Policy of Appeasement: The Munich Pact and lack of action by the League of Nations caused Hitler to take additional risks and take what he wanted. The Axis powers saw that there would be no consequences if they took aggressive action. Rise of Fascism: The extreme nationalism in Germany and Italy emphasized loyalty to the state and obedience to its leader. Fascists promised to revive the economy, punish those responsible for hard times and restore national pride.
