Job Description

Job Title: HR Partner Salary Grade: SO2 Portfolio: HR & Legal Services Department: Human Resources Responsible to: Senior HR Partner Post Objective:

To work in partnership with business areas to provide a

professional and tailored HR service that is responsive to

organisational needs and drives change and performance

improvement.

To support the development, integration and implementation

of corporate HR policy and practice.

Other Considerations:

It is essential that the postholder take all reasonable steps to

ensure that they maintain and positively contribute to their

continuous professional development.

The postholder will be required to work flexibly and occasionally outside office hours for which prior notice will be given.

Responsibilities:

1 Provide professional HR advice and support to Managers on a full range of HR

issues, ensuring compliance with DFRS policies, national terms and conditions of service corporate strategies and legal requirements.

2 Build and maintain collaborative and professional partnership links with HR colleagues, managers and other key stakeholders within the organisation and externally to deliver solutions to relevant business issues.

3 Work in partnership with managers on projects / initiatives to ensure that proposals for

change are professionally informed and consistent with good HR management practice.

4 In liaison with the Senior HR Partners, develop innovative solutions for the continual improvement of a professional HR service.

5 To champion HR initiatives across the organisation and act as change agents, leading, supporting and contributing to change initiation that are proposed or introduced that impact on people within the organisation.

6 Take responsibility for the design and delivery of relevant ‘toolkits’ to support managers in a ‘self-service’ approach to people management activities.

7 Undertake specific complex HR related project work and improvement projects as identified and when required.

8 Support the development and delivery of a professional HR service and associated products, programmes and approaches that result in the effective and efficient resolution of people performance issues, including change management.

9 Support Managers in the management and resolution of casework including well-being, attendance management and disciplinary in line with the escalation procedures contained in policies. Where appropriate, support managers in one to one meetings with staff and provide advice with investigations, hearings and outcome options.

10 Make referrals to the Independent Qualified Medical Practitioner in relation to long term sickness absence cases/potential retirements.

11 Research, develop and amend employment policies and procedures in line with current employment legislation and the national conditions of service, including equality impact assessments. Present these to SLT as required.

12 Consult with representative bodies on issues relating to standard employment policy development / review.

13 Monitor the application of employment policies and procedures and ensure that these are regularly reviewed and re-issued as required.

14 Develop and amend employment contracts in accordance with organisational policies and procedures, best practice and employment legislation.

15 Undertake job evaluation analysis, grading assessments and organisational reviews including interviewing staff, researching qualifications etc, including occupational standards as necessary and preparing and presenting reports as required.

16 Support resourcing and promotion activities as appropriate, liaising with Managers to advise on the most effective approach. Highlight potential impacts on workforce planning to the Senior HR Partner (People and Wellbeing).

17 Responsible for the development and delivery of training for managers on key aspects of employee relations.

18 Champion inclusion and equality and best practice HR activities to ensure the effective management of people through the fair, efficient and consistent application of policy and procedures; this will include the training and coaching of managers as identified.

19 Provide advice to the Payroll Notification section on matters pertaining to the application of conditions of service and notify them accordingly of any specific impacts for employees.

20 Ensure the effective communication across the organisation of any new developments or changes to HR policy, procedures or employment legislation.

21 Prepare reports, notices, delegated powers and committee items pertaining to employment matters as directed.

22 Ensure that the services provided are responsive to business need, add value and

that KPI’s for the function are met and exceeded.

23 Maintain confidentiality of information acquired in the course of undertaking duties for the department and ensure compliance with regulations relating to access and processing of personal information.

24 Understand and comply with all policies, procedures and relevant legislation.

25 To undertake any other reasonable duty, commensurate with the grading and responsibility of the post, across the Service in order to meet Service priorities and business continuity requirements.
