BOX ELDER COUNTY

Box Elder County has been successful in the High School/High School Equivalency Program.

The Box Elder County Community Service Program maintains inmate work programs intended to prepare inmates for successful integration into our communities. Work programs benefit the inmate by teaching or reinforcing positive work habits. The program benefits the community by providing labor to accomplish tasks that may otherwise need to be funded by taxpayers.

CACHE COUNTYCache County has a pesticides licensure program available to inmates.  It involves pesticide applications.  Inmates will be screened and taught by a professor from Utah State University.  Higher Education is paying for their enrollment into the program, and the inmate, upon successful completion of the program, will then test for, pay for, and apply for a licensure.  

Inmates have the opportunity to fulfill their Offender Management Plan/CAP requirements by participating in a variety of programs as listed above. The jail also promotes an inside work program with work in the kitchen, laundry, library, maintenance and also as tutors for school and life skills.

DAGGETT COUNTYDaggett County is now in the process of building a new Sheriff's Office by the jail.  The Sheriff's Office building has been built solely with inmate labor up to this point, saving the county thousands of dollars.  The inmates are paid $1.00 per hour and have benefited by learning job skills. 

Daggett County grew a vegetable garden behind the jail that furnished fresh vegetables to the kitchen. The jail is now in the process of arranging a botany plant preservation project through Utah State University.

Daggett County provides High School completion and classes in Substance Abuse, Anger Management, and work opportunities.

DUCHESNE COUNTYThe Duchesne County Jail continues to provide high school education through the local school district. Inmates may obtain a High School diploma and/or High School Completion Diploma through this program. Many inmates have taken advantage of this program and furthered their education during their incarceration. The Duchesne County Jail Administration and Staff believe that this is key in reducing the level of recidivism. The Building Trades program offered at the Duchesne County Jail continues to provide inmates with the opportunity to learn viable skills that will serve them well upon release back into the community. Inmates finishing the Building Trades Program receive a certificate in Carpentry. This provides the inmates a substantial advantage for gainful employment in the construction field upon release. The Work Crew Program provides the inmates the ability to work supervised on the outside perimeter of the facility. It also provides increased skills and work ethics when returning to the workforce.

GARFIELD COUNTYGarfield County Jail began their new residential substance abuse program in April 2012. They have 23 residents enrolled in the program and are having exceptional results to date. They will graduate their first group in April 2013. The program includes intensive substance abuse treatment as well as addressing anger management, life skills, stress management, and other classes designed to help inmates be successful at staying clean when they are released.

The education department had an excellent year and was able to offer many options for inmates to work toward being able to secure a job upon release. In addition to the high school, courses are offered through Southwest Applied Technology College in Blue Prints, Carpentry, and Computer Aided Drafting. The inmates can earn certificates from the college for these courses. Computer classes, life skills and language classes are also offered through the education department.

There are many opportunities for inmate employment at the Garfield County Jail. Most popular is the car wash, which is open to the public in Garfield County. Many jobs are available within the facility, as well. Garfield County Jail continues to be an excellent partner with the State of Utah in providing an environment designed to help offenders improve their chances of being successful when they are released into the community.

IRON COUNTYIron County Jail houses ten state inmates for the express purpose of working in the culinary and maintenance departments. The inmates placed here are expected to provide a base stability for the county inmate workers, as the county workers are employed for a much shorter time. The program works well and provides the state workers a steady job and the opportunity to save money for release.

KANE COUNTYKane County Jail has had an exciting year. They have been open now for a little over a year and have used that time to implement many positive programs and opportunities for the offenders. The largest is the new FOCUS residential substance abuse treatment program that started in June 2012. The program has 66 beds and is designed to address substance abuse issues for sex offenders. This is a need that has been lacking in the prison system and Kane County is happy to be able to fill that need.

In addition to the FOCUS program, there are many life skills and elective classes available. Art, guitar, choir, insurance class, LDS indexing, NIC Thinking for a Change, computer art, finance class, and crochet classes are just a few options available for the inmates. There are also jobs available to help inmates have some financial influx. A great deal of progress has been made in such a short time.

MILLARD COUNTYThe Millard County Jail operates two six-man work crews that assist the county and other government agencies with various projects in Millard County.

Adult Education is an important program at the jail. Computer Literacy is also taught in conjunction with the education program.

The Residential Substance Abuse Program continues to be successful at the Millard County Jail. It is a six to nine month program in which offenders are assessed and diagnosed to determine specific needs for treatment. Members of the program are housed in a modified therapeutic community, and by peer pressure, are held to a higher than average standard. In addition to substance abuse treatment, the offenders also receive treatment in prescriptive life skills, i.e., Anger Management, Victim Impact, Cognitive Thinking and Relapse Prevention.

SAN JUAN COUNTYThe San Juan County Jail offers sex offender treatment. Their staff is well disciplined and professional and includes a licensed Therapist. They are able to effectively manage inmates and maintain harmony in the facility. The jail also has a strong group of volunteers, and paid civilians from the community, who assist in the various educational and therapeutic programs.

The San Juan County Jail houses up to 70 State Inmates. These inmates are able to participate in the Sex Offender Treatment Program, Blue Mountain Academy High School, Life Skills Program, as well as work programs inside and outside the facility. These work programs include culinary, janitorial, laundry, maintenance, tutoring at the high school, teaching assistants, web page design, map-making, and fence-building crews.

SEVIER COUNTYThe jail has two state inmate work crews who are providing excellent services throughout the community and county. They are supervised by Lt. Kirt Rippstein and Deputy Jamen Tebbs. These crews work very hard, and are a valuable asset to the county. This past year, they have been building horse stalls; cleaning and switching out the floors at the local college; building fences; filling pot holes; picking up garbage along the road to the landfill; replacing street signs; and shoveling snow for the elderly and handicapped; along with many other tasks that have benefited the community and this county.

Sevier County Jail still has “A+”, a very successful computer-based program. It allows inmates the ability to earn their High School Diploma or the High School Equivalency by working at their own pace on individual subjects needed for graduation. Most of the time there is the total of 13 offenders who are involved on a daily basis with the offering.

SUMMIT COUNTYSummit County Jail has an inside work program for UDC inmates. Jobs include: laundry, kitchen, janitorial duties, and vehicle car washes. The outside work crews perform miscellaneous tasks in the community and on property that include: greenhouse workers, snow removal, county building maintenance, forest service grounds maintenance, services for the elderly, etc. They also assist with the collection of recyclable goods from various county departments.

Wasatch County School District provides educational opportunities to the state inmates at the Summit County Jail. These classes include high school and high school equivalency.

Produce grown in the greenhouse and garden this past summer was used in the culinary and enjoyed by staff and inmates. It also supplemented the culinary budget. 200 pumpkins were donated to various locations throughout the county, such as: Peace House, Children's Justice Center, several day care centers, and county employees.

Inmates started a new program at the jail, Making a Difference 4 R Youth or MAD 4 R Youth. Youth groups, along with parents, come to the jail and meet with inmates, a community volunteer and correctional staff. The purpose of the program is to mentor and respectfully educate and spread hope to the youth, not scare them straight, while making a positive difference in their lives.

UINTAH COUNTYThe Outside Work Program, which began five years ago, currently uses 6 to 10 state inmates for approximately 4 days a week to assist the State, Federal and County entities. The program will be expanded in the future to employ more inmates and will increase to full time.

The jail is using correspondence courses that make college courses available to inmates and may increase this to in-house courses through the local Uintah Basin branch of USU and UBATC (Uintah Basin Applied Tech. College).

WASATCH COUNTYThe Wasatch County School District continues to offer High School and computer skills to inmates. Education continues to be a top priority at Wasatch County Jail.

Volunteers dedicate approximately 123 hours per week holding church meetings, drug and alcohol support groups and life skills classes.

The two county work crews continue to be a great success. The crews are involved in a number of jobs that benefit the community. They are responsible for lawn care, snow removal, and general cleaning at 12 county buildings in addition to the Wasatch County Event Center, Fair Grounds, and cleaning of County vehicles. This past spring the road crews also assisted the citizens of Wasatch County by filling and placing sandbags in flooded areas which minimize property damage. The crews also assist with special events throughout the year.

Inmates continue to volunteer large amounts of hours on projects to help others in need. One of the projects they assisted with this year was crocheting scarfs, hats, slippers and blankets for the U.S. Marshal Service. The Marshal Service donates the completed goods to the Indian Shelter located in Blanding, Utah. The inmates also donated two gingerbread houses that were made this year. The houses were auctioned and the monies went to the Children’s Justice Center.

“GOGI continues to be a great success at the Wasatch County Jail. This past year the GOGI program has graduated approximately 24 state female inmates. Some of the graduates received their peer coach certificate and are able to assist in introducing GOGI into other facilities around the state, through housing transfers.

The Wasatch County Jail takes pride in teaching fundamental skills such as sewing, cooking, cleaning, and laundry to the inmates as they can use these skills in their daily lives upon their release.

WASHINGTON COUNTYWashington County Jail is a leader in the use of inmate work crews to provide manpower within the community. The savings to the county and local municipalities is tremendous. At the present time, there are three crews that do landscaping, freeway clean-up, park maintenance and projects and other assignments. There is an additional eight man crew that works in the Dixie Center to set up and tear down for conventions and events. The work crews are beneficial to the taxpayers, government entities and the offenders. The opportunity to be in the community, get into the routine of working and the money they are able to earn are all positive steps toward helping them be successful when they are released.

WEBER COUNTYThe Weber County Kiesel Facility is a community service and work program facility. The Community Service Program provides labor for all local governmental entities within the County. Various projects include assistance to city and county building grounds-keeping, parks and recreation areas, county and forest service jurisdictions.

Additionally, assistance is provided but not limited to the Children's Justice Center, animal shelters, the transfer station, and local area attractions. Weber County uses minimum security type offenders who have been reviewed, screened and classified for appropriate security levels to participate in the community service projects and assignments.
