Summary
The year 2017 opened with the annual inflation rate of
8.2 percent, a rate that is 2.9 percentage points higher
than the 5.3 percent registered in January a year earlier.
This increase was mainly attributed to price increases
registered in the categories of Food and non - alcoholic
beverages (13.2 percent), Hotels, restaurants and
cafes (9.8 percent), Furnishing, household equipment
and routine maintenance of the house (9.5 percent),
Housing, water, electricity, gas and other fuels (9.3
percent), Education (8.2 percent) and Communications
(6.2 percent).
On a monthly basis, the price levels increased to 3.2
percent from 0.2 percent recorded last month. This
is the highest monthly inflation rate recorded for the
last 14 years. This increase emanated from monthly
increases registered in all the groups comprising
the Namibia CPI with the exception of Clothing and
footwear, Communications and Recreation and Culture
which declined to -0.4, -0.2 and -0.8 percent in January
2017 from 0.0, -0.1 and 0.4 percent in December 2016
respectively.

Overall Inflation
The All Items Index for January 2017 stood at 126.1 an increase of 9.6 percantage points over the January 2016 index of 116.5.
During the period between January 2016 and January 2017 the annual inflation fluctuated between 8.2 percent and 5.3 percent
see (Chart 1). The highest annual inflation rate recorded during this period was 8.2 recorded in January 2017 and the lowest of 5.3
percent registered in January 2016.

During January 2017 prices of Food and non - alcoholic beverages (13.2 percent), Hotels, cafes and restaurants (9.8 percent), Furnishing, household equipment and routine maintenance of the house (9.5 percent), Housing, water, electricity, gas and other fuels (9.3 percent), Education (8.2 percent) and Communications (6.2 percent) accelerated much more faster than all other components comprising the Namibia CPI.

Box 1: NCPI Basket WeightsInflation is calculated based on a basket of goods and services, containing a representative sample of the goods and or services commonly consumed in a country, and weighted in accordance with the relative percentage of expenditure allotted to each of the said goods at household level. The price of these goods and services are then tracked over time, to illustrate the change in the cost of living over time. As spending patterns change, new products and services are added to the basket, and the basket reweighted so as to better capture the current spending patterns of the consumer at the current point in time.
As such, the inflation basket is generally reconstituted every five years. In Namibia, the basket was last rebased in 2013, using household expenditure data collected in the 2009/10 Household Income and Expenditure Survey. The basket now contains over 350 items, grouped into 12 categories and 55 sub-categories, for which prices are collected on a monthly basis from more than 900 retail outlets.
Namibian inflation however, is largely determined by three categories of the overall NCPI basket, namely: (i) Housing, water, electricity, gas and other fuels, (ii) Food and non-alcoholic beverages and (iii) Transport, which cumulatively make up just under 60 percent of the total inflation basket. Additionally, following the rebasing of the NCPI basket in 2013, “Alcoholic beverages and tobacco” make up an additional 12.6 percent of the basket, meaning that the four largest categories represent well over 70 percent of the total basket. As such, a large increase in inflation in these categories has a greater impact on the overall inflation than do increases in the lower weighted categories. Thus, it is rare to see major increases in overall inflation attributed to the lower weighted categories, despite the fact that these categories may have seen relatively high inflation in their own right.

Major groups
13.2%The Food and non-alcoholic beverages Index increased to 137.4 in January 2017 up from 121.3 obtained during the same period of the preceding year. The annual inflation rate for this category stood at 13.2 percent in January 2017 as compared to 6.1 percent registered during the same period last year, resulting in an increase of 7.1 percentage points. The significant increase in this group emanated from annual price increases recorded in all the sub-groups comprising the Food and non-alcoholic beverages component with the exception of Vegetables including potatoes and other tubers which slowed down from 13.3 percent recorded in January 2016 to 8.3 percent in January 2017.
The monthly inflation rate for this category increased to 1.6 percent from 0.6 percent recorded a month earlier.

5.8%The annual inflation rate for Alcoholic beverages and tobacco stood at 5.8 percent in January 2017 showing a decrease of 1.7 percentage points when compared to 7.5 percent recorded during the same period a year earlier. The downward trend of inflation in this category, resulted from the declines in the price levels of both sub-components of the group namely Alcoholic beverages and Tobacco which slowed to 6.9 and 1.3 percent from 7.5 and 7.4 percent recorded in January 2016.

Major groups
5.2%The annual inflation rate for this group stood at 5.2 percent in January 2017, representing an increase of 4.3 percentage points over the January 2016 rate which was estimated at 0.9 percent. This increase was mainly due to increases witnessed in the price levels of Purchase of vehicles and Operation of personal transport equipment which increased from 6.0 and -0.7 percent in January 2016 to 10.1 and 5.2 percent in January 2017 respectively.

9.3%The Housing, water, electricity, gas and other fuel Index for January 2017 stood at 126.7 up from 115.9 registered in January 2016. The annual inflation rate for this group stood at 9.3 percent in January 2017 as compared to 7.6 percent recorded during the same period a year earlier.
The increase in this group emanated from annual price increases recorded in all the sub-groups comprising theHousing, water, electricity, gas and other fuels component except for the electricity, gas and other fuels which slowed down to 6.7 percent from 8.7 percent recorded in January of the preceding year.

Minor groups For the minor groups, high annual inflation rates were observed in the groups of Hotels, cafés and restaurants (9.8 percent), Furnishing, household equipment and routine maintenance of the house (9.5 percent), Education (8.2 percent), Miscellaneous goods and services (7.2 percent), Communication (6.2 percent), Health (5.6 percent), Recreation and culture (4.2 percent), while Clothing and footwear registered the lowest annual inflation rate of -0.5 percent.

Box 2: Chart of the Month The annual inflation rate for Communications rose to 6.2 percent in January 2017 compared to -1.0 percent registered during the same period last year, resulting in a 7.2 percentage points increase. The increase in the group resulted from a rise in the level of prices of communication equipment and telecommunications charges.

Goods and Services InflationIn January 2017 the Index for Goods and Services stood at 127.3 and 124.5 respectively as compared to the corresponding indices of 117.7 and 115.0 recorded during the same period last year.
The monthly and annual inflation rates for Goods were 0.8 and 8.1 percent while those for Services stood at 6.6 and 8.3 percent. Corresponding rates recorded during the same period in the previous year stood at 0.5 and 4.8 percent for Goods and 4.9 and 6.1 percent for Services respectively.
