1.1. ATISATIS 132.4 121.7 (Russian)
1.2. NOISE ABATEMENT PROCEDURESNoise abatement procedures shall be executed by all ACFT during take-off, climb-ing and approach phases, but not at the expense of the reduction of flight safety.
1.3. LOW VISIBILITY PROCEDURE (LVP)LVP are applied when RVR is less than 550m.When visibility is less than 350m, ACFT taxiing shall be carried out after Follow-me vehicle only, under control of PLATOV Ground, strictly along TWY centerlines,irrespective of ACFT stand to the marking of the RWY holding position on TWY A1and A7.
ARRIVALArriving ACFT is met by Follow-me vehicle on TWYs A1, A2, A4, A6 and A7 fortaxiing to the assigned stand. The flight crew reports the presence of Follow-mevehicle using the phrase:"PLATOV Ground" + ACFT call sign + "Alfa 4, Follow-me vehicle is in front ofus"After execution of a Cat II approach and landing, the flight crew must report thevacation of the RWY and the ILS-critical areas. The areas must be vacated com-pletely, and as soon as possible.
DEPARTURE
During LVP the following is prohibited:- Take-off not from the RWY beginning.- Take-off without stop at line-up position.- Crossing the RWY holding position without permission of PLATOV Tower.Flight crews must request start-up clearance when ready indicating the standnumber.After receiving clearance, the flight crew must execute towing or taxiingimmediately.LVP is terminated when RVR is 550m or more.
1.4. TAXI PROCEDURESACFT taxiing and towing shall be executed along RWY and TWY centerlines, apronand stand taxi guidelines after clearance by GROUND.ACFT shall be escorted by Follow-me vehicle on request.At night and during daytime when visibility is 2000m or less, taxiing shall be per-formed with navigation lights and taxi lamps on.
1.5. OTHER INFORMATIONTo optimize air traffic flow when RWY is dry, take-off and landing can be exe-cuted with tailwind component not exceeding 3m/s. In case take-off or landingprocedures with current tailwind component do not ensure flight safety, pilot-in-command must request another direction.Birds.

2.2. WHEN UNABLE STAR/RNAV (GNSS) STARIf flight crew has no information about RNAV (GNSS) STAR/STAR parameters, fol-lowing approach procedures, or is unable to maintain assigned RNAV (GNSS)STAR, the flight crew must report to APP controller and request vectoring forarrival/approach.
2.3. CAT II OPERATIONSRWYs 05 and 23 approved for CAT II operations, special aircrew and ACFT certi-fication required.
2.4. OTHER INFORMATIONDownwind landing shall be carried out for the purpose of expediting traffic.Pilot-in-command is responsible for making the decision to execute such landing.
3.1. START-UPOn engine start-up until shutdown, flashing beacons must be switched-on.
3.2. NOISE ABATEMENT PROCEDURESNoise abatement procedures shall be carried out according to the requirements ofthe Aeroplane Flight Manual for the given ACFT type.Noise abatement procedures shall not be carried out in case of:- Wind shear;- Moderate turbulence;- Icing.
3.3. WHEN UNABLE SID/RNAV (GNSS) SIDIf the flight crew has no information on SID/RNAV (GNSS) SID parameters or isunable to maintain assigned SID/RNAV (GNSS) SID, flight crew must report it toGround controller and request vectoring for departure.
