Misappropriation of public funds tops OC investigation— Nero

Misappropriation of public funds records the highest number of investigations that the Ombudsman Commission has been carrying out in the country. This was the blunt message by Ombuds-man John Nero during his address at the Coffee Industry Corporation to herald the incoming Chief Executive Officer and the Board of Directors at their Goroka head office on Monday on 18 January 2010.

Langley meets up with Media Unit and HR By Patrick Marco The International Pro-gram Manager with the Commonwealth Ombuds-man Carolyn Langley was in the country in last month promoting the work of the Common-wealth Ombudsman and also reviewing the rele-vant twinning exchange programs and appraisals for last year within OCPNG. Ms. Langley had time to talk with the OC Women Group who had their Christmas get-together at the L5 hearing room and also had a chat with Sec-retary Gabe Hekoi, De-velopment Practitioner David Ward and the Me-dia Unit at the training room apart from her busy schedule. Media and Communica-tions Manager Bonner Tito gave Ms. Langley a brief overview of the Me-dia Unit structure and explained to her on how best publications such as newsletters, annual re-ports, brochures, pam-phlets and other informa-tion could be obtained by her for external use for public consumption in the new Pacific Ombudsman website which she (Ms Langley) is in the process of creating. Mr. Tito also assured Ms. Langley that information needed for updating in the

website were readily available in electronic format and the Media Unit will assist in any way it can to ensure desired information is disseminated to her to upload onto the new website. “Publications that are already available can be uploaded as most of these information are now on the PacLii and LJSP websites”, Mr Tito said. Ms. Langley said her primary pur-pose here was basically to identify and evaluate the need areas within OCPNG and those information should be used to draw up a Terms of Reference (TOR) to charter 2010 aims and goals be-tween OCPNG and the Common-wealth Ombudsman. Human Resource Manager Dick-son Morehari said there were still vast administrative concerns and challenges faced by OCPNG and that such visits by officers from the Commonwealth Ombudsman office would help improve and enhance a better working relation-ship between the two offices. Mr. Morehari said that apart from other investigative officers within the Commission, this is the first time they are trying to look at ex-tending the twinning program to the support staff within the com-mission as well so that staff could be multi skilled in their day to day aspects in handling the affairs of the Commission.

...from page 1. He said whilst other cases of mis-conduct by leaders are low, cases of misappropriation of public funds are very high. He urged the CIC leaders to use public monies in accordance with required practices and avoid being implicated in misappropriation cases because the Ombuds-man Commis-sion would not tolerate their negligence to the Leadership Code after being told about their roles and responsibilities. Ombudsman Nero said leaders should protect their integrity and that of the Government at all

times and always disclose their interests in official matters. During the welcome ceremony for the Corporation’s CEO the next day, Mr Nero stressed the impor-tance for the new coffee boss and the CIC to install confidence into the coffee industry by becoming

role models to the stakeholders in their work and personal life. He said the CIC and other com-modity Boards and CEOs serve the interest of a majority of Papua New Guineans and, thus, the Om-budsman Commission has brought

these organizations under its jurisdiction for scrutiny.

Ombudsman Nero reiterated that Mr Anis had the experience and credentials to become the CEO of CIC, having served previously on the CIC Board and also as the Corporation’s General Manager for Industry Operations Division.

look at the visit made by the Commonwealth Ombuds-man’s International Manager Carolyn Langley's visit to the

Ombudsman Commission of Papua New Guinea.

On 27 January 2010, a Team of Commission Officers visited the Chief Executive Officer of Te-likom PNG Mr Peter Loko and his senior executives to talk to them on the roles and functions of the Commission. The group of officers was made up of Counsel to the Commis-sion Vergil Narokobi, ASAU Team Leader Gerega Asisi, Team Leader GBLP Lydia Mu-lina, Acting Team Leader Team of 6 Robert Hondi, Acting Team Leader ISU Cecila Rai, Senior Investigators Camillus Gagma and Royanna Minape and Ad-ministrative Officer of ADHRU Madeline Dira. Mr Loko had written to the Commission requesting for the awareness to be conducted for the Telikom PNG executive management team on the roles and functions of the Commis-sion on 5 January 2010. Since the receipt of the correspon-dence was well over the set date, a new a date was set for 27 Janu-ary 2010. The workshop was conducted

for a period of two and a half (2.5) hours from 10:00am to 12:30pm. The two and half hours forum covered the roles and functions and the traditional classical role of the Commission and investi-gation process, Leadership Code on ethics and integrity, Anti-discrimination and human rights, and Police Oversight and the Governmental Bodies Liaison Programs. The Team from Telikom PNG Limited comprised the CEO and 20 Executive Managers. They said they appreciated the presentation and many of them made remarks that they knew little or nothing about the work of the Commission until after the presentation. Mr. Peter Loko said that he would like to get the Ombudsman Commission Re-gional Offices to conduct similar workshops for his staff outside of Port Moresby.

IOI condemns assassination attempt on Chief Ombudsman The International Ombudsman Institute (IOI) has condemned the assassination attempt on the Chief Ombudsman Chronox Manek ear-lier last month. The IOI Newsletter reported that the Institute condemned the shoot-ing of Mr Manek “...who is known to be a dedicated fighter against corruption. Mr Manek’s fate has shown that an om-budsman who takes his task seriously, also takes a per-sonal risk.” The President William Angrick, and Secretary General Peter Kostelka sent a message to Mr Manek expressing their concern on behalf of the IOI. They said the international ombudsman family hopes that Mr Manek will recover quickly and continue to carry out his important work. The IOI Newsletter reported that the IOI was proud of having such a courageous ombudsman on its Board of Directors. Mr Manek is a Director on the IOI Board of Directors.

The Ombudsman Commission has taken delivery of new books. These have been either being bought by the Commission or from compliments from external agencies and individuals. According the Commission’s Librarian Catherine Mamui the new books are a mixture of reference and jour-nals including a new set of Encyclopaedia Britannica revised and updated for 2010 that are available for of-ficers to use. Some of the titles that you can look out for when next in the Library include, Priorities of the poor in Papua New Guinea by Asian Development Bank, Report of the status of women in Papua New Guinea and the Autonomous Region of Bougainville 2008: Combined initial, first, second, third and fourth periodic reports on the Convention on the elimination of all forms of discrimination against women by the Independent State of Papua New Guinea. The Librarian says other reference books include, Governance in PNG: A cluster evaluation of three public sector reform activities by AusAID, The 2007 Papua New Guinea National General elections, Informal social safety nets: Support systems of social and economic hardships in Papua New Guinea. Other interesting and topical titles are, Improving access to land within the settlements of Port Moresby, Options for the restructure of decentralised government in Papua New Guinea and Reforms in Papua New Guinea are amongst the latest inclusion.

Library acquires new Encyclopaedia set

The Human Resource Unit of the Commission is taking steps to improve its leave administration system. Commencing this month, all officers’ leave forms will be processed through the CHRIS System and the leave entries will be shown on payslips. The Commission has also made new appointments to the following positions, Mr Albert Sambre – Policy and Plan-ning Manager, Mr Nigel Amos – Investigator to the New Guinea Islands Office, Ms Christine Lenturut – Executive officer to Office of Secretary and Mr Samson Tandapu – Internal Auditor. Mr Albert Sambre, who previously held the position of

Monitoring and Evaluation, has accepted his offer of appointment whilst Mr Nigel Amos has gone through his medical and police clearances and will commence on 15 February. The other recruit Ms Christine Lenturut has confirmed acceptance of offer and currently going through her medical and police clearance checks. Within this reporting period three officers resigned. They are Investigators Albert Andumukan and Rodney Tony and Publications officer Patrick Marco. We wish them all the best in the new careers.
