    The parents of the 1-year-old girl at thecentre of a homicide inquiry have paidtribute to her, describing her as "ourlittle miracle".Aaliyah Ashlyn Chand, who was bornin New Zealand and is of Indian decent,died at Christchurch Hospital at 8.30pmon Wednesday, with her parents, Anjaniand Dev, by her bedside.She was admitted to hospital onTuesday night suffering serious headinjuries, sparking a major policeinvestigation. She was taken to thehospital by her regular babysitter withhelp from a neighbour.Mr and Mrs Chand posted a movingtribute to Aaliyah, who had just daysearlier celebrated her rst birthday."No matter what you said or did, onelook at that cute face and you were offthe hook.     Herbal Association of Fiji has calledon Ministry of Agriculture to help setup a mushroom project in the Central/Eastern Division much like the one inthe West.

    be done in the capital.Currently the project is only set up atthe Legalega Research Station in Nadi.Mr Chang said the Association saidthis may consider a long term strategy

    Advice On Changes In Social WelfarePayments

    The Ministry for Women, Childrenand Poverty Alleviation says that as ofJanuary 2015, there will be changes inthe payment of different social welfareallowances.

    These changes have been factored basedon the 2015 Budget allocation: WithGovernments increased allocation forFood Voucher Programme (FVP), themonthly Food Voucher Payment willincrease from $30 to $50 as of January,2015.Clients are reminded to bring in theiridentication cards for the collectionof the food vouchers. The recipientsfor Poverty Benet Scheme (PBS)allowances particularly those receiving$60 and more, are advised that theirmonthly allowances would reduce by$10. Currently the Ministry is assistingmore than 18,000 people through thisScheme.The monthly payment under the Social

    Pension Scheme (SPS) will alsoincrease from $30 to $50 from January2015. Through Governments reform,the age eligibility for Social PensionScheme has been reduced from 70 to68 from July 2015. The Social PensionScheme provides pensions for personsaged 68 years and over who do not haveany form of income or pension, or who

    have never been beneciaries of anysuperannuation schemes like FNPF,After Care Fund, Ex-Servicemen.Currently the Ministry is assisting11,615 senior citizens through itsSocial Pension Scheme.The three other major social welfare

    programs namely, the Care and

    Protection, Bus Fare Subsidy and theWelfare Graduation Programme willalso continue in 2015.The disabled and elderly aged 60yearsand above will also continue to beassisted with an allocation of $150,000for the Bus Fare Subsidies to easethe costs of travel. Currently 42,475

    individuals continue to be assistthis initiative, with more to be conext year.The Care and Protection Program

    The Fijian Textile, Clothing andFootwear (TCF) industry is set to

    benet from more favourable accessfor exports to the Australian market,with the implementation of theDeveloping Country (DC) Preferences

    by the Australian Government, fromJanuary 1, 2015.The Minister for Industry, Trade andTourism, Hon. Faiyaz Siddiq Koya,said that this was a very positivedevelopment for the TCF industry inFiji.The DC Preferences will provideFijian exports more favourable terms ofaccess into the Australian market thanthe previous South Pacic RegionalTrade and Economic CooperationAgreementTextile, Clothing andFootwear (SPARTECA-TFC) Scheme,allowing for easier and simplerqualication requirements for duty freeentry, the Minister said.The Minister added that the newrules will allow for greater exibilityfor exporters to source raw materialsfrom more efcient and cost effectivesources, outside of Australia and thePacic Region.The Fijian TCF exporters, forexample, will now be able to procuretextiles, including woolen materials,from developing countries such asChina, Bangladesh, India, Thailandand Vietnam, and then convert these

    into nished garments for duty freeexport into Australia, he explained.Such exibility was not included inthe earlier SPARTECA-TCF Scheme.And, for the rst time, wool productsare included as part of the new exiblerules. After 13 years of existence, theSPARTECATCF Scheme expired on31 December 2014. The Scheme is nowreplaced by the Developing Country(DC) Preferences under the AustralianSystem of Tariff Preferences.This comes after a request by the FijianGovernment to the Australian Ministerfor Foreign Affairs, Hon.     No Rent Hike, Says KoyaDo not increase you rent, landlords told.This after the Minister for Industry,Trade and Tourism, Faiyaz Koya,extended the freeze on residential rents

    for another year ending December 31.This is based on advice received fromthe Fiji Commerce Commission.The current freeze was due to come toan end on December 31, 2014.This is keeping in mind the need tomaintain a certain level of control toensure fair treatment of tenants.In lieu of this, the ministry has decidedto extend the Commerce (Rent IncreaseRestriction and Ground Rent) Orderfor another year.In accordance with the Order, a personmust not raise the rent for residentialtenancies above the level that wasapplicable to the same premises as atDecember 31, 2014.The minister explained that,

    traditionally, rent control was imposedto counter ination and regularise animperfect housing market.However, now it also serves the

    broader purpose of ensuring protectionfor all Fijian consumers.Mr Koya said: Amongst otherinitiatives announced in the 2015Budget, by further extending the rentfreeze, the Fijian Government willensure that it is fullling its obligationof providing access to adequatehousing at reasonable cost.However, the Government also hasan obligation to ensure that both the

    landlord and tenant are protected.Therefore, next year, the Ministry,the Fiji Commerce Commission andthe Solicitor Generals Ofce will

    work towards developing a ResidentialTenancy Law that will provideappropriate level of protection totenants and also ensure that the interestof landlords are protected, he said.The Minister said the legislation would

    be aimed at protecting the rights ofboth the landlord and tenant, as well asensuring fair treatment and fair play inthe market.In the meantime, landlords areencouraged to continue to register withthe Fiji Commerce Commission andto maintain proper records, as per therequirements of the Commission.These records and documents includeLetting Agreements and receipts.

    2 Men Charged With Smuggling People AcrossCanadian Border Near Lynden

    Two Canadian men have been chargedwith smuggling people from Pakistan,India and other countries across theU.S./Canada border near Lynden andinto Washington State.

    A federal grand jury indicted MohinderPaul Chawla and Terry FranklinBens on Wednesday, Jan. 7, with threecounts of illegally helping peopleenter the country near the Lynden/Aldergrove crossing and one count ofconspiracy to smuggle people withoutlegal documentation into the U.S.Ofcials say Chawla led the smugglingring and Bens was the guide. Bens is incustody and a warrant has been issuedfor Chawlas arrest.Chawla was indicted on similar charges

    in 2011 and a warrant was issued, buthe was never arrested, according tocourt records. A complaint led in theBens case said he had been involved inhuman smuggling for ve years. Bens

    lawyer, federal public defender JesseCantor, did not immediately respond tomessages seeking comment.An agent with the U.S. Department ofHomeland Security said in the Benscomplaint that they received a reportin May of a possible illegal bordercrossing near Lynden. Agents founda trail heading south and locatedve people walking through a eld.The group consisted of a man fromPakistan, three from China and Bens.The Pakistani said he paid $3,500 for

    help getting into the U.S.Bens told the agents that he wasconducting a test run for a futurehitchhiking trip to Belize when he raninto the others. But when they checked

    building became a hot-button electionissue in the fall, with many saying itwas an unnecessary use of taxpayerdollars.For about the past year, liens have been

    placed on the property and legal actionhas been growing.The problem began when constructionfor the project went past deadline,Fettback said. From there, the city held

    back money from general contractorPCL Constructors Westcoast Inc.(PCL).In turn, PCL withheld payments fromthe subtrades, which say they stillhavent been paid for work done on thesplashy new structure on 104 Avenue,east of University Boulevard.Kelly said the city is withholding

    payments until the trades remedydeciencies in the work.He expects those deciencies to betaken care by end of February, at which

    point, if the work is satisfactory, allholdbacks would be released to PCL.However, litigation regarding the costsrelated to construction delays may dragon much further than that.The 180,000-sq.ft. city hall was to becomplete by September 2013, but ranlate by ve months.It was then that liens on the property

    began to build.They were swiftly followed by lawsuitsfrom the trades working on the project.

    Bosa Construction and Formworks(Bosa) commenced an action againstthe City of Surrey and PCL.Bosa is still seeking payment of almost$3 million it says its owed as supplier ofall concrete formwork an $11 millioncontract that soon turned into $18.7million as the project changed scope.Bosa is still after $1.02 million fromPCL and $1.96 million from the Cityof Surrey.Bosa lawyer Garth McAlister declinedto comment as the issue is before thecourts.In its legal response, the City of Surreydenied any culpability regardingthe allegedly unpaid amounts to thesubtrades or PCL. the City denies it has refused tocompensate PCL for changes in thework, the city states in its response tothird party notice.B & B Contracting also launched anaction against PCL and the City ofSurrey on Sept. 3, 2014.

    Professor Hamilton says:Legally, it is an offence to neglect orabandon a child for whom a parent or

    babysitter has responsibility, and thiscovers all the scenarios here.But the law gives no claricationas to what amounts to neglect orabandonment. Prosecution woulddepend largely on the circumstances,

    but the punishment for a convictioncould be a ne or imprisonment.In every case the parent needs to takeinto account the age and maturity ofthe child. In a car, for instance, a childof seven might be able to release thehand brake or get out of the car.If the doors on the car were locked thenthe children might be safer; but they

    could become distressed if they wokeup and found they were trapped in anenclosed space.Technically, children shouldn't be leftalone in any circumstances. A fewminutes left in a locked car might beacceptable - for instance at a cornershop or petrol
