It’s a new year and there is a lot coming up politically for the bikers of Texas. On the federal level we will continue to work against the national helmet law threat and the motorcycle only check point problem. It will be a long hard battle.

Texas’ elections are going to be here before you know it. As chairman of TMRA2, I would like to endorse Jerry Patterson for Lt. Governor. He has been a friend to bikers from the beginning. He is a Marine. Mr. Patterson wrote the “Concealed Handgun” bill with Sputnik's help and got it passed. I have been in hearings and seen Mr. Patterson testify to help the bikers every time.

I am also endorsing Norma Chavez for State Representative, District 76, in El Paso. Norma was a Rep for many years and a friend to the bikers. We need to support Norma in her bid to retake her seat.

I also endorse Raul Torres for Comptroller. This position is important for us to get our money for Motorcycle Safety. Mr. Torres is from Nueces County and Lupita has known him for some time. There are many good upcoming events as well. They are: TMRA2 DFW Fish Fry http://fishfry.tmra2.org/images/fishfry2014.pdf Feb. 23rd, 2014. Hello fellow Warriors from the TMRA2 State office. Texas is in the middle of an election and a governor’s race but you would never know it as we are just now seeing campaign ads etc. The truth is the primaries are sneaking up on everyone and this is a prime opportunity for the bikers to take over the political process in Texas and vote in the folks who will work well with us, introduce our bills, and pass them into law. Texas Elections: The primary elections have always had very low voter turnout and this is a statistic we want to change. The Texas Tribune wrote the following about the last election:

“Here is a disturbing figure for you. A meager 11.1% of Texas adults voted in the May

primary elections of 2012. It would be easy to view this information with pessimism. And certainly

we hope future elections have better numbers. However, for those of you who will be making the

decision about whether or not to show up and vote in future elections, consider the impressive

power that each of these voting citizens wields in a low turnout election. Each of the voters who

turned out in May basically spoke for 9 other Texans.

Here’s the bottom line: If everyone voted it would take 9 million votes to win an election in

Texas. It may be that all the winner of the Republican runoff election will need is 300,000 votes. In

other words, each voter in the runoff election will speak for about 30 Texans.”

While it’s depressing that more voters don’t go to the polls, we could look at it as a positive thing

that the bikers have an opportunity to show up in large numbers at the primaries and in some races

it would push the ones we want right into office. Bikers taking over the political process, I like that

idea.

in the primaries.

Jerry Patterson has a long history with the Texas bikers as well. He too worked on the helmet law in 1997 and has helped and supported the biker community through his entire career. He spoke at the Houston NCOM convention and was a big hit with the bikers. He has many accomplishments in his career, this is from his website: Patterson served 10 years active duty and 14 years in the Marine Corps Reserve. He volunteered for duty in Vietnam and served there until the February 26, 1973 ceasefire. In 1974, Jerry received his wings as a Naval Flight Officer and served in Marine Fighter Squadrons. He flew F-4 Phantoms until his retirement from the Marine Corps Reserve as a Lieutenant Colonel in 1993. From 1993 until 1999, Patterson served as State Senator for District 11 and represented portions of Harris, Galveston, and Brazoria counties. His most significant legislative successes include (1) passage of the historic concealed handgun law, (2) legislation enabling the Texas coastal manage-ment plan, and (3) creation of the Texas State Veterans Home Program. Additionally, Patterson passed the most significant Texas property rights legislation in the last 50 years – a Constitutional Amendment that allows Texas homeowners to use their home equity as col-lateral for any purpose they might choose. Further, a tireless advocate for his fellow veterans, Jerry chaired the first Veterans Affairs Committee in the Texas Senate. In November 2002, Patterson was elected as the 27th Texas Land Commissioner. He was re-elected to second and third terms in 2006 and 2010, respectively. During his tenure, Commissioner Patterson has led the General Land Office to record earnings for the Permanent School Fund (PSF) and the Permanent University Fund (PUF) – earning billions of dollars for public and higher education. As Chairman of the Texas Veterans Land Board (TVLB), he has overseen the largest expansion of Texas Veterans’ benefits in the history of the TVLB. In addition, as custodian of the Texas coast, the General Land Office has become the primary responder to coastal oil spills and the state agency primarily responsible for post hurricane re-sponse and recovery. Moreover, Commissioner Patterson has strived to maintain the balance be-tween coastal property owners’ property rights and the public’s right to access Texas beaches.

Norma has spent the last two decades fighting for the rights of motorcyclist by introducing one bill

after another that benefits our community. Sputnik and Norma were very good friends. She

would often allow Sputnik to take breaks in her office when he was out of breath. In 1997 she was

instrumental in helping change the helmet law where you could finally ride without a helmet in

Texas. And the biggest success was in 2009 when SB1967 was passed into law, one the largest

and most comprehensive Motorcycle Safety bills in the country. You can read about it here,

TMRA2 is very excited that our friend from Corpus Christi, Raul Torres, has decided to run for State Comptroller. Mr. Torres has attended the Corpus Christi proclamations and our District Ad-visor from Corpus, Lupita Velasquez, met with Mr. Torres prior to the last session where he ex-pressed an interest in helping the biker community in any way possible. We are hopeful he will get the position so we can work one on one with him on the Motorcycle Registration .

Raul Torres and his wife, Gina, are the proud parents of five children and seven grandchil-

dren. He served in the Texas House of Representatives from January 2011 through January

2013, representing District 33 in Corpus Christi.

Raul Torres served on the Appropriations and Insurance Committees during the 82nd Texas

Legislative session. While in office he authored key legislation, SB 563, which is designed to

eliminate wasteful government spending. He carried legislation to bring additional conven-

tions resulting in additional economic development and jobs to the city of Corpus Christi. Raul

also carried legislation to restore approximately $77 million in state funding for Texas cities

and counties that resulted in him being honored as Texas Municipal League’s Legislator of the

Year Award for 2011. He also was awarded the Texas Association of Benefit Administrator’s

“Top Ten Legislator” Award, and the Texas Association of Business “Fighter of Free

Enterprise” Award for his support of the business community.

TMRA2 will have more campaign information in the future; these are just a few examples of the folks we need at the capitol in order to get our bills passed into law. That’s all I have for now. Bikers rallied for their rights at California's state capitol Saturday, addressing issues from police pro-

filing to the harassment of riders in packs of three or more to the right to wear their colors.

It was a scene reminiscent of the cult classic “The Warriors.” You had Hells Angels standing peaceably

next to Boozefighters, Henchmen next to Miscreants, with plenty of veteran clubs mixed in between. In a

show of inter-club solidarity, packs of riders came from around California Saturday to denounce the

quickly diminishing list of personal freedoms, like the right to wear a patch, to speak up against police

profiling and harassment of motorcyclists and to lobby for the preservation of California biker culture. One

pack 3.5-miles-long rode four-abreast from Oakland to the California Capitol Building in Sacramento to

take part in the Motorcycle Rider Unification Rally as thousands of riders from all walks of life showed

up to defend the lifestyle.

“This is our life, this is our culture, this is important to us. So, why are we here actually, why are we here

today? We are here today because we decided to get off the couch and show our politicians we’re not only

bikers and motorcycle enthusiasts, we are the united voice of our rights. We are no longer just a group of

people that are a bunch of individuals, like huge human rights organizations, we have the same amount of

power that they do with the one thing that makes us over the top – everyone rides a motorcycle. Every

nationality, race, lifestyle, no matter what background, all ride motorcycles,” declared the first speaker, a

representative of the United Motorcycle Clubs of Alameda County.

“We are the last Americans.”

The unification rally was officially sponsored by the Biker Rights Organization, California ABATE, the

Modified Motorcycle Association and the regional Confederations of Clubs in California according to

The Aging Rebel blog. Its agenda included “motorcycle rider profiling, motorcycle modification

laws, harassment of bikers riding in groups of three or more, exhaust pipe noise reduction, reflec-

tors on sportbikes and license plate placement on sportbikes.”

With signs heralding the Fourth Amendment waving above the crowd, other topics addressed included

keeping lane-splitting legal, protecting the right to wear patches, and to lobby against lawmakers regu-

lating biker culture into non-existence.

One of the points of contention is a national campaign by the NHTSA for Rider Conspicuity (Reflective

Gear). Biker culture has long been identified by black leather vests and cuts that are earned as badges of

honor. Clubs identities and loyalties are declared by the three patches they wear on their back. It is a

source of fierce pride and bikers will protect the right to wear those patches to the death. The NHTSA

“wants motorcyclists to be aware of how conspicuity issues affect their safety and prepare accordingly.

We would like states to reconsider regulations that prohibit proven and safe conspicuity-enhancing mod-

ifications to lighting systems.” And though there is no known current legislation pending that extends

those regulations to riders, there is a fear that underwritings might be snuck into a larger legislative bill

that would mandate all riders to wear fluorescent gear, denying bikers the right to personal choice.

Legislation often starts in California before spreading across the US. The motorcycle noise and emission

standards established by the California Air Resources Board (CARB) are the most stringent in the coun-

try, and CARB has levied heavy fines for non-compliance this past year, from Vance & Hines to

Piaggio. Though these standards are aimed at manufacturers and companies on the surface, they quickly

matriculate to the individual.

Saturday’s Motorcycle Rider Unification Rally demonstrated the power bikers can have when they tem-

porarily set aside their differences and work together for a common cause. With preserving the biker cul-

ture and lifestyle as their battle cry, one speaker opined “We are the last Americans.”

On Jan. 28, the U.S. House Subcommittee on Highways and Transit, chaired by U.S. Rep. Tom Petri (R-Wis.), will

hold a hearing on “Improving the Effectiveness of the Federal Surface Transportation Safety Grant Programs.”

The American Motorcyclist Association has concerns about the safety grants funds being directed away from motorcycle-related safety programs. Diverting these federal funds weakens support for safety and training

programs, while also making it more difficult for states to qualify for future grants. Even more troubling, states

are using federal highway safety grants to fund motorcycle-only checkpoints, a discriminatory practice the

AMA has been fighting since its introduction in 2008 in New York.

Under the “Moving Ahead for Progress in the 21st Century Act,” known as MAP-21, states qualify for a grant by

meeting two of six criteria: Motorcycle Rider Training Courses; Motorcyclists Awareness Program; Reduction of

Fatalities and Crashes Involving Motorcycles; Impaired Driving Program; Reduction of Fatalities and Accidents

Involving Impaired Motorcyclists; and Use of Fees Collected from Motorcyclists for Motorcycle Program.

The AMA’s concern centers on the criterion for the Use of Fees Collected from Motorcyclists for Motorcycle

Programs. Last year, the state of Ohio attempted to abolish the Motorcycle Safety and Education Fund and transfer its funds to the State Highway Safety Fund. The Motorcycle Safety and Education Fund, coupled with student

tuition fees, fund the Motorcycle Ohio rider education program. After input from the AMA and other interested

groups, Ohio withdrew the provision from its proposed budget. If Ohio had been successful in transferring the

motorcycle safety funds, the state would have been unable to meet one of the criteria for applying for a safety grant under § 405 of MAP-21. Specifically, the section requires that “all fees collected by the State from motorcyclists

for the purposes of funding motorcycle training and safety programs will be used for motorcycle training and

safety programs.” Of more concern, the state of New York used motorcycle safety grants from Section 402 to fund motorcycle-only checkpoints. New York budgeted $490,000 of federal taxpayer funds for the fiscal 2012 and

2013. That money should go toward strategies to prevent motorcycle crashes and should not be used to subject

riders to arbitrary stops and roadside inspections.

DISTRICT 3 Riders for Rights (Livingston)

We called our meeting to order at 3:10pm.

First we discussed old business on a federal level from past meetings. We discussed 3 house bills, we've

had calls to action on in the past. H.R. 1861- Stop Motorcycle Checkpoint Funding Act, H.R. 875- To

provide for a comprehensive assessment of the scientific and technical research on the implications of

the use of mid-level ethanol blends, and for other purposes. H.R. 1462- RFS Reform Act of 2013. There

has been no response on these bills from our local State Rep. Kevin Brady, as usual. I encouraged

our members to keep writing letters, faxes, emails, and phone calls to him.

We then talked about the Center of Disease Controls recent involvement in helmet laws. Their report

calls for all 50 states to enact mandatory helmet laws. The CDC has never involved itself in motorcycle

issues in the past, just one more government agency that we have to fight against to keep our rights. US.

Rep. Tim Walberg of Michigan is asking for answers as to why the CDC has taken this position.

We also discussed the latest on a report about road blocks from NBC news in Dallas. NHTSA has been

setting up roadblocks in 30 different cities in the U.S. for the sole purpose of collecting DNA, even

Finally, we set a date for the 6th Annual Bikes and Bass Rally, April 4th-6th at Porkchops Icehouse in

Pointblank, TX. We got a lot of planning done and will have a flyer ready soon. This is our Spring

fundraiser for the State office.

We did our 50/50 drawing and Guardian Trouble won it,

donated it all back, Thanks, Brother.

Our next meeting will be February 2, 2014 at 3pm at

Looking at the webcast the EPA is asking Congress to reduce the requirement to add corn ethanol to fuel. They are pushing to work and invest on the 2nd generation of fuel.

The future lies in ethanol and other biofuels produced from newer advanced technologies that provide significantly improved economic and environmental advantages. This second generation ethanol - or

'Ethanol 2.0' - will be produced more efficiently, have less impact on the environment, and can be made

from waste resources (bagasse, stover, MSW, etc....) or entirely renewable cellulosic biomass

(switchgrass, forestry residues, etc).

DFW Chapter Meeting Minutes January 2014

With the laws that were changed in the last session, dates for the Primary Election have changed. Specifically is the run off election. Before it was just 45 days after the primary election. Now it is nearly

90 days after the Primary Election. The Primary will be the 4th of March while the Run off will happen

the 27th of May. This gives the people more time to decide on the candidates, but it also reduces the time

an independent candidate can collect signatures for application on the November election. We will have to wait and see if more or less people show up for the run off. The hard core will be there,

but will the average voter bother with an election so late. Time will tell, let’s hope it will increase voter

response.

Also we have two special elections for candidates of unexpired terms.

AMA - Bipartisan motorcycle only checkpoint bill to be introduced in the U.S. Senate

Within the coming weeks, supporters of the motorcycle lifestyle in the U.S. Senate will introduce a bipar-

tisan bill to ban federal funding for motorcycle only checkpoints.

The Senate bill will prevent the Secretary of Transportation from issuing grants intended to support the

creation of “checkpoints for an operator of a motorcycle or a passenger on a motorcycle.”

Currently, only New Hampshire, Illinois, California, Missouri and Virginia have restrictions on motorcy-

cle only checkpoints. This has allowed other states to continue to employ this discriminatory and ineffec-tive practice, especially during rallies and other large motorcycle events, such as Rolling Thunder in

Washington, D.C. and the Daytona Bike Week in Daytona, Florida.

This will be the Senate version of H.R. 1861, the Stop Motorcycle Checkpoint Funding Act.

Tony “Damn Indian” Griffin

It is with a heavy heart that I have to report that one of the DFW Chapter’s member has passed away.

Tony was a strong supporter of TMRA2 and also a dear friend to us all.

In accordance with Tony’s wishes there will be a benefit held at the VFW on Jan 26th. It will be a cele-bration of his life along with a benefit to his favorite charity. Tony was always helping out whenever he

could so it’s only fitting that we continue this in his name.

Former State Representative Norma Chavez "Da Lady" is running for State Representative again. She

attended our December 2013 meeting to announce. She did a lot for us while she was our State Repre-

sentative and now we need her back. We have been working on building our membership back up, we

are going through some growing pains at the moment but we have set our goal to re-unite and grow as

we were once before. We have been informing members of new laws that have gone into ef-

fect. With elections coming up this year of 2014 we have a resolution that we are working on and as

soon as we get everything ironed out we will be submitting it to our state office so that it can be forward-

ed to all of the other chapters in the state so that all of the members can submit it at the precinct cau-

cus and work on pushing it all the way to the Governors office and work on making it law. We have not

been an active chapter for a while but our goal is to become a very active chapter is fighting for our

rights beginning this year. We are looking for a date to plan our Don't Gamble with your Rights Run. As

soon as we get it set and planned we will get a flyer in the Warrior so that everyone that would like to

make a trip to El Paso can come and join us.

We have a lot of work ahead of us. We need to keep Sputnik’s hopes and dreams alive, we need to all

join together and work as one. We learned a lot from him and we need to put all that knowledge to

work. We need to be as strong as we were before. I remember when we would go to the State Conven-

tions everyone would come to us if they wanted something passed and like Mando said at our last meet-

ing, strength is in numbers we started the

fight and we now are further behind.

Our meetings are being held on the third Wednesday of each month at the American Legion Post 58,

4724 Vulcan Ave at 7:00 PM.

Outline for the Delegate Process

Register to vote

Vote

Republicans will show up at the polling place at 7:15pm on March 4th for the Precinct Convention. Democrats will

show up the morning of the County Convention March 22nd at the prescribed time and participate in the Precinct

convention.

Everyone to the meeting will sign the sign in sheet and declare their Gubernatorial Candidate (or undecided)

If the Precinct chair is not present, then anyone can start the meeting as the temporary chair.

Verify all those present have signed in and are eligible to be there (must have voted in precinct)

Elect permanent Chair and Secretary for the meeting.

After permanent Chair and Secretary have taken positions, calculate the number of delegates and alternates to

go to the County / Senatorial convention.

Nominate then elect persons for Delegate and Alternate positions to the County convention.

Further business to include presenting and voting on resolutions to be sent to the County convention

When presenting resolutions, be sure to bring multiple copies to hand out and also to be sent to the coun-

ty for consideration.

Conclusion of business, secretary completes filling out minutes of meeting, Chair and Secretary sign the

forms and break them apart to be put in the correct envelops.

Precinct Chair of the meeting will send the forms to the County chair within two days. Certified mail is pre-

ferred.

Sometime within the next week all delegates and alternates should receive info on where to meet for the County Con-

vention. Note: Democrats will need to contact their Precinct chair or County chair for location and time of meet-

ing. Normally the county will meet within 7 days to certify the results of the election. If possible try and make

that meeting, you will get more info about the County convention there. Also if you wish to be on a committee

you can express your wishes at that time. Phone calls are alright, but personal appearances show that you want to

participate.

County Convention – Much is the same at the County convention as is the Precinct convention. The difference is the

amount of people and that committees are used to certify results and decide on party issues such as resolutions.

The resolution committee will take all resolutions presented by each precinct and vote on whether to present them

to the floor for voting or not. Resolution committee can modify the resolutions to make them more palatable or to

combine several resolutions into one.

Each Precinct will be told the actual number of people who will be able to be delegates or alternates to the

State Convention. The Precincts will then be allowed time to gather and vote on which members will be

submitted as delegates and alternates to the State convention. The County delegates will then vote to

approve the list to be sent to the state.

The County delegates will vote for or against on resolutions released by the resolutions committee to be sent

to the State Convention.

Once the business is concluded the meeting will adjourn.

The State Convention is a much larger version of the County convention. This convention will take place over a cou-

ple of days. If you wish to serve on any committees you must attend your Senate District Caucus and be nominat-

ed and approved by the membership in order to serve.

HOW TO BE A DELEGATE TO THE 2014

TEXAS STATE CONVENTIONS

Texas will send delegates and alternates to the State Conventions in 2014. These Texans will express opinions on key

issues for the State of Texas. We encourage you to participate and to run for State delegate. What follows is, in general terms, an explanation of how to be a delegate to the State Convention.

CONVENTION SYSTEM

Texas Democrat and Republican Party has a three-level convention system:

Level 1. Precinct Conventions;

Level 2. County Conventions (or Senatorial District Conventions in urban areas); and

Level 3. State Convention.

Those who attend their Precinct Convention will elect delegates to the County/Senatorial Convention; those who at-

tend their County/Senatorial Convention will elect delegates to the State Convention.

PRECINCT CONVENTIONS

For Republicans, a convention will be held in your precinct at 7:15 p.m. on March 4, 2014, the same day as the Tex-

as Primary.

The convention is usually held at the polling place and is open to anyone who votes in the Republican Primary that day (or during the early voting period). There will be a sign at the polling place telling exactly where the convention

will be held. If you can’t find a sign, ask your election clerk where the convention will be held.

For Democrats, a convention will be held at the County convention location, the morning of the County convention on March 22nd, 2014, before the convention starts (exact times will be determined prior to the County Convention).

You will need to speak with your Precinct chair or the County chair to find out what times that will be.

The convention begins on time (7:15 pm for the Republicans, and for Democrats the time will be posted prior to the

County Convention), when the Precinct Chair calls the convention to order. If the Precinct Chair is absent, anyone par-ticipating may start the meeting. The convention is governed by Robert’s Rules of Order and Texas Party Rules. If you

are late to the convention, you can still participate; however, you can’t change what has already happened.

The first item of business is for everyone attending to sign in and indicate the gubernatorial candidate (including unde-cided) you support. This is not a secret ballot. The State Party will provide your Precinct Chair with forms to use.

Next, the convention elects a Chair and Secretary to run the convention.

Third, the Chair announces:

The number of delegates to the County/Senatorial Convention the precinct will elect;

Fourth, supporters of each candidate gather in a group and elect delegates and alternates to the County/Senatorial Con-

vention.

The Precinct Convention may take positions on issues such as resolutions.

You should have at least 4 copies, 1 for yourself & 1 for each of the 3 sets of minutes that are made. The Chairman

cannot refuse to hear your resolution if you have only 1 copy, but he can require that any resolutions longer than a few

words be in writing. You should try to have copies for all or most of the delegates attending the precinct convention in order to speed up the process. Also, you are less likely to have your resolution rejected simply because the delegates

cannot read or understand it.

In the normal course of business of a precinct convention, the following events will occur:

The Chairman will announce: “The next business of order is the Consideration of Resolutions. Are there any Resolu-

tions? The Chair recognizes ______________ for a motion.

If you have a resolution you want to present, you should raise your hand. You must be recognized by the chairman to

move for adoption of a resolution. When you are recognized, you may state:

“Mr./Madame Chairman, I move adoption of the following resolution….”

Then immediately proceed to read your resolution. If you have not already passed out copies of your resolution, ask

someone in attendance to pass out the resolutions for you.

Your motion must be seconded in order for the delegates to discuss and vote on it. Once the motion is “on the floor” (it

has been moved and seconded), it is debatable and amendable as long as the amendment is “germane” (relevant) to the

issue in your resolution. Also, motions to limit or close debate are permissible.

Your resolution requires a majority vote to pass.

Note: Prior to the County Convention, if you wish to serve on a committee at the County Convention you should talk

with your Precinct chair and also the County Chair for the committee you wish to serve.

COUNTY/SENATORIAL CONVENTIONS

If you are elected a delegate or alternate at your Precinct Convention, you may attend your County Convention on Sat-

urday, March 22, 2014. In some urban counties, Senatorial District Conventions will be held instead of a County Con-

vention.

The County Convention is called to order by the County Chair, who calls for the report of the Credentials Committee.

The Credentials Committee is a committee of the convention that decides disputes over who has been elected a delegate

or alternate. The committee is elected by the County Executive Committee before the convention.

You will first elect a Chair and Secretary to run the convention.

Delegates in each precinct, or sometimes a group of precincts, gather together to elect delegates and alternates to the

State Convention. Within the group, the delegates and alternates are elected at one time, but you cast only one vote.

The highest vote getters are the delegates and the next highest are the alternates.

The results of all the elections within the precincts are added together and given to the Nominations Committee.

The committee reports will be presented to the convention and will be voted on by the members.

If you wish to serve on any committees you must attend your Senate District Caucus and be nomi-

nated and approved by the membership in order to serve.

STATE CONVENTION

If you were elected a delegate at your County/Senatorial Convention, you may participate in the State Convention, held June 5-7, 2014, in Fort Worth for the Republicans and June 26-28, 2014, in Dallas for the Democrats.

Although the State Convention will officially come to order about 6:00 p.m. on that Friday, there will be issue caucuses

during the day and Senate District Caucuses will meet from 3:00 to 5:00 p.m. on Friday. Any Senate District Caucuses

that do not finish their business will reconvene after the convention recesses for the evening.

Each delegate will officially sign-in when the delegate picks up his/her credentials.

The committee reports will be presented to the convention and will be voted on by the members.

In all cases above, should you not be elected as a delegate or alternate, you can still attend each convention as a

guest. You will not have any voting rights in the convention, but you will be able to observe the proceedings.
