Role summaryResponsible for aligning strategic workforce, culture and development programs with the organisation and whole of sector priorities. Leads the design, development and delivery of significant organisational development projects, programs and initiatives that build organisational capability, capacity and agility, support innovation, and respond to the Department’s changing environment and customer needs.

Key responsibilitiesThe key responsibilities of the role include, but are not limited to, the following:

Strategic Programs

• Leads the design and delivery of Organisational Development (OD) and change management strategies, processes and interventions that support the organisation’s plans to be a high performing organisation.

• Develops initiatives that foster a high-performance culture, valuing learning, continuous improvement and diversity.

• Leads the development of the strategic workforce and diversity plan, with a particular emphasis on the development and delivery of talent and leadership development programs and performance management frameworks, and disability access and inclusion plans.

• Works with the Manager Business Partnering to provide business intelligence for the development of strategic workforce and diversity plan, and the disability access and

inclusion plan, to ensure organisational workforce resourcing and capability align to organisational strategic intent.

o Leads the analysis and operationalisation of the strategic workforce and diversity plan, including implementation of strategies, policies and plans that support the achievement of business objectives in the context of the organisation’s values.

q In collaboration with the Manager Business Partnering, manages the integration of Organisational Development strategies into recruitment, people and performance management, training and development and succession planning, to build and maintain workforce capability.

© Evaluates and reports on the success of individual projects and programs, and ensures a collaborative and coordinated approach to working with managers to identify new projects and programs.

o Provides expert advice and strategic direction to senior leaders to help build and maintain workforce capability at an organisational, as well as directorate level.

o Liaises with central agencies and other external organisations to ensure both compliance and good practice standards.

Leadership and Management

® Leads and manages staff, guiding and coaching people to adapt to change and develop and apply their professional skills and knowledge.

o Manages purchasing and contracts for the delivery of goods and services within branch budget parameters and regulatory requirements.

© Encourages and enables collaboration within the branch, across the directorate and with outsourced service partners, leveraging from colleagues’ professional expertise to solve problems and deliver on strategic objectives.

o As a member of the directorate’s Leadership Group, contribute to strategy setting, policy development and continuous improvement.

o Leads and participates in the development of emergency response capacity (e.g. people, systems, infrastructure, etc.) for this function in a large-scale emergency requiring a coordinated response.

o Other duties as required.

1. Organisational development leadership: Extensive human resources management experience with demonstrated contemporary organisational development leadership experience including evidence of impact in driving organisational cultural change, capability/performance improvement and talent management in a multi-disciplined organisation.

2. Build effective relationships: Uses highly developed workplace communication skills including written, verbal and interpersonal; negotiation and facilitation skills, and the ability to develop and maintain effective stakeholder relationships.
