This quote from Winston Churchill reflects the process of the National Strategic Plan (NSP) that we are currently going through. From human centered approach in identifying challenges to focusing on program which are expected to enable accelerated progress towards the current challenges and needs of the community. This participatory process requires a considered amount of time and energy from all the partners. The NSP Coordinating and Support Team would like to thank all of the members of the Expert Working Groups (EXWG), for their dedication and perseverance. The Department of Economic Affairs, Commerce and Industry (DEACI) is preparing the draft NSP 2019-2022 and provides within this report the status of the process. In the perspective of the Central Bureau ofStatistics (CBS), the program "StrengthenStatistical Capacity" would be betterrepresented in Pillar Partnership.However, it was later suggested andrecommended by the SDG Commission toleave it under Pillar Peace. The working group also had the task ofassigning ‘actions’ for each of the desiredoutcomes. The program “StrengthenInstitutional Quality and Capacity” had totake a different approach in the process ofcompleting the tasks. The work plan wasadapted by organizing one-on-onemeetings with the relevant stakeholders toget the necessary information.

The programs for the Pillar Peace included:"Strengthen Institutional Quality andCapacity" and "Strengthen StatisticalCapacity". There was a discussion for thelatter, as to in which pillar it could moreaccurately be represented, either in PillarPeace or in Pillar Partnership.

Within Pillar Partnership, the EXWGfocusing on “Aruba as a Model forSustainable Development” consists offewer members, which enabled them tocomplete the process of identifyingdrivers, interventions and actions within amuch shorter time period.

Both programs within Pillar Peace are inthe process of identifying and settingactions for each desired outcome.

STRENGTHS AND BARRIERS

The EXWGs has the ability to involve keystakeholders that facilitates and makes adifference in setting the strategicdirection for Aruba. It is made up of broad,comprehensive members with many pointsof view. Another strength of the EXWGs is theknowledge and motivation of each memberthat it can bring to bear on assessingproblems and formulating solutions.Finally, the cross-agency/cross-disciplinary cooperation has resulted inincreased communication betweenagencies and facilitated informationsharing between agencies. While collaboration is not always easy, itputs agencies in a much more interestingposition to innovate and bring creativesolutions and ideas to solve local pressingneeds.

BARRIERS

Some of the barriers within theEXWG process, could be thatperspectives and passion cansometimes lead EXWG members tobe too ambitious in their efforts totake on more that can realistically beaccomplished within the giventimeframe of the NSP (and also dueto the lack of human resources). Oneof the downsides of having manymembers as part of the EXWG is thatthe consensus orientation at timescan slow down the process. Althoughworking collaboratively and gainingwidespread support for initiatives isrecognized as important, it is alsoimportant to know at what point thediscussion needs to end and adecision has to be made. Sometimesthe desire to be all inclusive canmake it hard to move forward ifeveryone is not on board with a plan(lack of progress due to attempts tobe inclusive and obtain consensus).An ongoing challenge is maintainingmomentum and keeping the workinggroup sessions on a consistent basis.Currently, everyone who is a memberof the EXWG has his or her own workand full agenda, so time available tofocus on other tasks is limited.

Dialogue and participation is takingplace through the different EXWGsessions, and when nescessary throughone-one-one meetings. Discussion andmodifications on definitions, strategicobjectives, desired outcomes andactions from the EXWG members havetheir pros and cons in the NSP Process.On one hand the process takes moretime, but the end result is an NSP that ismore accurate and complete. Below we will provide some examples ofstrenghts and barriers of the NSPProcess.

STRATEGIC OBJECTIVES AND DESIRED OUTCOMES TO ENABLE PROGRESS OFTHE PROGRAM (ACCELERATOR)

For each of the nine programs (accelerators) a ‘spider web’ figure illustrates theprogram with its strategic objectives (drivers) and desired outcomes (interventions). Byworking towards the desired outcomes and addressing the strategic objectives, it isexpected to enable progress on the program (accelerator). The following pages willprovide an overview of each program, their concept vision and its members. Each EXWGhas a representative from the Minister of Education, Science and SustainableDvelopment, a represnetative from the Innovation Team, and a member of the IndicatorWorking Group (IWG).

IDEA (Iniciativa pa Desaroyodi Empresa Arubano), adivision of the sectionForeign Economic Relations &Business development ofDEACI, decided toincorpórate the SDGs intotheir “Kidspreneur$ with BIGIdeas” program. Apresentation on the SDGswas given to 5th and 6thgraders of the TraimerdiaProgram (government afterschool program) in Noord bya member of the SustainableDevelopment Planning (SDP)section of DEACI.

SDG PRESENTATION AND BOARD GAME @ TRAIMERDIA

The SDG presentation wasaccompanied by an engagingand informative SDG boardgame, which was played by allthe children. The board gamehelped with bringing the SDGthemes closer to home andallowed the children toprocess the SDGs in a simplerand more entertainingmanner. The same SDGpresentation and board gamewill be given to otherTraimerdia locationsthroughout the year.

NSP LINK WITH BUDGET

A critical step within the process ofcompleting an NSP is to focus on theavailable resources to meet Aruba’s mostpressing needs. The Department ofFinance is currently working to create ablueprint for the Multi Annual Planning& Control Cycle for the budgetingprocess in Aruba. Our current economyrequires a more strategic, transparentbudgeting process. The blueprint that isbeing developed and tested in a pilotproject for the policy areas of educationand labor, will allow us to determinewhich services matter the most to theAruban community.

THINKING AHEAD

The localization process of SDG targets andNSP targets will start in the next quartertogether with the drafting of the ProgramReports. It is expected that DEACI, EXWGs,and the SDG Indicator Working Group(IWG) will work closely to brainstorm on aframework for the localization process. The alignment process for all EXWGs andprograms will take place in April 2019 tolook for overlapping actions orcontradictory ones. This is critical, as itfosters a higher degree of policy coherencein the NSP. Stakeholders and public engagement is veryimportant in the planning process.Receiving the feedback and input frommultiple stakeholders, whether it is fromthe public sector, private sector, or civilsociety is critical for developing a nationalplan. In the next quarter we aim to conductsurveys to get valuable input from multiplestakeholders for the proposed nationalplan. One of the next steps within the NSPprocess will be to also conduct a survey forthe whole community regarding thestrategic objectives and desired outcomesof each Program.

The NSP will include strategic projectsand actions, and will be formulated usingthe S.M.A.R.T. method, so that theperformance of each project or action canbe measured. By being Specific,Measurable, Achievable,Realistic/Relevant, and Time related(S.M.A.R.T.), actions and agencies can bemeasured for their performance andaccountability. This important step willalso facilitate the process of linking theNSP with the MJPCC. P .14
