the help of others. And they should be appreciated and thanked.

I think that you can do anything that you set your mind and heart to do. Do it even if you are doing it afraid. Don't let your education, your past, your age or your gender hold you back. Life is a chal-lenge, no matter what.

I encourage the new guys and gals who come to work with me. I truly be-

lieve that if you help someone succeed then you will succeed even more. If you hang around the negative sayers then you will become one of them. If someone of-fers you the poison of discouragement . . . .don't drink it!

Offer help to those who can help you. You will learn from the best. I did these things.

It does not matter what field you find yourself in, choose a mentor. Listen and watch and offer to help them. It will ben-efit you.

Listen to the words of those who have succeeded. Allow their words to drown out the voices in your head and in your past.

You are smart enough, you just have to be taught. Find people who are willing to teach you. You are put at the right place at the right time if you believe it to be so.

Never be afraid to fail. You might just succeed. And once you succeed, find those that you can help find their own success.

In the end, everyone can hear the words . . . You have arrived at your des-tination. Enjoy!

From the Heart

“The aim of the wise is not to secure pleasure, but to avoid pain.”

— AristotleMy topic this week is

one that we hear more about almost daily – the increas-ing opioid epidemic in our country. It is a topic about which I know little really, but feel compelled to address especially as it relates to the mature adults and eldery in our population. Obviously many, many young people are involved in the opioid epidemic trag-ically but our older adults are also suffer-ing from the effects of pain medications and the often resulting dependence upon them.

I have had the experience of elderly

family members who have been prescribed – by their physician – powerful and addictive pain medications. One family member was prescribed 19 medications by one physician! Ulti-mately the family member became very confused, de-pressed, forgetful and some-times aggressive. Only when she was found walking on the road alone without prop-er clothing in the rain and cold did other family mem-

bers and friends become aware and step in to get assistance for her. After months of medication adjustments – not to mention changing physicians – she is doing much better but has suffered long-term effects from this overdosing of our population.

Persons aged 65 years and older com-prise only 13 percent of the population, yet account for more than one-third of total outpatient spending on prescription medications in the United States. Older patients are more likely to be prescribed long-term and multiple prescriptions, and some experience cognitive decline, which could lead to improper use of medications. Alternatively, those on a fixed income may abuse another person's remaining medica-tion to save money.1

The magnitude of opioid use among seniors is “astounding,” said Frederic Blow, who directs addiction research at the University of Michigan’s medical school and was not involved in the study.2

No one wishes to endure pain; and no one likes to see a loved one in pain. However, the use of powerful prescription opioids on the market today should raise a

red flag if you have a family member who is currently prescribed one (or more!) of those medications. Ideally those are in-tended for short-term use only, and family members should closely monitor those sit-uations. If you feel that there is an area of concern, talk plainly with the family mem-ber and if needed reach out to personal and professional caregivers and the prescrib-ing physician. Your loved one’s life may depend on it.

A6 News & Views Week of August 14, 2017

MemoryIt is so

easy to take so many things for granted and then one day . . . they are gone. During my life, I was ath-letic and an A student. I was blessed with a fantastic athlet-ic ability, and I was fortunate to have a de-cent brain; however, I primarily studied a lot to help my brain. I was fortunate to play on three state championship teams in high school — two in golf and one in basketball.

I was fortunate to take those skills to college and played two sports — basket-ball for two years and golf for four years. When I was in college, I also double ma-jored in Accounting and Finance at Indi-ana University and still carried a 3.6 GPA.

Now I am in the real world and due to cancer, I am getting a first-hand oppor-tunity to really appreciate just how for-tunate it is to be healthy. We all take the simple things for granted — at least I did. That all changes when you suddenly have to “fight for the basic fundamentals”.

The positive thing about my disease is that I truly believe that meds are being made on a daily basis that will help me live for a good amount of time. The big-gest issue with these meds is that they all seem to come with plenty of side effects . . . In my opinion, that is the true battle. I take a chemo pill on a daily basis that keeps my tumors from growing. Howev-er, it causes memory loss, dry skin, for-getfulness, and occasional acne. The true battle and frustration is memory loss.

This week has been a prime example. I have always kept my stuff organized and paid bills on a timely basis. However, I had some medical bills and insurance bills that are not that simple. The medical bills did not end up being terribly difficult because the person I called was from the hospital and they said let’s get on a three-way call with the insurance company and we can figure out the issue. This person has no idea just how helpful it is to have all the parties on the line at the same time — something I greatly appreciate. Next up was my insurance bill. Evidently I also paid this bill. The next day I am checking all my stuff again to make sure I paid all of it. My crazy brain has zero memory that I paid it the previous day. I call the in-surance company and starting going into details — the lady very nicely says, “Yes, we talked yesterday and you paid us.” Fortunately, it was a very honest person as I have no memory of paying this bill.

This is incredibly frustrating. Since I have had to take chemotherapy on a regular basis, I have put myself through memory training on a couple of occa-sions. It is like putting yourself back in school. Unfortunately if you do not prac-tice the “tricks” on a regular basis, you “lose it”. Both times that I buried my-self into the training — I did it so that I could give speeches. Tomorrow I am going to re-start the training. It is like a class that I have to continually “retake”. However, it gives me the confidence and tricks I need to fight Stage 4 Cancer and to deal with the side effects of memory loss. This is the biggest battle that I have ever fought, but I will continually work on my skills so that I can endure this dis-ease and maintain a “normal” life. I feel like my “athletic background” and huge faith have prepared me for this endeavor! Every day is a gift!

COURTNEY COX COLE

Courtney’s Journey

from Ball State University who has interned with the City of Noblesville since May, our staff has created an initial design with a list of potential improvements to Seminary that, if approved, could include:

• More trees, benches and picnic tables to create more shaded seating;

• More exploration and connectivity via a secondary path to wind through the park;

• More vibrant sights, sounds and smells by creating butterfly and sensory gardens;

• More lighting with vintage-looking Ed-ison Bulbs to improve safety and illuminate the beauty of the park for activation in the early evening hours; and

• More historical signage and other ways to honor our past. Features such as a wrought-iron fence and arched gateway could harken visitors back to the site of the former school built in 1852 and then newly built again on-site in 1870 (that came to be known as Second Ward School before it too was demolished in 1969).

Other enhancements to Seminary could include improvements to the gazebo, the addition of a dog station and bike racks as well an expanded playground. But even with these changes, based on the earlier feedback we received, the park should still allow for open green space.

A longtime event held at Seminary, Shakespeare in the Park, moved to Feder-al Hill Commons for its 25th annual pro-duction. However, new events could be programmed at Seminary for year-round activation, such as a spring or summertime walking art gallery, a pumpkin-carving con-test in the fall and other activities through the winter months.

We owe thanks to the creativity and

landscape design expertise of our intern, Sa-mantha Fee, working under the guidance of Planning Director Sarah Reed and Parks Di-rector Brandon Bennett. This initial design that fuses art, function and sustainability is a starting point that we’ve shared with mem-bers of the Noblesville Parks Board and vol-unteers serving on the Downtown District Committee organized by Common Council President Megan Wiles – including some residents from the downtown area and other Council members.

Now it’s your turn. Our next step is to host a public meeting from 5:30 to 6:30 p.m. on Aug. 29 at Noblesville City Hall in

Rooms A213/A214. City staff will go over the research behind the proposal. We will answer questions and take feedback on what residents would like to see.

After receiving feedback, staff will then complete a formal budget estimate for de-sign, construction and maintenance and bring the final proposal to our Common Council for consideration.

We hope you take part in helping shape this new vision for Seminary Park, which we believe can honor the site’s history like nev-er before. And we welcome the community’s involvement in the new Seminary Park to ensure its preservation for the years to come.

Talks continue between Fishers and IMI on

proposed Geist parkBy LARRY LANNANwww.LarryInFishers.com

Talks between the City of Fishers and Irving Materials (IMI) continue over plans to buy property along Geist reser-voir owned by IMI to construct a new city park.

“I think we remain optimistic that a resolution in the best interests of all parties can be reached,” Economic Development Director Brandon Dickinson told the Fish-ers Redevelopment Commission Wednes-day evening. “Then there’s a process we’ll go down and a path we’ll go down if it ap-pears we have a mutual misunderstanding of the valuation of the land.”

The path Dickinson refers to is con-

demnation by the city of the IMI quarry next to Geist. Both sides appear to be mak-ing an effort to avoid that process outlined in state law, but there is no agreement yet.

The Redevelopment Commission ap-proved next steps for several economic development projects at its Wednesday session, including The Yard culinary proj-ect, the new Knowledge Services head-quarters, Central Indiana Orthopedics new building in the Saxony area and the pro-posed Geist Park. Several public hearings were held but there were no speakers.

The commission’s job is to review redevelopment proposals for underdevel-oped areas within city limits. Commission members also consider authorization of Tax Increment Financing districts.

Noblesville boys cross country sees large turnoutThe future is looking good for the Noblesville boys cross country team, which also

means the present season will be a good one.The Millers have a dramatically larger roster this season compared to last year.

Noblesville coach Kent Graham said that 56 runners are out for the team, compared to 38last season. With all those new runners added to some solid returning athletes, Grahamsaid he is hoping "to be a little more competitive in the conference and the sectional" thisyear.

"I'm really excited with our roster size, for one," said Graham.Among the returning runners are a handful of seniors with varsity experience. Seniors

Truman Angell, Luke Balciunas, Jack Commeville and Zachary Freeman are back. Two

more seniors, Bryce Gatewood and Jaden Wills, both reached the state finals in track andfield; Graham noted that running cross country "certainly should help their track seasonas well" in the spring.

"We have a good set of seniors," said Graham.Returning juniors include Justin Amburgy, Braedon Gossard and Blake Hipkiss.

Sophomore Seth Koszyk also saw varsity races last season.Already some of the freshmen are making an impact. Andrew Anderson, Cole Kimmel,

Billy Gregory and Ian Montarsi have been early leaders of the new class."We have some incoming freshman that are doing very well," said Graham.Noblesville opens its season Saturday at the Zionsville Invitational.

Last season, a relatively young Hamil-ton Heights volleyball team finished withan 18-14 record.

With most of those players back, theHuskies should be on their way to anotherwinning season. This year's team has aplurality of seniors, with six 12th-graderson the roster.

That includes the leading hitter and thetop two setters. Senior Ana Collar did alittle bit of everything last season; as ajunior she put down 213 kills last year, averaging 2.1 per set.

Another senior, Tori Hayden, hit 190kills last season, while junior Hanna Cristmade 170.

Collar shared setting duties with EmmaKnowles, who led the assist category with383. Collar handed out 366 assists.

On defense, Collar returns the mostdigs with 336 and is third on the blockinglist with 55 total stops. Heights returns itstop four blockers: Hayden made 72 blocks, junior Syd Griffey had 64 and Crist made50.

Knowles returns the most service aceswith 37. The Huskies are well-balanced inserving, as six returners delivered at least10 aces last season.

Heights opens its season on Tuesdayby hosting Guerin Catholic, then welcomesLebanon on Wednesday.

Six seniors to leadHeights volleyball

Nine seniors lead “veteranheavy” Miller volleyball

With nine seniors, this year's edition ofthe Noblesville volleyball team is defi-nitely "veteran heavy," said Millers coachSteve Hawthorne.

In addition to all the upperclassmen -four of whom will be playing Division I atthe collegiate level - there are several greatyounger players who will be contributing.

"The Millers have set high goals for thisseason and hope to build on their successfrom the last few years," said Hawthorne.

Noblesville returns its three kill leaders.Sophomore Lexie Almodovar had 227 killslast season, followed by two seniors: AlexaRoberts put down 208 kills, with LexieBowler making 189. Another senior, EmilyKiser, hit 132; Kiser made news over the

summer by committing to the Universityof Michigan for basketball.

Senior Maddie Hine brings back themost aces for the Millers, serving 35 lastseason. Hine, in fact, is one five seniorsreturning to compiled at least 20 serviceaces for Noblesville last year. Hine alsohanded out 371 assists.

On the defensive side, Bowler was theleading blocker from last year with 66stops, followed by Kiser with 48. JuniorClaire Foster made 34 blocks. SeniorBrenna Everingham made 400 digs lastyear, with another senior, Stephanie Mey-sembourg, getting 239.

The Millers open their season Tuesdayby hosting North Central at The Mill.

The Carmel boys soccer team opened its season with a 3-1 loss to Zionsville Saturday.Senior Riley Shives scored the Greyhounds' goal, with senior Oliver Shebek making

the assist."I feel as though the result is not indicative of the game we played," said Carmel coach

Shane Schmidt. "I thought we possessed and moved the ball well. We will get back tothe training field on Monday and begin to prepare for Noblesville."
