NOAA's Storm Prediction Centerlogged four preliminary reports of tornadoesalong with 264 reports of damaging winds onTuesday, and another 71 reports ofdamaging winds between 7 am and 12 pmEST so far this Wednesday. A powerfultornado hit Adairsville, Georgia at 11:19 amEST this morning, and there are reports ofmajor structural damage in the downtowndistrict, with cars overturned (see eyewitnessvideo here, with swear words.) Thespring-like surge of warm air accompanyingthe severe weather outbreak has brokennumerous daily high temperature records.The most notable heat record set Tuesdaywas the 91°F high in Corpus Christi, Texas,which tied their record for all-time warmestJanuary temperature, set on January 30,1971. The 62°F measured at Rockford,Illinois on Tuesday was just 1° shy of thatcity's all-time January temperature record.Tornado watches are posted for a wideswath of the Southeast today, from Alabamato Virginia, and numerous tornado warningshave been issued this morning. NOAA'sStorm Prediction Center has placed most ofthe Southeast in their "Slight Risk" region forsevere weather on Wednesday, a step downfrom the "Moderate Risk" potential issued onTuesday for the Midwest.

Record moisture and rainsAccompanying the exceptional Januarywarmth yesterday were record levels ofJanuary moisture, as a flow of unusuallymoist air rode northwards from the Gulf ofMexico, where water temperatures wereabout 0.5°F above average. Meteorologistsuse a term called "precipitable water" todiscuss how much water vapor is in theatmosphere. NEW YORK--Crude-oil futures prices wereslightly higher Wednesday after U.S.government data showed crude-oilinventories climbed by more than expectedlast week. Gasoline and heating-oil futures werehigher on the New York MercantileExchange on indications of strongerdemand. The robust rally in reformulatedgasoline blendstock futures continued for a10th day as data from the EnergyInformation Administration showed gasolinestockpiles in the mid-Atlantic region remainnear 15% below their five-year averagelevel for this time of year. Crude-oil futures bounced on either side ofunchanged, sticking close to their highestlevel since mid-September. Nymex light, sweet crude oil for Marchdelivery was 16 cents higher at $97.73 abarrel, after trading in an intraday span of$97.32 to $98.24 a barrel. The contractsettled Tuesday at the highest price sinceSept. 14. ICE March North Sea Brent was55 cents higher at $114.91 a barrel, aftersettling a day earlier at the highest levelsince mid-October. The EIA reported that U.S. crude-oil stocksclimbed by 5.947 million barrels in the weekended Jan. 25, helped by a modest rise inimports. The stockbuild exceeded the2.7-million-barrel rise expected by analystssurveyed by Dow Jones Newswire andtopped the nearly 4.2-million-barrel gainreported late Tuesday by the AmericanPetroleum Institute, a trade group. The large stockbuild came even as refinersboosted crude-oil process rates last week.The EIA said refiners operated at 85% ofcapacity, while analysts expected the levelto hold at a 10-month low of 83.6% ofcapacity. Gasoline stocks dropped nationwide by956,000 barrels, compared with analysts'expectations of a slim, 200,000-barrel rise.Nationwide stocks are 2.2% above a yearago despite low levels in the mid-Atlanticstates. Distillate stocks (diesel/heating oil)fell 2.315 million barrels, more than theforecast of a 900,000-barrel drop.Implied gasoline demand inched up to thehighest level in a month, while distillatedemand was the highest sincemid-December. February-delivery contracts for reformulatedgasoline blendstock futures were up 5.99cents at $3.0333 a gallon, continuing to

Precipitable waterlevels tend to be highest in the summer,since warm air holds more waver vapor, andcan exceed two inches in the Midwest U.S.In winter, though, it is rare to see precipitablewater values higher than one inch. However,Tuesday night, precipitable water was wellover an inch well into Canada, and two upperair stations--Detroit, MI and Lincoln IL--setall-time records for January moisture. Fromthe 00Z Wednesday January 30 upper airballoon soundings taken at the 73radiosonde stations in the contiguous U.S.,we observed these precipitable water valuesfor January:

Detroit, MI: New Record: 1.21" Old record:1.20" 1/11/75Lincoln, IL: New record: 1.46" Old Record:1.35" 1/12/60Alpena, MI: 2nd place, 0.99". First place:1.01", 1/5/97Buffalo, NY: 2nd place, 1.21". First place:1.34", 1/15/95

Green Bay (4th), Shreveport (6th), and LittleRock (3rd) all had top-ten Januaryprecipitable water values. Radiosonde datagoes back to 1948.

The exceptional moisture led to record rainsin many regions of the Midwest, withnumerous locations setting daily precipitationrecords. Two airports recorded their wettestJanuary day on record, including Madison,WI (1.84", previous record 1.80" on January1, 1892) and Houghton Lake, MI (1.21", oldrecord 1.08" on in 1938.) Top-five wettestJanuary days in recorded history were alsoset at Muskegon, MI (2.48"), Marquette, MI(1.21"), and South Bend, IN (1.94".) Herewhere I live, in Southeast Michigan, beingoutside yesterday was like walking through asurreal white soup. Rains like nothing I'veever seen in January fitfully poured from thesky throughout the day, ponding up on thefrozen ground. Eerie white fog swirled overthe sodden snow drifts as thunder rumbledoverhead in temperatures 25°F aboveaverage. What planet was this? The heavyrains of 1.60" that fell in 26 hours at thenearby Flint airport made this month ourwettest January in recorded history, with3.66" of precipitation.

U.S. Oil Inventories Rise by5.9 Million Barrels

NEWYORK --U.S. crudeinventoriesrose bymore thananalysts'

expectations last week, according to datareleased Wednesday by the the U.S.Department of Energy. Commercial crude oil stockpiles rose 5.9million barrels to 369.1 million barrels,compared with an average survey estimatecalling for a 2.7-million-barrel increase. TheAmerican Petroleum Institute, an industrygroup, reported a 4.163-million-barrel buildin its weekly report released late Tuesday. Oil futures held steady following the report.Light, sweet crude for march deliveryrecently traded 8 cents higher at $97.65 abarrel on the New York MercantileExchange. Gasoline futures recently traded 1.9%higher, while heating oil was 0.1% higher at$3.1128 a gallon. Gasoline stockpiles fell 1 million barrels to232.3 million barrels, the department'sEnergy Information Administration said in itsweekly report, compared with a 200,000-barrel increase forecast in a Dow JonesNewswires survey of analysts.Distillate stocks, which include heating oiland diesel fuel, fell 2.3 million barrels to130.6 million barrels, compared withanalysts' forecast of a 900,000-barreldecline.

A violent tornado ripped through Adairsville,Ga. today, overturning cars, litteringInterstate 75 with debris, and forcing officialsto shut down a 10-mile stretch of the road. It has been reported that numerous buildingsin nearby Bartow, Ga., some with peopleinside, were also damaged in the powerfulstorm, and police have received multiplecalls of injuries and trauma. That twister was only one of a handful thattouched down today in the South and theMidwest, as storms throughout the regioncaused widespread power outages,structural damages and were blamed for atleast one death in the region. The National Weather Service has alsoconfirmed another twister touched down inSardis, Miss., heavily damaging homes inSolsberry, Ind. The Weather Channel reported risks fromsevere winds and rain threatened more thana thousand miles of the country, stretchingfrom Cleveland, Ohio, to New Orleans,.Tornado warnings were issued in areas fromcentral Tennessee and Kentucky to northernand western Georgia and are in effect untilthis afternoon.The storms turned deadly when a47-year-old man in Nashville, Tenn., waskilled when a tree fell on a shed he was in,according to local fire department officials. Meanwhile, in Monticello, Ark., a woman wasstruck by lightning late Tuesday but only hadminor injuries, according to police, and a32-year-old woman and a 7-year-old boywere treated for minor injuries in MarionCounty, Ky., the emergency managementdivision reported. Packing quarter-size hail and powerfulwinds, the storms also knocked out power tothousands of people throughout the regionearly Wednesday.

Refining capacity utilization rose 1.4percentage points to 85%. Analysts hadexpected utilization to hold steady with theprevious week. API pegged refinery utilization at 85% lastweek, up from 84.3%. The industry groupreported stockpiles of gasoline rose 2.372million barrels and distillates fell by 1.813million barrels. In Memphis, Tenn., more than 13,000customers lost power as high winds toredown power lines and at least two tornadowarnings were issued in the area, accordingto the National Weather Service. And more than 7,300 Nashville customerswere without power, according to NashvilleElectric. Utilities reported another 8,000outages in Arkansas, 7,000 in Mississippi,and nearly 12,000 in Indiana. In Arlington, Tenn., downed power linessparked a fast-spreading grass fire thatcaused the evacuation of a small mental-health facility, Arlington Fire Department Lt.Chad Wiseman said. "The wind was pushing everything reallyfast," Wiseman said, adding that gustsreached 50 mph as the fire was burning."The wind feeds everything. The wind willturn a little grass fire into something that wasshooting 15- or 20-foot flames in the air. Itlooked pretty scary." The fire was brought under control within anhour, officials said. A number of factors have helped build thestorm system, according to meteorologists.Unseasonably warm, wet air has beenpushed up from the Gulf of Mexico bysoutherly winds, and that is being met bycold air coming in from the Plains viaCanada, The Weather Channel's ChadBurke said, adding that the cold air is beingdriven eastward by unusually high winds. "It's not a normal pattern for this time ofyear," said Burke. "The warm air haschanged the dynamic. On the back end ofthe storm, you have high temperatures in the50s and 60s in places like Chicago. Bytomorrow night, they'll be at 11 (degrees)."
