El pedido de investigarla denuncia de Nismanpresentado por la DAIA sebasó, entre otros elementos,en una llamada telefónicaentre el entonces cancillerTimerman y el dirigentejudío Guillermo Borger enla que el funcionario serefería a la responsabilidadde Irán en el atentado.

La jueza Ana MaríaFigueroa también avaló laapertura de la pesquisa,pero con algunasobjeciones: “ la tes isexpuesta por el FiscalNisman no luce razonable,ya que el dictado de unaley (por el Memorando) nopuede conllevar per se lacomisión de un del i to(pero) no han s idosuficientes las razonesexpuestas para sustentar ladesest imación de ladenuncia de los presuntoshechos ilícitos”.

LIVONIA, Dec. 27, 2016(AP): When voters turneddown a $600,000 requestfrom Schoolcraft Collegein the fall of 2015 by a fewhundred votes, thingslooked bleak forSchoolcraft officials’ planto improve the school’sinfrastructure and moveforward on new buildingson campus.

Now the outlook ismuch more positive, thanksto creative partnershipsbetween the college andsome private organiza-tions. Schoolcraft is a pub-lic community college inLivonia, funded both bystudent tuition and prop-erty taxes.

“The question facing uswas, were we willing to giveup on all the projects thatneeded to be done,”Schoolcraft PresidentConway Jeffress told FreePress (http://on.freep.com/2iC1mPo ).

The answer? No.So a couple of major

projects were put back onthe table, including thebuilding of a $6 millionsports dome. The 110,500-square-foot sports domemeasures 260 feet wide by425 feet long and can beused year-round. There isalso a parking lot and out-door field.

The dome was built withUniversal Properties andManagement Inc., which

signed the bill Wednesday.It mandates the State

Board of Education to revisethe high school social stud-ies content standards by May2018 or the next update ofstate curriculum standards,whichever occurs first.

Also,the school’s renowned culi-nary program will staff a con-cession stand that will movepast the normal junk fooditems and be a place wherebusy parents can feed theirchildren in between schooland soccer practice whilegiving the Schoolcraft stu-dents a chance to learn andcook.

Schoolcraft also enteredinto an agreement to build amore than 90,000-square-foot MASCO World Head-quarters building on its prop-erty. Having MASCO on thecollege property will allowfor Schoolcraft students tomore easily do internships atthe company. Company em-ployees will also be able toattend Schoolcraft classes orclasses through Wayne StateUniversity, which has a sat-ellite campus onSchoolcraft’s grounds.

But buildings weren’t theonly new things to campus.Infrastructure, includingparking lots, a new road ring-ing the campus and a newtraffic light at an access road

from the campus to 7 Milewere also added in conjunc-tion with Universal Proper-ties and Management.

The roads are MikeWillis’ favorite part of theupgrade.

“It’s so much easier toget around,” said Willis, 25,who has taken classes atSchoolcraft for severalyears. “I think the dome iscool, but I don’t really useit, but I drive around cam-pus all the time and it’smuch better than it used tobe.”

The move to use privatedevelopers was Schoolcrafttaking advantage of what ithas.

“We have assets—landand location—developerswant,” Jeffress said. “I’mtrading off time right now.I’m willing to wait a littlebit for money, while devel-opers want it up front. Atsome point in the near fu-ture, (the college) will get adecent money flow. Noth-ing that was done is drain-ing money away from ouracademic program.”

The college has alsostarted new programs, in-cluding a beer-brewing de-gree.

“We are trying to makemoves that are consistentwith the mission of the col-lege,” Jeffress said.

A large, Latino family,whose roots run deep in theToledo area, are mourningthe loss of a couple killed ina crash involving an SUVand tractor-trailer in Vir-ginia just before the holi-days. Daughter Debra wasseriously injured.

Margaret (née Perales)Layne, 59, and her husband,Robert L. Layne, 80—bothresidents of Davis Wharf,VA—died at the scene ofthe crash in Capeville, VA.According to Virginia StatePolice, the couple’s 2005Chevrolet SUV collidedwith the big rig as it turnedright into a parking lot inthe northbound lanes ofRoute 13 in NorthamptonCounty. The SUV struck theside of the tractor-trailer. Thecrash is still under investi-gation and occurred on Tues-day evening, Dec. 20, 2016.

Adult daughter, DebraSánchez Anderson, wasriding in the backseat of theSUV at the time. Medicstook her to a nearby hospitalwith non-life threateninginjuries, where she under-went successful surgery.

Benito— was the founderand president of the MexicanAmerican Patriotic Associa-tion and the promoter of manytejano/conjunto dances andconcerts. He co-formed thebands of Los Alegres delNorte, La Orchestra Perales,Conjunto Perales, and LosImperials Mariachis.

Along with his daughter,Lulu, Benito directed/man-aged Los Charros del Norte,a sensational Mexican-American folkloric dancegroup. She and her familyalso owned a popular Mexi-can-American restaurant inEast Toledo, Perales Restau-rant.

Margaret’s son, DavidSánchez,Jr., is a successfulhip hop/rapper in the Toledoarea.

Robert, a native of Bell’sNeck, VA, is the son of thelate Robert S. Layne and thelate Evelyn Budd Layne.Margaret is the daughter ofLucia [née Martínez] Peralesof Toledo, OH and the lateBenito Perales, Sr.—both ofher parents were natives ofTexas, migrating at a youngage to the Toledo area.

Collectively, the Laynesare also survived by six chil-dren: Debra A. Anderson andher husband, Lincoln, ofBelle Haven, VA; David

LOS ANGELES, Dec. 29,2016 (AP): Debbie Reynoldsembodied the sunshine ofpostwar-USA on the screenas she matched steps withGene Kelly in “Singin’ in theRain.”

Carrie Fisher brought thesarcasm and cynicism of theBaby Boomers to her mov-ies, books and stage shows,even when she was playing aprincess in “Star Wars.”

The mother and daugh-ter, separated by so manydifferences both personaland generational, are likelydrawn closer in the publicmemory after their deaths onsuccessive days.

Reynolds died onWednesday at age 84, just asshe and the rest of the worldwere starting to mourn herdaughter Carrie Fisher, whodied on Tuesday at 60, daysafter falling ill on a flight.

Even after a year of shock-ing and constant celebritydeaths, the one-two punch ofFisher and Reynolds broughta staggering finale to 2016.

Reynolds’ son ToddFisher said his sister’s deathwas “just too much” for hismother.

“She said, ‘I want to bewith Carrie,”’ Fisher told TheAssociated Press by phonefrom Cedars-Sinai MedicalCenter, where Reynolds hadjust died after being rushedthere earlier in the day. “Andthen she was gone.”

No cause of death has beenrevealed for either woman.

Both mother and daugh-ter enjoyed the heights ofshow business success andendured the depths of per-sonal troubles. Their rela-tionship for years ranged fromstrained to non-existent, atheme frequently exploredin Fisher’s writing, but late inlife they became allies andclose confidantes in theirstruggles.

Ms. Reynolds lost onehusband to Elizabeth Taylorand two other husbands plun-dered her for millions.

Ms. Fisher struggled fromearly in life with addictionand mental illness.

“There have been a fewtimes when I thought I wasgoing to lose Carrie,”Reynolds said when OprahWinfrey interviewed bothmother and daughter in 2011.“I’ve had to walk through alot of my tears. But she’sworth it.”

As Fisher tried to distanceherself from Reynolds, shebarely spoke to her motherfor nearly a decade.

“It’s very hard when yourchild doesn’t want to talk toyou and you want to talk tothem, and you want to touchthem, you want to holdthem,” Reynolds toldWinfrey. “It was a total es-trangement.”

Reaction to Reynolds’death was swift and emo-tional.

“Debbie Reynolds, a leg-end and my movie mom. Ican’t believe this happenedone day after Carrie,” AlbertBrooks, who played oppo-site Reynolds in “Mother,”said on Twitter.

But at 19 with little danceexperience, she managed tomatch Kelly and DonaldO’Connor, two of the screensmost masterful dancers, step-for-step.

“Gene Kelly was hard onme, but I think he had to be,”Reynolds, who more thanheld her own in the movie,said in a 1999 Associated Pressinterview. “I had to learn ev-erything in three to six months.Donald O’Connor had beendancing since he was threemonths old, Gene Kelly sincehe was 2 years old.”

After her transition fromstarlet to star, Reynolds be-came popular with teenagegirls and even more so when in1955 she married EddieFisher, the pop singer whosefans were equally devoted.

The couple made a movietogether, “Bundle of Joy,”which seemed to mirror the1956 birth of Carrie. The Fish-ers’ next child was Todd,named for Eddie’s close friendand Taylor’s husband, show-man Mike Todd.

During this period,Reynolds had a No. 1 hit onthe pop charts in 1957 with“Tammy,” the Oscar-nomi-nated song from her film“Tammy and the Bachelor.”But the Cinderella story endedafter Mike Todd died in a 1958airplane crash. Fisher con-soled the widow and soonannounced he was leaving hiswife and two children to marryTaylor.

The celebrity worldseemed to lose its mind. Tay-lor was assailed as a husbandstealer, Fisher as a deserter.Reynolds won sympathy asthe innocent victim. A coverheadline in Photoplay maga-zine in late 1958 blared: “Smil-ing through her tears, Debbiesays: I’m still very much inlove with Eddie.”

Fisher’s singing careernever recovered, butReynolds’ film career flour-ished.

The 1964 MeredithWillson musical “The Unsink-able Molly Brown,” withMolly’s defiant song “I Ain’tDown Yet,” brought Reynoldsher only Academy Awardnomination.

She also starred with GlennFord in “The Gazebo,” TonyCurtis in “The Rat Race,” FredAstaire in “The Pleasure ofHis Company,” Andy Griffithin “The Second Time Around,”with the all-star cast in “Howthe West Was Won” and

Ricardo Montalban in “TheSinging Nun.”

And she provided thevoice of Charlotte in the1973 animated “Charlotte’sWeb,” the same year she re-ceived a Tony nominationfor her starring role in theBroadway revival of“Irene,” in which her Fisheralso appeared.

But marital woes madelife outside entertainmentdifficult.

In 1960 Reynolds mar-ried shoe magnate HarryKarl. The marriage ended in1973 when she discoveredthat Karl, a compulsive gam-bler, had devastated her as-sets.

Reynolds’ third mar-riage, to Virginia business-man Richard Hamlett in1984, proved equally disas-trous. In 1992, againstfriends’ advice, she paid $10million to buy and convert afaded Las Vegas hotel intothe Debbie Reynolds Hoteland Casino, where she per-formed nightly.

Reynolds ended up fil-ing for bankruptcy in 1997and accusing Hamlett ofmaking off with her money.

“All of my husbands haverobbed me blind,” she saidin 1999.

In her later years,Reynolds continued per-forming her show, traveling40 weeks a year. She alsoappeared regularly on tele-vision, appearing as JohnGoodman’s mother on“Roseanne” and a mom on“Will & Grace.”

In 1996 she won criticalacclaim in the title role ofAlbert Brooks’ movie“Mother.” Reynolds andher daughter were featuredtogether in the HBO docu-mentary “Bright Lights,”scheduled for release in2017.

Eventually, she recon-ciled and teamed up withTaylor—long since di-vorced from Fisher—andtwo other veterans, JoanCollins and MacLaine, forthe 2001 TV movie “TheseOld Broads.” The script, co-written by Carrie Fisher, wasabout aging, feuding ac-tresses who get together fora reunion show. Reynoldswould look back wryly onthe Taylor affair, acknowl-edging that no man couldhave resisted Taylor, whodied in 2011.

Reynolds received anhonorary Oscar in 2015, theJean Hersholt HumanitarianAward, but was too ill toattend the ceremony. Hergranddaughter, actressBillie Lourd, accepted thestatuette in her honor.

Reynolds took solaceand strength in her last yearsfrom her renewed closenesswith her daughter.

“I would say that Carrieand I have finally found hap-piness,” Reynolds toldWinfrey in 2011. “I admireher strength and survival.”

La película ha recibidobuenas respuestas delpúblico en los pocos cinesdonde se ha presentado an-tes de su estreno en EstadosUnidos el día de Navidad

La alegría en torno a lapelícula es relativamentenueva, aunque Washingtonsabía que tenía buenasposibilidades. “Fences”, laobra de teatro escrita porWilson en 1983 sobre unafamilia afroestadounidenseen Pittsburgh de 1950, habíaganado el Premio Pulitzer ypremios Tony para el elencooriginal de Broadway, asícomo otros premios Tonypara Washington y ViolaDavis en su reposición de2010. Pero era la primeraadaptación al cine de la obray el tercer proyecto de Wash-ington detrás de cámara.

“Al comienzo de lapelícula había presión. Eracomo ‘todo eso funcionó,todo salió bien, íno lo echesa perder!”’, dijo Washing-ton. “Mi preocupación eraprimero August Wilson ydespués mis actores. Es algo que no senecesita decidir en una obrade teatro, donde todos puedenver todo lo que pasa. Enalgunos casos Washingtonamplió las escenas, en otras,corta para presentar otra per-sona en la cocina escuchandoalgo o se detiene en Davis porun momento en vez de cerrarla escena inmediatamente. Aveces va en sentido contrarioy aumenta el dinamismo delmomento.

Para imaginar las cosasmejor, Washington, recordóel consejo de Sidney Lumet ypreparó un ensayo de dossemanas. Rentó una iglesiagrande en Pittsburgh, marcóla escenografía usando cintaadhesiva en el piso y contratóactores suplentes para seguirel guion al pie de la letra. Dec. 27, 2016: Newlywidowed, Kay McCowenquit her job, sold her house,applied for Social Securityand retired to Mexico. It wasa move she and her husband,Mel, had discussed beforehe passed away in 2012.

“I wanted to find a placewhere I could afford to liveoff my Social Security,” shesaid. “The weather here is soperfect, and it’s a beautifulplace.”

She is among a growingnumber of US-Americanswho are retiring outside theUnited States. The numbergrew 17 percent between2010 and 2015 and is ex-pected to increase over thenext 10 years as more babyboomers retire.

Just under 400,000 US-American retirees are nowliving abroad, according tothe Social Security Admin-istration. The countries theyhave chosen most often:Canada, Japan, Mexico,Germany, and the UnitedKingdom.

Retirees most often citethe cost of living as the rea-son for moving elsewheresaid Olivia S. Mitchell, di-rector of the Pension Re-search Council at the Uni-versity of Pennsylvania’sWharton School.

“I think that many peopleretire when they are in goodhealth and they are inter-ested in stretching their dol-lars and seeing the world,”Mitchell said.

McCowen’s rent in Ajijic,a community outsideGuadalajara near Mexico’sLake Chapala, is half of whatshe was paying in Texas.And since the weather ismoderate, utility bills areinexpensive.

In some countries,Mitchell said, retirees alsomay find it less expensive tohire someone to do their laun-dry, clean, cook and evenprovide long-term care thanin the United States.

McCowen has a commu-nity of other retirees fromthe U.S. nearby and has ad-justed well.

But for others there arehurdles to overcome to ad-just to life in a different

country.Viviana Rojas, an associ-

ate professor at the Universityof Texas at San Antonio, saysthe biggest obstacle is notspeaking the language orknowing the culture.

“Many of the people weinterviewed said they spokeSpanish, but they actuallyspoke very little Spanish,”said Rojas, who is writing abook about retirees in Mexico.“They didn’t have the capac-ity of speaking enough Span-ish to meet their basic needslike going to the doctor or tothe store.”

Access to health care alsocan be a challenge. While re-tirees still can receive SocialSecurity benefits, Medicareis not available to those liv-ing abroad, Mitchell said.

Joseph Roginski, 71, saysthat while the cost of living ishigher in Japan, access tohealth care is not. “Things arevery expensive here. It is im-possible to live off Social Se-curity alone,” said Roginski,who was stationed in Japan in1968. “But health insuranceis a major factor in stayinghere.”

The former military lan-guage and intelligence spe-cialist said he pays $350 an-nually to be part of Japan’snational health insurance. Hispolicy covers 70 percent ofhis costs. The rest is coveredby a secondary insurance pro-gram for retired military per-sonnel.

Japan experienced biggestgrowth, 42 percent, of US-American retirees than anyother country between 2010and 2014, according to datafrom the Social Security Ad-ministration. The large U.S.military presence in the coun-try may be a factor.

There are more than50,000 U.S. military service-men and -women stationed inJapan. The presence is so largethat in the island of Okinawa,the U.S. military occupiesabout 19 percent of the area,according to Ellis S. Krauss,professor emeritus of Japa-nese politics and policy-mak-ing at the University of Cali-fornia, San Diego.

Roginski, who volunteersfor the Misawa Air Base Re-

tiree Activities Office, saidhe helps connect more than450 retirees and their fami-lies living in Northern Japanwith resources. He said hewould never move back tothe United States.

“We have a real strongsense of security here,” hesaid. “I can leave my doorunlocked and no one willtake anything. When I go toanother country I feel ner-vous, but when I come backI feel like I’m home.”

Mexico has become homefor retired firefighter, DanWilliams, 72, and his wife,Donna, 68. The couple hasbeen living near the sameretirement community inLake Chapala for 14 years.

“The climate and themedical services are verygood,” Williams said.

Williams teaches paint-ing to adults and childrenand puts together a monthlymagazine for the local Ameri-can Legion. He is also a mem-ber of the Lake Chapala So-ciety, which offers daily ac-tivities for US-American re-tirees.

Dec. 28, 2016: The U.S.Department of Educationreleased three new sets ofguidance today to assist thepublic in understanding howthe Department interprets andenforces federal civil rightslaws protecting the rights ofstudents with disabilities.These guidance documentsclarify the rights of studentswith disabilities and theresponsibilities of educationalinstitutions in ensuring that allstudents have the opportunityto learn.

The guidance releasedincludes: a parent and educatorresource guide; a DearColleague letter (DCL) andquestion and answer documenton the use of restraint andseclusion in public schools;and a DCL and question andanswer documents on therights of students withdisabilities in public charterschools.

“These guidancedocuments share informationwith our full schoolcommunities – educators,parents, and students – aboutimportant educational rights,including school obligationsto identify, evaluate, and servestudents with disabilities,” saidCatherine E. Lhamon, theDepartment’s assistantsecretary for civil rights.“Vigilant attention to the rightsof students with disabilities willhelp ensure fair treatment forevery student and that everystudent has equal access toeducational programs and hasan opportunity to experiencesuccess.”

The Parent and EducatorResource Guide to Section 504in Public Elementary andSecondary Schools, issued bythe Department’s Office forCivil Rights (OCR), provides abroad overview of Section 504of the Rehabilitation Act of1973 (Section 504). Theguidance describes schooldistricts’ nondiscriminationresponsibilities, includingobligations to provideeducational services tostudents with disabilities, andoutlines the steps parents cantake to ensure that their childrensecure all of the services theyare entitled to receive.

Among other things,the Section 504Parent and EducatorResource Guide:

• Defines and provides ex-amples to illustrate the mean-ing of key terms used in Section504.

• Highlights requirementsof Section 504 in the area ofpublic elementary and second-ary education, including provi-sions related to the identifica-tion, evaluation, and placementof students with disabilities,and procedures for handlingdisputes and disagreementsbetween parents and schooldistricts.

The second guidance pack-age released by OCR ad-dresses the circumstancesunder which use of restraint orseclusion can result in discrimi-

nation against students withdisabilities, in violation of Sec-tion 504 of the RehabilitationAct of 1973 and Title II of theAmericans with DisabilitiesAct (ADA). The Department’sMay 15, 2012, Restraint andSeclusion: Resource Docu-ment suggested best prac-tices to prevent the use ofrestraint or seclusion, recom-mending that school districtsnever use physical restraint orseclusion for disciplinary pur-poses and never use mechani-cal restraint, and that trainedschool officials use physicalrestraint or seclusion only if achild’s behavior poses immi-nent danger of serious physi-cal harm to self or others. TheDCL and question and an-swer document released to-day offer additional informa-tion about the legal limitationson use of restraint or seclu-sion to assist school districtsin meeting their obligations tostudents with disabilities.

The third guidance pack-age released today was devel-oped by OCR and the Office ofSpecial Education and Reha-bilitative Services (OSERS).The jointly-issued Dear Col-league Letter and questionand answer documents willhelp update educators, par-ents, students, and otherstakeholders to better under-stand the rights of studentswith disabilities in public char-ter schools under Section 504and IDEA.

These documents provideinformation about how to pro-vide equal opportunity in com-pliance with Section 504 in keyareas such as charter schoolrecruitment, application, ad-mission, enrollment anddisenrollment, accessibility offacilities and programs, andnonacademic and extracur-ricular activities. The docu-ments are responsive to theU.S. Government Account-ability Office’s 2012 report,Charter Schools: AdditionalFederal Attention Needed toHelp Protect Access for Stu-dents with Disabilities, whichincluded the recommendationthat the Department issueupdated guidance on the ob-ligations of charter schools.

“It is critical to ensure thatchildren with disabilities haveaccess to a free appropriatepublic education in charterschools,” said Sue Swenson,delegated the authority toperform the functions andduties of the Department’sassistant secretary for specialeducation and rehabilitativeservices. “These guidancedocuments are designed tosupport states, local educa-tion agencies, and charterschool personnel to under-stand their responsibilities un-der IDEA and Section 504.”

The Section 504 Char-ter guidance:

• Explains that charterschool students with disabili-ties (and those seeking to at-tend) have the same rights un-der Section 504 and Title II ofthe ADA as other

public school students withdisabilities.

• Details the Section 504 rightto nondiscrimination in recruit-ment, application, and admis-sion to charter schools.

• Clarifies that during theadmission process a charterschool generally may not ask aprospective student if he or shehas a disability.

• Reminds charter schools,other entities, and parents thatcharter school students withdisabilities have the right to afree appropriate public educa-tion (FAPE) under Section 504.

The IDEA Charterguidance:

• Emphasizes that childrenwith disabilities who attend char-ter schools and their parentsretain all rights and protectionsunder Part B of IDEA (such asFAPE) just as they would atother public schools.

• Provides that under IDEAa charter school may not uni-laterally limit the services thatmust be provided a particularstudent with a disability.

• Reminds schools that theleast restrictive environmentprovisions require that, to themaximum extent appropriate,students with disabilities at-tending public schools, includ-ing public charter schools, beeducated with students whoare nondisabled.

• Clarifies that students withdisabilities attending charterschools retain all IDEA rightsand protections included in theIDEA discipline procedures.

In addition to these docu-ments, the Department also re-leased a Know Your Rightsdocument designed for parentsto provide a brief overview ofthe rights of public charterschool students with disabili-ties and the legal obligationsof charter schools under Sec-tion 504 and the IDEA.

The mission of OCR is toensure equal access to educa-tion and to promote educa-tional excellence throughoutthe nation through the vigor-ous enforcement of civil rights.Among the federal civil rightslaws OCR is responsible forenforcing are Title VI of theCivil Rights Act of 1964; TitleIX of the Education Amend-ments of 1972; Section 504 ofthe Rehabilitation Act of 1973;and Title II of the ADA. In Montana , whichtook in just nine refugeefamilies from January toearly December, about adozen bill requests relatedto refugees, immigrationand terrorism have beenfiled ahead of nextmonth’s session. Themeasures include requir-ing resettlement agenciesto carry insurance thatwould defray the cost ofprosecuting refugees whocommit violent crimesand allowing towns andcities to request a morato-rium on resettlements intheir communities.

Delph said after the elec-tion that the U.S.government’s actions maymake immigration less of aproblem for the states.

Conservative lawmak-ers in other states such asMontana aren’t waiting tofind out, and are insteadlooking at measures to givetowns and cities a largervoice in the federal re-settlement process.

“We need to get seri-ous,” said Nancy Ballance,a Republican state repre-sentative from RavalliCounty.

Ballance said refugeesare a “gigantic issue” inher southwestern Montanacounty, just south of theliberal college city ofMissoula. “People expectto see some legislationbrought,” she said.

Away from work, her life iscentered on being just as en-ergized to help others dreamand achieve.

“It comes definitely frommy parents,” Cardenas said.“My dad is a very passionateperson in regards to anythinghe has ever done, and my momhas embedded in my brainthat I should always try tohelp a person and never waitto see what I can get in return.I’ve certainly seen the fruits ofthat.”

“To me, it’s just helpingother people and continuingto make kids realize their po-tential and help them be suc-cessful,” Cardenas said.

The Light of the WorldChurch on Thomason Streetin Lexington is another sourceof inspiration.

“Through our church, wehave very strong values thatare instilled in us by our inter-national director, and we al-ways want to strive to do bet-ter and bring everything backto our community,” she said.

Cardenas’ community in-volvement runs deep. Amongher activities, she is an incom-ing member of the board ofdirectors of the United Way ofDavidson County; the LatinoVillage coordinator onLexington’s MulticulturalFestival planning committee(Cardenas was recentlynamed the Lexington Parksand Recreation Department’sevent volunteer of the year);and she works closely withthe Lexington City SchoolsBoard of Education, whichincludes volunteering withProject Potential.

In Cardenas’ church com-munity, she is the member-ship coordinator for the Re-gional Alliance of Studentsand Professionals, an organi-zation that has helped 10youth go to college.

“That’s one of the greatthings about having thoserelationships,” Cardenassaid. “It helps push some ofthese young men who prob-ably would not have thatopportunity because theydon’t know the rightpeople.”

Cardenas hardly knewany people herself when shearrived in Lexington 22years ago, and that gives herhope.

“Sometimes I feel like ittakes forever, but over thelast couple of years, every-thing has come a little bitmore together for me in termsof being able to voice myopinion and letting peoplein the community know thatthere are other people fromdifferent backgrounds thatare trying to make that hap-pen,” she said.

“I have come a long way,and I continue to come along way, but that doesn’tnecessarily make me stopthere. I want to do evenmore,” Cardenassaid.”Excellence is not per-fection, but striving to dosomething better.”

“I hope people are stillopen to talking to us andgetting accurate informa-tion,” Poole said. “Ourdoors are definitely openfor conversation.”

Other state-level billsconflict with federal refu-gee laws and will lead tolawsuits, Rossi said.

COLUMBUS, Ohio, Dec.28, 2016 (AP): The investi-gative files of a completedcriminal case are a publicrecord under Ohio law andcan be released even if furtherappeals are possible, the stateSupreme Court ruledWednesday in a lawsuitbrought by the Ohio Inno-cence Project.

Public records lawyers hadargued that police depart-ments were improperly inter-preting earlier court decisionsand arguing they could shieldthe files of long-closed casesuntil the defendants died.

At issue was an attempt bythe Innocence Project to re-view the case of a man sen-tenced to 38 years in prisonfor killing a woman in 2005.The project doesn’t representdefendant Adam Saleh butwants to review the records,which Saleh alleges will bol-ster his claim that he didn’tdo it.

A divided court ruled Fri-day that the files, with someexceptions, become a publicrecord once a trial is over.

The court said that underOhio’s open record laws, thelawyer requesting Saleh’s file“had a clear legal right to therequested records and that re-spondents had a clear legalduty to provide the records,”said Justice Paul Pfeifer, writ-ing for the majority.

CLEVELAND, Dec. 19, 2016: The Cuyahoga County Board of Elections has concludeda week long hand count of the results from the November 8, 2016 Presidential Election.“I am proud to announce that the post-election audit numbers for the presidential racewere exactly the same as the results that came from our polling locations and highspeed scanners,” said Pat McDonald, the Director of the Board of Elections.

In the weeks leading up to the election there were claims that the election would berigged creating doubts about an accurate vote count. “During this tense electionseason I repeatedly assured voters that our election would be administered withtransparency and accuracy. The audit results confirm this fact and builds confidencein our democratic system,” said McDonald.

Post-election audits are required by state election law following general elections ineven-numbered years and following presidential primary elections. The CuyahogaCounty Board of Elections goes beyond this requirement by conducting auditsfollowing every election.

A total of 1,952 ballots were hand counted from United States Presidential contest.Election Day, absentee, and provisional ballots were included in the audit. The ballotswere selected at random and the process was conducted by politically balanced teamsof staff members over a period of one week. The audit was open to the public.

Some restaurant ownersmay consider reducing por-tion sizes or charging for sidedishes that were once includedin the price of a meal to absorbthe increase, according to

Ohio is not alone in re-stricting the release of po-lice records, but many states,including Florida, Georgiaand Idaho, generally requirethe release of closed files.
