Jockey Club Creative Arts Centre (JCCAC)
Annual Report for the period from 1 July 2018 to 30 June 2019 1. Background 1.1 JCCAC is housed in the former Shek Kip Mei Factory Estate, a nine-storey
decommissioned government factory block built in 1977. Spreading over nearly 200,000 square feet, the award-winning architectural conversion into a creative arts centre was made possible through the generous donation of The Hong Kong Jockey Club Charities Trust (HKJCCT), after which the building was named. JCCAC is operated as a self-financed, non-profit making organisation by the Hong Kong Creative Arts Centre Limited, a wholly owned subsidiary company of Hong Kong Baptist University (HKBU).
1.2 JCCAC serves dual roles. It is both an artist village which helps support the arts/cultural
community and creative industry’s needs for arts studio and operation space, and also an arts centre which welcomes public visitors and offers a platform to showcase and appreciate artworks and cultural/creative activities.
2. Position and objectives 2.1 JCCAC positions itself as a multidisciplinary (but with a strong visual arts presence)
arts village and arts centre. To help support arts and cultural development, JCCAC’s establishment objectives are to (a) provide studio space for local artists and cultural groups; (b) promote arts and culture in the community; and (c) nurture creative arts talents for Hong Kong.
3. Vertical arts village – provision of studio space 3.1 As a vertical arts village, JCCAC provides 140 studio units for rent by artists and
arts/cultural/creative organisations through a tiered rental structure offering four types of tenancies, namely art student/graduate (AS/G), artist/art group (A/AG), institutional and commercial. The tiered rental structure allows JCCAC to offer the vast majority (about 90%) of all units, especially small to medium sized ones, to A/AG and AS/G tenants at subsidised rents, and a small proportion of units (about 10%, mainly comprising of units larger in size or in consumer locations) as institutional and commercial tenancies.

3.2 There was a healthy demand (mostly 100% occupancy throughout the year) for tenancies
due to JCCAC’s uniqueness in offering affordable rent, convenience of location and an environment conducive to artistic collaborations. To manage the especially high demand for A/AG and AS/G tenancies, a mild annual combined turnover rate at around 15% was maintained through periodic open invitations and an effective vetting and succession system.
3.3 The vast majority of studio units at JCCAC were used as arts studio by self-employed artists
in various art disciplines and work patterns, with the rest mainly serving arts/cultural/creative organisations as office, operation and/or exhibition space. Their works cover a wide array of art forms, from visual arts (e.g. Chinese and Western painting, photography, ceramic, sculpture, printmaking, glass, multimedia installation) to performing arts (e.g. music, dance, drama) and other art forms (e.g. design, film, community art, art criticism). Almost 2,500 visitors from schools, non-governmental organisations and the general public joined special guided tours to visit arts studios during the year.
4. Creative arts centre – venue facilities
4.1 The main venue facilities at JCCAC are the Jockey Club Black Box Theatre (JCBBT) with
around 100 seats, two levels of Galleries and the Central Courtyard. The subsidiary venues include the Roof Terrace, two Activity Rooms and a myriad of Common Spaces dotted around the public areas on various floors of the premises. For hire on a tiered charge system to showcase arts and cultural activities, JCCAC venue facilities enjoyed good usage rates during the year at around 90% for the Galleries, 85% for the JCBBT and 78% for Central Courtyard.

4.2 JCBBT and venue subsidy scheme – Sponsored by HKJCCT, the Jockey Club Black Box Theatre Subsidy Scheme (JCBBTSS) was launched in December 2017. It aimed to support and nurture the development of local (especially emerging) small/medium art groups and artists by encouraging their creation and production of innovative arts programmes of high artistic standard. Successful applicants may hire JCBBT (consisting of Main Stage and Theatre Foyer) at only 10% of the normal venue hiring fee for an average of five to seven days, to rehearse and stage public ticketed performances/activities. JCBBTSS also encouraged audience building and enhancing appreciation for local theatre works through maximising JCBBT’s potential as a professional venue with intimate setting suitable for experimental performances.

5. Promotion of arts and culture in the community 5.1 Open to the public every day except the Chinese New Year holidays, JCCAC attracted an
estimated 281,000 visitors during the year despite cancellation of programmes in September 2018 due to Super Typhoon Mangkhut and city-wide disruptions in June 2019.
Public programmes 5.2 JCCAC is a vibrant platform for art activities. Programme information about activities is
published on the JCCAC website, in the monthly guide – JCCAC Programmes, to e-news subscribers and on JCCAC’s Facebook and Instagram.
5.3 Around 140 arts/cultural programmes (see Annex 1) were presented in JCCAC’s main
venues during the reporting period, 46% being exhibitions in the Galleries and Central Courtyard, and 39% theatre works (many accompanied by post-performance talks to encourage artistic sharing) in the JCBBT attended by around 13,400 audiences.
5.4 Programmes highlights during the year include:
(a) JCCAC Handicraft Fair – launched in 2010, it was held over three weekends during the year (as the one in September 2018 was cancelled due to typhoon) and showcased around 390 craft artisans, mainly from Hong Kong but also attracting participants

from nearby regions including China, Macau, Singapore, Japan, Korea, Taiwan, Malaysia and Thailand;
(b) Factory-made: JCCAC 10-Year Retrospective Exhibition – to kick-start JCCAC’s 10th anniversary celebration, the Centre organised a retrospective exhibition at the pop-up venue of L3-07. This exhibition showcased milestone events and highlighted programmes of this significant art hub in Hong Kong that has presented a wide range of arts and cultural activities by local creative talents for the community. Running from 12 October to 26 December 2018, the exhibition also featured works by six tenant artists, who took inspiration from the Shek Kip Mei neighbourhood and the concept of old meets new, and attracted around 3,000 visitors;

(c) JCCAC Festival – an annual month-long event in December to mainly showcase the works of JCCAC artists and arts organisations. In celebration of JCCAC’s 10th anniversary, the theme of the JCCAC in 2018 was “Factory Forward”, which alluded to JCCAC’s roots as a cottage factory that has transformed into an arsenal where art is created and deployed, as its creators transcend to reach new audience and partners. The six-week Festival, which attracted an estimated 21,000 visitors, comprised of a group exhibition in the Galleries of works by around 70 resident visual artists, 15 other exhibitions curated by resident artists dotted around the Centre’s public spaces, and 43 other free arts activities over weekends;

(d) Exhibition at MTR Central Station – Factory Forward: JCCAC Arts@MTR (廠出:
JCCAC 藝聚港鐵) – for the fourth time since 2015, the Centre participated in the “Art in MTR” programme at MTR Central Station during Hong Kong Arts Month. The exhibition in 2019 ran for two months from 20 March 2019 and featured the works of 11 JCCAC tenants representing a mix of aspiring and established artists;
(e) JCCAC at Affordable Art Fair (AAF) – debuted in 2018 and with the support by AAF, the Centre participated in this international event to greet fair visitors for general promotion of the Centre. This year’s showcase took place from 16 to 19 May 2019 and was supported by 27 tenant artists;
(f) Rooftop Cinema – organised in collaboration with MOViE MOViE (a paid TV channel under Edko Films Limited) and G.O.D. Limited (an institutional tenant), the rooftop cinema allows the public free registration to view art house movies in an intimate setting on the roof terrace and participate in the post-screening discussions. Four films were screened during the reporting period which attracted over 300 participants;

(g) Community Cultural Ambassador Scheme – JCCAC collaborates with the Audience Building Office of the Government’s Leisure and Cultural Services Department to provide free performance programmes, and encourage local performing arts practitioners/groups to make contact with the community. Events over five weekends took place during the year.

5.5 With its location and work close to the community, JCCAC is a particularly suitable
venue for presenting events/exhibitions to raise public awareness on social issues through the inspiring power of the arts. Programme highlights for the year include:
(a) 感覺有時.安寧照顧藝術展 – presented by The Hong Kong Society for
Rehabilitation and Outfocus Group Workshop, the exhibition promoted life and death education by using visual arts and raised public awareness on the end-of life living of chronic disease patients;
(b) Provoke the Age, the Acts: 50 Years’ Quest for a Language to Come – presented by
Hong Kong International Photo Festival, the exhibition spotlighted the legendary magazine in a landmark exhibition curated by Tokyo-based curator Nagasawa Akio. Through the eyes of a dozen emerging and prolific artists of the 1960s and 1970s – including Nakahira Takuma, Moriyama Daido, Tomatsu Shomei, Sawatari Hajime, Suda Issei, and the late Hamaguchi Takashi, the audience could see the Tokyo of the “Provoke” era: a shifting metropolis in the midst of global upheaval, and a modern Japanese society in rapid transformation;

(c) Photo Exhibition by Oxfam "Left Behind Children" – presented by Oxfam Hong
Kong, the exhibition showcased the photography of Mr. Leo Tsang, a volunteer photographer of Oxfam, vividly telling the genuine stories behind his still lens to arouse attention and support for left-behind children;
(d) 賽馬會「過去識」本土文學會及教育計劃 - 香港文學季 - 五味雜陳氣味相投:
文學 × 視藝展覽 – presented by The House of Hong Kong Literature Limited, the exhibition showcased the cross-media dialogue creation between the litterateur and visual artists;

(e) The 3rd Hong Kong Queer Literary and Cultural Festival – presented by Nu Tong Xue She, with the aim to create and provide a friendly and open environment for the general public to understand, explore and discuss the various facets of gender and sexuality. The event showcased books on gender and sexuality issues, and included activities such as book readings, seminars and sharing sessions. There were booths for vendors of relevant books and LGBT-friendly organisations, and a cozy reading corner for visitors;
(f) Embracing the Green Legacy of Community – presented by The Conservancy
Association, the programme aimed to educate the community about environmental protection through paintings and story-telling about trees.
Educational programmes 5.6 A strong believer in the empowerment of young people through arts appreciation, JCCAC
collaborated with the Sham Shui Po District Council (SSPDC) in various educational programmes during the year, including Sham Shui Po Arts Ambassadors and Sham Shui

Po School Arts Marathon. Throughout the year, the Centre worked closely with local schools and arranged visits for students from kindergartens to tertiary institutes, reaching out to almost 10,000 students in the district and around Hong Kong.
6. Nurturing creative arts talents 6.1 To help nurture creative talents, almost a quarter of all studio units were reserved for
allocation under the AS/G tenancy category to emerging artists – mostly recent arts graduates in need of affordable studio space, network enhancement and promotional support at the beginning of their artistic careers. Since opening in 2008, around 200 fledgling artists had the opportunity to use affordable studio space under this tenancy category to explore their development potential for a career in arts.
6.2 To help raise the profile of tenant artists and arts organisations, a JCCAC Arts Studio Guide
booklet and JCCAC Guide Map pamphlet were published biannually and distributed to schools, cultural institutions and collaborators. Tenant activities were promoted on the JCCAC website and in the programme guide published each month. To promote JCCAC and help tenants reach out to the public, JCCAC had a booth at the Affordable Art Fair 2019.

6.3 To enhance support for the professional development of tenants, especially budding visual
artists, the Professor Mayching Kao Arts Development Fund – established through generous private donation by Professor Mayching Kao, was launched in July 2018. The Fund aimed to nurture professional artistic development of JCCAC tenants (especially budding visual artists) by supporting specific cost items to enable their participation in local exhibitions at appropriate venues outside JCCAC, or in overseas artist residency, internship, international conferences or exhibitions. By June 2019, the Fund had granted support to eight such proposals from tenants.

6.4 Through the generous support of the HKJCCT, JCCAC continued to operate JCBBTSS to support and nurture the development of local (especially emerging) small/medium art groups and artists by encouraging their creation and production of innovative arts programmes of high artistic standard. Successful applicants were able to hire JCBBT at only 10% of the normal venue hiring fee for five to seven days on average, for rehearsals and staging public ticketed performances/activities. During the year, there were 59 hirers who used JCBBT for 204 performances/events/workshops, representing an occupancy rate of 85%.

6.5 JCCAC enjoyed a collaborative relationship with its tenant artists and arts organisations, many of whom actively participated (as exhibition artists, art workshop tutors, curators or docents) in various educational and community programmes, the JCCAC Festival and the JCCAC Handicraft Fair. Around 40% of all activities featured in the Galleries and the Central Courtyard were tenant presentations for which JCCAC provided venue and publicity support.
7. Sponsorship and fund-raising
7.1 As a self-financed not-for-profit organisation, JCCAC would like to express its deepest gratitude to the Home Affairs Bureau and SSPDC for their staunch support, and to sponsors and supporters who shared JCCAC’s vision in promoting arts education and arts development. JCCAC was especially indebted to the HKJCCT for sponsoring the venue subsidy scheme of JCBBT through the Hong Kong Jockey Club Community Project Grant, and the necessary maintenance and enhancement works to JCCAC’s theatre, exhibition and venue facilities through the Chief Executive’s Community Project List 2014.
8. Financial Position
8.1 As at 30 June 2019, JCCAC had an operating surplus of $282,418, which helped reduce the accumulated deficit to $1,239,565. An overview of the financial position is as follows:

Notes: 1. JCBBTSS: A venue subsidy scheme funded by HKJCCT, which enabled JCCAC to provide
the JCBBT for free use (rehearsals and performances) by selected beneficiaries at 10% normal hiring charges.
2. Tier 1: Commercial organisations and private hirers. Tier 2: Bona fide artists and art groups, non-profit-making organisations. Tier 3: Tenant hirers (free or at concessionary hire rates). 3. Venue support for collaboration: JCCAC’s special programme collaboration with other
