CONTEXT
The ever increasing prominence of India on the global map has lead to a growing
demand for hard working and talented students good with computer skills,
communication skills and industry related skills. The doors of global job market are
opened to students who can speak fluently, compute quickly, write legibly and analyze
logically. The conventional curriculum offered through B.A., B.Com and B.Sc.,
courses does not impart requisite skills relevant for dynamic job market especially that
of emerging industries like Software and BPO. The Department felt the need to offer
training to bridge the skill deficit of students and to enable them seize employment
opportunities in job market.
INITIATIVE
The Govt. of Andhra Pradesh initiated Jawahar Knowledge Centres (JKC) in Degree
Colleges to help students learn and practice employability skills. These centers aim to
provide solution to the problem of unemployment faced by students studying non-
professional courses in Degree Colleges of AP.
OBJECTIVES
To impart requisite skills relevant for dynamic job market and to enable students to
seize employment opportunities.
To provide latest technologies to the students from poor and marginalized sections
of the society and to encourage them to compete with their urban counterparts
To enable the students climb the ladder of success by providing world class
infrastructure and experienced faculty
To help students realize their potential and aim high in life and to motivate students
to be creative, independent and self reliant
To provide SC and ST students with adequate knowledge and employability skills
To ensure empowerment of girl students by providing job skills
To conduct Job Fairs & Campus Recruitment drives and to facilitate the placement
of students trained in JKCs.

JKC Curriculum
Duration of Training
Each JKC runs 3-4 batches, with duration of 3 months in an academic year.
The first batch commences in the month of April and the last batch continues up to the
end of March of the academic year.
Curriculum Delivery
The JKC training activity is handled by Mentors
1. Fulltime Mentor:
Full time Mentors are engaged by the Commissioner of Collegiate Education through
open competition. These Mentors train the students in Analytical Skills and
Technical/Computer Skills.
2. Guest Mentor:
The regular English Lecturers of the college who are trained by experts from US
State Dept. through the English Language Fellow Program and Infosys are engaged
as Guest Mentors to train the students in Communication skills and Soft skills.
2. Other Faculty:
The regular Lecturers of the college are given training by Infosys ,Wipro and
ICICI to handle Analytical Skills.

TARGET GROUP
III Year Degree Students with good academic record are selected to impart training.
Mechanism for Implementation of JKC programme in Government Degree
Colleges
Students in JKCs of Degree Colleges are divided into two groups taking their future
outlook/plans into consideration
Group I: Students interested in pursuing higher studies after graduation and opt for
JKC training to obtain skills & to develop their personality Students of Group I
are imparted skills relevant their curriculum
Group II: Students requiring JKC training for immediate employment
In addition to the skills related their curriculum, students of Group II are imparted an
exclusive add on training module of 10 days @ 6 hrs a day on specific
employability skills with the following conditions
1. The HR mentor of the respective district has to identify local job opportunities
by visiting local companies/organisations that provide jobs/internship
programmes.
2. Complete 10 Day rigorous residential training is given to students as per the
requirement of the job identified.
3. Training is conducted in Colleges with attached hostels.
4. Consistent and reliable evaluation system for Periodical evaluation of
performance of students undergoing training and recording this performance.
Approach
Establishment of JKCs in all the Government, Private Aided and Private
Unaided Degree Colleges of the state.
Creating awareness among students by organizing orientation programmes on
JKCS
Selecting best and interested students of III Year Degree from all the streams
to undergo JKC training
Students are trained in industry needed skills & in e-Governance projects
CCE pools the best quality expertise from the Colleges/Universities and
Industries to prepare the curriculum and impart training at the JKCs
Inviting industries for sharing of knowledge, Best Practices, Technologies &
Tools.

Establishment of IT Infrastructure:
Establishment of IT Labs in 25 Govt. Degree Colleges exclusively for JKC
training
Establishment of English Language labs (ELL) in 75 Govt. Degree Colleges
Microsoft Campus Agreement with JKCs of all Govt. Degree Colleges
Use of English Language Software as supplementary learning tool in
Language labs for JKC training
Role of JKC Monitoring Cell:
JKC Monitoring Cell at the O/o CCE defines the role and functions of JKCs at each
college. JKCMC is involved in the following activities
Framing guidelines and administration of JKCs through trained mentors
Engaging Mentors in all JKCs
Tie up with different IT & ITES companies
Preparation of program manual for JKC and communication to all Colleges.
Conducting workshops with Principals, Key industry representatives to
explain the modalities of the program.
Monitoring the execution of all the Programs pertaining to JKC activities

Other programmes conducted on JKC platform
JKC Accounting Course (TALLY) was conducted exclusively for Commerce
students
JKC Special Training Program (STP) to train students to gain employment in
Govt. & Public sector units.
JKC Medical Transcription course was conducted on pilot basis under Rajiv
Udyoga Sri (RUS) scheme.
Infosys Project Genesis (IPG) training was given to Lecturers of Govt Degree
Colleges in Communication Skills and Analytical Skills at Infosys Campus,
Hyderabad as part of Industry orientation programs to faculty.
Add on Courses: 4 Govt Degree colleges (GDC Kakinada, GDC Guntur, GDC
Nellore, GDC Kurnool) submitted proposals to Govt. of India to start Add on
Courses which are in demand like Hospitality and Hotel Management.
GVK EMRI (Emergency Management and Research Institute) is a pioneer in
Emergency Management Services in India. 108 Emergency Response Service is
under PPP (Public Private Partnership) framework and is a 24X7 emergency service
for medical, police and fire emergencies. They recruit Emergency Medical
Technicians (EMT), Communication Officers (CO), Data Collection Officers
(DCO) for their various offices located in 8 states of the country. 7 job drives
conducted in 2010-11 at 7 GDCs and 271 students were selected.

Evaluation of JKCs by Centre for Innovations in Public Systems (CIPS)
About the study
The JKC programme has been running for a period of 7 years and the Department felt
the need to evaluate it in terms of the achievements in the stated objectives with
which the centre was established. CCE approached Centre for Innovations in Public
Systems (CIPS) to take up a state-wide study on the status of JKC centres and
suggest suitable recommendations to reinforce the programme.
Mechanism
The study was conducted in 53 Government colleges (10 colleges in Phase I and 43
colleges in Phase II) across Andhra Pradesh in 2013 – 2014. Capturing five major
stake holders’ opinion on Jawahar Knowledge Centres Training Programme –
Students, JKC Mentors, JKC coordinators, Principals of the College and Employers,
the study brought together the opinions from 1803 students, 91 mentors, 44
Principals, 54 JKC coordinators and 27 employers.
Observations by CIPS
The overall report by CIPS presents that all the stake holders are very positive about
JKC and the students expressed that they opt for JKC programme to acquire better
skills, government jobs, and higher studies. The curriculum of JKC meets the present
requirements and 90% of the students are under the impression that the program
meets their expectations.
Recommendations by CIPS
CIPS has given the final report which offered specific recommendations relating to four
major areas of JKC training programme i.e., I. Curriculum II. Placement assistance III.
Organisational Structure and IV. Financial Sustainability for strengthening JKC activity.
Implementation of Recommendations made by CIPS:
The stakeholders’ opinion gauged through the study provided the required inputs for
refurbishing the curriculum, adopting measures towards financial sustainability of the
programme and also the institution specific problems faced while running the JKC
programme.

1. Curriculum
Steps taken to improve the quality of curriculum transaction
JKC Monitoring Cell at O/o CCE devised a monitoring mechanism of uploading
the day wise schedule of all JKC centers to ensure the hours prescribed for
transaction of JKC curriculum are followed in all the JKC centres and in all the
batches for successful completion of prescribed training duration.
On line feedback form has been developed by JCKMC to gather the students
feedback and grievance regarding the training programme for successful
rectification of problems encountered by students.
Monitoring of JKC training activity through video call and conferencing has been
initiated to ensure effective curriculum delivery by installing Skype in 13 Nodal
JKC centers of A.P, which will be further extended to all Degree Colleges in the
state.
Printing of the JKC study material has been taken up by the JKCMC. The Subject
Experts Committee meeting was convened for the preparation of draft JKC study
material. The Review Committee reviewed the JKC material prepared by the expert
committee. Printing of the material is in the process.
2. Placement Assistance
Steps taken to improve job opportunities to students
Institutional level Students’ cell guided by JKC coordinators are constituted in each
college to look at the local job opportunity and help the coordinators and mentors
in activities relating to placements.
A database of JKC student profiles along with their academic achievements (From
10th onwards) is made accessible at institutional level to contact employers as well
as to strengthen placement assistance.
To share job drives among institutions, colleges are instructed to communicate the
schedule of job drives to other colleges in the district thus enabling the students
avail the placement opportunities.
To increase the number of placement drives at district level, HR mentor is engaged
at each district ID College. The HR mentor with the help of JKC nodal coordinator
shall ensure that all the JKC trained students attend the placement atleast once at
the district level.

3. Organizational Structure
A state level advisory body is constituted for JKC involving Company
representatives/entrepreneurs, University nominees (State and national level),
Professional agencies, Academicians, Principals, e.t.c. This committee shall review
and analyze the market trend and make necessary recommendation for the programme
to meet the future needs. The first meeting of the committee is scheduled in the month
of January 2015.
4. Financial Sustainability
Measures to make JKCs financially sustainable
With regard to Financial Sustainability of JKC training programme, CIPS stated
that very low honorarium given to mentors is the major problem confronting the
JKC programme and hence recommended to enhance honorarium of JKC mentors
for uninterrupted JKC activity. Hence the Department requested Government to
consider enhancement of honorarium to Full time Mentors.
A registration fee of Rs.50 is being collected from all students to utilize the amount
for the State level coordination of JKC activities and also for improving
placements by JKCMC
Centralized printing of the JKC study material has been taken up by the JKCMC to
reduce the cost of production of the material and also to provide students with quality
material.
