The objectives of the EA study are to assess the environmental issues of the target area and to validate the CRP as a whole from an environmental point of view, by examining the project's potential negative and positive environmental impacts.

A number of site visits by the different members of the technical team were organized during the course of the study. The visits were carried out during the months of October and Decem-ber 2004. Site visits covered most of the districts of Jerash old city, proposed location for the projects, neighbourhood residential areas and other infrastructure facilities within the project areas.

The technical team undertook intensive consultations with the officials, technicians and public at the Municipality of Jerash City, Ministry of Environment, Ministry of Tourism and the local communities. Consultations were carried out through official meetings, site visits, scoping ses-sions and public consultations.

In Jerash, domestic water is supplied to the residents from groundwater. Presently the de-mand on the water system is high and many residents have expressed great concern about this. Residents do not have continual supply of water but rather are only supplied with water once a week for approximately 24h and sometimes less. The majority of residents in Jerash are served by the public collection system (79%) which delivers the collected wastewater to Jerash Wastewater treatment plant in Wadi Jerash. There are parts of the city that lack the sanitation services and still depend on the septic tanks which caused contamination of the groundwater. Two main groundwater wells are under treatment for biological contaminations; Qairoan and Al Deek near Gaza Camp, around 10 km from the city centre.

Existing traffic pressure resulting from visitor arrival and parking, and city centre congestion and circulation call for alternatives, including a southern cross town route to be reviewed as part of coordinated traffic management plan. The current conditions of the traffic inside the city is really alarming, the parking facilities are below the requirements and the roads are in poor conditions.

Around the edge of city, sites have been identified for future relocation of the bus station (now being implemented), a wholesale market, a slaughterhouse and an industrial area. The suit-ability of these locations and their impact needs to be assessed.

The wadi is not only a physical barrier between the two parts of town at present but in many parts it is an environmental barrier through its use as an unofficial waste disposal site. Due to its topographic location it became like a drainage for the septic tanks seepage before the intro-duction of the sewage collection system in the city. After the introduction of the sanitation sys-tem, the wadi was still the domain for the pollution in terms constructing the wastewater treat-ment plant at the end of the wadi before reaching Jerash Bridge. The damage in the wadi is mainly due to the improper practices of utilizing the treated and non treated wastewater. A re-view of waste management procedures, a program to increase the water flow and undertaking appropriate landscaping may restore its role as major environmental asset for the city.

There is no doubt that the proposed actions are essential for the project of revitalization of Jerash City and the efficient tool for attracting more tourists and more private sector invest-ments. That will generate positive impacts from the economical point of view, but not necessar-ily from the environmental aspects.

After presenting the current conditions of the project area; the technical, financial and social aspects of the proposed actions; and the anticipated environmental impacts on the physical, ecological and socio-economical aspects of the environment, it can be concluded that the pro-posed projects will have a net positive socio-economic impacts on the residents and envi-ronment of Jerash. The positive impacts in the short, medium and long term exceeded the an-ticipated negative impacts during the construction and operation phases.

It is recommended to proceed with these projects taking into consideration a number of con-cerns that need to be taken before and after the commencement of these actions, these com-prised of:

• Traffic management and de – touring plans should be prepared before starting the projects inside the city and establishing new parking facilities.

• The necessary infrastructure should be prepared for the proposed projects such as the ex-pansion of the light industrial zone.

• Public awareness campaigns should started before starting the implementation phase of the proposed actions, especially for the actions that are located at the city centre.

According to the Terms of Reference (ToR), the scope of the whole study is to contribute to the ten-year strategy for tourism whose aim is to “develop the potential of regional centres such as Karak, Jerash and Madaba in order to increase their contribution to the value added by the na-tional tourism sector and benefit the population of these cities and their respective regions”. An explicit link is proposed between the need for an urban regeneration of the city centre and the improvement of tourism facilities in order to achieve the following goals:

• Spread the impact of increased numbers of tourists having longer stays;

• Provide the opportunities for local business growth and employment;

• Benefit the local population by job creation.

Tourism is to be considered as an engine for an overall socio-economic development of the regional centres and urban regeneration is a crucial issue for such a tourism development: it is essential in order to promote the identity of each regional centre, to improve the quality of the urban fabric in the old cities, and to enrich the experience of visitors. At the same time, an en-hanced urban environment and a better livelihood for both residents and visitors, are condi-tions to maximize the effects of public investments and favour private initiatives.

The ToR stress that “the objectives of tourism promotion should not overshadow the general analysis of the need for sustainable urban regeneration for the benefit of the local population in the living commercial and administrative centre”, and the goals of the Study are defined as fol-lows:

• to develop a medium term development strategy for the city of Jerash, with the emphasis on the potential links between the two terms of the tourism promotion and the urban re-generation.

• To identify priority urban regeneration and tourism-related projects and cultural heritage conservation activities for the city of Jerash and its immediate attraction zone.

The objective of this study is to reflect environmental resources of value, concern, and/or sen-sitivity, including sites having/needing official recognition and protection, urban practices to be changed, if any. Propose overall environmental mitigation and management activities that need to be undertaken for achieving sustainable urban regeneration and protection of natural sites. In more specific the main assignments will consist of:

• Assessment environmental issues of the study area including sites that are/should be listed/protected, management practices to be changed, etc…

• Validation of the city revitalisation program as a whole from an environmental point of view, by examining the project's potential negative and positive environmental impacts.

This shall be done by means of an evaluation matrix project actions/environmental im-pacts. The matrix shall take into account (a) the natural environment (air, water, and land); (b) human health and safety; and (c) social aspects (involuntary resettlement, and cultural property).

This Report will discuss the case of Jerash City, located at around 45 km to the south-west of Amman City, and accessed through the Northern Highway that connects Amman with all the northern regions. These proposed actions were selected based on their potentiality in terms of revitalizing the city through promoting the archaeological and historical sites.

The requirement for an environment assessment of the project has been triggered by compli-ance of the project with the World Bank’s OP 4.01 (1999) revised on August 2004 on Envi-ronmental Assessment. Other policy notes were considered such as OP 4.11 (Under prepa-ration) – Management of cultural property and OP.4.12 – operational policy on involuntary re-settlement (Revised April 2004). With reference to the OP 4.01, the project is likely to be classi-fied as a category B project. The impacts are site-specific; few if any of them are irreversible; and in most cases mitigation measures can be readily designed. Because the project is im-plemented in Jordan, it is necessary also to consider the Jordanian Environmental Laws in im-plementing the EIA study.

The World Bank Operation Policy (OP 4.01—1999) revised on August 2004 specifies that large scale Tourism projects "Which May Have Diverse and Significant Environmental Impacts" normally require an Environmental Assessment. Because of this specification and the archaeo-logical delicateness of the project area it is important that a comprehensive assessment is done.

According to the Operational Policies, the most important issues to cover in an Environmental Assessment which are relevant to this project are Social impacts, Biological Diversity, Cultural Properties, Natural Hazards, and Occupational Health and Safety. All of these issues and oth-ers will be considered in this report.

OP 4.11 – Management of cultural property (under preparation) states that the Bank will assist in the protection and enhancement of cultural properties encountered in Bank-financed pro-jects, rather than leaving that protection to chance. In some cases, the project is best relocated in order that sites and structures can be preserved, studied, and restored intact in situ. In other cases, structures can be relocated, preserved, studied, and restored on alternate sites. Often, scientific study, selective salvage, and museum preservation before destruction is all that is necessary. Most such projects should include the training and strengthening of institutions en-trusted with safeguarding a nation's cultural patrimony. Such activities should be directly in-cluded in the scope of the project, rather than being postponed for some possible future action, and the costs are to be internalised in computing overall project costs.

OP 4.12 – Policy on involuntary resettlement applies to all components of the project that result in involuntary resettlement, regardless of the source of financing. It also applies to other activi-ties resulting in involuntary resettlement, that in the judgment of the Bank, are (a) directly and significantly related to the Bank-assisted project, (b) necessary to achieve its objectives as set forth in the project documents; and (c) carried out, or planned to be carried out, contempora-neously with the project.

An Environmental Assessment and environmental validation of the proposed actions in the city of Jerash was requested by the Client, in parallel with the final design of the project and prior to the implementation. The EA will consider the potential locations used by the project.

This EA Study, commissioned on October 2004, has as its target the preparation of Environ-mental Impact Assessment Study Report of the third tourism development project.

In this study, there will be a focus on the following aspects:

• Research into the current environmental situation at the proposed sites for further actions and its surroundings.

• Description of the current site operation and the site conditions.

• Evaluation with regard to compatibility with minimum environment requirements.

• Assessment of the sensitivity of the surroundings of the action site (nature, human welfare, land use, surface / groundwater situation).

This section covers all methods used for completing this study. Before the project was officially launched, a base line research was carried out for the proposed sites. This was followed by the site visits to the project areas. Following this, information was gathered from different ministries and other sources that would be important to the study. Next a scooping meeting was held with various stakeholders, officials and community representatives in Jerash Governorate in order to discern their opinion of the project and the potential impacts it could have. At that stage the communities were involved formally with their opinions regarding the possible effects the pro-ject that could raise on the environment.

Finally combining all this information, community consultation and field visits feedback enable the consultant to define the major environmental impacts, assessed, evaluated and mitigation measures were recommended in the form of environmental management plan.

3.3.1 STUDY AREA RECONNAISSANCE

A number of site visits by the different members of the technical team were organized during the course of the study. The visits were carried out during the months of December 2004 and January 2005. Site visits covered most of the districts of Jerash old city, proposed location for the projects, neighbourhood residential areas and other infrastructure facilities within the pro-ject areas.

The technical team undertook intensive consultations with the officials, technicians and public at the Municipality of Jerash City, Ministry of Environment, Ministry of Tourism and the local communities. Consultations were carried out through official meetings, site visits, scoping ses-sions and public consultations.

Officials at the MOTA and the Municipality were very cooperative and helpful to the technical team. All the meetings in Jerash were arranged with consultation of the project manager.

3.3.2 LITERATURE REVIEW

During the visits of the technical team to the concerned agencies, most of the relevant data and information were collected and reviewed. The collected data were in the form of reports, maps, recent studies by the local agencies, public consultations, suggestions and comments of the communities and officials.

3.3.3 SITE VISITS

Site visits were conducted during the months of November and December 2004 to the pro-posed locations for the new actions in Jerash City in order to gain more information about the project sites. The team visited the targeted locations and surroundings, and the market nearby. The visit was very useful in clarifying the details of the project. From these visits, more informa-tion was gathered and it also became clear that the following information was needed.

• Information concerning the residential areas close to the sites,

• Information concerning the material to be used for construction,

• What facilities will be provided for visitors,

• What safety measures will be adopted,

• Parking and traffic information,

• Method of solid waste collection and disposal, and

The missing information were gathered from the different parties, MOTA, the municipality and other related organizations.

3.3.4 COMMUNITY CONSULTATION

In order to involve the communities within the targeted areas, a city consultation workshop was held at the City Hall attended by the Mayor, government officials and key representatives from the community. The workshop was held on Sunday 5/12/2004. The aim of the workshop was to present a preliminary project outline and introduce the concept of the City Revitalization Pact and obtain comments and feedback. The workshop began with a presentation of the prelimi-nary project outline and the communication was completely held in Arabic. The presentation was followed by a series of questions, discussions and feedback on the proposed actions.

A lot of suggestions and proposals came out concerning possible project actions, both in the public sector area and from the private sector. A specific points that were raised during the meeting and related to environmental aspects can be summarized as follows:

• As long as municipal infrastructures and services are concerned, the main issue are: the need to improve the solid waste management and cleaning of public spaces; the lack of public spaces for the children; the need f improving the public lighting in the Old Souq.

• The restoration of the Wadi environment was requested.

• It was suggested the opportunity to exploit the jift (olive residues after squeezing) to be re-cycled.

• There were requests for environment studies and projects to increase income, such as the exploiting of the Dibbin forest reserve, and the involvement of RSCN.

• It was pointed out the need to improve the people’s attitude towards parking and solid waste through awareness raising actions.

The historic site of Jerash has become one of Jordan’s most important tourism destinations since its rediscovery in 1806. Although the adjoining town of Jerash has developed into a sig-nificant regional centre over this period, it has not fully benefited from the large number of na-tional and international visitors drawn to the area.

The purpose of this study is to prepare urban regeneration and tourism development plans, programs and action projects for Jerash which optimise the benefits of linking the tourist and wider urban roles of the city.

The first stage of the study established a vision for the future of Jerash and considered the op-tions that were available for achieving such a vision. The vision was stated as being:

‘to provide a sustainable future for Jerash based on excellence in heritage and tourism that is integrated with the needs of a modern regional centre, to establish an internationally acclaimed destination in terms of visitor attractions, service and events.’

This second stage provides an urban development plan that adopts such a vision and identifies a series of action projects that can call on World Bank funds for immediate implementation.

However, the report emphasizes the importance of three additional ingredients to ensure the success of the project, namely:

• the need for an effective institutional framework;

• the availability of the appropriate human skills and management resources; and

• the financial capital and recurrent expenditure to support international standard facilities.

4.2.1 LOCATION AND HISTORICAL BACKGROUND

The Roman Decapolis City of Jerash (the Archaeological Site) is the second largest visitor des-tination in Jordan and an archaeological site of major international importance. The monu-ments cover half of the original walled city area and are separated from the centre of Jerash by a deep Wadi and through-road from Amman to Irbid.

In spite of the large visitor numbers, the linkages and benefits to the city are minimal. A major factor is the proximity of Jerash to Amman - 45 kilometres. Most tourists visit the monuments and return to Amman without further contact with the Modern city of Jerash. As a result there are few other tourist attractions and services that have been developed and no international standard accommodation.

The old city of Jerash was built and rebuilt many times. Most of the construction that can be seen now was done between the first and third centuries. The Street of Columns, two streets at the North and South Tetrapylons and the city wall were all part of a major rebuilding plan in the middle of the first century AD. After this, in the second century Emperor Trajan extended the frontiers and built many more roads. The North Gate is an example of the increased trade and wealth the city experienced during the second century. This increased prosperity motivated the citizens to destroy some of the structures from the first century and replace them with more or-nate ones. The new wealth also inspired annual festivals and contests and the construction of two large baths or thermae, not only for bathing but also for parties, entertaining relatives and socializing. The Triumphal Arch, which is a major architectural site in the city, was erected to celebrate the visit of Emperor Hadrian who stayed for part of the winter of 129-130 AD. More expansion occurred in this century when the main street was widened and the Ionic columns replaced with Corinthian models. The Artemis Temple and its approach, The Temple of Zeus, and the Nymphaeum were built around the same time, between 150 and 191. The peak of the city was reached early in the third century and from there it declined slowly.

By the middle of fifth century Christianity was the ruling religion of the town and more construc-tion and repairs were done. Specifically, between the years 440 and 442 CE repairs were made to some of the fortifications. During this time there was another increase in prosperity and three churches were built. Then, under Justinian from 531-565 seven more churches were built and there was another increase in prosperity. New baths were also built but all of the con-struction materials were taken from destroyed pagan shrines.

The Persian conquest was in 614 and was followed by the Muslim conquest in 635. This com-pleted the decline of the city and its population decreased to about a quarter of what it was. Af-ter this a series of earthquakes continued the destruction and most of the ruins were left as they fell. In 720 some of the churches were still in use but some mosaics were destroyed due to Muslim decree. Some of the city was still inhabited in the 8th century and the last reference to the town was made in the 12th century. Nothing more was heard of the town until the Circas-sian settlement in 1878.

4.2.2 CLIMATE

The climate of the region is one of generally dry summers and wet winters. The summers can be very hot as the area is surrounded by desert however Jarash is located near a valley where there is lush vegetation.

The yearly average temperature in Jarash is approximately 25 degrees Celsius. The coldest month of the year is January with a mean maximum temperature of about 14°C and a mean minimum of about 5°C. The hottest month of the year is August with a mean maximum air temperature of 34°C.

The prevailing winds in winter are westerly and north-westerly, sometimes veering easterly and north-easterly in the summer months. This means that the wind will be blowing away from the seating and towards the entrance to the Hippodrome. This is beneficial to the project as it re-duces the discomfort of the guests and does not pose any problems for the nearby residents whose homes are to the east.

Because this area is part of the highlands it receives a relatively high amount of rainfall. Most precipitation comes to this region in the winter with December, January, February, and March having the most precipitation. The month of February usually has the most rain with an aver-age total amount of 113mm. Also during the winter months occasionally the area receives some snowfall as well.

The humidity is naturally the highest in the winter when there is the most rain. From the month of December until March the humidity ranges from 60 to 65%. The humidity then decreases to about 45% for most of the summer.

The Jarash area is mostly composed of sedimentary rock including limestone, chalk, chert, marl and sandstone. The Kurnub Sandstone group is exposed in this area and consists mostly of fine to medium grained, friable sandstone.

Jarash is part of the northern highlands and the area around Jarash varies from 400m to 1235m above sea level. Jarash city itself is at a fairly constant elevation of 550m above sea level.

4.2.3 WATER RESOURCES AND SANITATION

The domestic water is supplied to the residents from the groundwater wells within and outside the province of Jerash City. Presently the demand on the water system is high and many resi-dents have expressed great concern about this. Residents do not have continual supply of wa-ter but rather are only supplied with water once a week for approximately 24h and sometimes less. The majority of residents in Jerash are served by the public collection system (79%) which delivers the collected wastewater to Jerash Wastewater treatment plant in Wadi Jerash. There are parts of the city that lack the sanitation services and still depend on the septic tanks which caused contamination of the groundwater. Two main groundwater wells are under treatment for biological contaminations; Qairoan and Al Deek near Gaza Camp, around 10 km from the city center.

According to water authority figures (2003), the total collected wastewater is around 3000 cu.m per day.

4.2.4 SOLID WASTE MANAGEMENT

The Solid Waste from Jarash is taken to Al-Ekeder disposal site. This site accepts a consider-able amount of liquid wastes in addition to the solid waste that are collected from 48 member municipalities. The Al-Ekeder disposal site is located in Mafraq Governorate, about 27 km east of Irbid and 9 km south of the Ramtha City.

4.2.5 ECOLOGICAL ENVIRONMENT

The ecological features of the Jerash can be characterised by low ecological features where there are large amount of vegetation coverage from a few number of species and minimal wild-life. The wadi entails a dense coverage of vegetation like olive trees, cash crops and orchids.

4.2.6 TRAFFIC CIRCULATION AND PARKING

Existing pressures resulting from visitor arrival and parking, city centre congestion and circula-tion, with the option to close part of the through Irbid road to provide pedestrian access to the centre, requires alternatives including a southern cross town route to be reviewed as part of co-ordinated traffic management and circulation proposals for the walled city.

Around the edge of city, sites have been identified for future relocation of the bus station (now being implemented), a wholesale market, a slaughterhouse and an industrial area. The suit-ability of these locations and their impact needs to be assessed.

4.2.7 WADI JERASH ENVIRONMENT

The wadi is not only a physical barrier between the two parts of town at present but in many parts it is an environmental barrier through its use as an unofficial waste disposal site. Due to its topographic location it became like a drainage for the septic tanks seepage before the in-troduction of the sewage collection system in the city. After the introduction of the sanitation system, the wadi was still the domain for the pollution in terms constructing the wastewater treatment plant at the end of the wadi before reaching Jerash Bridge. The damage in the wadi is mainly due to the improper practices of utilizing the treated and non treated wastewa-ter. A review of waste management procedures and a programme of increasing the water flow and undertaking appropriate landscaping may restore its role as an asset for inviting tourists into the town.

4.2.8 TOURISM DEVELOPMENT

Although visitor numbers to Jerash have been significantly reduced since the latter half of the 1990s, when attendances reached over 300,000 visitors per year, this has been due to exter-nal factors affecting all international travel, particularly to the Middle East. However, the integral appeal of the site remains, representing as it does of the best example of a preserved Graeco Roman settlement in the world. This appeal is common to national and international visitors. In addition the site has considerable potential for further development, not regards the number of visitors necessarily, but in the quality and length of the visitor experience, and the potential to incorporate the town into the tourism product.

4.2.9 URBAN CONTEXT

The modern town of Jerash has developed since the end of the 19th Century in and beyond the confines of the eastern walls of the city. The need to integrate the historic and modern halves of the city have been recognised for over twenty years, and several measures have been taken to this end – noticeably the reconstruction of the south bridge, that links the two halves.

However, some of the recent plans for the city have attempted greater zoning for a wide range of urban activities, leading to the relocation of the central market and bus station and of light industry. However, there has been a recognition also that the character given to the modern city by the original Circassian and Syrian settlers is in danger of being lost if future plans are insensitive to the heritage of the modern city.

4.2.10 INSTITUTIONAL

The Municipality of Jerash operates under the 1950 Law of Municipalities, whose main func-tions are a mixture of licensing, the provision of basic utilities and forward planning. It operates with a small core of permanent staff, and a large number of contract staff.

It is an independent financial body deciding its own expenditure and generating its own fi-nances from licensing fees, building permits, construction licences, solid waste collection and rent from municipally owned properties.

However in recent years the locally raised funds have been less than half of the required ex-penditure, with the Government and loans covering the shortfall.

4.2.11 ACTION PROJECTS

The first stage of the study had identified a range of potential projects that would seek to im-prove infrastructure, generate tourism revenue or strengthen the local institutions. The Ministry of Tourism and Antiquities then selected six groups of projects that addressed:

• Improvements to landscape and town planning;

• Transportation;

• Development of archaeological sites.

These have subsequently been worked up in detail in the following section.

The key elements of the final action projects are:

J.01 - Upgrading of the street network

J.02 - The landscape restoration of the Wadi area

J.03 - The completion of the East Baths development

J.04 - The reuse of the available open space pertaining to the ex-market place

All the proposed actions will be assessed from the environmental point of view as one pack-age, but description of each of these actions is necessary to pin point the particularities of each of these projects.

OVERALL STRUCTURE OF THE PROPOSED CITY REVITALISATION PROGRAM

In the following sub sections an abstracts of each of the proposed actions:

5.1.1 J.01 UPGRADING OF STREET NETWORK

The objectives of the project is that of creating a new circulation pattern within the historical city core that will rationalize the allocation of spaces dedicated to vehicular and pedestrian traffic. In particular, the project focuses on the solution of the following site specific problems:

• The rationalization of the pedestrian crossing / connecting the south bridge to the archaeo-logical sites.

• The enhancement of the visual connection between the western exit of the south bridge and the archaeological site.

• The rationalization of the street section of King Abdulla street.

The project proposes different levels of intervention depending on the location of the different streets and their role within the overall circulation dynamics within the urban fabric. The project aims at creating an integrated network of pedestrian of paths so as to allow for an overall up-grading of the urban environment and its quality of life.

Below- grade infrastructural refurbishment will be provided in connection to the proposed road works including the provision of an efficient storm water drainage system.

Vehicular accessibility shall be maintained for the entire area but the necessary rationalization of vehicular movement through the historic core will be accomplished through the enforcement of traffic regulations and the careful reshaping of the street sections providing wherever possi-ble wider sidewalks and street side parking stalls for private cars and for loading and unloading of commercial goods.

5.1.2 J.02 - THE LANDSCAPE RESTORATION OF THE WADI AREA

The topographical cleavage of the wadi is the most characterizing landscape feature of the his-torical core of Jerash. Nevertheless, the presence of the wadi has been perceived through the years by the local community as more of a barrier than a transition between the urban enclave and its world famous archaeological site. The implicit negativity of such a relationship is evident when one considers the level of environmental decay which characterizes this natural site.

The project’s objective is that of providing a design solution which will tackle the following site-specific issues:

• Restoring the healthiness and environmental integrity of the wadi.

• Transforming the wadi area into an accessible urban park.

• Providing a general urban landscape solution which will organically incorporate the East Baths plaza and the new junction between the south bridge path and wasfy Al Tal street.

• Raising the awareness and sense of ownership in the local population so as to avoid in the future the abusive behaviours which have cause the wadi’s progressive environ-mental decay.

5.1.3 J.03 – THE COMPLETION OF THE EAST BATHS DEVELOPMENT

Modern Jerash, originally the Graeco Roman city of Gerasa, was developed in the late 1800’s on the east side of the wadi by Circassian refugees, over the remains of the earlier Roman set-tlement which had concentrated on the west side of the wadi the majority of its ceremonial and administrative buildings and on the east side most of its domestic and residential functions as testified by the remains of the thermal facilities still visible in the proximity of the south bridge eastern exit. The two urban compounds were linked through two bridges spanning the wadi, the north and the south bridges.

• The project’s objective is that of completing the recent East Baths plaza development by establishing a new entrance and connection to the contemporary urban fabric in the area of the north bridge and by providing a landscape filter between the plaza itself and the sur-rounding line of constructions whose poor architectural quality and evident overall decay infringe on the integrity of the Plaza.

5.1.4 J.04 – THE REUSE OF THE AVIALBEL OPEN SPACE PERTAINING TO THE EX-MARKET PLACE

The recent relocation of the Jerash market place has freed a 3200 sq.mt. triangular plot of land adjacenet to the Bab- Amman street for public development. The consolidated lack of outdoor meeting places for the local community, together with the proven necessity to reach a better in-tegration of the archaeological site within the urban structure of modern Jerash, makes the de-velopment of the ex-vegetable market site a good opportunity to provide the city with a new ur-ban plaza besides the pedestrian hub of the east baths development.

The project aims at the realization of a quality pedestrian public space within the confines of the Jerash city core, together with the provision of a low cost, low impact parking structure as a service to the local community and to the visitors.

Key issues and concerns regarding socio-economic conditions are as follows:

• Local employment: Locals should be given a fair job opportunities and fair share of jobs during all construction activities.

• Visual impact: people might be affected socially due to disturbing the natural seen as a re-sult of improper disposal of debris. In addition to that, residents will be affected negatively due to changing an existing land use in front of their houses, from residential to commer-cial.

• Priority for sub-contractors: During executing construction phase, sub-contractors should be given fair opportunity.

• Road accidents: Roads may be affected as result of increasing transportation activities (in-creasing the possibility of accidents) in order to deliver building materials.

• Land acquisition: the private land owners should be compensated fairly for using their pri-vate lands. There should be other alternatives to share them in the business. Otherwise there will be negative impacts on the owners.

OPERATION PHASE

• Equal job opportunities: there would be a negative impact if locals do not have fair job op-portunities.

• Improve the life quality due to the creation of new jobs and improving the tourist activities and sight seeing.

5.6.6 ARCHEOLOGY

• During the construction phase, archaeological remains (if any) might be affected by exca-vation, site preparation and plant construction activities.

There is no doubt that the proposed actions are essential for the project of revitalization of Jerash City and the efficient tool for attracting more tourists and more private sector invest-ments. That will generate positive impacts from the economical point of view, but not necessar-ily from the environmental aspects.

The current conditions of the traffic inside the city is really alarming, the parking facilities are below the requirements and the roads are in poor conditions. Any project that is related to en-hance the traffic and parking inside the city should be given the first priority. The access to some of the archaeological sites has one big challenge, the traffic and parking inside close to the potential sites.

After presenting the current conditions of the project area; the technical, financial and social aspects of the proposed actions; and the anticipated environmental impacts on the physical, ecological and socio-economical aspects of the environment, it can be concluded that the pro-posed projects will have a net positive socio-economic impacts on the residents and environ-ment of Jerash City. The positive impacts in the short, medium and long term exceeded the an-ticipated negative impacts during the construction and operation phases.

It is recommended to proceed with these projects taking into consideration a number of con-cerns that need to be taken before and after the commencement of these actions, these com-prised of:

• Traffic management and de – touring plans should be prepared before starting the projects inside the city and establishing new parking facilities.

• The necessary infrastructure should be prepared for the proposed projects such as the ex-pansion of the light industrial zone.

• Public awareness campaigns should started before starting the implementation phase of the proposed actions, especially for the actions that are located at the city centre.
