Professional Experience
Mr. Olthof brings more than 18 years of experience in planning, design, and management of
water and wastewater infrastructure. He specializes in hydraulic modeling of pipe networks,
feasibility studies, infrastructure condition assessment, and comprehensive master planning.
His experience includes database development and integration of geographic information
systems (GIS) with hydraulic models, recycled water customer databases, and asset
databases. He has developed and maintained custom databases to track recycled water
customers and generate reports for regulatory agencies and other stakeholders. He has also
developed condition assessment programs and decision algorithms to support capital
improvement planning and maintenance optimization. He has published several technical
papers on hydraulic modeling and infrastructure condition assessment.
Representative Projects
Amtrak, Tecolote Creek Crossing, San Diego, CA. Project Engineer. Responsible for
providing hydraulic analysis and floodplain evaluation for the Tecolote Creek rail project,
which is bounded between Morena Boulevard and Interstate 5 freeway, and extends from
just north of the Tecolote Creek Bridge (San Diego Subdivision MP262.8) to a point
immediately south of Sea World Drive (MP263.2). Used previous studies by FEMA and a
new HEC-RAS model to evaluate impacts on 100-year floodplain. Used previous studies by

Amtrak, Los Angeles Union Station Run-Through Tracks Project Study Report, Los
Angeles, CA. Project Engineer. Performed hydrologic analysis and prepared drainage
plans for a study that developed alternatives and evaluated the feasibility of extending bi-
directional running tracks from the existing stub-end yard configuration at Union Station,
across U.S. 101, and reconnecting to the existing mainline along the Los Angeles River. The
project included development of preliminary engineering and cost estimates, Preliminary
Environmental Assessment, and PSR.
Baldy Mesa Water District, Water Supply Plan, Victorville, CA. Project Manager.
Prepared a water supply plan to address the high arsenic levels in the district's groundwater
wells, which included evaluation of combinations of groundwater treatment and new surface
water supply that could help the district meet future demands and the new federal arsenic
limit of 10 ppb.
Boulder City Public Works Department, El Dorado Valley Water System Evaluation,
Boulder City, NV. Hydraulic Modeling Lead. Prepared a hydraulic model using
InfoWater to evaluate the city's ability to deliver potable water to the El Dorado energy
facilities. The model was built using pipeline record drawings, and demands were based on
service contracts between customers and the city. Diurnal patterns were used to simulate the
water demand of solar and gas-fired energy production facilities. The hydraulic model was
used to evaluate potential improvements including new pipelines, storage tanks, and valve
stations.
Burlington Northern Santa Fe Railroad, Hydrologic/Hydraulic Analysis of Railroad
Culverts, Washington, California, and Oklahoma. Project Engineer. Conducted
hydrologic and hydraulic analyses of railroad culverts. Performed site inspection, surveyed
topography, performed hydrologic analysis using TR 20 and HEC 1, performed backwater

analysis using HEC RAS, and wrote summary reports with recommendations for
replacement structures.
Calaveras County Water District, Ebbetts Pass Water Master Plan, San Andreas, CA.
Project Engineer. Developed a water facility master plan for the Ebbetts Pass water service
area, which consists of 15 pressure zones with numerous subzones, 17 water storage tanks,
10 pumping stations, over 40 miles of transmission mains, and over 100 pressure reducing
stations. The master plan addresses existing and projected future demands, future water
supply sources, existing and known future regulatory requirements, limitations to the current
treatment process and capacity, alternative treatment processes, facility deficiencies,
limitations of current facility communications, identification of flaws in security at facilities,
and identification of facility improvements and timelines for those improvements. Operation
and maintenance (O&M) issues that were evaluated include tank and pipe leaking, improper
or nonfunctioning pressure reducing valves, Haloacetic Acid (HAA) formations in the water,
and pressure regulation. The project also involved hydraulic modeling of the system was
performed using H2OMap, 20-year life-cycle cost analysis, and preparation of a financial
plan to fund the construction of a phased capital improvements program and to replace
facilities due to age or new regulations.
Calaveras County Water District, Jenny Lind and West Point/Wilseyville Facility and
Financial Master Plans, San Andreas, CA. Project Engineer. . Developed master plans
for the Jenny Lind Water Treatment Plant and West Point/Wilseyville water systems. The
water master plans identified future water supply sources and a phased program to construct
water system improvements to meet growth, improve operations, and comply with current
and known future regulations. Topics covered in water master plans included the following:
(1) existing facilities and capacities; (2) delineation of the planning area, considering current
commitments and future developments; (3) characterization of demand, including existing
and projected average day, maximum day plus fire flows, and peak hour; (4) existing and
future regulatory requirements; (5) evaluation of future water supply sources; (6) evaluation
of the current and future treatment, storage, pumping, transmission, and distribution facilities
and their limitations; (7) identification of emergency power sources and facilities; (8)
evaluation of current facility communications (i.e., SCADA) and their limitations; (9)
recommended water system improvements needed to serve buildout conditions; (10) cost
information pertaining to each expansion plan, including 20-year life cycle cost analysis of
proposed improvements; and (11) timelines for constructing recommended improvements.
Calaveras County Water District, Water Supply Feasibility Study, San Andreas, CA.
Project Engineer. Provided quality assurance/quality control (QA/QC) for study that
evaluated the feasibility of improvement projects identified in the 1996 master plan. The
Wilson Lake embankment replacement, Bummerville treated water storage and distribution
system, Bear Creek diversion and raw water pipeline, West Point and Wilseyville water
distribution system, Middle Fork Mokelumne River intake and pump station, and Regulating
Reservoir intake and spillway projects were included in the study. Feasibility report
summarized recommendations for water system improvements.
California American Water, Ambler Park Water System Master Plan, Monterey, CA.
Project Manager. Provided a facilities plan for the Ambler Park water system, which
includes three wells, one water treatment plant, eight pressure zones, 10 miles of water
pipeline in sizes ranging from 2 inches to 8 inches in diameter, seven remote water storage
tanks, one hydro-pneumatic tank, five pumping stations, and three pressure regulating valves
(PRVs). A hydraulic model of the system was developed using EPANET.

California American Water, Baldwin Hills Water Distribution System Model Update,
Baldwin Park, CA. Project Manager. Project manager for development of an updated
hydraulic model of the Baldwin Hills water distribution system using WaterGEMS. Used
the model results to evaluate future operating conditions for the Olympiad and Mount
Vernon booster stations.
California Department of Transportation (Caltrans) District 2, Storm Damage Repair,
Siskiyo County, Colusa County and Lake County, CA. Project Engineer. As part of the
storm damage repair project, analyzed drainage culverts and bank protection measures that
were damaged during winter storms for various locations in California and Highway 20.
Made recommendations for the repair and replacement of selected structures.
Carson City Development Services, Wastewater Treatment Plant Planning Study and
Reuse Master Plan Update, Carson City, NV. Project Engineer. Prepared the effluent
reuse master plan update (population 52,000), which included reuse demand projections,
system layout and pressure zones, distribution system modeling using EPANET, and
recommendations for future reservoir sites.
Center for Advanced Decision Support for Water and Environmental Systems in
Boulder, Colorado. System Developer. Worked on a multi-disciplinary team developing a
computer based decision support system for a major reservoir system. Wrote C language
code and designed graphical displays.
Chelan County Public Utility District, Wenatchee River Wastewater Regionalization
Study, Wenatchee, WA. Project Engineer. Evaluated wastewater regionalization strategy
alternatives, and developed preliminary recommendations for wastewater treatment,
conveyance, and discharge of dissolved oxygen (DO) and phosphorus in Wenatchee River.
Chugach Management. Services, Kirtland Air Force Base Low Pressure Water Study,
Kirtland Air Force Base, NM. Modeling Lead. Developed a hydraulic model of the water
distribution system serving both sides of the Kirtland AFB using InfoWater. The hydraulic
model was used to identify hydraulic deficiencies in the existing system and evaluate
potential improvements.
City and County of Honolulu, Pearl City Pump Station Study, Honolulu, HI. Task
Manager. Performed analysis of the Pearl City Wastewater Pumping Station and
Forcemain, Waipahu Wastewater Pumping Station and Forcemain, and gravity sewer along
Geiger Road leading up to the Honolulu Wastewater Treatment Plant. Responsible for
preparing a MikeUrban hydraulic model of the collection system. Evaluated current and
future flow conditions and recommended potential improvements.
City and County of Honolulu, Wastewater Program Management, Honolulu, HI.
Program Controls Manager. Provided wastewater program management for the City and
County of Honolulu's $6 billion court-ordered compliance program, which required
Honolulu to reduce sanitary sewer overflows and upgrade wastewater facilities to full
secondary treatment standards. Honolulu handles over 100 mgd of wastewater through a
network of 2,100 miles of pipelines (including forcemains, gravity mains, and lower
laterals), 70 pumping stations, and nine wastewater treatment plants. The compliance
requirements were prescriptive and included spill contingency plans, spill response plans,
condition assessments, capital improvement projects, inspections, enforcement, staffing,
equipment, monitoring, reporting, effluent limits, penalties, and schedules. Provided
program controls, including a web-based database of over 450 individual requirements in the
consent decree. A SharePoint-based collaboration site was used to facilitate communication
on the status of each requirement, roles, and responsibilities, as well as upcoming deadlines
and deliverables. The site included a geographic information system (GIS) interface to

display the geographic extent of work under each requirement. Program status reports were
developed in Microsoft Excel and Access to broadcast key information to team members.
The program controls group also maintained a program schedule in Primavera, and a
document repository in the Honolulu DocuShare system. These tools allowed seamless
communication among Honolulu staff, the program management team, and outside
consultants and contractors completing individual projects.
City of Anacortes, Water System Plan Update, Anacortes, WA. Task Lead. Assisted
with update of the water system master plan to establish a 20-year planning horizon for the
period of 2009 to 2028. Served as task lead for hydraulic modeling (using MIKE URBAN)
and system analysis.
City of Boulder, Wastewater Utility Master Plan, Boulder, CO. Hydraulic Modeling
Review. Assisted with development of the collection system master plan component of the
utility master plan, which leveraged the city's geographic information system (GIS) data to
construct the hydraulic model using InfoSewer, develop wastewater flows, and develop and
present capital improvement projects. Capital costs for improvements were developed with
an implementation schedule to support capital budgeting for the utilities.
City of Broomfield, Water Budget Analysis Tool, Broomfield, CO. QC Review.
Assisted with development of a custom computer software program called the Broomfield
Water Supply and Conveyance Tool that enables city staff to quickly change supply,
conveyance, and demand inputs to emulate system operation during various operational and
seasonal scenarios.
City of Burien, Burien Drainage Master Plan, Burien, WA. Project Engineer.
Performed XP SWMM modeling of the Miller Creek basin, analyzed current conditions, and
evaluated possible improvements.
City of Carlsbad, Sewer Collection System Master Plan, Carlsbad, NM. Hydraulic
Modeling. Performed hydraulic modeling of the sewer collection system using
SewerCAD/GEMS.
City of Centralia, 2011 Water System Plan Update, Centralia, WA.QC Review.
Assisted with preparation of an update to the water system master plan, which included
hydraulic analysis and modeling using WaterCAD/GEMS.
City of Cheyenne, Pressure Management Study, Cheyenne, WY. Technical Review.
Assisted the city with developing a long-term pressure management strategy for the water
system, which involved hydraulic modeling to assess the condition and operation of the
system. The existing H2OMap model was converted to InfoWater. Provided technical
review of modeling work to identify potential areas for high or low pressure concerns and
areas with the potential for high transient pressures.
City of Coeur d’Alene, Comprehensive Sewer Plan, Coeur d'Alene, ID. Project
Engineer. Prepared a comprehensive sewer plan (population 36,259). Project included
hydraulic modeling of the sewer system using HYDRA, development of a master sewer
system database, geographical information system mapping of the entire system,
development of a hydrogen sulfide sewer model to predict hydrogen sulfide concentrations
in sanitary sewer pipelines, and development of a capital improvements program.
City of Evans, Wastewater Utility Plan, Evans, CO. QC Review. Assisted with
development of a wastewater utility plan. Modeling of the sanitary sewer system was
performed using InfoSewer.

City of Everett, 2012 Comprehensive Sewer Master Plan Update, Everett, WA. QC
Review. Assisted with updating the city's comprehensive sewer master plan. The project
included building consensus among stakeholders, hydraulic modeling using InfoSWMM
model, determining design flow events and current level of service, updating master plan
chapters, reviewing and evaluating stormwater management policies and alternatives
(including Green Stormwater Infrastructure) to manage stormwater runoff in combined
sewer areas, developing and evaluating system basin alternatives, providing cost estimates
for proposed improvements, developing plans to improve service in two specific service
areas - Smith and Spencer Islands and Eastmont, preparing the sewer improvements section
of the capital improvement plan (CIP), updating basin plans, preparing the combined sewer
overflow (CSO) control plan update, preparing a defensible financial plan, and preparing and
assembling the draft and final comprehensive sewer plans.
City of Farrell, Infiltration and Inflow Study, Farrell, PA. Field Engineer. Performed
an infiltration and inflow study of the city's municipal sewer system. Project including flow
monitoring, manhole inspections, and smoke and dye testing. Worked on a survey crew
conducting sewer layouts, wetland delineation, topographic mapping, and as built surveys.
City of Federal Way Water and Sewer District, South 356th Street Widening, Federal
Way, WA. Project Engineer. Prepared a surface water technical information report in
accordance with King County's surface water design manual. Conducted preliminary design
of drainage system and detention ponds for the widening of 3,000 feet of roadway. Used
King County culvert program to evaluate performance of existing culverts under roadway.
Performed preliminary design of a control structure to maintain hydrologic cycle in upstream
wetland while allowing for anadromous fish passage.
City of Fresno, New 30 mgd Surface Water Treatment Plant, Fresno, CA. Project
Engineer. Used EPANET to evaluate the city's drinking water distribution system.
Determined necessary improvements to distribute output from new 30 mgd surface water
treatment facility.
City of Healdsburg, Water System Master Plan Update, Healdsburg, CA. Task
Manager. Updated the city's 1992 water system master plan (population 11,000) to include
new sources of water, new distribution facilities, and growth. Items addressed in the master
plan update include: current and projected water use and water use characteristics; adequacy
of the city's three well field sources, particularly considering the present seasonal restrictions
due to surface water influence; treatment required to meet current and foreseeable water
quality regulations; adequacy of the existing storage capacity within the distribution system;
adequacy of the primary transmission mains within the distribution system; adequacy of the
booster and pressure-reducing valve stations that control the transfer of water between the
city's many pressure zones; and evaluation and modeling of the distribution system using
EPANET.
City of Healdsburg, Saggio Hills Water Booster Pump Station, Healdsburg, CA.
Hydraulic Modeling. Provided hydraulic modeling (using EPANET) of water system
improvements serving the Saggio Hills development, which consists of 70 large single-
family lots, one resort, and common areas. Improvements needed to provide additional
pressure to adequately serve the development include a new pumping station located along
Passalacqua Drive within the Saggio Hills development site.
City of Helena, Water System Model Conversion, Helena, MT. Project Engineer.
Assisted with conversion of the city's water system model from WaterCAD to InfoWater.

City of Hoquiam, 2011 Water System Plan Update, Hoquiam, WA. QC Review.
Assisted with preparation of the 2011 water system master plan update to meet Washington
Department of Heath requirements. The project included hydraulic analysis and modeling
using WaterCAD/GEMS.
City of Issaquah, Hydraulic Analysis of West Sunset Way Bridge, Issaquah, WA.
Project Engineer. Used new survey data to update an existing King County HEC 2 model
of Issaquah Creek. Modeled alternative configurations for a new bridge and prepared report
for city evaluating alternatives.
City of Kalispell, Comprehensive Regional Water, Sewer, and Stormwater Plan,
Kalispell, MT. Project Engineer. Assisted the city in defining a comprehensive regional
plan for extending water, sewer, and stormwater service to the boundary of the planning
jurisdiction, which involved reviewing and updating the facilities improvement plan
completed in 2002.
City of Kalispell, Water, Sewer and Storm Drainage Facility Plan, Kalispell, MT.
Project Engineer. Prepared a facilities improvement plan for drinking water distribution,
sanitary sewer collection, and stormwater systems. The report utilized data from the city's
Utility Facility Plan to develop a specific plan for expanding the treatment plant to meet
existing and future demands as well as tighten water quality restrictions in 303D-listed
Flathead Lake. The water system was modeled using EPANET, and the sewer system was
modeled using HYDRA. ArcView GIS was used to set up the models.
City of Lacey, Wastewater Pump Station No. 9, Lacey, WA. QC Review. Provided
hydraulic analysis for improvements to Wastewater Pump Station No. 9.
City of Los Angeles, Air Treatment Facilities Review Study, Los Angeles, CA. Task
Manager. Assisted with testing and analyzing air flow dynamics in the wastewater
collection system, and with re-evaluating the need for five planned air treatment facilities.
Project included air flow modeling study, drop structure effects on odors, study of non-
methane hydrocarbons, and study of siphons effects on sewer. Work included field
monitoring of differential air pressure in sewer head space along major interceptors. Work
also included incorporating hydraulic results from the City’s MikeUrban collection system
model into an air-flow model and odor predictive tool.
City of Los Angeles, Donald C. Tillman Water Reclamation Plant Tertiary Filtration
Upgrade and Flow Equalization Concept Report, Van Nuys, CA. Task Manager.
Prepared a concept report to evaluate tertiary filtration upgrade options and flow
equalization options for the Donald C. Tillman Water Reclamation Plant. The report
provided a comprehensive evaluation of potential technologies used to produce water with a
quality that meets (Title 22) regulatory standards for specific uses. Flow equalization
alternatives that addressed high peaking factors from wet weather events were evaluated.
City of Los Angeles, Sewer Renewal and Odor Control Support Services (Sewer
Renewal and Replacement Program Plan), Los Angeles, CA. Project Engineer.
Assisted with preparation of the rehabilitation and replacement report and plan, odor master
plan, and odor outreach plan for the city's collection system, which consists of more than
6,700 miles of sewer (550 mgd) serving over four million people within a 600-square-mile
service area that includes 29 contracting cities and agencies.
City of Merced, Airport Industrial Park Storm Drainage Master Plan, Merced, CA.
Project Manager. Project manager for preparation of this phased drainage master plan for
build-out of the 400-acres Airport Industrial Park.

City of Midland, Dry-Weather Hydraulic Model, Midland, TX. QC Review.
Developed a dry weather hydraulic model for the city's existing wastewater collection
system using InfoSewer software by MWH Soft. Selected the appropriate metering sites to
develop wastewater flow patterns for various land uses. Used the city's geographic
information system (GIS) of the sanitary sewer system to build the model network.
Calibrated the model against observed data.
City of Modesto, Tier 2 Downstream Water Improvements Design, Modesto, CA. Task
Lead. Updated the existing hydraulic model to finalize the design of the Lapham-Yosemite-
Morton Pipeline (approximately 3.1 miles of 16-inch-diameter water transmission main) and
approximately 20 pressure regulating stations, as part of the city's Tier 2 Downstream Water
Improvements project. Modeling efforts will simulated anticipated operating scenarios
(demands, peak factor, etc.) and coordinated those with well field operations. A description
of anticipated pressure regulating station operating scenarios, aimed at balancing the usage
of surface water and groundwater, was developed.
City of Modesto, Waste Discharge Requirements (WDR) Gap Compliance Assessment,
Modesto, CA. Project Engineer. Prepared a gap compliance assessment for the wastewater
collections system in Modesto.
City of Pacific Grove, Sewer System Asset Management Plan, Pacific Grove, CA. Task
Manager. Assisted with preparation of a sewerage system asset management plan that
provides guidance to the city in the operations, maintenance, and rehabilitation of the sewer
assets of the community, which included seven pump stations, 57 miles of gravity sewers,
and one mile of pressure sewers. Project included evaluation of maintenance practices,
condition assessment of the sewer system facilities, ordinance and legal document review,
geographical information system (GIS) and computerized maintenance management system
planning, identification of sewers with capacity and condition issues, development of a
three-year capital improvement program, and sewer enterprise fund revenue and expense
projections. Recommended programs to ensure a level of service that is fully compliant with
current and reasonably anticipated Regional Water Quality Control Board (RWQCB) Waste
Discharge Requirements, GASB Statement No. 34, and other regulations.
City of Pelican, Water & Sewer Pre-Engineering Study, Pelican, AK. Project Engineer.
Assisted with completion of a preliminary engineering report that identifies improvements to
bring the water and sewer into regulatory compliance and guides development of necessary
and desired water and sewer improvements. The project included determining a water
treatment regime and plant location for the surface water supply that would meet current and
upcoming regulations, developing alternatives for freeze protection for the new waterlines,
assessing water storage requirements and location alternatives, analyzing fire flow
alternatives, analyzing sewer lift station upgrades and wastewater collection system
extension options, and evaluating sludge disposal options, being sensitive to breakwater land
use. Also assisted with development of a design analysis report that analyzes three
alternatives for community water distribution system improvements, and included hydraulic
modeling of the proposed community water distribution system using EPANET, water
services connection design, and raw water bypass pipe design.
City of Port Hueneme, Water Utility Strategic Plan, Port Hueneme, CA. Hydraulic
Modeling Lead. Developed a water utility strategic plan. Identified opportunities for
improvement in the City’s management of its water distribution infrastructure. Prepared a
system inventory and developed a plan for hydraulic modeling and capacity analysis of the
system.

City of Port Townsend, Olympic Transmission System City Lake Outlet Pipeline
Replacement, Port Townsend, WA. Project Engineer. In September 2009, the City
discovered leakage in the outlet pipe due to aging and corrosion. Inspection revealed several
deficiencies in the 700-foot long 24-inch steel outlet pipe inside a rock tunnel. Upon
discovery of the failing pipe, the City made temporary repairs. In December 2009, the City
selected HDR Engineering, Inc. to analyze repair alternatives, prepare construction
documents, and obtain requisite permits and approvals.
City of Redmond, Water System Master Plan, Redmond, WA. Project Engineer.
Assisted with update of the water system master plan, which included documenting a water
system description, preparing a demand forecast, documenting an update of the city's
conservation program, preparing a capital improvement program (CIP), identifying the total
cost of providing water service, and assisting the city to establish adequate fees for service.
Hydraulic modeling of the potable water system was performed using WaterCAD/GEMS.
City of Reedley, Sanitary Sewer and Storm Drainage Master Plans, and Urban Water
Management Plan, Reedley, CA. Lead Project Engineer. Prepared master plans for the
city's sanitary sewer and storm drainage systems, which was integrated with the water master
plan to ensure consistency with the city's new general plan (planning horizon of 2030), as
well as consistent planning criteria, approaches, and financial planning and policies among
the master plans. The sanitary sewer master plan included: (1) inventory of existing
facilities; (2) determination of existing system capacities and demands sufficient to meet the
requirements of the state's newly-adopted general waste discharge requirements (WDRs) for
publicly-owned sewer systems; (3) preparation of the Sewer System Management Plan
(SSMP) development plan and schedule, as well as the "goal" and "organization" sections of

improvements for the engineering, program management, and long range planning functions
within the City’s Utilities Department. Used the highly-successful bid-to-goal approach
employed on previous HDR projects with the City to conduct the study. As part of the
project, developed an opinion of probable private market cost in the form of a private market
proposal (assuming work would be carried out by a private sector firm using best industry

City of San Diego, Wastewater Collection System Capital Improvement Program
Assistance, San Diego, CA. Project Manager. Performed geographical information
system (GIS) based risk analysis, developed automated condition assessment tools, and
coordinated the production of two U.S. Environmental Protection Agency (USEPA)
response plans. The GIS tools are used by city staff to evaluate hydraulic capacity, select and
prioritize pipes for inspection, and assess pipe condition based on inspection results. The
city’s $1 billion capital improvement program for the sanitary sewer collection system
includes over 1,200 miles of pipeline.

City of San Diego, Gesner Canyon Redirection of Flow Conveyance System Study, San
Diego, CA. Project Manager. Completed a redirection of flow study for the sanitary
sewers in Gesner Canyon. Mapped the existing sewer facilities in the canyon and reviewed
previous reports. For each point where sanitary flow enters the canyon, estimated the
average and peak flow, identified potential alignments for new gravity sewers or force mains
to divert flow away from the canyon, and prepared a cost estimate for the proposed sewer
facilities. Was also responsible for coordinating efforts between a biological consultant, city
maintenance crews, and planning groups.
City of Santa Barbara, Wastewater Collection System Hydraulic Modeling Services.
Project Manager. Prepared and updated collection system hydraulic model to assist the
City of Santa Barbara in complying with its Consent Decree with the Santa Barbara Channel
Keeper and to plan future CIP projects. Utilized updated GIS data to develop an all pipes
collection system hydraulic model to replace the City’s existing skeletonized model.
Developed spatially allocated average daily sewer flow estimates through an analysis of
winter water demands and developed wet weather flow estimates by analyzing storm events
and corresponding wastewater flows. Utilized the hydraulic model to identify capacity-
constrained pipelines under the current and future sewer flow scenarios and to develop list of
necessary capital projects. Performing on-going model maintenance and as-needed model
updates.
City of Santa Maria, Local Limits Study, Engineering Support. Developing updated
local limits for industrial discharges within the City of Santa Maria’s wastewater. Develop a
sampling plan to characterize wastewater quality within the City’s collection system and at
the wastewater treatment plant. Utilized spatially allocated sewer model flows and an all-
pipes collection system hydraulic model to identify representative collection system
sampling locations for commercial and industrial customers. Developed and analyzed
contaminant mass balances for the collection system and the wastewater treatment plant to
identify the Maximum Allowable Headworks Loading (MAHL) and the Maximum

HEC 1 hydrology, pipeline and channel hydraulics, pipe layouts and sizing, and siting and

City of Westminster, Water and Wastewater Master Plans, Westminster, CO. Project
Engineer. Modeled the drinking water distribution system using EPANET, and sewer
system using HYDRA. Created input file for HYDRA by extracting collection system
information and land use data from the city's geographical information system (GIS)
database. The modeling was used to predict effects of future development on water and
sewer system performance.
City of Yakima, Wastewater Treatment Plant Improvements, Yakima, WA. Project
Engineer. Used a spreadsheet to analyze hydraulics of the collection system, as part of the
wastewater treatment plant expansion project.
Clark County Water Reclamation District, Collection System Consulting Services, Las
Vegas, NV. Project Engineer. Provided geographical information system (GIS) support to
help plan and prioritize pipe reaches that need rehabilitation, including the Phase 2 pipeline
rehabilitation program, which involved 87,250 linear feet (LF) of 15- to 39-inch-diameter
RCP. Rehabilitation included cured-in-place (CIPP) rehabilitation and replacement of pipes,
and cured-in-place manhole (CIPM) lining, and replacement of manholes in the casino resort
area and other portions of Clark County. Inspection technologies include closed circuit
television (CCTV) and manhole inspections, and flow monitoring.
Clark County Water Reclamation District, Wastewater Collection System Consulting
Services, Las Vegas, NV. Project Engineer. Developed a cleaning program, which
included: (1) establishing a cleaning route schedule for the entire system, breaking cleaning
into specific routes, and assigning frequencies based on existing information; (2) identifying
sewer cleaning workload and district resource capacity for cleaning small-diameter sewers;
(3) coordinating with district staff to identify quantity of sewer pipe and priority areas for
contract cleaning services; (4) developing and documenting data to support future data
analysis; (5) developing data collection forms; (6) identifying contractors for cleaning
services; (7) developing scopes of services for contract work; (8) compiling a list of eligible
cleaning firms; and (9) recommending a cleaning program. Worked with district staff from

County of Sacramento, American River Flood Inundation Study, Sacramento, CA.
Task Manager. Responsible for mapping potential inundation zones associated with a
breach in the American River levees. Used a Corps of Engineers UNET model (with input
hydrographs in HEC-DSS format) to determine water surface elevations, prepared
inundation maps based on FEMA flood zones, and created evacuation maps for emergency
planning purposes.
County of Sacramento, Wilhaggin Drainage Pump Station Improvements, Sacramento,
CA. Project Engineer. Provided rehabilitation design for the Wilhaggin Pump Station,
which discharges stormwater to the American River. The pump station was expanded from
68 cfs to 148 cfs to relive flooding problems in the area. Improvements included new
automatic trash rack facilities at the pumping station inlet that reduces debris build-up and
related headloss at the inlet, new 60-inch-diameter gravity bypass pipeline, diesel motor
drive for the new 80 cfs pump to provide adequate standby power, associated controls and
discharge piping for new pump, new sump and support deck for the pump, associated
positive closure (slide gates), new outlet structure to the American River with flap gates,
new automatic trash rack and controls with debris deck, associated structural walls for
installation of the trash rake system, new motorized gate operator on the existing 24-inch
gravity bypass slide gate, demolition to incorporate the new facilities into existing pump
station, and perimeter fencing.

wastewater system MSSOP, which included a needs assessment and preparation of an
implementation plan. Developed and implemented an enterprise viewer interface for the
geographic information system (GIS) and hydraulic network model to enable easy staff
access to data. Developed a computerized wastewater hydraulic model using H20Map Sewer
software. A user guide was developed for both users and administrators. Training was

Mountain Home Air Force Base, Wastewater Facility Plan, Mountain Home, ID.
Project Engineer. . The primary objective of this project is to develop a Wastewater
Facility Plan for the Mountain Home Air Force Base. The scope of work consists of nine
separate tasks of which most include intermediate draft and final submittals.
Nipomo Community Services District, 2010 Urban Water Management Plan, Nipomo,
CA. Task Manager. Prepared a 2010 Urban Water Management Plan for the Nipomo
Community Services District. The project includes the development of a parcel-level
demand database. Five years of billing data for each account were compiled in a database,
and each account was assigned to a geographic location. Estimates of future demand were
based on allowable density, environmental constraints, and anticipated rates of population
growth provided by San Luis Obispo County. In later phases of the project the team will
evaluate potential water supplies including increased groundwater production, inter-ties with
neighboring agencies, desalination, and the use of recycled water.
North Unit Irrigation District, Main Canal Study, Bend, OR. Field Engineer. Made
open channel flow measurements in irrigation canals. Evaluated effectiveness of concrete
lining in reducing seepage losses.
Orange County Water District, Recharge Water Sediment Removal Feasibility Study,
Santa Ana, CA. Project Engineer. Conducted a feasibility study to determine the most
cost-effective alternatives to remove sediments from the Santa Ana River (SAR) so more
water can be recharged through existing and future facilities into the aquifer system.
Evaluated potential technologies and strategies, including in-river management and removal,
chemical/physical removal, and mechanical removal. The results of this feasibility study

conflicts between their pipelines and the projects of outside agencies, including other utilities
and new transportation projects. Services provided included utility research, environmental
reviews, design of new water pipelines, and assistance during construction.
Pardee Homes, Coyote Springs 2660 Zone Pump Station Hydraulic Capacity and Surge
Analysis, Las Vegas, NV. Project Engineer. Conducted hydraulic capacity evaluation and
surge analysis for the Coyote Springs Pump Station 2660 pipeline and pumping station.
Analysis involved developing a hydraulic model of the pumping station using H2OMap
Water, as well as a separate model to conduct a surge analysis. The capacity of the station is
10,125 gpm. Three scenarios were evaluated: (1) interim residential demands south of the
pumping station; (2) interim commercial demands north of the pump station; and (3)
buildout with the new 2660 reservoir in place. It was determined that a power failure causing
all the pumps at the 2660 pump station to trip simultaneously would result in worst case
conditions and would require additional surge devices. Providing the system with surge tank
and air-vacuum valve protection as 15,000 gallons would mitigate the surge problems.
Pierce County Public Works, Unified Sewerage General Plan, Tacoma, WA. Project
Engineer. Assisted with preparation of a long-range (50-year) sewerage plan (population
600,000 in a 1,690 square mile area). Used HYDRA to model the wastewater collection
system. Evaluated five future land use alternatives and their impacts on the collection
system. The planning domain includes 18 municipalities and unincorporated areas served by
sewer districts, as well as many unsewered areas.
Sacramento Area Flood Control Agency, Garden Highway Ditch Reconstruction,
Sacramento, CA. Project Engineer. Responsible for assisting with preliminary design to
fill an existing drainage ditch that is located along the landside toe of the Garden Highway
levee along the American River. Ditch was replaced with a drainage blanket to collect levee
seepage and a culvert to transport the seepage to an existing drainage pumping station.
Sage Communities, High Ridge Ranch Housing Development Water Plan, Logandale,
NV. Task Manager. Provided hydraulic analysis and modeling (using InfoWater) of the
water system serving the High Ridge Ranch housing development.
San Antonio Water System, Sanitary Sewer Overflow Reduction Program, San
Antonio, TX. Task Manager. Oversaw development of program controls to monitor and
report on progress related to a $1.1 billion SSO Reduction Program. Coordinated with
existing databases and reporting systems to provide status updates on operations and
maintenance activities as well as capital improvement projects. Prepared database queries
and documentation to support preparation of an Annual Report on progress in compliance
with an EPA Consent Decree.

Analysis, San Joaquin County, CA. Task Manager. Analyzed interior drainage and
residual floodplains that would remain after completion of the $70 million flood protection
restoration project. Used HEC-1 to calculate run-off and route flows through channels and
pump stations. Used HEC-2 to calculate design water surface elevations in natural and
constructed channels, and HEC-DSS to transfer the hydrographs into HEC-IFH to analyze
interior drainage behind new levees.
San Joaquin Area Flood Control Agency, Upstream Floodplains Analysis, San Joaquin
County, CA. Task Manager. Analyzed the residual floodplains that would remain upstream
after completion of the $70 million flood protection restoration project. Study addressed
issues specified in the Appeal to FEMA that was submitted after completion of detailed
hydrology and hydraulic analysis in the area, and defined appropriate floodplains for
FEMA's subsequent remapping efforts.
Seattle Public Utilities, Drainage and Wastewater System Maintenance Strategy
Development and Documentation, Seattle, WA. Project Engineer. Assisted with
developing a strategy for successful operation and management of the drainage and
wastewater maintenance programs. Developed business and system requirements for a
computerized maintenance management system (CMMS) that supports improved work
practices in the drainage and wastewater asset management program, which included a
sanitary sewer overflow (SSO) and combined sewer overflow (CSO) tracking tool, a spill
finder tool, geographic information system (GIS) based industrial waste discharger mapping
tool, an automated decision support algorithm for identifying potential sewer rehabilitation
and replacement projects, and a sewer rehabilitation and replacement planning tool with
reporting capabilities.
Seattle Public Utilities, CMOM Implementation Program (Capacity, Management,
Operations and Maintenance), Seattle, WA. Project Engineer. Provided assistance in
managing data related to sewer condition assessment and maintenance activities. Developed
conceptual design for new tools to streamline data management and automate repetitive
tasks. Evaluated hydraulic model results in combination with condition assessment findings

Seattle Public Utilities, On-Call Water Distribution Pressure Zone Analysis, Seattle,
WA. Q/C Reviewer. Provided quality assurance/quality control (QA/QC) for the
comprehensive study of hydraulic deficiencies in the water distribution system, which
consists of over 1,600 miles of distribution mains (40 percent of which have substantial
internal corrosion and tuberculation, which results in reduced flow capacity, low pressure,
and impaired fire flow in the water distribution system). Hydraulic modeling was performed
using EPANET.
Shaw Environmental Inc., East Side Conveyance System for Interplant Storage,
DeKalb County, GA. Project Engineer. Assisted with development of a feasibility report
that identifies necessary wastewater conveyance infrastructure to respond to growth on the
East Side of the county. Project included developing ArcView/geographic information
system (GIS) based maps showing the East Side service areas, establishing service area
wastewater flow projections for Year 2020 and 2030, evaluating alternatives for completing
necessary gravity tunnel or other interceptor sewer (open channel flow) infrastructure
improvements within the East Side sewer sheds, providing conceptual design of the
alternatives, developing probable construction cost of the three alternatives, and providing
recommendations of the necessary improvements. Also assisted with flow monitoring data
audit and pumping station elimination study.

Sonoma County Water Agency, Effluent Reservoir 5 and Recycled Water Pumping for
the North San Pablo Bay Restoration and Reuse Project, Santa Rosa, CA. Project
Engineer. Provided hydraulic modeling of the recycled water system as part of design for a
new vertical turbine recycled water pumping station located at the Sonoma Valley County
Sanitation District Wastewater Treatment Facility. The project had to comply with the
American Recovery and Reinvestment Act (ARRA) of 2009 agreement for receipt of federal
funds for design and construction of the new recycled water pumping station at Sonoma
Valley.
Southern Highlands Development Corp., Lincoln Highlands Water, Sewer, and Reuse
Master Plan, Las Vegas, NV. Task Manager. Prepared master plans for water
distribution, wastewater collection, and water reuse to support development of a new city on
approximately 13,000 acres of land in Lincoln County, Nevada. Used geographical
information system (GIS) data to prepare consistent demand and flow projections. Created
hydraulic models of the infrastructure network using Water GEMS and Sewer GEMS.
Southern Nevada Water Authority, 090G Groundwater Development (GWD) Project,
Barclay, NV. Hydraulics Lead. The Groundwater Development (GWD) project consists
of: (1) approximately 202 miles of buried water pipeline, between 72 and 90 inches in
diameter; (2) one pumping station: (3) six regulating tanks ranging between 7 to 10 million
gallons (MG) in capacity; (4) 40 MG buried water storage reservoir; and (5) two
hydroturbine energy recovery facilities. Responsible for providing hydraulic modeling and
analysis for the project, which included developing a customized spreadsheet model to
evaluate alternative system layouts as well as an H2OMap Water model to evaluate dynamic
system operations.
University of Washington, Stream Criteria Development, Seattle, WA. Project
Engineer. Participated in a stream criteria development project investigating the effects of
urbanization on streams. Characterized watersheds, assessed in stream fish habitat, and
collected stormwater samples.
Town of Estes Park, Mary's Lake Water Treatment Plant Retrofit, Estes Park, CO.
Project Engineer. Assisted with conversion of the town's existing hydraulic model to a
geographic information system (GIS) based modeling software (InfoWater), as part of the
water treatment plant retrofit. The 2 mgd conventional treatment facility was retrofitted with
submerged membrane technology, increasing capacity to 4 mgd and allowing for 6 mgd
capacity in the future.
Town of Los Altos Hills, Sewer Master Plan, Los Altos Hills, CA. Project Engineer.
Developed the town's first sewer collection system master plan, which serves as the strategic
planning guide for upgrading, improving, and expanding the town's sanitary sewer
infrastructure to meet existing and proposed levels of service and reliability in full
compliance with all legal, regulatory, and resource management requirements and customer
expectations. Geographical information system (GIS) services provided included delineating
service areas, conducting high-level flow modeling, performing short- and long-term needs
assessments, and preparing associated cost estimates. Also converted existing AutoCAD
files (parcels, sewers, manholes, stormwater lines, and basin boundaries) to GIS, populated
and deployed an asset management system, and planned and implemented a GIS.

the authority's water system.
U.S. Army Corps of Engineers, Kansas City District, Aquatic Habitat Restoration,
Kansas City, MO. Project Engineer. Designed new side channels in the floodplain of the
Missouri River to restore aquatic habitat. Used HEC-RAS to evaluate hydraulics of new
channels, both after construction and after channels erode to their ultimate width. Verified
that new channels would not adversely impact navigation on Missouri River.
U.S. Army Corps of Engineers, Sacramento District, Flood Alternatives Study,
Stockton, CA. Project Manager. Prepared a preliminary and final alternatives report for
alternatives that would reduce flood damages in the Stockton Metropolitan area.
U.S. Army Corps of Engineers, Sacramento District, General Re-evaluation Report for
Berryessa Creek Flood Control Project, CA. QA/QC. Assisted with development of a
flood control program for Berryessa Creek, which frequently experienced flooding problems
during wet weather season. Performed quality assurance/quality control (QA/QC) review of
the hydraulic model, and prepared preliminary floodplain mapping.
U.S. Army Corps of Engineers, Sacramento District, Lake Tahoe Basin Wastewater
Infrastructure Program. Technical Assistance, Lake Tahoe, CA. Provided technical
assistance to the Lake Tahoe Wastewater Infrastructure Partnership to develop and
implement programmatic tools and processes that consistently identify wastewater system
faults, identify projects, prioritize projects, and apply consistent engineering standards to
allow local member districts to efficiently and effectively execute a capital replacement
program within the Lake Tahoe Basin. Members of the Lake Tahoe Wastewater
Infrastructure Partnership own and operate a public sewer collection and/or treatment system
within the Lake Tahoe Basin that could negatively impact the surface waters of Lake Tahoe
upon failure or spillage, and include Douglas County Sewer Improvement District No. 1
(DCSID), Incline Village General Improvement District (IVGID), Kingsbury General

University of California, Drainage Master Plan for University Community Concept
Planning, Merced, CA. Project Engineer. Used GIS to show preliminary 100-year
floodplain for the storm drainage facilities plan. The storm drainage master plan identifies
facilities (includes open channels and detention basins) needed to accommodate flooding
with minimal damage and prevent flooding from becoming worse due to development of the
new University of California complex in Merced. Design storms and existing conditions
hydrologic modeling was also performed.
Victor Valley Wastewater Reclamation Authority, Preliminary and Detailed Condition
Assessment and Satellite Plant Expansion, Victorville, CA. Project Engineer. Conducted
a preliminary and detailed hydraulic assessment of the sanitary sewer pipelines. Prepared a
MikeUrban hydraulic model of the interceptor system. Estimated current and future flows,

Walnut Valley Water District, Walnut Valley and Rowland Water Districts' Regional
Water Supply Plan, Walnut, CA. Project Engineer. Worked with the Walnut Valley
Water District and three related agencies on a water supply evaluation. The four agencies
operate a jointly-owned pipeline that runs parallel to the Orange County Feeder. The study
evaluated the use of local groundwater wells and water quality blending in the pipeline to
provide a new source of supply that would reduce dependency on imported water.
Washington State Department of Transportation, Statewide Bridge Scour Analyses,
Olympia, WA. Task Manager. Performed field inspections, hydrologic analysis of
watersheds, HEC 2 and HEC RAS hydraulic computer modeling, and bridge scour analysis
using HEC 18 methodology for various locations in Washington. Prepared reports to

Water Research Foundation, Asset Management Research Needs Road Map for Water
and Wastewater Utilities, Denver, CO. Task Manager. Responsible for preparing case
studies of two utilities (Long Beach Water Department and Los Angeles Department of
Water and Power) to document current asset management practice, and conducting staff
interviews. AwwaRF [4002] Asset Management Research Needs Road Map for Water and
Wastewater Utilities - American Water Works Association Research Foundation (AwwaRF),
Denver, Colorado. The objective of this AwwaRF Project was to develop a strategic plan for
conducting future research on asset management for infrastructure owned and operated by
drinking water and wastewater utilities. The approach included conducting a comprehensive
review of pertinent literature and ongoing research, with documentation in a white paper;
conducting a workshop attended by 30 utility asset management practitioners along with
other industry experts from academia, consulting and software development to discuss
research needs; and ultimately, developing a multi-year research roadmap that included
specific research projects, a schedule, and budgets. Six categories of research were
identified: (1) asset management frameworks/models for organizations; (2) risk
management; (3) condition assessment and performance monitoring; (4) decision-making for
capital improvement plans and replacement and renewal program; (5) asset management
information technology and data management; and (6) operations and maintenance (O&M)
practices. Ten case studies were described, and more in depth evaluations were performed at
four participating utilities. The results of this groundbreaking project will set the direction
and pace of research in the drinking water and wastewater industries for the next five years.

West Basin Municipal Water District, Ocean Desalination Siting and Integration
Study, Carson, CA. Project Engineer. Performed a study to address issues related to the
full-scale production of desalinated water and its integration into existing distribution
systems. Project included alternative site evaluation for a new 25 mgd desalination plant,
hydraulic integration and blending analyses, water quality evaluation, preliminary feasibility
planning of treatment and distribution facilities, cost modeling of the proposed
improvements, and CEQA compliance support services.
WGM Group, Wye Area Rural Special Improvement District Sewer Development
Plan, Missoula, MT. Project Engineer. Provided hydraulic modeling of the sewer and
water systems proposed for the Wye area. The sewer service infrastructure comprised of
approximately 98,000 linear feet (LF) of gravity and forcemain sanitary sewer pipelines
ranging from 8 to 27 inches in diameter and two pumping stations. The proposed water
facilities included over 89,000 LF of water transmission main pipelines ranging from 8 to 24
inches in diameter, a 1.3 million-gallon (MG) water storage tank, two wells, and associated
pumping stations.
