Civil Service plays a pivotal role
towards socio-economic as well
as infra-structure development
of the country. Therefore, it is
our endeavour to select the
best and the brightest young
men and women as civil
servants who could serve the people on the basis
of their potentialities like intellectual strength,
professional capabilities and leadership qualities.
Federal Public Service Commission is rightly
geared towards making such selection based on
an objectively structured merit-based competitive
system of examination.
The Commission is worried on the situation of
declining standard of education which is reflected
through the result indicators in CSS as well as
general recruitment. It is also a well considered
fact that only quality education could produce
quality civil service. The vital item thinking seems
missing in mental capabilities of our young
people. Critical and analytical thinking does not
come naturally, it has to be taught and learned.
To streamline our vision and selection of
qualitative civil service for federal government,
reforms in the civil service recruitments, in CSS
as well as in general recruitment , its syllabi and
examination system, are under process in line
with the systems in other leading Countries of the
World. We are not only discovering new skills for
organising examination systems as well as
updating the subject contents but also reviewing
the list of subjects, Our objective shall be to
provide future civil servants by competition with
maximum proficiency and aware of their
responsibilities for transit of service delivery to the
nation.
We shall greatly appreciate cooperation
and support of all stakeholders in our quest for
reforms and improvements in this task of
social change and bolstering standard.

Farewell to Outgoing Members The Chairman, Members and Senior Officers of the
Commission arranged a farewell party at Marriott
Hotel Islamabad in the honour of two outgoing
Members of the Commission i.e.Mr.Naguibullah Malik
and Mr.Ghalib ud Din who relinquished the charge, of
their offices on 2nd and 5th January 2014 respectively,
after completing their three years tenure of
appointment. The Commission expressed profound
sense of admiration for their efforts, policy inputs and
commendable services for selection of quality human
resource for the public service.
Meeting of the Chiefs of Public/Civil Service Commissions of SAARC Member States. At the invitation of Government of Srilanka, 3rd
meeting of the Chiefs of Public/Civil Service
Commissions of SAARC Member States was held
from 10th-12th January 2014 at Colombo,Srilanka.
Delegates from Member States participated in the
meeting. Malik Asif Hayat Chairman FPSC
represented Pakistan in the meeting.
In opening session welcome address was delivered
by Prof. Dayasiri Fernando, Chairman, Public Service
Commission, Srilanka. In his address, he welcomed
the delegates and affirmed the Meeting a historic
occasion for Srilanka. He also stated that this platform
provides us with an opportunity to reflect and share
our achievements and aspirations among one another
to ensure a vibrant, effective and a professional
Public Service in the SAARC countries. Mr. Dhan
Bahadur Oli, Director, SAARC Secretariat delivered
the inaugural address and requested the Member
States representatives to elect Chairperson for the 3rd
Meeting. As per previous practice, Prof. Dayasiri
Fernando, Chairman Public Service Commission
Srilanka was elected as Chairperson of the Meeting.
Malik Asif Hayat Chairman FPSC (Pakistan) in his
address welcomed the delegates and greeted
Chairman Public Service Commission of Srilanka for
hosting the 3rd Meeting and wished the Meeting
success. Chief guest, of the occasion Dr. Sarath
Amanugama, Senior Minister of International
Monetary Cooperation and Deputy Minister of
Finance and Planning, in his address, emphasized
the need to find out ways and means to get the best
results of a bureaucratic model of public servant to
achieve the desired goals. He also dwelled upon the
need to view the option of Public Service/Private
Sector and the important role of civil services in
eradication of poverty in the region. The Meeting
discussed implementations/ recommendations of 2nd
Meeting held at Islamabad and expressed their
satisfaction. On presentation the research report
“Comparative study of Public/Civil Service
Commission of SAARC Member States”, it was
decided to suggest SHRDC Secretariat Islamabad for
incorporation of additional changes/data if any, from
Member States before final report is published. The
Meeting expressed thanks to UPSC India for holding
workshop on ICT and endorsed program/activities of
the forum for the year 2014 offered by SAARC
Member States. The Meeting welcomed the offer of
Bangladesh to host the 4th Meeting of Chiefs of
Public/Civil Service Commissions of SAARC Member
States in Dhaka, Bangladesh at the end of 2014.
Committee on Reforming the CSS Competitive Examination and Syllabi
The Chairman FPSC re-constituted a Committee,
pursuant to Section 7-A of the FPSC Ordinance,
1977, vide office order No.F.7-5/2008-HR-I dated 15th
January, 2014, comprising Mr. Mansoor
Suhail(Chairman), Mr. Abdul Wajid Rana (Member)
and Mian Muhammad Sarwar DG (Research), co-
opted Member/Secretary of the Committee to study
the existing system and submit a report on reforming
the CSS Competitive Examination and its syllabi. The
Committee drafted the revised syllabi on the basis of
inputs received from subject specialists, generally the
Head of Departments of relevant subject, from various
Universities in Pakistan. The Committee held three
meetings with Subject Experts nominated by the
Higher Education Commission at its Regional Centre,
Lahore, to vet the proposed updated syllabi and to
seek their suggestion for improvement of syllabi.

These meetings were quite productive. Additionally,
the Committee relied on the weightage worked out for
each optional subject in terms of its relevance to
current system of CSS Examination and recruitment
to various Occupational Groups and Services on the
basis of responses received from Specialized
Trainings Academies of respective Groups. The
Committee also perused the recommendations made
by various Commissions and Working Groups in the
past to firm up its recommendations.
Meeting of the Central Selection Board (CSB) Chairman FPSC, Malik Asif Hayat presided over the
meeting of the Central Selection Board (CSB) on 11th
to 13th February 2014 held at Establishment Division.
The CSB considered cases of promotion from BS-19
to BS-20 & BS-20 to BS-21. About 150 officers were
recommended for promotion relating to Pakistan
Administrative Service (PAS), Police Service of
Pakistan (PSP), Foreign Service of Pakistan (FSP),
Information Group (IG), Pakistan Audit & Accounts
Service (PAAS), Pakistan Customs Service,
Commerce & Trade Group, Secretariat Group, Postal
Group, Railways Group and Ex-cadre Officers of
various Ministries / Departments.
CSS Competitive Examination Updates i) Medical Examination
Medical Examination of written qualified candidates in
CSS Competitive Examination-2013 was held at
Lahore, Islamabad, Peshawar, Karachi and Quetta
scheduled from 06th February to 18th February 2014.
ii) Psychological Assessment and Viva Voce of
Competitive Examination 2013.

iii) Competitive Examination 2014
The written part of Competitive Examination-2014
was held simultaneously at 21 cities in 160 sub-
centres, from 15-02-2014 to 28-02-2014. Total 24,640
applications were received whereas 13,169
candidates (53.44%) appeared in the Examination.

Officers who completed Specialized Training
Programmes (STP) for different Groups/Services
during 1st quarter of 2014. Four candidates remained
absent and 03 were granted deferment. Details are

Recruitment Rules for Ex-Cadre Positions
The Commission approved recruitment rules for 17
fresh cases and 39 revised cases of various posts
referred by Ministries/Divisions, which include
Defence, Education & Training, Housing and Works,
Ports and Shipping, Railways, Petroleum & Natural
Resources, Law, Justice & Human Rights,
Commerce, Interior, Foreign Affairs, Science &
Technology, KA & NA, CADD, Establishment
Division, Kashmir Affairs & Gilgit Baltistan Division,
Statistics Division, Poultry Production Division(GB),
NIPA(Lahore), FIA, FPSC, FBR, PM(Secretariat),
National Savings, GB Secretariat, AJ&K Council,
Federal Board of Revenue, Marine Fisheries
Department (Karachi) and different departments
under administration of (GB). Recruitment Rules of 22
cases were in process during the period under report.
General Recruitment for Ex-Cadre Positions
The Commission processed following activities for
recruitment against ex-cadre positions in various
Ministries/Divisions/Departments during the 1st quarter
(January-March) 2014.
i) Advertisements
The Commission released 02 consolidated
advertisements via press/ online services for 215
posts in BS-16 & above, which were requisitioned by
various Ministries/Divisions/ Departments, during the
1st quarter of 2014.
ii) Schemes and Syllabi for Professional/ Screening Tests
Test Schemes and Syllabi for 56 recruitment cases
against 215 posts were finalized during the 1st quarter
of the year by Curriculum & Research Wing. After
approval of the Commission, these were placed on
FPSC website for advance information of the
candidates.
iii) Interviews conducted by the Commission for Ex-Cadre Positions
The Commission, during 1st quarter of 2014,
conducted interviews of 225 short listed candidates
against 94 posts and made recommendations of 64
candidates for various posts in BS-16 to BS-19. The
FPSC reported failure to the requisitioning
Departments/Ministries on 30 posts, due to
insufficient response, etc. The main causes of failure
were non-availability of eligible candidates from
specific region/quota and non-qualification of
interview by the candidates. Statistics on various

iv) Alternate Nominations Occasionally, the principal nominees recommended by
the Commission for different position(s) do not join for
one reason or the other. The Commission on receipt of
such reports from concerned Ministries/ Divisions/
Departments, recommended 10 alternate nominees
against recruitment in BS-16 to BS-18, who were next
on merit in waiting list, for different recruitment cases.

Use of IT in FPSC Recruitment and Selection system
i) General Recruitment
The Commission received 72,925 applications during
the period January-March 2014, in response to
consolidated advertisement Nos. 01 & 02 of 2014
which were processed by the I.T Wing of FPSC. In
addition Summary bio-data of preselected candidates
were produced for conduct of interviews of shortlisted
candidates.
ii) Competitive Examination
CSS software module was updated to incorporate
improvements in the process of CSS Competitive
Examination-2014. Reports relating to CSS were also
generated inline with revised SOPs.
iii) Professional & Promotional Examinations
Different reports relating to admission certificate,
attendance lists/sheets for FPO Examinations of 07
Services/Groups were generated.
iv) Online Services
a. Online Applications for General Recruitment
In response to consolidated advertisement No.
01 & 02/2014, total 72,786 application were
received online which indicates great trust on
FPSC to introduce use of IT by the candidates to
apply online
b. Admission Certificate Information
Facility to view online admission certificate for
written examination particulars, including roll no,
date and time of the test, centre detail etc. was
provided for CSS Competitive Examination-2014.
Admission certificates of candidates were placed
online and candidates were provided the facility
to get the print of same as well.
v) SMS Based Information Delivery System
During the period under report, 87,480 SMS were sent
to the candidates on their cell phone numbers
regarding major events, including acknowledging their
online applications, schedule of tests, interviews and
personal hearings, etc.
vi) IT Training
IT Orientation Programme was scheduled with an
objective to impart basic computer training to all
Deputy Directors and Assistant Directors of the
Commission.
vii) Provision of Data to Control Room
During the conduct of CSS Competitive Examination
2014, all relevant data was provided to control room
enabling them to respond to the queries/ issues
emerging at various centres throughout Pakistan
viii) Website Management
FPSC’s website www.fpsc.gov.pk has been an
important online service for information dissemination
to the general public as well as candidates applying
for various posts. All major events relating to
placement of consolidated advertisement
No.1&2/2014 for inviting applications online,
placement of interview programme, syllabi, Press
release, FPSC Annual Reports and Newsletters.
Details of information centres of FPSC etc and FAQ’s
were duly uploaded on the FPSC website.
Redressal of Grievances of Candidates
Candidates aggrieved by the Commissions’ decisions
have the right to make Representations/ Review
Petitions to the Commission under Section 7(3) of the
FPSC Ordinance 1977, besides having recourse to
other legal remedies. Appeals/Petitions submitted by
the candidates are mainly relating to matters of
Recruitment Cases, Competitive Examination, SOPE
and HR Cases, etc. which are sub-judice at various
Forums/Courts of Law. Detail of such cases is as

Appointments in FPSC
Following appointments and promotions in the
Commission were made during the period January-
March, 2014.
Member FPSC:
Mr. Imtiaz Hussain Qazi joined
FPSC as Member on 06thJanuary,
2014. Chairman, FPSC administered
the Oath of Office to Mr. Imtiaz
Hussain Qazi in a graceful ceremony attended by
Members and Senior Officers of FPSC.

Mr. Amjad Khan was appointed as Assistant
Network Administrator (BS-16) and he
assumed charge of the said post on
21.01.2014.
Mr. Muhammad Mursaleen Assistant In

the charge of the said post on 27-03-2014.
