Current Research Activities: Enhancing numeracy and literacy in secondary school through an optional Intelligent Tutoring System (with Dr. Carla Haelermans and Dr.Dimona Bartelet)(project financially supported by NRO, fund for educational research, part of NWO)

This project uses the recent developments of the policy framework regarding compulsory math and language skills (numeracy and literacy) to identify effects of various ways to enhance the quality of education in Dutch secondary education. It comprises of an experimental study evaluating the use of a webbased module for individual training at home (ITS) and tests whether an add-on for parents further enhances the effectiveness of the ITS. Training metacognitive skills to improve mathematics learning in secondary school (with drs.Rodica Ernst and drs. Plonie Nijhof)(project funded by NRO, part of NWO)

In cooperation with two mathematics teachers in secondary school, Joris Ghysels initiated a research project to evaluate whether an in-class training of metacognitive skills will improve mathematics learning. Earlier research on a small scale suggests that findings of Mevarech and colleagues regarding the IMPROVE-programme are likely to be effective in the Dutch secondary education. Therefore a larger evaluation study is set-up. First results are expected before the summer of 2016.

Teacher and Class Composition Effects on Student Test Scores - Using School Entry Rules to Obtain Less Biased Estimates (with dr. Ilja Cornelisz and dr. Chris van Klaveren)

Empirical studies that estimate how student performance is affected by teacher and class characteristics, tend to ignore that students may be selectively assigned to classes (e.g. based on their cognitive ability), which may impose a bias on the empirical findings. The present study controls for selective assignment of students to classes by using information on school entry rules and contributes by providing less biased correlations between student performance measures, teacher characteristics and indicators of class composition. More specifically, this study exploits information on school entry rules for eight European countries in a regression discontinuity design using data of TIMMS 1995. Research Project Responsibilities 1/5/2015-31/08/2016 99 325 € NRO project 405-15-513 De metadenkende leerling: effecten van de IMPROVE-methode (promotor, co-operating with Rodica Ernst-Militaru, Udens College, en Plonie Nijhof, HWC)

This project evaluates whether fostering meta-cognitive skills among students in secondary school improves their learning outcomes and study motivation. The intervention tests the effect of instruction structured around meta-cognitive steps using a reference card, combined with a meta-cognitive training through small formative tests. The evaluation stems from an experiment at two Dutch secondary schools, involving about 800 students distributed over 30 classes and 15 teachers.

This action research project intends to evaluate the learning outcomes of teachers when offering them a learning community regarding innovation research at the school and class level. The learning community involves a dedicated electronic learning environment with access to academic resources (software and library), research clusters at every participating school and ten workshops per year. The project is part of an effort of the Dutch ministry of Education to investigate innovative forms of stimulating reform.

1/6/2014-1/10/2015 94 436 € NRO project 405-14-508 Het effect van digitaal oefenen en ouderbetrokkenheid op de rekenprestaties van leerlingen in het voortgezet onderwijs (promotor, co-operating with Carla Haelermans)

This project evaluates the causal impact of the use of a personalised and adaptive ICT-tool (‘Muiswerk’) on learning outcomes in the fields of numeracy and literacy (mother tongue, Dutch). Moreover it studies potentially effect enhancing actions by parents and teachers, who may motivate students to engage more deeply with the web-based learning environment. The evaluation is based on an experiment in three Dutch schools of secondary education with about 2000 students.

This project looks into the characteristics of higher education in Brussels, so as to substantiate and evaluate a decision taken by the Flemish parliament to allow for extra financing of the Brussels’ education to safeguard the presence of Dutch-spoken education in the bilingual region of Brussels.

1/1/2011-31/12/2014 255 500 € FWO project G.0120.11 Socio-economic differentials in fertility and family formation in Europe: how are they related to social policies and economic context? (promotor, co-operating with Karel Neels)

This project investigates socio-economic differentials in family formation in Europe between 1970 and 2010. This period is characterized by the emergence of subreplacement fertility, i.e. fertility declining below 2 children (sometimes 1,5) children per woman. Given the impact of fertility decline on population size and population ageing, policy-makers have increasingly raised the question which factors have contributed to this trend and how policy can influence fertility. A literature review of available empirical evidence, concludes that the impact of policy seems limited, while at the same time drawing attention to the weaknesses of this body of research. By relying on aggregate indicators of fertility, research has until now largely neglected population heterogeneity, despite the fact that the effects of policy measures – e.g. child benefits, maternity and parental leaves, … - are expected to depend largely on the socio-economic and income position of individuals concerned. This project addresses this question by bringing together longitudinal individual-level data from the United Nations’ Generations and Gender Program with contextual data on social policy to assess how policy contexts mediate the effects of economic conditions, living arrangements and values orientations on fertility and family formation of different socio-economic groups.

1/1/2011-31/12/2014 263 000 € FWO project G.0122.11 The redistributive capacity of the innovating welfare state: a comparative evaluation of Sweden, The Netherlands and Belgium (promotor, co-operating with Bea Cantillon)

Historically, welfare states emerged to guarantee fair life conditions to all and to do so, protected the full population against the adverse consequences of “social risks” such as illness, unemployment and disability. However, society has changed over time and “new” social risks (NSRs) emerged, such as the inability to reconcile paid work and care. Accordingly, welfare states developed new social policies. The proposed research project aims to assess these adjustments in three welfare states (Belgium/Flanders, Sweden and the Netherlands) in a European comparative perspective, with the work-family conflict as a case in point. Since inequality is on the rise again in Europe, the overarching research question concerns the role of NSR policies in the redistributive capacity of welfare states. The question “who profits the most from social policies and is this distribution efficient?” is rarely subject of investigation but is of uttermost importance in the light of social policymaking subject to budgetary constraints and shifting priorities due to – for instance – population ageing.

This project evaluates from a welfare economic point of view various policy alternatives in the field of childcare. It aims at an integration of children in the collective household model and compares policy measures for childcare in Flanders, Finland, Germany and the UK regarding their distributional outcomes, both within and between households.

1/12/2009-30/4/2010 37 451 € Kind en Gezin De behoefte aan kinderopvang: ontwikkeling en toepassing van een wetenschappelijk projectie-instrument (promotor-coordinator)

This project develops a method to forecast the demand for childcare services in the region of Flanders at the municipality level. A crucial aspect of the project is the estimation of excess demand, given the current state of the quasi-market of childcare services. To this aim results of a ‘partial observability probit’ are calibrated on administrative data of the period 2003-2006 and used to forecast the partial equilibrium in more recent years.

1/1/2007 – 31/12/2009 182 700 € FWO (Onderzoeksproject) De determinanten van zorgstrategieën bij laaggeschoolde vrouwen: een kwestie van geld of voorkeuren? (promotor, co-operating with Bea Cantillon)

The project investigates why the Belgian policy to reconcile work and family has failed to foster employment among low-skilled mothers. Various hypotheses are tested. First it seems obvious that the cost-benefit balance of paid work is more likely to tilt against paid work for low-skilled women. Furthermore, it may well be that low skilled women have developed preferences regarding the work and family balance that differ from the average in society. A third hypothesis refers to the family burden of low skilled women. It may be larger, not solely because of the number of children, but equally because low skilled women tend to face an array of social problems (e.g. higher risk of divorce, higher risk of children with learning difficulties or handicaps).

1/1/2008 – 30/9/2008 61 199 € Provinciebestuur van Antwerpen Studie en Analyse van de Sociale Economie in de Provincie Antwerpen (research coordinator, promotor with Josse Van Steenberge and Marleen Denef)

The project developed a monitoring instrument for the Social Economy in the province of Antwerp. On the basis of yearly data from administrative sources the monitor confronts the supply of labour with characteristics that make it apt for employment facilitating services of the social economy, with the actual supply of work in this subsidised sector of the labour market. A long list of labour market policy measures supporting employment were included, stemming from both the federal and the regional level.

With academic colleagues from Italy, the Netherlands and the USA the project looked into two aspects of time allocation and children. First, it investigated whether mothers and fathers actively coordinate their work schedules in favour of leisure or care time. Second, it discussed the possibility of childcare welfare indicators across national boundaries.

1/6/2005 – 31/12/2006 7 150 € UA (Klein Project) Hersamengestelde gezinnen: voorbeelden van een nieuwe arbeidsorganisatie? (promotor)

The project initiated research regarding the link between the marital history of partners and their time allocation. More specifically, it hypothesised that separation experiences would lead to a more equal distribution of tasks between parents. The latter hypothesis rests on the expectation that separation stimulates economic self-reliance among mothers, which may introduce a shift the power balance of newly formed couples

The list above is a formal selection of projects I was involved with from the initial phase and was (at least) co-promotor. Not listed therefore is the project ‘Zorg als nieuw sociaal risico: Een onderzoek naar de mogelijkheden om het kostwinnersmodel om te buigen naar een zorgondersteunend beleid voor gezinnen met kinderen’ (GEZO) (“Care as a new social risk: how to transform the male breadwinner policy framework into a care support system”). For this project I acted as research co-ordinator between 2004 and 2007. This task entailed daily management of the project (total budget € 1 213 000) with, among others, the guidance of three project assistants and communication with the external financing partners (government agencies ‘Kind en Gezin’ and ‘Vlaams Agentschap voor Personen met een Handicap’). As part of the project we developed a ‘Macrozorgbegroting’, a comprehensive overview of public outlays supporting the care for children, incorporating budget information of all layers of government (local up to European)(see ‘Other publications’ year 2006).

Teaching experience: University of Antwerp I was initially hired by the faculty of Political and Social Sciences (University of Antwerp) as a teaching assistant for Economics courses. For several years, I was responsible for exercises classes in Macro-Economics (first year students) and Micro-Economics (second year students). After obtaining my Ph.D., I was asked to become the academic responsible for Labour Economics at the VOSEB-initiative, a training programme for labour union representatives. In the academic years 2003-2004 and 2004-2005, I participated in the training programme with an applied labour economics course. In the year 2007-2008, I have co-ordinated the introductory course in Sociology. Moreover, I have been invited to give guest lectures at the university of Ghent (economics students) and Maastricht University (social policy students). In 2004-2005 I have been teaching Micro-Economics (theory and exercises) in the faculty of Political and Social Sciences. In 2005-2006 and 2008-2009, I have taught Labour Economics in the faculty of Economics. In 2006-2007, 2007-2008 and 2008-2009, I have been co-lecturer of the course of Social Economy, offered to all students of social sciences as an optional course. Finally, I have offered a seminar on Gender Issues to second year students in the academic years 2003-2004 and 2009-2010. Between 2004 and 2010, I developed and became the programme director of the new bachelor-master programme in Social and Economic Sciences, a course programme offering a balanced combination of Sociology and Economics, which is unique in Flanders. Maastricht University Currently, I am the coordinator of the Statistics course in the Master on Evidence Based Innovation of Teaching (MEBIT) of the Teachers Academy at Maastricht University. Since September 2013 I am also the programme director of the Maastricht section of the Master in Evidence Based Innovation of Teaching (MEBIT).
