Representatives Rebecca Griffin, MSN, RN, Director; Johnette McKown, President; Fred Hills, Vice-President of Instruction; and Glynnis Gaines, Dean of Health Professions were present and available to answer questions.

Motion by David Saucedo; Second by Francis Stokes Move to change the approval status for the McClennan Community College Associate Degree Nursing Education Program in Waco, Texas from Full Approval with Warning to Conditional Approval based upon the NCLEX-RN® examination pass rate for 2018, findings in the 2017 Self Study Report, and areas for improvement to align with Rule 215, as indicated in the letter and Board Order: 1. The program shall not enroll students while on conditional approval status. 2. The program will remain on conditional approval status until the program demonstrates a pass rate for first-time candidates of at least 80% for the 2019 NCLEX-RN® examination year. The

The Board held a Public Hearing on the Proposal to Establish a New Associate Degree Nursing Education Program submitted by Texas Southmost College in Brownsville, Texas. Representatives Adela Garza, BS, Board of Trustees Chair; Jesus Roberto Rodriguez, PhD, TSC President; Scott Nelson, BS, NRP, LP, Interim Dean of Health Professions; Beth Kasprisin, MSN, APRN, Proposed Director were present and available to answer questions.

Motion by Patti Clapp; Second by Diana Flores Move to grant initial approval to Texas Southmost College to establish a new Associate Degree Nursing Education Program in Brownsville, Texas and impose the conditions and requirements as outlined in the Board Order: 1. The program shall not admit more than one (1) cohort of 24 generic students in Fall 2019, one (1) cohort of 24 generic students in Spring 2020, and one (1) cohort of 10 LVN to ADN students in Summer 2020 until the program achieves Full Approval from the Board. Practice-breakdown (NPREP)

adapted version of the TERCAP Protocol that will be utilized by Nursing Peer Review Committees for better evaluation of nursing practice breakdown. Since the last Board meeting a name for the new resource tool has been created and this project will now be known as Nursing Peer Review Evaluation of Practice-breakdown or NPREP. Board staff are in the final stages of this resource tool’s development after receiving stakeholder feedback through three focus groups discussions and a survey of a hospital system in the understanding of its use. Staff anticipate that this resource tool will be finalized in the upcoming months, during this time Board staff will also work diligently on the creation of an orientation module to disseminate this resource tool’s intent and instructions. In October of 2018, Board staff provided a hospital system in Texas pilot education surrounding this resource tool to determine the impact of the education on nursing peer review committees and to obtain feedback from participants on ways to improve the education and/or the resource. This educational intervention provided Board staff with data and suggestions for improvement surrounding the education and use of this newly adapted resource. This information will guide Board staff in the development of the orientation modules that will be presented to nursing peer review committees across the state of Texas later this year both in person and online. Next steps for Board staff will involve finalization of the instrument and the creation of education for its dissemination to Nursing Peer Review Committees.

OPEN FORUM Board President Kathy Shipp announced the format and invited participation from the audience. Lolly Lockhart came forward to present the board with the original of her thesis on the History of the Nursing Practice Act, 1909-1959. Ms. Lockhart contributed the bound thesis to the Board for keeping with the Board’s historical reference materials. No other speakers came forward and the open forum was closed.
