Rainwater Management Plan We have prepared this Rainwater Management Plan for this commercial development at 3353 Cambie Street, Vancouver, to comply with the Green Building Policy for Rezoning (Green Infrastructure Implementation Plan). System Summary The system is designed so that no additional on-site storm water will be discharged to the municipal system. This is achieved by a combination of methods that fall under Tiers 1, 2 and 3. Below are the Criteria used to determine the Rainwater Management Plan and the most stringent Criteria will be implemented at the site. 1. Retain the first 24mm of rainfall in 24 hours as listed in the Rainwater Management
Bulletin in effect since July 11, 2018. 2. Control the 5-year post-development flow to 5-year pre-development flow rate (use
2014 IDF 5-year storm event rate as pre-development and 2100 IDF 5-year storm event rate as post-development condition).
3. LEED v4 (85th percentile storm event detained).

Rainwater detention for Criteria 1 is the worst case. Thus, by addressing Criteria 1, all the remaining Criteria will be automatically addressed. An oil interceptor is added to the onsite system to achieve the 80% TSS removal as per the Rainwater Management Bulletin dated July 11, 2018.

System Based on VanMap orthophotos, the pre-development site is almost at 100% hard surface with an asphalt parking lot to the west and a relatively flat building roof to the east. Please refer to Figure 1, 2016 Orthophotos and Figure 2, 1999 Orthophotos in Appendix 1. The Preliminary Rainwater Management Plan is prepared based on the architectural layout prepared by Radiant City Architecture Inc., dated December 13, 2019, and in the absence of the onsite landscape drawing. Based on the current architectural layout and discussion with the architect, the outdoor space for the daycare on the second floor can be covered with topsoil and sod. (Tier 1). Rainwater falling on the covered outdoor area on the second floor can be directed to the landscaped area. (Tier 2). The roof drain will be directed to a stormwater detention system and the maximum release rate will be set to the pre-development rate at 0.0095 cu. m/s to satisfy City requirements. For an extreme storm event, stormwater on the second floor will be directed to the area drain in the landscaped area, which will be set 0.03m higher than the sod elevation to collect the flow. Stormwater will then be directed to the oil interceptor. A bypass system will be used to safely release the overflow to the municipal system to prevent flooding of the development. As per the water quality requirements, water (24mm for low pollutant generating surfaces like roofs, and 48mm for high pollutant generating surfaces like driveways) that leaves the site must be treated to a standard of 80% TSS removal. All water leaving the site will first be directed to a stormceptor unit to remove a minimum of 80% TSS. The proposed location of the stormceptor unit and model number has been provided in Appendix 1. The location will be confirmed during in the DP stage. A Section 219 Rainwater Management Agreement Covenant will be required once the Final RWMP is accepted by the City. The Final RWMP will be attached to the covenant and be registered on the property’s title. After construction, the Engineer of Record will be required to inspect the RWM system and determine whether it has been substantially completed according to the covenant and Final RWM plan. Pre-development runoff coefficient = 0.82 Q5 (pre-development for 10-min event) = (0.82 x 48mm x 0.868 ha)/3600 = 9.49 L/s. Maximum release rate for post-development is set at 9.49 L/s.
