The year 2003-04 is the year of confidence building. An organization working with all sections of societyas target communities for the past 8 years has developed self-confidence in achieving maximum successin its target. Looking to our professional management, dedicated team of human resource and judicioususe of financial resources another two big projects JSYS and HIVOS were added in our list. We alsosee considerable change in conditions of our target community resulting because they have startedbelieving in themselves and our propositions.

The 9th year (2004-05) is recorded as the year for diversification. Janakalyan has expanded its area ofoperation and reached each and every village of Sindhanur taluk as well as neighboring taluks also.Further, the activities have also been diversified to health, education, sanitation, nutrition focusing childand mother. Linkages with UNICEF established and it became the major donor for Janakalyan.

The year 2005-06 could be termed as year of HRD wherein Janakalyan had to recruit more than 150staffs at various cadres and train them in various sectors to carry out the activities undertaken in thedistrict. The staffs are recruited in each and every village of the Sindhanur block. Similarly the projectinflow was also very high and many activities had to be implemented in parallel.

The year (2006-07) is the year of recognition wherein Janakalyan built a strong network with governmentas well as non-government agencies. Government assigned many planning tasks to Janakalyan in thedistrict such as perspective plan for NREGA, Suvarna Gramodaya, Kugram Suvarna Grama, etc. andthe plans prepared by Janakalyan was appreciated in the state level meetings by Sri Srinivas Murthy,the Principal Secretary of RDPR in Hotel Atria, Bangalore. Janakalyan was also invited to train theNGOs of Mandya district in preparation of perspective plans for Suvarna Gramodaya. In the districtalso, it could build an image and for any developmental initiatives, Janakalyan is provided with the firstopportunity. Janakalyan has developed a corpus during this year. Janakalyan also established a campusof its own.

The year (2007-08) is the year of expansion both in terms of area of operation as well as its rolechange. UNICEF appointed Janakalyan as the nodal agency for its programs in Raichur district and theprestigious national flagship program viz. Total Sanitation Campaign (TSC) implementation through theNGOs was assigned to Janakalyan. Janakalyan implemented the TSC in 300 villages of all 5 taluks ofRaichur district through local NGOs. Janakalyan also participated in various national and internationalprograms, activities, meeting and workshops. The state level CRC convention was hosted by Janakalyanand represented Karnataka in National level CRC convention. Janakalyan celebrated 10th FoundationDay on 12th January 2008 as mark of 10 years of contribution to the society.The year (2008-09) is the 12th year of operation in Raichur district and at this juncture Janakalyan boardfelt that Janakalyan needs to compress its activities in Raichur and move in some other area. It startedtrimming its staff-size from the beginning of the year as well as programs. Study in other districts ofKarnataka as well as research on potential donors started during the year. Janakalyan also done majorsurgeries to its operational strategies, amended its byelaws, changed its board structure and compositionand many more. To sum up, it could be said that Janakalyan took new birth with new spirit.

The year (2009-10) marked completion of 13 years in the sector of rural development; in its history ofthese 13 years, never entered into emergency management activities. Janakalyan initiated gradualphasing out from Raichur district during previous year but due to an emergency call of the nature in theoperational area, Janakalyan had to initiate disaster management activities in the flood affected villagesof Sindhanur on humanitarian ground. The intervention concentrated on ensuring rights of children andwomen in flood affected villages and successfully implemented in 10 villages.The year (2010-11) marked completion of 14 years in the sector of rural development; Janakalyanstarted replication of its innovative models demonstrated successfully during the journey of developmentin other similar context. Identification of similar area and donors continued during the year and succeededto initiate intervention in Gadag district. Similarly, the other major initiative taken up during the year istowards online fundraising through GiveIndia registration, accrediatation by Credibility Alliance, affiliationto Bharat Welfare Trust, lifetime renewal of 80G of IT Act, etc.The year 2011-12 being 15th year of existence of Janakalyan, to make it meaningful it is declared as“Child Care Year” and accordingly the activities were focused on child empowerment. Supporting refugeegirls education, providing education kits to the children, major operation of a cute girl and above all,opening a new college for the refugee children are notable activities during the year.

About JanakalyanJanakalyan is a society registered under Karnataka Societies Registration Act, 1960 on 2nd July 1997 at Raichur witha team of dedicated rural people to serve the rural communities in general and four holy mothers (Manavimata,Bhoomata, Gangamata and Gomata) in particular.

Vision: Creation of an enabling healthy environment where all individual has equal access to and control over theSocial, Cultural, Educational and Political institutions with an economically secured livelihood

Mission: Janakalyan exisits to empower four holy mothers so that an economically secured healthy atmosphere isdeveloped where all individual identity has their deserved status through institution building by 2020

Goal: To serve four holy mothers viz. Manavimata (woman), Bhoomata (soil), Gomata (animals) and Gangamata(water)

Objectives

1. To implement developmental programs for child, woman & weaker sections.

2. To implement programs for socio-economic status improvement of the communities.

3. To implement programs for disabled, handicapped & street children.

4. To develop & demonstrate new technologies, suitable for rural population in all the related fields andmotivating the people to adopt it.

5. To implement programs for healthy environment development.

6. To implement poverty alleviation programs.

7. To open and manage nursery, primary, middle and High Schools and also colleges of variousdisciplines including UG and PG courses in the field of medical, engineering, computer sciences,agriculture, social works and also in other disciplines, as may be found necessary from time to time.

8. To run technical colleges such as DEd, BEd, ITI, Diploma, Engineering, Medical, Ayurvedic, etc.

9. To run any kind of educational institutions for children, women and farmers of the country including KVK,RSK, etc.

10. To conduct teachers training courses

11. To open and manage reading rooms, Libraries with all kinds of facilities.

12. To run adult education programs for the rural illiterate.

13. To conduct skill up-gradation & vocational training programs for unemployed youths, women and farmers.

14. In fulfillment of the objectives, it may seek any kind of assistance from various sources and take up anyother activities as found necessary by the Governing Board.

15. It may borrow the loans from various Government and Non-Govt. Organization.

16. Publication of Journals, Magazines and Souvenir etc. in the public interest.

Over the period, Janakalyan has evolved its own developmental models suitable for its clients, which are now theunique products of Janakalyan; thus Janakalyan has confined all its activities to these products.

5. Jan Shiksha: An initiative to reach the unreached through innovative tools of Janakalyan

6. Jan Udyog: An initiative for the unemployed youths of rural areas to create job-creators and not job-seekers

7. Jan Shakti: An initiative of Janakalyan to harness renewable sources of energy for the generations tocome

Janakalyan took birth in July 1997 with an objective to assist the refugees & repatriates to raise theirincome level through intervention in the field of agriculture. It started working with farming communitieswith its own resources. The strategy adopted to work with these peasant communities was ‘awarenessgeneration’ among the mass about the mistakes that they have already done and the ways to rectify it.Training & exposure were 2 tools adopted to convince these farmers about the proposition that Janakalyanwas propagating about organic farming.Year 1998 began with new hopes. The concept of raising income level of the farmer was added withland reclamation (soil fertility / health management and preserving it for the generations to come). Italso worked out for subsidiary sources of income for these communities and found animal husbandryas a viable option; started promoting the same along with agriculture. By the end of the year it realizedthat raising the income level through its different approaches would not serve the purpose if propermechanism is not adopted to save the earned income; thus, started promoting Self Help Groups ofmen and women. And thus the objective of Janakalyan was formulated as “to serve 3 holy mothers i.e.Manavi Mata, Bhoo Mata & Go Mata”. It also started working with children, keeping education as thefocal point through ASHA & Child Labor Schools.The year 1999-2000 could be termed as Capacity Building Year for Janakalyan. Maximum effort wasput to train the staff of Janakalyan at various NGOs and Institutions through training and exposure.Awareness generation, training and exposure for the community (woman & farmers), relation buildingwith local officers, etc. were the major activities during the year. Fund flow also started from this year.Women Development & Empowerment Program, Mahila Arthika Swavalambane Yojana, ParticipatoryTechnology Development in Cotton, Dairy Development Program, and Child Labor Elimination Programwere the programs of the year. The important innovation of Janakalyan was Sansar Pathshala, KishoriVikash Program, Shree Shakthi Sabha and Sangha Darshini Samittee. The fourth mata i.e GangaMata was added to the objective upon suggesting it by most of the distinguished visitors to Janakalyan.The year 2000-2001 is an important year for Janakalyan wherein the top management of the organizationundergone various training at renown Institutes. Therefore, the same programs were continued duringthe year without much difference. However, the major step initiated during the year was formation of aCluster Level Federation of SHGs and starting a Milk Marketing Center at Sindhanur through thisFederation. Kitchen Garden Program was another innovative program to recycle the water to growvegetable in the house-yard. Most of the activities / programs got hindered during this year due toimproper management as the staffs were deputed for higher studies. However, a research study wasundertaken during the year in the Rehabilitation Project by the staff. The area of operation got extendedto outside Rehabilitation Project.The year 2001-2002 is the year of transformation. After proper training of the top management, itrealized that till date Janakalyan was functioning without proper planning. Planning Meeting wasintroduced for the first time in the organization to organize the activities in a systematic way afterassessing the needs of the community in a participatory way. The organization also gave emphasis onprofessionalizing the approach by recruiting the qualified employees like B.V.Sc., M.Tech., MSW,M.Com., MA graduates. A detailed Service Rules for Janakalyan was also adopted during the year. Afew sets of innovative programs also got introduced during the year. The year is termed as MassMobilization Year because lot of efforts was put to organize the community in demanding their rightsfrom the concerned authorities.The year 2002-03 is the year for sustainability of the organization. Sustainability of an Organization isnothing but having a dedicated professional team of Human Resource and a constant flow of FinancialResources. Towards this, Janakalyan put all the effort to have a competent team by recruiting a set offresh graduates because, they could be tuned according to the vision and mission of Janakalyan. Manyefforts were put to see that the programs as well as the organization become sustainable. The year isalso most Planned Year in the history of Janakalyan; also received the FCRA registration and exemptionunder section 12A of Income Tax Act, 1961. Received first foreign grant for the Cotton Based IntegratedFarming System development program. Janakalyan got lot of publicity during the year through itsprogram called Jana-Udyog. The area of operation was extended to outside the block as well asdistrict. The administrative Office was established at Jawalgera keeping the conveniences like Bank,Post, Transportation and area of operation in mind. 2003-04

I never knew that I would be the only person to witness completion of 15

successful years of Janakalyan since its inception and I am extremely happy

to release the 15th Annual Report as record of the Child Care Year - 2011-12!It is also a matter of pride that as mark of 15th year, Janakalyan with the

un-tired efforts of the committed team of professionals and selfless membersof the Governing Board could initiate an educational institute to offer college education at the doorstep of the

communities.

The year was also important from the point that it could raise funds online from the friend circle for supporting

a cute girl Ambika for her cochlear implant operation with an investment of Rs.10 lakhs through GiveIndia; itachieved the 3rd prize in online fundraising. It could help 7 refugee girls for college education, 86 poor children

with education kits, 97 rural families with hygiene kits and 10 artisans with tool kits through GiveIndia support.The year was meaningful in terms of caring children.

It was also important because Credibility Alliance accredited Janakalyan during the year and accepted its

membership. The website www.jankalyana.org launched during the year with unlimited capacity. The foundation

of Sarada Niketan laid down by Rev Swami Jnanananda Maharaj on 15th January 2012 on the eve of SwamiVivekananda birth anniversary.

Unlike previous years, more efforts have been put to resolve the refugee issues like citizenship, caste reservation,

language, land rights and revenue village. Several attempts at national and state levels using various strategiesand approaches initiated. National level dharna and rally on 21-23 November 2o12, meeting with former Prime

Minister Sri H D Devegowda, meeting with Karnataka Chief Minister Sri D V Sadananda Gowda, EducationMinister Sri Vishweshwar Hegde Kageri, etc. are few in this series. Similarly, activities at block and district

levels with the cooperation of the community continued without any break. The cooperation and support

exhibited by the refugee community during this year is unprecedented in the history of Janakalyan.

Right To Information (RTI) act was made maximum use of during the year for collecting information regardingvarious issues of refugee life. In the process, an order of Government of Karnataka found passed in 2002 to

issue caste certificate to the Namasudra communities but not implemented so far. Pressure created on theadministration to issue the caste certificate and expecting to get it implemented soon. This would be the most

important achievement of Janakalyan and would serve the purpose of its existence. Similarly, the issue of

education in mother tongue is also at the verge of implementation and steps are initiated for voting right andration cards.

All these have been possible because of the dedicated team of professionals and the selfless Board that

provides expert guidance and supports throughout the project phase. The cooperation of the target communitiescannot be ignored along with the encouragement of our valued financial partners; the Janakalyan team and

target communities are extremely thankful to all of you for the cooperation and supports!

2011-12: Year at a Glance

Year 2011-12 witnessed another successful milestone in the timeline of Janakalyan; it was important becauseof various reasons and few most important reasons are cited here to remember 2011-12 with these events-

• The year 2011-12 was named as “Child Care Year” and hence child-centered activities are plannedand implemented during the year. About 7 refugee girls supported for college education, 86 educationkits, 97 hygiene kits and 10 artisan tool kits are distributed so far through GiveIndia support.

• As a mark of 15 year completion, Janakalyan Board decided to start a new college for the refugee-children and finally got it sanctioned by the Government on 22nd March 2012.

• “Janakalyan took birth to address the issues of Bengali refugees” was reminded by one of the Boardmember in the AGM held at Ernakulam on 3rd July 2011 and thus it relooked at its objectives; the year2011-12 witnessed more focus on refugee rights than years before. State convention celebrated on 7th

October 2011 and the national level agitation on 21-23 November 2011 at New Delhi.

• Janakalyan participated in CSO Partners Annual Report Award 2012 and was shortlisted for the best 10reports of the year.

• Janakalyan participated in India Giving Challenge 2011 and received the 3rd Prize from all over the country:Janakalyan also participated in India Tax Saving Challenge 2012 and received 5th Prize.

• Designed a new website for Janakalyan i.e. www.jankalyana.org instead of ww.jankalyan.inand launched it on 5.5.2012.

• An earth excavator worth Rs.25.25 lakhs was purchased for the organization on 6.5.2011towards sustainability initiative.

• Facilitated more than 400 house construction in Chintamanadoddi & Pulameshwaradinni,the floodaffected villages with the support of Ramakrishna Ashrama and Infosys Foundation.

• Developed Sexual Harassment Policy for Janakalyan and reviewed Service Rules, Gender Policy,Procurement Policy, Investment Policy, etc. Amended the Byelaws to conduct 4 meetingsinstead of 6 in a year.

• Credibility Alliance accredited Janakalyan for desirable norms

• Meeting with Sri D V Sadanandagowda, Honorable Chief Minister of Karnataka at his residenceAnugraha on 14.9.2011 to discuss refugee issues. Second meeting with CM Sri D VSadanandagowdawas on 22.9.2011 at Gudihal village of Sindhanur where we welcome him in Bengali style.

• Meeting with Sri S V Ranganatha IAS, Chief Secretary of Karnataka for refugee issues on23.9.2011 and subsequently many times with Principal Secretaries of Social Welfare,Educationand Revenue Departments of Government of Karnataka.

• Meeting with Prof. Ravivarmakumar, Amicus Curiae and planned to file 2 cases in High Court forlanguage and caste reservation for Bengali refugees.

• Build the national network with refugees of 14 states and constituted Nikhil Bharat BangaliUdbastu Samanvay Samiti in Karnataka on 7.10.2011.

• Swami Gopalananda Maharaj of Belur Math, Swami Raghaveshananda Maharaj of Belgaum, SwamiMuktidananda Maharaj of Mysore, Swami Visheshananda Maharaj of Belgaum, Swami YukteshwaranandaMaharaj of Belgaum, Swami Bodhaswarupananda Maharaj of Ponnampet, Swami Jitakamananda Maharajof Mangalore and Swami Jagadatmananda Maharaj of Bangalore Ramakrishna Ashram visited us on26.5.2011.

• The Bhoomi Pooja of Maa Sarada Pre University College building was done on 15th January 2012 bySwami Jnanananda Maharaj on the eve of Swami Vivekananda’s ‘Janmatithi’.

• Exhibited the live model of IIFS in Development Dialogue 2012 in Hubli organized by Deshpande Foundation.

• Trained the Solidaridad team on water management aspects at Cooperative Training Institute,Rajendranagar, Hyderabad.

• Two rounds of meeting with Sri S N A Jinnah, Chief General Manager of NABARD regarding the tail endfarmers issues and possible solution with NABARD intervention

• Participated in World Water Day program in Conference Hall of Vidhana Soudha on 22nd March 2012.

• Janakalyan is listed under Tier-I of GiveIndia for online donation collection across the globe due to itstransparency, accountability and ability to execute the need-based plan.

• Completed statutory audit on 1st April consecutively 2nd time.

• Online banking facility obtained for all bank accounts of Janakalyan.

• For the first time in the history of Janakalyan, we have completed the half-yearly audit report for theperiod 1.4.2011 to 30.9.2011 by 5th October 2011.

• Distributed relief materials to 20 villages of Sindhanur taluk with the support of Ramakrishna Math,Belgaum; Swami Jnanananda Maharaj distributed the relief materials to the poor children and parents.

• Our IIFS model received the Best Farmer Award in UAS Raichur Krishi Mela on 15.10.2011; Smt ShilaSikdar received the award.

• Survey of refugee families for preparing a data base for the entire rehabilitation project

• A video on Janakalyan’s intervention in Gadag district is prepared which was screened in DevelopmentDialogue 2012.

• Meeting with Sri H D Devegouda, the former PM of India at his residence at New Delhi to discuss aboutrefugee issues.

• Supported Ambika Vaggi for her cochlear operation with Rs.10 lakhs in the Alumni meet of College ofAgricultural Engineering, Raichur

• Received Vivekananda Jyothi Yatra in Raichur as part of 150th Year Celebration of Swami Vivekanandaon 4th January 2012.

Drawing up of partition line between India-Pakistan devastated millions of lives, more so in the province ofBengal. The forced exodus from other part of Bengal leaving behind their ancestral properties made them totake refuge in India. Government of India had no choice than compensating their lost properties which wastermed as rehabilitation of such displaced families. It was not a favor that Government did for these teamingmillions but was their moral responsibility towards them as they fought for freedom of India and lost everythingin the process of Independence; also, they become refugees in their own country by this political decision ofdividing India. It was Government of India who invited these Hindu-Bengalis to India who became victims ofcommunal riots in other part of border line due to their minority status. Believing in Government assurance fewmillion Hindu-Bengali returned to India as they are Indian by heart and soul today also as they were evenbefore freedom of India. It was none other than these Hindu-Bengalis who lost everything in freedom fight ofIndia and then had to be displaced from their ancestral properties. Thousands of Hindu-Bengalis sacrificedtheir lives leaving behind their near and dear, with a hope that at least their next progeny will live a happy lifein freed India. But what the Independent India has given to these teaming millions? “refugee status” is theanswer. They had to register themselves as “Indian Citizens” in India and today this status is taken away byenactment of The Citizenship (Amendment) Act, 2003. The new designation assigned to these teamingmillions is “illegal migrant”. If this is what the freedom has given them in compensation of the blood andlives of their ancestors, one will have to rethink whether to accept or not such a gift.

The 5 major issues worrying these communities are citizenship, caste reservation, land rights, preservation oflanguage & culture and issues of unsettled mass. Janakalyan initiated this right based intervention from theday-1 and now started building a network throughout the country to fight for this right. It has organized theState Convention on 7th October 2011 at R H Colony No.4 and then started mobilizing the communitiesresettled in 18 states of India under a common umbrella of Nikhil Bharat Bangali Udbastu Samanway Samiti(NiBBUSS). A national level dharna of about 15000 people from 14 states was organized at Jantar Mantar,New Delhi on 21-22 November 2011 followed by rally from Samata Sthal to Jantar-Mantar on 23rd November2011.

At state level, 2 rounds of meeting with Chief Minister Sri D V Sadanandagouda, Chief Secretary Sri S VRanganathan IAS, Education Minister Sri Vishweshwar Hegade Kageri and Principal Secretaries of variousdepartments were the major events in this sequence. The process for caste reservation and introduction ofmother tongue education at primary level are the 2 issues which have seen a momentum during the year whileother 3 issues have also been presented before appropriate level. Many rounds of discussion held with senioradvocate and amicus curiae of Karnataka Hugh Court to file PIL for caste reservation and mother tongueissues. Right to information (RTI) gave an impetus to the process whereby we could recover many relevant &important documents to initiate the legal battle with the government. The strength of this movement is theweekly meeting of the committee promoted for this purpose.

With the support of our valued partners, Janakalyan has been providing all need-based and timely services toits 4 holy mothers uninterruptedly since 1997. Though, we at Janakalyan are happy with the significantcontributions to the society in these 15 years, the team strongly believes that there are many more to do inthe years to come for making its vision realized. Janakalyan has its own proven models which have beenexperimented and tested for years in the field for its validation and are ready to use in replication in similarcontexts. All these have been possible because of the selfless services and directions by the GoverningBoard of Janakalyan, the dedicated team of committed personnel available with Janakalyan and unconditionalsupports & cooperation by all its stakeholders. We expect similar supports & cooperation from our partnersand stakeholders to march ahead in the journey of Janakalyan to realize its vision.

Assuming similar supports and cooperation in future too, Janakalyan wishes to achieve the following in yearsto come.

1. Innovation in Education: In its 16th Year of interventions, Janakalyan shall celebrate completion of 15th

year by opening a rural college; the refugee-communities resides almost 20 km from the taluk headquarter and thus almost all the girls drop their education after matriculation and becomes victims of childmarriage. This institute could cater to the needs of rural youths in various disciplines like Arts, Commerce,Diploma, Social Work, etc. to begin with.

2. Replication of Proven Models: The proven models of Community Driven Development (CDD) developedby Janakalyan all through its journey of development are ready for replication in similar context. Strategicactions need to be initiated to mobilize resources and identify areas for replication of these proven modelson self-sufficient livelihood improvement (SSLM), community monitoring process (CMP, inducing voluntarismamong rural youths, Intensified Integrated Farming System (IIFS), Accelerated Reading Program (ARP)for slow learners, Child Friendly Space (CFS), Livelihood restoration in the aftermath of natural calamities,Child Centered Disaster Risk Reduction (CCDRR) and many others.

3. Community Empowerment Cell: Information is power is said but not practiced; more so in Raichurdistrict because getting access to information for the rural communities is next to impossible even afterRTI Act. Need for a Community Training Center is strongly felt in this direction which Raichur districtlacks and Janakalyan wishes to establish a full fledge capacity enhancement cum knowledge center forthe rural communities on all aspects of rural lives and livelihoods.

4. Rehabilitated Refugee Issues: Issues related to rehabilitated refugees in India are many and peculiarwhich demands special qualities to understand and address. Janakalyan began its development journeythrough these refugees and acquired expertise in handling their issues. There is a great demand forbringing all refugees of India under a common umbrella and Janakalyan believes that it is the singleagency in India which can strategically address their valid issues in due course of time.

Janakalyan has stepped into 16th year of its interventions in the Sindhanur Rehabilitation Project of Karnataka,India. For all these 15 years, it has remained as challenge for Janakalyan and could not address the aboveissues despite several and continuous efforts. However, the ongoing activities of Janakalyan would continue inthe villages where Janakalyan is working. In addition, it would explore funding opportunities to operate in otherrehabilitation projects in India in the sector in which it has developed its expertise.

same reservation benefits due to them; at whose fault? Had they been rehabilitated in Eastern states, theywould have enjoyed the benefits at par with their siblings/relatives residing there.

These communities had crossed over the border to retain their religion, culture and language; Government ofIndia has rehabilitated them in about 18 Indian states. Constitution of India provides the right to learn in mothertongue but still they cannot learn their mother tongue and retain their culture amidst the non-Bengalicommunities. “If we are in the edge of losing our language & culture, why have we crossed over the border?”is a question of these rehabilitated communities.

It is a matter of shame that they are being treated as criminals, instead as victims of historical circumstance,fleeing Bangladesh because of persecution, they have come to their country of origin, India, for refuge, buthere too, thousands face fresh persecution because they are termed illegal migrants, locked up, and deportedlike cattle only to face the same cycle of persecution. They are living here for decades and few generationshave born in India but yet they are not recognized as Indian citizens. How long will this injustice continue?

To address these peculiar issues, a national level movement has been launched throughout the country andthe issues are taken up at appropriate levels. Primary education in mother tongue is almost at the verge ofsanction while Government of Karnataka has also issued guidelines to issue caste certificate to theserehabilitated communities. Citizenship issue is taken up at national level to amend the Citizenship AmendmentAct, 2003. Issues like land rights, identity cards, ration cards, etc. are under consideration for which ChiefMinister of Karnataka has issued guidelines to the concerned. The Executive Director of Janakalyan is leadingthe movement at national level in the capacity of Executive Secretary.

Smt Sheela Sikdar of R H Colony No.3 earns more than Rs.25000 per monthfrom her 4-acre land by adopting Janakalyan’s tank based Intensified IntegratedFarming System (IIFS); the model innovated by Janakalyan is tested andreplicated with many farmers of tail ends, Smt Sheela Sikdar is one amongthem. She used to depend on her husband for each and every requirement whiletoday she takes care of her family requirement and also provides pocket moneyto her husband. It’s all because of Janakalyan, she admits wholeheartedly.

This proven model is for the farmers of tail end of any irrigation projects having 2extremes of water availability. The runoff generated & excess canal water inundates the standing crops of tailend farmers during rainy season while inadequate irrigation water during peak season again dries up thestanding crops. Major portion of the 4-5 acres of land these tail end farmers possess used to remain fallowkeeping the water availability of peak season in mind. Janakalyan introduced a model wherein 1-acre of waterharvesting structure is excavated in the farm with diversification of cropping pattern to distribute the risk ofmono-cropping along with animal husbandry thereby providing multiple sources of income for each farmingfamily. Though initially it was difficult to convince the farmers but few socially oriented farmers like SudhanyaSikdar came forward to demonstrate it in their farms. Not only community used to laugh at them for suchdecision but also their family members. With continuous struggle for all these years, the 4-acre farm ofSudhanya Sikdar is an industry which gives 365 days income from one or the other sources. Sudhanya beinga neo-literate farmer is being absorbed by Janakalyan as staff to demonstrate his experience with otherfarmers and he has succeeded to introduce it in Malaprabha tail end too in addition to Tungabhadra tail end.His wife Smt Sheela Sikdar who used to laugh at him takes care of the same farm and earns not less thanRs.25000 per month.

Today her farm is source of inspiration for hundreds of farmers and unemployed youths of the area; it hasattracted the academicians of University of Agricultural Sciences, Departments of Agriculture, Horticulture,Animal Husbandry, Journalists & media, etc. They visit the farm and wish to reward Smt. Sheela Sikdar in

their own way either by publishing an article or with some award. The University of Agricultural Sciences,Raichur has rewarded her with “Best Farm Women Award” in its Krishi Mela.

There are many such examples in operational villages of Janakalyan and now it has been replicated inMalaprabha tail end in Gadag & Dharwad districts. In addition to the 43 tanks in Tungabhadra tail end, 37 newwater harvesting structures have been excavated in Malaprabha tail end by an own excavator. DeshpandeFoundation, Hubli supported the intervention in Malaprabha tail end through Give2Asia. The tested model hasnow become a replicable model in tail ends of any and all irrigation projects in India.

“Water is life” but it is the scarcest resource today on the earth; in addition to the direct drinking use, water isa critical input to achieve food security in the country. Irrigation dams are built across the rivers to channelizewater for enhancement in productivity but most of the rivers are becoming dry in addition to reduction of rainfallday by day. Accordingly, food insecurity is increasing giving way to price hike resulting into hunger & starvation.Moreover, we cannot harvest the total rainfall in these dams as because these are silted up and thus leavealong the canal to flow during rainy season and then blame the God or Government for crop failure for the wantof irrigation water. Who’s at fault?

This impacts the tail end farmers the most. During the rainy season, the runoff generated from their owncatchment along with the canal water so released by the upper reach farmers inundates the standing crops ofthe tail end farmers. During peak season, the upper reach farmers do not release any water until they saturatetheir irrigation requirement and the standing crops of tail end farmers dry up. Repetitive occurrence of suchincidents compelled the farmers to cultivate part of the land which they can protect during peak seasonremaining keeping fallow throughout the year. Thus, all small farmers have been forced down to marginalcategory as practically their landholding becomes half the land they actually own.

Janakalyan introduced a model of tank based intensified integrated farming system (IIFS) to harvest the runoffas well as excess water in a water harvesting structure excavated in part of the fallow land and then diversifythe cropping pattern with multiple sources of income including fishery, dairy, vegetables, fruits, fodder, forestryand many others. Janakalyan has been successful in demonstrating it and then replicating in similar contexts.

“Provide water to the farmers and the farmers would take care of your food security” is the ultimate learningfrom the experiences of Janakalyan over all these 15 years. No intervention is required to train the farmersbecause the farmers have hundreds of techniques to teach us, the agricultural scientists. Janakalyan interventionin Gadag district by providing water alone has increased the productivity by 138% in one year. The table belowfurnishes the increment in crop area (121%), yield (138%), gross return (147%) and net profit (153%) by asimple intervention in ensuring irrigation water.

“Who knew that the Independence bought at the cost of millions of lives (of our parents/siblings/relatives)would take away our ancestral properties from us by dividing our motherland and would also compel us totake refuge in our own homeland?” is a question of millions of Hindu Bengali refugees from erstwhile EastPakistan/Bangladesh who had to take refuge in India in 50s to 90s due to religious persecution in other partof the border. Considering their contributions in freeing India, Government of India, as part of the rehabilitationpackages, provided a piece of agriculture land and a residential plot to each family in compensation to whatthey lost in the freedom fight and also left in other part of the border. It is noteworthy that all this uncultivableland was turned fertile by these communities but yet it is a misery that even after 65 years, they are not theowner of the piece of land / residential plot allotted to them.

The initial mass was rehabilitated in West Bengal, Orissa, Assam and all such neighboring states while laterthey were forced to settle in other parts of the country wherein the rehabilitated population had no choice inselecting the place of their abode. Majority of this section of the society belong to Namasudra, Pod/Poundraand Rajbanshi communities which are considered as SC in West Bengal, Assam, Tripura, Manipur, Mizoram,Orissa and Tripura (Eastern part of the country) but not in other states. Caste reservation is a central subjectand is considered for inclusion in the schedule based on the socio-ethnic condition of a social group; but thesame cannot hold good for a displaced community like this as they have no relevance in their place ofrehabilitation. They are SC as per the ethnicity of Eastern part of the India which does not hold good for otherparts. As a consequence, the siblings of same parents, who are rehabilitated in Eastern states, are enjoyingthe constitutional rights while the one, who is rehabilitated in other states of the country are deprived off the

On one hand electricity crisis is increasing day by day causing declined productivity while on the other hand

the farmers are becoming more dependent on mechanized agriculture wasting the muscle power that the God

has gifted to the human being. Since ancient days, the agriculture was solely dependent on human or draft

animals and thus the nature as well as the human being was healthy and happy. Due to lack of exercise or

hard work, we find many uncommon diseases even among the working mass which are mainly the gift of God

to the elite class. Instead of natural exercise by way of working in the farm, the farmers are now advised to

undergo physical exercises in the form of yoga & pranayam in addition to the regular medication. Have we

ever thought why such pathetic days have come to us?

As part of its innovative model on Intensified Integrated Farming System (IIFS), Janakalyan introduced a pedal

and pressure pump to lift the water from the tank without any conventional energy requirement. It helps not

only in saving energy but also reduce the cost of cultivation to that extent. Moreover, during this age of scarce

electricity and load shedding, monitoring irrigation intervals of vegetable crops becomes extremely difficult

while with the pedal/pressure pump it remains well within the control of the farmers thereby increasing

productivity. Above all, the farmers remain engaged and thus healthy thereby increasing life expectancy. It is

also found that the water requirement as well as wastage reduces drastically as the force of water flow is less.

The only disadvantage with the pedal pump is that it cannot irrigate the farm with far away source of water.

Hidden potential of alumni of an institution is realized when the desire to

hear “hello uncle!” from a cute girl was created among all the seniors,

juniors and batch mates of Mr. Mallikarjun Vaggi, a B.Tech.(Ag.Engg.)

graduate from College of Agricultural Engineering (CAE), Raichur. Master

Ambika is a 7 year old girl of Mr. Vaggi who was advised for cochlear

implant in order to speak and hear. An amount of Rs.10,00,000 was

mobilized by Janakalyan from the alumni of CAE and their contacts through

India Giving Challenge 2011 initiated by GiveIndia for this major surgery of

Ambika to give her words.

Janakalyan took a strategic decision to celebrate its 15th year meaningfully

as “Child Care Year” and thus identified more than 200 children to support

for their health and education. Ambika was one among them who received greater chunk of the donation

received from donors across the globe. Ambika has undergone the cochlear implant operation and is gradually

responding to the sounds. When we heard about Ambika and spread the message across our alumni circle

through iGive page on the India Giving Challenge 2011, we received huge response from the alumni. Managing

Rs.10 lakh by Mr. Mallikarjun Vaggi, father of Ambika, would have been extremely difficult but was made

equally easy when 500 members of CAE alumni joined hands.

It also helped about 7 refugee girls for college education, 86 flood affected students with education kits, 97

deprived families with hygiene kits and 10 artisans with tool kits through online fundraising from India and

abroad.

Swami Vivekananda preached and practiced about 100 years ago that the education must reach the poor ifthey can’t reach education due to their engagement with means of their livelihoods. But still the educationcenters are located in few big cities and metropolitans which are basically costly affairs and also not accessibleby the rural communities. Thousands of meritorious students cannot undergo their college education. SindhanurRehabilitation Project is one such example where 75-85% students drop the mainstream education after theirmatriculation and the rate is as high as 90-95% among the girls. Major factors are transportation, poverty,accommodation, safety & security and no social reservation to these children. They complete their matriculationfrom the local government schools at no cost and then they are married at the age of 14-16 to wash the handsof their parents. The consequences of child marriage are known like still birth, under-weight birth, malnourishedchildren, infant mortality, maternal mortality, family problems, divorce, suicide, etc. The affects of child marriageare in the family due to inability of the girls to manage their in-laws and husband’s expectations resulting intodivorce, suicide and such other actions.

Janakalyan realized the serious affects of child marriage onto the society and thus tried to make the communityaware about it; but failed to answer a question of their parents regarding where to send them for furthereducation and who would take care of their safety & security. This resulted to think about a local college andthe Janakalyan Board resolved to initiate such an initiative to celebrate 15th year very meaningfully. Janakalyanteam initiated the process and finally Government Order was issued on 22.3.2012 to open “Maa Sarada PreUniversity College” from academic year 2012-13.

The foundation of the new building of proposed Maa Sarada Pre University College was laid by SwamiJnanananda Maharaj of Ramakrishna Ashram, Jolarpettai, Tamil Nadu on 15th January 2012 (on the eve ofSwami Vivekanda Janmateethi. The Janakalyan team is grateful to all those who contributed in various processof getting the college sanctioned by the government.

The primary objective of the institute is to make the college education available for the rural youths, especiallygirls, at their doorsteps. In addition to the bookish knowledge, this institute will also endeavor to provide extrainputs in order to create “good human beings” and not to create a cadre of unemployed youths.

NREGA is a revolutionary program in India, the whole world recognizes today; but the reality is different thanwhat we perceive as outsiders. Does it provide the rightful entitlements to the wage-earners (WE) for whomthe project is meant for? Does it really create any durable assets for rural communities or the farmers? Wehave got an insight as it is more than 3 years by now we have been trying to ensure participation of real wage-earners by promoting WE groups. “NREGA is defined as a mechanism to percolate corruption to the grassroot” by the village communities. The last link of the chain i.e. the wage-earners are lured by the PRI members/officers by paying some amount thereby teaching the process of corruption.

Janakalyan, with the support of Sir Dorabji Tata Trust, initiated an action in 3 Gram Panchayat (GP) ofSindhanur in 2009-10 and then expanded it to 8 GPs in 2011-12 covering almost 9878 WE from 4409 familiesof 57 villages. With lots of struggle, finally we could ensure work allotment to the WE Groups (WEG). Allottingextremely difficult works to these WE groups, creating conflicts between the WE groups and other labors,delaying payment of wages for months together, threatening the WEG leaders & Janakalyan team, offeringmoney to the WEG leaders, etc. are some of the tools used to de-motivate these wage-earners. Rigoroustraining and handholding support combined with frequent dharna at GP, TP & ZP levels strengthened theseWEG to ensure their rightful entitlements such as unemployment allowance, compensation on delayed paymentof wages, worksite facilities and such other rights. Swami Vivekananda preached and practiced about 100 years ago that the education must reach the poor ifthey can’t reach education due to their engagement with means of their livelihoods. But still the educationcenters are located in few big cities and metropolitans which are basically costly affairs and also not accessibleby the rural communities. Thousands of meritorious students cannot undergo their college education. SindhanurRehabilitation Project is one such example where 75-85% students drop the mainstream education after theirmatriculation and the rate is as high as 90-95% among the girls. Major factors are transportation, poverty,accommodation, safety & security and no social reservation to these children. They complete their matriculationfrom the local government schools at no cost and then they are married at the age of 14-16 to wash the handsof their parents. The consequences of child marriage are known like still birth, under-weight birth, malnourishedchildren, infant mortality, maternal mortality, family problems, divorce, suicide, etc. The affects of child marriageare in the family due to inability of the girls to manage their in-laws and husband’s expectations resulting intodivorce, suicide and such other actions.

Janakalyan realized the serious affects of child marriage onto the society and thus tried to make the communityaware about it; but failed to answer a question of their parents regarding where to send them for furthereducation and who would take care of their safety & security. This resulted to think about a local college andthe Janakalyan Board resolved to initiate such an initiative to celebrate 15th year very meaningfully. Janakalyanteam initiated the process and finally Government Order was issued on 22.3.2012 to open “Maa Sarada PreUniversity College” from academic year 2012-13.

The foundation of the new building of proposed Maa Sarada Pre University College was laid by SwamiJnanananda Maharaj of Ramakrishna Ashram, Jolarpettai, Tamil Nadu on 15th January 2012 (on the eve ofSwami Vivekanda Janmateethi. The Janakalyan team is grateful to all those who contributed in various processof getting the college sanctioned by the government.

The primary objective of the institute is to make the college education available for the rural youths, especiallygirls, at their doorsteps. In addition to the bookish knowledge, this institute will also endeavor to provide extrainputs in order to create “good human beings” and not to create a cadre of unemployed youths.

NREGA is a revolutionary program in India, the whole world recognizes today; but the reality is different thanwhat we perceive as outsiders. Does it provide the rightful entitlements to the wage-earners (WE) for whomthe project is meant for? Does it really create any durable assets for rural communities or the farmers? Wehave got an insight as it is more than 3 years by now we have been trying to ensure participation of real wage-earners by promoting WE groups. “NREGA is defined as a mechanism to percolate corruption to the grassroot” by the village communities. The last link of the chain i.e. the wage-earners are lured by the PRI members/officers by paying some amount thereby teaching the process of corruption.

Janakalyan, with the support of Sir Dorabji Tata Trust, initiated an action in 3 Gram Panchayat (GP) ofSindhanur in 2009-10 and then expanded it to 8 GPs in 2011-12 covering almost 9878 WE from 4409 familiesof 57 villages. With lots of struggle, finally we could ensure work allotment to the WE Groups (WEG). Allottingextremely difficult works to these WE groups, creating conflicts between the WE groups and other labors,delaying payment of wages for months together, threatening the WEG leaders & Janakalyan team, offeringmoney to the WEG leaders, etc. are some of the tools used to de-motivate these wage-earners. Rigoroustraining and handholding support combined with frequent dharna at GP, TP & ZP levels strengthened theseWEG to ensure their rightful entitlements such as unemployment allowance, compensation on delayed paymentof wages, worksite facilities and such other rights. On one hand electricity crisis is increasing day by day causing declined productivity while on the other hand

the farmers are becoming more dependent on mechanized agriculture wasting the muscle power that the God

has gifted to the human being. Since ancient days, the agriculture was solely dependent on human or draft

animals and thus the nature as well as the human being was healthy and happy. Due to lack of exercise or

hard work, we find many uncommon diseases even among the working mass which are mainly the gift of God

to the elite class. Instead of natural exercise by way of working in the farm, the farmers are now advised to

undergo physical exercises in the form of yoga & pranayam in addition to the regular medication. Have we

ever thought why such pathetic days have come to us?

As part of its innovative model on Intensified Integrated Farming System (IIFS), Janakalyan introduced a pedal

and pressure pump to lift the water from the tank without any conventional energy requirement. It helps not

only in saving energy but also reduce the cost of cultivation to that extent. Moreover, during this age of scarce

electricity and load shedding, monitoring irrigation intervals of vegetable crops becomes extremely difficult

while with the pedal/pressure pump it remains well within the control of the farmers thereby increasing

productivity. Above all, the farmers remain engaged and thus healthy thereby increasing life expectancy. It is

also found that the water requirement as well as wastage reduces drastically as the force of water flow is less.

The only disadvantage with the pedal pump is that it cannot irrigate the farm with far away source of water.

Hidden potential of alumni of an institution is realized when the desire to

hear “hello uncle!” from a cute girl was created among all the seniors,

juniors and batch mates of Mr. Mallikarjun Vaggi, a B.Tech.(Ag.Engg.)

graduate from College of Agricultural Engineering (CAE), Raichur. Master

Ambika is a 7 year old girl of Mr. Vaggi who was advised for cochlear

implant in order to speak and hear. An amount of Rs.10,00,000 was

mobilized by Janakalyan from the alumni of CAE and their contacts through

India Giving Challenge 2011 initiated by GiveIndia for this major surgery of

Ambika to give her words.

Janakalyan took a strategic decision to celebrate its 15th year meaningfully

as “Child Care Year” and thus identified more than 200 children to support

for their health and education. Ambika was one among them who received greater chunk of the donation

received from donors across the globe. Ambika has undergone the cochlear implant operation and is gradually

responding to the sounds. When we heard about Ambika and spread the message across our alumni circle

through iGive page on the India Giving Challenge 2011, we received huge response from the alumni. Managing

Rs.10 lakh by Mr. Mallikarjun Vaggi, father of Ambika, would have been extremely difficult but was made

equally easy when 500 members of CAE alumni joined hands.

It also helped about 7 refugee girls for college education, 86 flood affected students with education kits, 97

deprived families with hygiene kits and 10 artisans with tool kits through online fundraising from India and

abroad.

“Water is life” but it is the scarcest resource today on the earth; in addition to the direct drinking use, water isa critical input to achieve food security in the country. Irrigation dams are built across the rivers to channelizewater for enhancement in productivity but most of the rivers are becoming dry in addition to reduction of rainfallday by day. Accordingly, food insecurity is increasing giving way to price hike resulting into hunger & starvation.Moreover, we cannot harvest the total rainfall in these dams as because these are silted up and thus leavealong the canal to flow during rainy season and then blame the God or Government for crop failure for the wantof irrigation water. Who’s at fault?

This impacts the tail end farmers the most. During the rainy season, the runoff generated from their owncatchment along with the canal water so released by the upper reach farmers inundates the standing crops ofthe tail end farmers. During peak season, the upper reach farmers do not release any water until they saturatetheir irrigation requirement and the standing crops of tail end farmers dry up. Repetitive occurrence of suchincidents compelled the farmers to cultivate part of the land which they can protect during peak seasonremaining keeping fallow throughout the year. Thus, all small farmers have been forced down to marginalcategory as practically their landholding becomes half the land they actually own.

Janakalyan introduced a model of tank based intensified integrated farming system (IIFS) to harvest the runoffas well as excess water in a water harvesting structure excavated in part of the fallow land and then diversifythe cropping pattern with multiple sources of income including fishery, dairy, vegetables, fruits, fodder, forestryand many others. Janakalyan has been successful in demonstrating it and then replicating in similar contexts.

“Provide water to the farmers and the farmers would take care of your food security” is the ultimate learningfrom the experiences of Janakalyan over all these 15 years. No intervention is required to train the farmersbecause the farmers have hundreds of techniques to teach us, the agricultural scientists. Janakalyan interventionin Gadag district by providing water alone has increased the productivity by 138% in one year. The table belowfurnishes the increment in crop area (121%), yield (138%), gross return (147%) and net profit (153%) by asimple intervention in ensuring irrigation water.

“Who knew that the Independence bought at the cost of millions of lives (of our parents/siblings/relatives)would take away our ancestral properties from us by dividing our motherland and would also compel us totake refuge in our own homeland?” is a question of millions of Hindu Bengali refugees from erstwhile EastPakistan/Bangladesh who had to take refuge in India in 50s to 90s due to religious persecution in other partof the border. Considering their contributions in freeing India, Government of India, as part of the rehabilitationpackages, provided a piece of agriculture land and a residential plot to each family in compensation to whatthey lost in the freedom fight and also left in other part of the border. It is noteworthy that all this uncultivableland was turned fertile by these communities but yet it is a misery that even after 65 years, they are not theowner of the piece of land / residential plot allotted to them.

The initial mass was rehabilitated in West Bengal, Orissa, Assam and all such neighboring states while laterthey were forced to settle in other parts of the country wherein the rehabilitated population had no choice inselecting the place of their abode. Majority of this section of the society belong to Namasudra, Pod/Poundraand Rajbanshi communities which are considered as SC in West Bengal, Assam, Tripura, Manipur, Mizoram,Orissa and Tripura (Eastern part of the country) but not in other states. Caste reservation is a central subjectand is considered for inclusion in the schedule based on the socio-ethnic condition of a social group; but thesame cannot hold good for a displaced community like this as they have no relevance in their place ofrehabilitation. They are SC as per the ethnicity of Eastern part of the India which does not hold good for otherparts. As a consequence, the siblings of same parents, who are rehabilitated in Eastern states, are enjoyingthe constitutional rights while the one, who is rehabilitated in other states of the country are deprived off the

same reservation benefits due to them; at whose fault? Had they been rehabilitated in Eastern states, theywould have enjoyed the benefits at par with their siblings/relatives residing there.

These communities had crossed over the border to retain their religion, culture and language; Government ofIndia has rehabilitated them in about 18 Indian states. Constitution of India provides the right to learn in mothertongue but still they cannot learn their mother tongue and retain their culture amidst the non-Bengalicommunities. “If we are in the edge of losing our language & culture, why have we crossed over the border?”is a question of these rehabilitated communities.

It is a matter of shame that they are being treated as criminals, instead as victims of historical circumstance,fleeing Bangladesh because of persecution, they have come to their country of origin, India, for refuge, buthere too, thousands face fresh persecution because they are termed illegal migrants, locked up, and deportedlike cattle only to face the same cycle of persecution. They are living here for decades and few generationshave born in India but yet they are not recognized as Indian citizens. How long will this injustice continue?

To address these peculiar issues, a national level movement has been launched throughout the country andthe issues are taken up at appropriate levels. Primary education in mother tongue is almost at the verge ofsanction while Government of Karnataka has also issued guidelines to issue caste certificate to theserehabilitated communities. Citizenship issue is taken up at national level to amend the Citizenship AmendmentAct, 2003. Issues like land rights, identity cards, ration cards, etc. are under consideration for which ChiefMinister of Karnataka has issued guidelines to the concerned. The Executive Director of Janakalyan is leadingthe movement at national level in the capacity of Executive Secretary.

Smt Sheela Sikdar of R H Colony No.3 earns more than Rs.25000 per monthfrom her 4-acre land by adopting Janakalyan’s tank based Intensified IntegratedFarming System (IIFS); the model innovated by Janakalyan is tested andreplicated with many farmers of tail ends, Smt Sheela Sikdar is one amongthem. She used to depend on her husband for each and every requirement whiletoday she takes care of her family requirement and also provides pocket moneyto her husband. It’s all because of Janakalyan, she admits wholeheartedly.

This proven model is for the farmers of tail end of any irrigation projects having 2extremes of water availability. The runoff generated & excess canal water inundates the standing crops of tailend farmers during rainy season while inadequate irrigation water during peak season again dries up thestanding crops. Major portion of the 4-5 acres of land these tail end farmers possess used to remain fallowkeeping the water availability of peak season in mind. Janakalyan introduced a model wherein 1-acre of waterharvesting structure is excavated in the farm with diversification of cropping pattern to distribute the risk ofmono-cropping along with animal husbandry thereby providing multiple sources of income for each farmingfamily. Though initially it was difficult to convince the farmers but few socially oriented farmers like SudhanyaSikdar came forward to demonstrate it in their farms. Not only community used to laugh at them for suchdecision but also their family members. With continuous struggle for all these years, the 4-acre farm ofSudhanya Sikdar is an industry which gives 365 days income from one or the other sources. Sudhanya beinga neo-literate farmer is being absorbed by Janakalyan as staff to demonstrate his experience with otherfarmers and he has succeeded to introduce it in Malaprabha tail end too in addition to Tungabhadra tail end.His wife Smt Sheela Sikdar who used to laugh at him takes care of the same farm and earns not less thanRs.25000 per month.

Today her farm is source of inspiration for hundreds of farmers and unemployed youths of the area; it hasattracted the academicians of University of Agricultural Sciences, Departments of Agriculture, Horticulture,Animal Husbandry, Journalists & media, etc. They visit the farm and wish to reward Smt. Sheela Sikdar in

their own way either by publishing an article or with some award. The University of Agricultural Sciences,Raichur has rewarded her with “Best Farm Women Award” in its Krishi Mela.

There are many such examples in operational villages of Janakalyan and now it has been replicated inMalaprabha tail end in Gadag & Dharwad districts. In addition to the 43 tanks in Tungabhadra tail end, 37 newwater harvesting structures have been excavated in Malaprabha tail end by an own excavator. DeshpandeFoundation, Hubli supported the intervention in Malaprabha tail end through Give2Asia. The tested model hasnow become a replicable model in tail ends of any and all irrigation projects in India.

Drawing up of partition line between India-Pakistan devastated millions of lives, more so in the province ofBengal. The forced exodus from other part of Bengal leaving behind their ancestral properties made them totake refuge in India. Government of India had no choice than compensating their lost properties which wastermed as rehabilitation of such displaced families. It was not a favor that Government did for these teamingmillions but was their moral responsibility towards them as they fought for freedom of India and lost everythingin the process of Independence; also, they become refugees in their own country by this political decision ofdividing India. It was Government of India who invited these Hindu-Bengalis to India who became victims ofcommunal riots in other part of border line due to their minority status. Believing in Government assurance fewmillion Hindu-Bengali returned to India as they are Indian by heart and soul today also as they were evenbefore freedom of India. It was none other than these Hindu-Bengalis who lost everything in freedom fight ofIndia and then had to be displaced from their ancestral properties. Thousands of Hindu-Bengalis sacrificedtheir lives leaving behind their near and dear, with a hope that at least their next progeny will live a happy lifein freed India. But what the Independent India has given to these teaming millions? “refugee status” is theanswer. They had to register themselves as “Indian Citizens” in India and today this status is taken away byenactment of The Citizenship (Amendment) Act, 2003. The new designation assigned to these teamingmillions is “illegal migrant”. If this is what the freedom has given them in compensation of the blood andlives of their ancestors, one will have to rethink whether to accept or not such a gift.

The 5 major issues worrying these communities are citizenship, caste reservation, land rights, preservation oflanguage & culture and issues of unsettled mass. Janakalyan initiated this right based intervention from theday-1 and now started building a network throughout the country to fight for this right. It has organized theState Convention on 7th October 2011 at R H Colony No.4 and then started mobilizing the communitiesresettled in 18 states of India under a common umbrella of Nikhil Bharat Bangali Udbastu Samanway Samiti(NiBBUSS). A national level dharna of about 15000 people from 14 states was organized at Jantar Mantar,New Delhi on 21-22 November 2011 followed by rally from Samata Sthal to Jantar-Mantar on 23rd November2011.

At state level, 2 rounds of meeting with Chief Minister Sri D V Sadanandagouda, Chief Secretary Sri S VRanganathan IAS, Education Minister Sri Vishweshwar Hegade Kageri and Principal Secretaries of variousdepartments were the major events in this sequence. The process for caste reservation and introduction ofmother tongue education at primary level are the 2 issues which have seen a momentum during the year whileother 3 issues have also been presented before appropriate level. Many rounds of discussion held with senioradvocate and amicus curiae of Karnataka Hugh Court to file PIL for caste reservation and mother tongueissues. Right to information (RTI) gave an impetus to the process whereby we could recover many relevant &important documents to initiate the legal battle with the government. The strength of this movement is theweekly meeting of the committee promoted for this purpose.

With the support of our valued partners, Janakalyan has been providing all need-based and timely services toits 4 holy mothers uninterruptedly since 1997. Though, we at Janakalyan are happy with the significantcontributions to the society in these 15 years, the team strongly believes that there are many more to do inthe years to come for making its vision realized. Janakalyan has its own proven models which have beenexperimented and tested for years in the field for its validation and are ready to use in replication in similarcontexts. All these have been possible because of the selfless services and directions by the GoverningBoard of Janakalyan, the dedicated team of committed personnel available with Janakalyan and unconditionalsupports & cooperation by all its stakeholders. We expect similar supports & cooperation from our partnersand stakeholders to march ahead in the journey of Janakalyan to realize its vision.

Assuming similar supports and cooperation in future too, Janakalyan wishes to achieve the following in yearsto come.

1. Innovation in Education: In its 16th Year of interventions, Janakalyan shall celebrate completion of 15th

year by opening a rural college; the refugee-communities resides almost 20 km from the taluk headquarter and thus almost all the girls drop their education after matriculation and becomes victims of childmarriage. This institute could cater to the needs of rural youths in various disciplines like Arts, Commerce,Diploma, Social Work, etc. to begin with.

2. Replication of Proven Models: The proven models of Community Driven Development (CDD) developedby Janakalyan all through its journey of development are ready for replication in similar context. Strategicactions need to be initiated to mobilize resources and identify areas for replication of these proven modelson self-sufficient livelihood improvement (SSLM), community monitoring process (CMP, inducing voluntarismamong rural youths, Intensified Integrated Farming System (IIFS), Accelerated Reading Program (ARP)for slow learners, Child Friendly Space (CFS), Livelihood restoration in the aftermath of natural calamities,Child Centered Disaster Risk Reduction (CCDRR) and many others.

3. Community Empowerment Cell: Information is power is said but not practiced; more so in Raichurdistrict because getting access to information for the rural communities is next to impossible even afterRTI Act. Need for a Community Training Center is strongly felt in this direction which Raichur districtlacks and Janakalyan wishes to establish a full fledge capacity enhancement cum knowledge center forthe rural communities on all aspects of rural lives and livelihoods.

4. Rehabilitated Refugee Issues: Issues related to rehabilitated refugees in India are many and peculiarwhich demands special qualities to understand and address. Janakalyan began its development journeythrough these refugees and acquired expertise in handling their issues. There is a great demand forbringing all refugees of India under a common umbrella and Janakalyan believes that it is the singleagency in India which can strategically address their valid issues in due course of time.

Janakalyan has stepped into 16th year of its interventions in the Sindhanur Rehabilitation Project of Karnataka,India. For all these 15 years, it has remained as challenge for Janakalyan and could not address the aboveissues despite several and continuous efforts. However, the ongoing activities of Janakalyan would continue inthe villages where Janakalyan is working. In addition, it would explore funding opportunities to operate in otherrehabilitation projects in India in the sector in which it has developed its expertise.

2011-12: Year at a Glance

Year 2011-12 witnessed another successful milestone in the timeline of Janakalyan; it was important becauseof various reasons and few most important reasons are cited here to remember 2011-12 with these events-

• The year 2011-12 was named as “Child Care Year” and hence child-centered activities are plannedand implemented during the year. About 7 refugee girls supported for college education, 86 educationkits, 97 hygiene kits and 10 artisan tool kits are distributed so far through GiveIndia support.

• As a mark of 15 year completion, Janakalyan Board decided to start a new college for the refugee-children and finally got it sanctioned by the Government on 22nd March 2012.

• “Janakalyan took birth to address the issues of Bengali refugees” was reminded by one of the Boardmember in the AGM held at Ernakulam on 3rd July 2011 and thus it relooked at its objectives; the year2011-12 witnessed more focus on refugee rights than years before. State convention celebrated on 7th

October 2011 and the national level agitation on 21-23 November 2011 at New Delhi.

• Janakalyan participated in CSO Partners Annual Report Award 2012 and was shortlisted for the best 10reports of the year.

• Janakalyan participated in India Giving Challenge 2011 and received the 3rd Prize from all over the country:Janakalyan also participated in India Tax Saving Challenge 2012 and received 5th Prize.

• Designed a new website for Janakalyan i.e. www.jankalyana.org instead of ww.jankalyan.inand launched it on 5.5.2012.

• An earth excavator worth Rs.25.25 lakhs was purchased for the organization on 6.5.2011towards sustainability initiative.

• Facilitated more than 400 house construction in Chintamanadoddi & Pulameshwaradinni,the floodaffected villages with the support of Ramakrishna Ashrama and Infosys Foundation.

• Developed Sexual Harassment Policy for Janakalyan and reviewed Service Rules, Gender Policy,Procurement Policy, Investment Policy, etc. Amended the Byelaws to conduct 4 meetingsinstead of 6 in a year.

• Credibility Alliance accredited Janakalyan for desirable norms

• Meeting with Sri D V Sadanandagowda, Honorable Chief Minister of Karnataka at his residenceAnugraha on 14.9.2011 to discuss refugee issues. Second meeting with CM Sri D VSadanandagowdawas on 22.9.2011 at Gudihal village of Sindhanur where we welcome him in Bengali style.

• Meeting with Sri S V Ranganatha IAS, Chief Secretary of Karnataka for refugee issues on23.9.2011 and subsequently many times with Principal Secretaries of Social Welfare,Educationand Revenue Departments of Government of Karnataka.

• Meeting with Prof. Ravivarmakumar, Amicus Curiae and planned to file 2 cases in High Court forlanguage and caste reservation for Bengali refugees.

• Build the national network with refugees of 14 states and constituted Nikhil Bharat BangaliUdbastu Samanvay Samiti in Karnataka on 7.10.2011.

I never knew that I would be the only person to witness completion of 15

successful years of Janakalyan since its inception and I am extremely happy

to release the 15th Annual Report as record of the Child Care Year - 2011-12!It is also a matter of pride that as mark of 15th year, Janakalyan with the

un-tired efforts of the committed team of professionals and selfless membersof the Governing Board could initiate an educational institute to offer college education at the doorstep of the

communities.

The year was also important from the point that it could raise funds online from the friend circle for supporting

a cute girl Ambika for her cochlear implant operation with an investment of Rs.10 lakhs through GiveIndia; itachieved the 3rd prize in online fundraising. It could help 7 refugee girls for college education, 86 poor children

with education kits, 97 rural families with hygiene kits and 10 artisans with tool kits through GiveIndia support.The year was meaningful in terms of caring children.

It was also important because Credibility Alliance accredited Janakalyan during the year and accepted its

membership. The website www.jankalyana.org launched during the year with unlimited capacity. The foundation

of Sarada Niketan laid down by Rev Swami Jnanananda Maharaj on 15th January 2012 on the eve of SwamiVivekananda birth anniversary.

Unlike previous years, more efforts have been put to resolve the refugee issues like citizenship, caste reservation,

language, land rights and revenue village. Several attempts at national and state levels using various strategiesand approaches initiated. National level dharna and rally on 21-23 November 2o12, meeting with former Prime

Minister Sri H D Devegowda, meeting with Karnataka Chief Minister Sri D V Sadananda Gowda, EducationMinister Sri Vishweshwar Hegde Kageri, etc. are few in this series. Similarly, activities at block and district

levels with the cooperation of the community continued without any break. The cooperation and support

exhibited by the refugee community during this year is unprecedented in the history of Janakalyan.

Right To Information (RTI) act was made maximum use of during the year for collecting information regardingvarious issues of refugee life. In the process, an order of Government of Karnataka found passed in 2002 to

issue caste certificate to the Namasudra communities but not implemented so far. Pressure created on theadministration to issue the caste certificate and expecting to get it implemented soon. This would be the most

important achievement of Janakalyan and would serve the purpose of its existence. Similarly, the issue of

education in mother tongue is also at the verge of implementation and steps are initiated for voting right andration cards.

All these have been possible because of the dedicated team of professionals and the selfless Board that

provides expert guidance and supports throughout the project phase. The cooperation of the target communitiescannot be ignored along with the encouragement of our valued financial partners; the Janakalyan team and

target communities are extremely thankful to all of you for the cooperation and supports!

Janakalyan took birth in July 1997 with an objective to assist the refugees & repatriates to raise theirincome level through intervention in the field of agriculture. It started working with farming communitieswith its own resources. The strategy adopted to work with these peasant communities was ‘awarenessgeneration’ among the mass about the mistakes that they have already done and the ways to rectify it.Training & exposure were 2 tools adopted to convince these farmers about the proposition that Janakalyanwas propagating about organic farming.Year 1998 began with new hopes. The concept of raising income level of the farmer was added withland reclamation (soil fertility / health management and preserving it for the generations to come). Italso worked out for subsidiary sources of income for these communities and found animal husbandryas a viable option; started promoting the same along with agriculture. By the end of the year it realizedthat raising the income level through its different approaches would not serve the purpose if propermechanism is not adopted to save the earned income; thus, started promoting Self Help Groups ofmen and women. And thus the objective of Janakalyan was formulated as “to serve 3 holy mothers i.e.Manavi Mata, Bhoo Mata & Go Mata”. It also started working with children, keeping education as thefocal point through ASHA & Child Labor Schools.The year 1999-2000 could be termed as Capacity Building Year for Janakalyan. Maximum effort wasput to train the staff of Janakalyan at various NGOs and Institutions through training and exposure.Awareness generation, training and exposure for the community (woman & farmers), relation buildingwith local officers, etc. were the major activities during the year. Fund flow also started from this year.Women Development & Empowerment Program, Mahila Arthika Swavalambane Yojana, ParticipatoryTechnology Development in Cotton, Dairy Development Program, and Child Labor Elimination Programwere the programs of the year. The important innovation of Janakalyan was Sansar Pathshala, KishoriVikash Program, Shree Shakthi Sabha and Sangha Darshini Samittee. The fourth mata i.e GangaMata was added to the objective upon suggesting it by most of the distinguished visitors to Janakalyan.The year 2000-2001 is an important year for Janakalyan wherein the top management of the organizationundergone various training at renown Institutes. Therefore, the same programs were continued duringthe year without much difference. However, the major step initiated during the year was formation of aCluster Level Federation of SHGs and starting a Milk Marketing Center at Sindhanur through thisFederation. Kitchen Garden Program was another innovative program to recycle the water to growvegetable in the house-yard. Most of the activities / programs got hindered during this year due toimproper management as the staffs were deputed for higher studies. However, a research study wasundertaken during the year in the Rehabilitation Project by the staff. The area of operation got extendedto outside Rehabilitation Project.The year 2001-2002 is the year of transformation. After proper training of the top management, itrealized that till date Janakalyan was functioning without proper planning. Planning Meeting wasintroduced for the first time in the organization to organize the activities in a systematic way afterassessing the needs of the community in a participatory way. The organization also gave emphasis onprofessionalizing the approach by recruiting the qualified employees like B.V.Sc., M.Tech., MSW,M.Com., MA graduates. A detailed Service Rules for Janakalyan was also adopted during the year. Afew sets of innovative programs also got introduced during the year. The year is termed as MassMobilization Year because lot of efforts was put to organize the community in demanding their rightsfrom the concerned authorities.The year 2002-03 is the year for sustainability of the organization. Sustainability of an Organization isnothing but having a dedicated professional team of Human Resource and a constant flow of FinancialResources. Towards this, Janakalyan put all the effort to have a competent team by recruiting a set offresh graduates because, they could be tuned according to the vision and mission of Janakalyan. Manyefforts were put to see that the programs as well as the organization become sustainable. The year isalso most Planned Year in the history of Janakalyan; also received the FCRA registration and exemptionunder section 12A of Income Tax Act, 1961. Received first foreign grant for the Cotton Based IntegratedFarming System development program. Janakalyan got lot of publicity during the year through itsprogram called Jana-Udyog. The area of operation was extended to outside the block as well asdistrict. The administrative Office was established at Jawalgera keeping the conveniences like Bank,Post, Transportation and area of operation in mind. 2003-04

The year 2003-04 is the year of confidence building. An organization working with all sections of societyas target communities for the past 8 years has developed self-confidence in achieving maximum successin its target. Looking to our professional management, dedicated team of human resource and judicioususe of financial resources another two big projects JSYS and HIVOS were added in our list. We alsosee considerable change in conditions of our target community resulting because they have startedbelieving in themselves and our propositions.

The 9th year (2004-05) is recorded as the year for diversification. Janakalyan has expanded its area ofoperation and reached each and every village of Sindhanur taluk as well as neighboring taluks also.Further, the activities have also been diversified to health, education, sanitation, nutrition focusing childand mother. Linkages with UNICEF established and it became the major donor for Janakalyan.

The year 2005-06 could be termed as year of HRD wherein Janakalyan had to recruit more than 150staffs at various cadres and train them in various sectors to carry out the activities undertaken in thedistrict. The staffs are recruited in each and every village of the Sindhanur block. Similarly the projectinflow was also very high and many activities had to be implemented in parallel.

The year (2006-07) is the year of recognition wherein Janakalyan built a strong network with governmentas well as non-government agencies. Government assigned many planning tasks to Janakalyan in thedistrict such as perspective plan for NREGA, Suvarna Gramodaya, Kugram Suvarna Grama, etc. andthe plans prepared by Janakalyan was appreciated in the state level meetings by Sri Srinivas Murthy,the Principal Secretary of RDPR in Hotel Atria, Bangalore. Janakalyan was also invited to train theNGOs of Mandya district in preparation of perspective plans for Suvarna Gramodaya. In the districtalso, it could build an image and for any developmental initiatives, Janakalyan is provided with the firstopportunity. Janakalyan has developed a corpus during this year. Janakalyan also established a campusof its own.

The year (2007-08) is the year of expansion both in terms of area of operation as well as its rolechange. UNICEF appointed Janakalyan as the nodal agency for its programs in Raichur district and theprestigious national flagship program viz. Total Sanitation Campaign (TSC) implementation through theNGOs was assigned to Janakalyan. Janakalyan implemented the TSC in 300 villages of all 5 taluks ofRaichur district through local NGOs. Janakalyan also participated in various national and internationalprograms, activities, meeting and workshops. The state level CRC convention was hosted by Janakalyanand represented Karnataka in National level CRC convention. Janakalyan celebrated 10th FoundationDay on 12th January 2008 as mark of 10 years of contribution to the society.The year (2008-09) is the 12th year of operation in Raichur district and at this juncture Janakalyan boardfelt that Janakalyan needs to compress its activities in Raichur and move in some other area. It startedtrimming its staff-size from the beginning of the year as well as programs. Study in other districts ofKarnataka as well as research on potential donors started during the year. Janakalyan also done majorsurgeries to its operational strategies, amended its byelaws, changed its board structure and compositionand many more. To sum up, it could be said that Janakalyan took new birth with new spirit.

The year (2009-10) marked completion of 13 years in the sector of rural development; in its history ofthese 13 years, never entered into emergency management activities. Janakalyan initiated gradualphasing out from Raichur district during previous year but due to an emergency call of the nature in theoperational area, Janakalyan had to initiate disaster management activities in the flood affected villagesof Sindhanur on humanitarian ground. The intervention concentrated on ensuring rights of children andwomen in flood affected villages and successfully implemented in 10 villages.The year (2010-11) marked completion of 14 years in the sector of rural development; Janakalyanstarted replication of its innovative models demonstrated successfully during the journey of developmentin other similar context. Identification of similar area and donors continued during the year and succeededto initiate intervention in Gadag district. Similarly, the other major initiative taken up during the year istowards online fundraising through GiveIndia registration, accrediatation by Credibility Alliance, affiliationto Bharat Welfare Trust, lifetime renewal of 80G of IT Act, etc.The year 2011-12 being 15th year of existence of Janakalyan, to make it meaningful it is declared as“Child Care Year” and accordingly the activities were focused on child empowerment. Supporting refugeegirls education, providing education kits to the children, major operation of a cute girl and above all,opening a new college for the refugee children are notable activities during the year.

9. To run any kind of educational institutions for children, women and farmers of the country including KVK,RSK, etc.
