1.0 GENERAL

The electronic weigh bridge shall comply with the requirements specified in this Specification, Engineering Design Basis (Packaged Equipment) (Doc no: A642-000-16-44-EDB-01), Standard specification of Electronic Type weigh bridge (Road) (Doc no: 6-27-0001) and all other specifications and standards referred therein.

2.0 SCOPE OF SUPPLY

The EPC Contractor shall supply one (1) no. Pitless type Electronic Road Weigh Bridge (of 60MT capacity) along with other Accessories as per the technical specifications and data sheet attached.

1. Weigh-bridge with weigh cabin shall mainly comprise the following: a) Steel platform complete in all respects with supports and grouting

arrangements etc. b) Minimum 6 nos. load cells with integral cables, accessories and mountings

for Load cells. c) All Electricals , Instrumentations and Controls: Junction boxes Cable between field to junction box and weigh cabin with necessary

conduits are in EPC Contractors scope. The weigh bridge control cabin (size: 4m x 4m.) shall be located at maximum 5 m from nearest edge of the weigh-bridge.

Cable laying, routing etc. with necessary protection & conduiting etc from

weighing bridge to weigh cabin shall be provided by the EPC Contractor. One (1) no. Dot Matrix/Equivalent ticket printer in each Weigh Cabin

One (1) no. Weigh Bridge Console with Digital display unit for each

Weigh Cabin One (no.) Personal Computer (PC) of reputed make.

The weigh controller (with local display for weight indication) shall be

located approximately 10m from the weigh bridge. Area classification for Weigh Bridge shall be as per Area Classification drawing attached

elsewhere in the FEED. All equipment/controller for Weigh Bridge shall be suitable for the same. Controller shall be suitable for outdoor installation.

Serial communication: All hardware/ software required for connecting Weighing console to DCS/PLC and Loading Automation CR through RS422 / 485 serial link with MODBUS RTU protocol along with details such as Address Mapping list etc. shall be supplied by EPC Contractor. Necessary converters and serial link cable shall also be in EPC Contractors scope of supply. Serial cable distance from Weighing console and serial port requirement to DCS/PLC and Loading Automation CR shall be as follows approximately.

110 V AC Uninterrupted Power Supply (UPS) shall be arranged by EPC

contractor for stabilized power supply to weigh bridge and its accessories to enable to operate the weighing system.

All necessary software required for the unit (It shall be customised to

generate the reports desired by the operating personnel of HSEL).

d) Necessary furniture (table, chair etc., of Godrej make) for Weigh Cabin.

2. All commissioning spares as required during commissioning.

3. Two (2) nos. Intrinsically safe Split air conditioners each of 2T capacity (1 working+1 standby) for weigh cabin suitable for single phase 240V power supply along with voltage stabilizers. The list of approved vendors for split air conditioners shall be as per HSEL vendor list.

4. All consumables (printer paper, ink, cartridges etc.) required for start-up & commissioning and for first 6 Months operation.

5. Commissioning and First fill of lubricant.

6. Minor civil works such as chipping and grouting of foundations. Grouting material shall be included in EPC Contractors scope of supply.

7. One set of test weights equivalent to 6 Tonne as per cl. 3.15 of standard specification no. 6-27-0001 Rev 3 attached with the bid.

8. Special Tools and tackles for operation and maintenance.

9. List of recommended spare parts for 2 years normal operation & maintenance.

3.0 SCOPE OF SERVICES

1. Design, Engineering, Manufacture, Testing, Painting and Supply of the complete

equipment at site.

2. Procurement of Raw Materials and Bought out Items.

3. All Civil works like trenches for cables, weigh cabin, and equipment foundations etc.

4. Transportation to site.

5. Storage and handling at site.

6. Erection, Grouting, cabling, installation, commissioning, performance testing and

calibration of the weigh bridge at site.

7. Laying of serial cables from various Scale rooms to DCS/PLC located in Loading Automation CR.

8. Technical assistance for integration and testing of weigh-bridge console with DCS/PLC system.

9. Inspection and certification of weigh-bridge at site by Weights and Measures Inspector shall be arranged by EPC Contractor.

10. Training to the HSEL operators concurrent with commissioning activities.

11. Test weights for performance guarantee tests shall be arranged by the EPC

contractor

12. Documents/drawings as called for in Vendor Data Requirement.

4.0 TECHNICAL REQUIREMENTS

4.1 Load cell shall be hermetically sealed & shall be directly connected to digitizer.

4.2 Protection shall be provided against shocks, vibration, electrical influences & environmental condition.

4.3 Personal Computer (PC) configuration shall be of reputed make. 4.4 For further technical requirement refer attached Data Sheet of Weigh Bridge

(Doc no: A642-200-16-44-DS-008) and Standard Specification (Doc. no.6-27-0001).

4.5 All field mounted equipments/ instruments shall be suitable for area classification as specified in the electrical specification attached elsewhere in the FEED.

4.6 Load cells shall be intrinsically safe.

4.7 Certification for use in hazardous area shall be as follows:

For all intrinsically safe / explosion / flameproof equipment / instruments which are manufactured abroad and certified by any statutory authority like BASEEFA, FM, UL, PTB, ATEX, LCIE etc. should also have the approval of PESO(Petroleum Explosives safety organizer) / CCE(Chief Controller of Explosives),Nagpur.

For all flame proof equipments manufactured locally (indigenously, the testing shall be carried out by any of the approved test house like CMRI / ERTL etc. The instruments shall in addition bear the valid approval from PESO (Petroleum Explosives safety organizer) / CCOE (Chief Controller of Explosives), Nagpur and a valid BIS license.

For all intrinsically safe equipment manufactured locally (indigenously, the testing shall be carried out by any of the approved test house like CMRI / ERTL etc. The equipment shall in addition bear the valid approval from PESO (Petroleum Explosives safety organizer) / CCOE (Chief Controller of Explosives), Nagpur.

Approvals other than above shall neither be offered nor will these be acceptable.

5.0 INSPECTION & TESTING

Inspection and testing shall be as per Cl no 4.0 of EIL standard specification of Electronic type Weigh Bridge (Doc no:- 6-27-0001)

6.0 PAINTING

Painting shall be as per EIL painting specification attached elsewhere in the FEED.

7.0 SPARE PARTS AND SPECIAL TOOLS & TACKLES

Mandatory spares, Commissioning spares, Spares for 2 years of normal operation and special tools & tackles shall be as per Cl. No. 6.0 of Job specification for Packaged Equipment (Doc no :- A642-200-16-44-SP-001).
