Since its inception at the beginning of the new millennium, Jharkhand has embarked on a journey of rapid socio-economic development, the fruits of which have started to trickle down to even the poorest of poor. We envisage to build a vibrant, dynamic and robust State and the State government is
striving hard to achieve this objective. For achieving this, we are focusing on building infrastructure which will help us to meet the growing needs of new Jharkhand. To meet the objective of implementation of social infrastructural schemes, we incorporated Jharkhand State Building Construction Corporation Limited.

Jharkhand has been assiduously addressing the massive infrastructure deficit inherited at the time of its birth as separate state through focussed efforts in that area. This thrust towards strengthening of infrastructure in the state has received tremendous acceleration since 2014 under the visionary
leadership of Chief Minister Shri Raghubar Das Ji. One of the prime actors in the “catch-up” drive for state-of-art infrastructure facilities in Jharkhand is the Jharkhand State Building Construction Corporation Limited (JSBCCL).
Through JSBCCL, it is being ensured that growth in infrastructure is in sync with the rising demands of population. All the required infrastructural schemes are being implemented within targeted timelines: also, highest quality of construction and observance of best practices in this field are being ensured. In just two years of its incorporation, JSBCCL has made immense progress in achieving its objectives by timely completion of various schemes of high public importance.

The objective of the corporation is to construct mega and prestigious buildings assigned by the various departments of State Government. Apart from construction, renovation and upgradation of government buildings, important activities of Building Construction Corporation include selection of consultant for preparation of DPR & project management, construction supervision & quality control and bid process management.
JSBCCL continuously strives to drive Jharkhand on the path of infrastructural development thereby catalysing all round economic growth in the State. About UsJharkhand State Building Construction Corporation Limited (JSBCCL) is a newly formed state owned undertaking of Jharkhand Government.
The corporation is engaged in building construction projects of various departments of Government of Jharkhand. JSBCCL is currently
implementing the construction of various schemes across all 24 districts of Jharkhand.

E-TENDERING
JSBCCL follows eTendering process for the award of works contracts, it helps to make the procurement more efficient
and effective. Online tender process helps to streamline procurement and, more importantly, save money. Some of the other advantages of eTendering include managing suppliers’ bids online, gaining full audit trail and process intelligence, running sustainable, environmentally responsible tenders and reducing time-to-procure.

MANAGEMENT INFORMATION SYSTEM (MIS)
JSBCCL has launched its website to the general public so that along with various stakeholders, common people also
have insights in works that are being executed by JSBCCL. To ensure that planning, managing, monitoring and controlling the execution of a project throughout its life cycle is done in a time bound manner, JSBCCL is using web based Management Information System. It is an integrated man – machine system that provides information to support the planning and control functions of managers in JSBCCL. MIS provides the following advantages- facilitates planning, minimizes information overload, encourages decentralization, brings co-ordination and makes control easier. MIS has enabled JSBCCL to assemble, process, store, retrieve, evaluate and disseminate the information at unprecedented rate.
Implementation of state-of-the-art GPS tracking and geo-fencing capabilities is also being explored to monitor worker arrival, departure and downtime. It establishes time targets for both single site employees as well as mobile fleets. The ability to monitor employees and ensure adherence to time frames through geo-fence time tracking will ensure that desired management objectives are met.

QUALITY CONTROL & SAFETY PRECAUTIONS
Construction sites are no exception to the risk of hazards, be it huge or small. To address any untoward incident from causing damage/loss of life and
property, JSBCCL follows a strict protocol for safety precautions. Some of the basic personal protective equipments (PPE) for construction workers on all projects being executed by JSBCCL include Eye and Face Safety Equipment, Head Protection, Hand Safety Wears, Protective Footwears & Signages and Barriers.
One of the pillars of the project delivery process is the management of the quality of the product. JSBCCL has stipulated that contractor must have a robust quality management program as it is critical to the overall success of a construction project. Maintaining a routine for site inspections, identifies performance discrepancies and nonconforming work, and substantially increases efficiency by reducing defects and punch list work.
Verification, inspection and testing is necessary in order to comply with regulations or requirements. JSBCCL has empanelled a list of agencies which provide an independent third party verification and quality assurance. These Third party verification are crucial in order to reduce risk and improve quality during design, fabrication, installation and follow-up, as well as reducing the number of modifications and repairs.

WORKS AND ACCOUNTS MANAGEMENT SYSTEM (WAMIS)
JSBCCL is also working towards implementing Works and Accounts Management Information System (WAMIS) which covers the entire life cycle of typical
construction project work right from its inception to its final completion. The system is being customized in line with existing processes at JSBCCL. It is being developed with a view that all financial transactions pertaining to the State/Central Plan Schemes/Projects are accessed by the Executive, Legislature, Internal Audit, External audit and the citizen at large and the same be assessed against the physical progress and the desired outcome.

Medical Colleges & Hospitals - I
Hon’ble Chief Minister, Jharkhand laid foundation stones for three medical colleges at Palamu, Dumka and Hazaribag
on 23 February, 2017. This was the first time after 45 years that foundation stone of any medical college was laid in the region. The last medical college had come up in Dhanbad as Pataliputra Medical College and Hospital (PMCH) in 1971.
Medical colleges at Palamu, Hazaribag and Dumka will have 100 admissions per year in each of the colleges and Hospitals proposed at the three places will have 500 Beds each. It is expected that after commissioning, the three projects will alleviate the alarming situation of Health Infrastructure of the State to a large extent.
The state government has granted an approval of Rs. 885.25 Crores for the 3 medical colleges & Rs. 1475.00 Crores for hospitals. The medical college scheme is being funded by Centre & state governments in the ratio 60:40 respectively. Work is already in advanced stages of completion in medical college, boys & girls hostels and staff quarters.

Foundation stones of medical colleges in Koderma and Chaibasa were laid on 23-Sep-2018 by Honourable Prime
Minister Narendra Modi as part of mega Ayushman Bharat—Pradhan Mantri Jan Arogya Yojna (AB-PMJAY) launch from Ranchi. Around 600 crore would be spent on construction of the medical colleges in the Chaibasa and Koderma. Through these schemes the government is working towards improving the health infrastructure, especially in the Tier-II cities.

The decision to set-up a medical college in Bokaro was taken in 2016. State government would take up
the responsibility to construct and operate the medical college. As per Medical Council of India (MCI) guidelines, 25 acres will be earmarked to set up a medical college within a 5km radius of the sadar hospital.

The state government has granted an approval of Rs. 429.29 Crores for the construction of new
hospital at MGM Jamshedpur. Components planned to be constructed under this scheme include new hospital building and quarters for Professor & Associate Professor, Paramedical & Non Teaching Staff.

New University Project - I
Jharkhand Raksha Shakti University is first of its kind in eastern India and aims to provide efficient, trained and
professional manpower to meet the demand of Police and other security forces.
The state government has granted an administrative approval of Rs. 206.54 Crores for this project. Various components like administrative building, academic building, library building, auditorium, indoor games hall, VIP lounge, band room, shopping complex, boys & girls hostel, guest house, staff quarters, VC's quarter, professor's quarters and instructors' quarter will be constructed under this scheme.

New University Project - II
Nilamber-Pitamber University (NPU) is planning to build a university campus in Medininagar, Jharkhand. Jharkhand
State Building Construction Corporation Ltd has started the construction work on the prestigious state project.
The state government has granted an administrative approval of Rs. 309.38 Crores for this project. The phase-1 of the project involves the construction of a university campus on 25 acres of land. It includes the construction of academic block, administrative block, library block and VC’s villa. Academic block will comprise of Block A – Faculty of Commerce & Faculty Science Building Complex, Block B- Faculty Humanities Complex and Block C – Faculty Science Building Complex.

Ranchi university plan includes the construction and development of the proposed new campus and residential
complex for Ranchi University at Kanke, Ranchi. The new university campus will comprise of Administrative Complex, Academic Complex, Examination Complex, Support Facilities, Hostel Block and Residential Block for Faculty & Staff. Other components include internal roads, MEP services, Landscaping and Beautification etc.

Binod Bihari Mahto Koylanchal University at Dhanbad . The phase-1 of the project involves the construction of Administrative Building, Academic Building, Boys & Girls Hostel, VC Bungalow, Professor’s Quarter, Non-teaching staff Quarter, Library & Examination Hall, Auditorium, Public Canteen, Bank & Post Office.
The construction of Binod Bihari Mahato University will be completed by 2020.

The state of Jharkhand has a unique relation with forest since ancient times. The word
‘Jharkhand’ connotes ‘area of land covered with
