laypee Bina Thermal Power Plant. Bina for the period from October. 2013 to March, 2014.

Compliance Conditions

1. All the conditions stipulated by the Madhya Pradesh Pollution Control

Board vide letter No 19980/TS/KZ/Sagar/MPPCB/95 dated 16lh

October, 1995 and No 4209 /TS/KZ/MPPCB dated 14.03.96 should bestrictly implemented.

2. Only washed coal with ash content not exceeding 30% should beused , Fly ash generated to the tune of 0.828 MT/day should beutili/cd in Fal-G-Cemcnt, brick making etc. Full utilixation should be

ensured by end of 9 year as proposed.'Use of coal should berestricted to 8100 tonnes /day.

Status

All the conditions stipulated by MPPCB have been complied.

Condition of use of washed coal was waived off vide MOKF letter noJ-13011/28/92-IA-II (T) dated 15.10.1997. Copy attached as Annexure-1.Following efforts have been made to abide by M o K F not i f icat ion

No.2804(F) dated 3rd November, 2009 for fly ash u t i l i /a t ion inphased manner and full utilization after 4 ycars:-

(ij A fly ash brick/ block manufactur ing u n i t has been installed,having capacity of 45Lac/pa bricks. The photograph of FlyAsh brick manufacturing unit is attached as Annexure - 2.

(ii) MOU's have been signed with following industries/enterprisesfor supply of Fly Ash:

(a) M/s. Heidelberg Cement India Limited (Diamond Cements) tosupply lOOOMT/per day fly ash for utili/ation in cement.

(b) M/s Shrec Traders, Mandidccp for supply of 300 MT per day Fly Ashfor trading to bricks manufacturer and cement plant.

(c) M/s Panna Lai Ahirwar, Khurai for supply of SO MT per month of MyAsh for manufacture of bricks.

(d) M/s Richhariya Industries, Sagar for supply of 100 MT per month ofFly Ash for manufacture of bricks.

(c) M/s Cenosphcre India PvtLtd, Kolkata.Following companies arc also taking fly ash for ut i l i /at ion incement manufacturing and MOU's are likely to be signedshortly for bulk supply of fly ash with these companies:

(iii) Besides the above, a 2MTPA Cement G r i n d i n g U n i t is plannedwithin the premises to u t i l ize the fly ash for which PublicHearing has been conducted on 30.10.2012 and final K1A-HMP report has been submitted to M O K F on 08, Apri l 2013for grant of environment clearance.

(iv) Fly ash has also been utilized in in ternal road construction,(v) Managing Director, MP Road Development Corporat ion Limited,

Bhopal has been requested vide letter 25.12.2013 for promotion ofutilixation of My Ash in Road Construct ion activities. Karlicr,Collector Sagar has also been requested for u t i l i za t ion of My Ash incivil works.

Consumption of coal is less than permissible l i m i t of 9000 MT/Day(revised by MOKF vide letter no J-13011/28/97-1A-11 (T) dated17.11.1997). Copy attached as Annexurc-3.Closed circuit Natural Draft Cooling towers have been provided and onlymakeup water is drawn. Photograph of cooling tower is attached asAnnexure-4.The barrage has been designed to restrict the pondage to 385.75m andpondage is limited within the river banks.

Four no's of Continuous Ambient Air Qua l i t y M o n i t o r i n g stations havebeen installed in consultation with SPCB. The AAQ data arc wi th in theprescribed limits. Dedicated network for s h a r i n g the data with MPPCB &CPCB arc under development. Photograph of AAQM is attached asAnnexure-5. ! Guard pond with two sections each of 3960 M3 capacity should be

created for collection and treatment of effluents from various plant

activities before its discharge to Betwa river as per the standards laid

down by central pollution control board / Madhya Pradesh Pollution

Control Board.

For Socio -- economic up-liftmcnt of local and affected person'sfacilities such as hospital, school etc. should be created at project site.Adequate employment facilities should be provided to affected peopleand if need be, training should be imparted to them in suitable fields.

Noise level should be maintained within 85 d b (A) by propermaintenance of equipments and isolation etc. for people working ingenerator hall, car plugs should be provided.

For easy access of the areas on northern side of plant, a corridorshould be maintained between plant and proposed ash disposal area.

An effluent treatment plant (ETP) along with guard pond has been provided

to treat the effluents and to recycle the treated effluent in the plant use

Annexure-8. The ETP consists of:

(a) Collection cum equalization sump : 1680M3

(b) Flash mixer cum flocculation tank : 22.5 M3

(c) Tube settler chambers(2Nos.): 316.88 M3 each(d) Guard pond(2Nos.) :600M3each

Effluents from various sections such as SSF back wash, recycled water from

ash pond, service water, neutralized effluent from DM plant, boiler blow

down are brought to the ETP. Arrangement for Acid / Alkali dosing is

provided for neutralizing the treated effluent before recycling for various

uses. The effluent is treated to conform to the prescribed norms of

CPCB/MPPCB.

A hospital with two doctors is already established for medical support tolocal people and employees.A Hindi medium school is also running for educat ion of children of localpeople and employees.

To the extent possible, local people have been employed for variousactivities in the plant. Necessary training is given to them beforeinducting them. To provide easy access for s k i l l enhancement of the localpeople, an ITI has been constructed and academic session will start inthe current year. A polytechnic school is also proposed under GSRactivities.The plant is participating in Sanjccvani Project, of the state governmentfor healthcare of malnourished children in the age group of 05 monthsto 05 years of 30 villages around the plant site in B ina Tchsil.All equipments have been designed and fitted wi th adequate noisecontrol measures so as to keep the noise level below 85 dB(A).Personal protective equipments like car plug/car muff arc provworkers who work in noisy area.Has been complied.

Continuous monitoring of ground water should be undertaken in ! Ground water Monitoring is being done through MPPCB, Sagar. Theconsultation with central ground water board. For controlling NOX emission, low NOX burners and steam injectionsystem should be provided.Project authorities must create sufficient in house capability[Environmental Cell) supported by full-fledged laboratory to monitorand implement environment related issues.

Adequate f inanc ia l provision, item wise and year wise, must be madefor implementation of above stipulated conditions. Detail on theseaspects should be submitted to the ministry by,31st May 1.996.

Full co-operation should be extended to Scientists/Officials fromRegional Office Of Ministry at Bhopal who would be monitoring thecompliance of environmental measures by providing environmentaldata, plans and related documents requested from time to time.

Secondary over fire air burner have been provided to reduce NOxemission level.Project has established a separate Environmenta l Management cell withqualified and experienced executives. A full-fledged laboratory has beenset-up to monitor the Environmental parameter. Organogram of theHnvironmcnt Management Cell is attached as Annexurc-11. Status of Compliance of Additional conditions stipulated in Environmental Clearance (EC) vide Letter no J-13Q12/45/08-IAJL1 (T) dated05.08.2009 to laypee Bina Thermal Power Plant. Bina for the period from October. 2013 to March. 2014.

S.N. Compliance Conditions

1. I A sewage treatment plant shall be provided and the treated sewageshall be used for raising green belt / plantation

Adequate safety measures shall be provided in the plant area tochcck/minimi/c spontaneous fires in coal yard, especially duringsummer season.Storage facilities for auxiliary liquid fuel such as LDO and IIFO/LSHSshall be made in the plant area in consultation with the dcp't ofExplosive, Nagpur. Sulphur content in the liquid fuel shall not exceed0.5%. Disaster Management Plan shall be prepared to meet anyeventuality in case of an accident taking place due to storage of oil.

4 i Adequate funds shall be allocated for undertaking GSR activities.

Status

A sewage treatment plant (STP) of 1000KLD is in Operation. The STPcomprises of:-• Screen Bar,• Equalization tank,• Aeration tank,• Secondary clarificr and chlorination system.The treated sewage water is used for green belt development / plantationand sprinkling.The sludge of STP is used as manure in Grcenbelt Development.Adequate safety measures such as water sprinklers have been providedin coal yard to check / minimize spontaneous fires in coal.

Approval for storage of liquid fuel from Chief Controller of Explosive,Nagpur has already been obtained vide letter noP/IIQ/MP/15/2848(P271672) dtd 13.03.2012. Copy enclosed asAnnexure-13.The liquid fuel is sourccd from Govt. owned agencies likeIOCL/HPCL/BPCL etc. to ensure sulfur content within permissible limitsof 0.5%.Disaster Management plan has been prepared which has been approvedby Directorate, Industrial Health and Safety, MP, Indore vide letter no15/32/B-2/MIIC/VI/12/4201 dated 27.07.2012. Copy of the approval ofOn-Sitc Emergency Plan and Disaster Measure is attached asAnnexure-14. This plan will take care of any eventuality in case of anaccident.A Separate fund has already been allocated for undertaking CSR activities.Fund allocation for various CSR activities is as below:

(1} One time expenditure : Rs 35 Crorcs.[2] Recurring expenses is met from annua l budget as per

requirement.

First aid and sanitation arrangement shall be made for the driversand other contract workers during construction phase.

Provision shall be made for the housing of construction labour withinthe site with all necessary infrastructure and facilities such as fuel forcooking , mobile toilets, mobile STP, safe drinking water , medicalhealth care, creche etc. the housing may be in the form of temporarystructures to be removed after the completion of the project.

A copy of the compliance letter shall be sent by the proponent toconcerned Panchayat , Zila Parisad / Municipal Corporation, Urbanlocal Body and the Local NGO, If any from whom suggestions/representations, if any, were received while processing the proposal.The clearance letter shall also be put on the website of the companyby the proponent.The proponent shall upload the status of compliance of the stipulatedEC condition, including results of monitored data on their website andshall update the same periodically. It shall simultaneously be sent tothe Regional Office of MOHF, the respective Zonal Office of CPCB and

Following CSR activities have been implemented for the benefits ofsurrounding villagers:

(a) Senior secondary school and Hospital.(b) ITI(c) Renovation of 16 KM approach road.(d) Deepening of Kanera Canal(e) Various community welfare activities such as medical camps,

family planning camps, temple and school renovation etc.(f) Funds have been allocated for setting up Polytechnic, women/

adult education, Forty bedded Hospital, Sanitation, Communitycenter etc.

(gj The plant is participating in Sanjeevani Project of the stategovernment for healthcare of malnourished children in the agegroup of 05 months to 05 years of 30 villages around the plantsite in Bina Tchsil.

One full fledged Hospital with doctors & other paramedical facilities hasbeen set up for the employees including drivers & contract workers.Sanitation facilities for contract workers and drivers have been provided.Facilities for housing construction labours within the site with necessaryarrangements such as Annapurna (Community Mess), drinking waterconnection, toilets and power connection etc. have been provided.Further, medical facilities including doctor and paramedical staff havebeen provided for the workers.Since both the units of the plant have been commissioned, the number ofconstruction labour has been reduced substantially and only skeletonconstruction labours are working in the premises.Already Complied

[ SPCB. The criteria pollutant levels namely; SPM, RSPM, S02 and NOX(ambient levels as well as stack emissions) shall be monitored anddisplayed at a convenient location near main gate of the company inthe publ ic domain.

The environmental statement for each financial year ending 31stMarch in Form-V as is mandated to be submitted by the projectproponent to the concerned State Pollution Control Board asprescribed under The Environment (Protection) Rules, 1986, asamended subsequently, shall also be put on the website of thecompany along with the status of compliance of KG conditions andshall also be sent to the respective Regional Offices of MOEF by c-mail.The project authorities shall inform the Regional Office as well asMinistry regarding the date of financial closure and final approval ofthe project by the concerned authorities and dates of start of landdevelopment work and commissioning of plant.

2. The request for environmental clearance for the enhancedcapacity of 2 x 239 MW as against the approved proposal of 2 x250 MW has been examined and considering that the pollutionload due to the enhanced capacity will be within thepermissible limits, we have no objection to the installation oftwo units of 289 MW capacity each s'ubject to the followingconditions :-

i) All the conditions stipulated vide our letter of evennumber dated 23rd April, -1996 should be strictlyimplemented.

ii) The land requirement should be restricted to 726 hawith the following breakup.
